An example – CSPA from theory to practice

• • How such an instrument can be implemented in an organisation and improve collaboration between business and technology.

• • How it could be used to carry out certification of a service definition and to have the service definition registered in the CSPA service catalogue.

Situation…

Work in progress for modernising the production of statistics is sometimes perceived as vague, difficult, doesn’t concern me, a burden for my daily work…

So some concrete actions defined…

1. Develop guidelines for describing service definitions

2. Proof of Concept of first services implemented in a SOA following the guidelines

3. Set up governance for day to day usage, incl. Catalogue

A first set of “tools”, CSPA compliant,to raise awareness and increase clarity inside Eurostat .

• Document identified generic business needs in a standardised way

Implementation - Usage

• Case by case, depending on requests of business units (Business driven - ex. project « lowering the entry barrier for SDMX implementations»)

• Final version to become a standard annexe to the official documents describing development work that is being outsourced

• Redesign of existing software solutions(IT driven - IT rationalisation strategy)

Service Certification „in the house“

• Front office to be coordinator with business analysts, regular meetings

• Service proposals to be presented to official committee IT/business

• Services agreed to be developed by unit IT for statistical production

But….

How to manage these service descriptions?

• Obviously storage in a CSPA service catalogue is the goal

• Unfortunately the CSPA catalogue lacks some functionality here: categories, hierarchies, local services,…

• To be considered is the implementation of a network of CSPA compliant catalogues

• CSPA service catalogue would become more powerfull and sustainable when moving towards a different IS architecture

• These actions are small steps only, but they give CSPA a « face » in Eurostat

• Modernisation of the statistical productionprocess is a big challenge, especially for the production engines dealing with the core part of the process

• Governance need to be well definedotherwise failure is fact

• Transitions of system components, staff roles and responsabilities, need to be prepared in detail

• CSPA and the future ESS EA reference architectureare a good basis to start.
