INTRODUCTION
The EJTN has developed in 2015 for the first time a
detailed calendar of activities composed of tables ordering
the seminars by dates, topics and venue, plus a one-page
description of each activity, as well as useful annexes referring to the
deadlines for application and allocation of places where applicable.
Following the success and usefulness of the 2015 calendar, we have continued
to implement this tool in 2016 and 2017 and we are now presenting the 2018
Calendar of activities which contains 100 activities to be developed in 2018 in
the fields of Administrative, Civil and Criminal Law, Human and Fundamental
Rights, Linguistics, Judicial Training Methods, THEMIS, Summer Schools and
Catalogue plus.
Catalogue of Members’ activities and Judicial Exchanges, including study visits,
are not covered by this calendar and will be addressed separately, following a
procedure identical to that of previous years.
The Calendar of Activities has been designed to answer two main concerns
expressed by the training institutions: the need to receive all relevant information
regarding EJTN trainings before the start of their implementation year, and the
need to decrease the number of emails received from the Secretariat.
As a consequence, the Calendar of Activities will replace the individual Calls
for Application previously sent a few months in advance of each seminar. Only
one monthly reminder listing the approaching deadlines for application will be
sent at the beginning of each month, together with information highlighting any
updates made to the calendar. In this Calendar, training institutions will find all
the information required to select participants to each EJTN activity. In addition,
a table listing all application deadlines for the year 2018 is available in Annex I.

DESCRIPTIONThis two-day training will raise awareness to the European dimension in the field of civil procedure; provide training on the EU Regulations including the relevant case law on cross-border taking of evidence and service of documents; promote contacts between national judges from different Member States.
The seminar is designed to be practice-oriented and focused on peer and expert training.
Participating judges will deal with concrete situations and be faced with real questions by means of case studies and workshops in which active participation is encouraged. The training will serve as a forum for the exchange of knowledge and best practices between judges and prosecutors from across the EU.

For the activities only opened to some Member institutions (Criminal Justice seminars on EAWs and MLAs simulations/
Cross-border evidence in Practice and Procedural safeguards in Criminal Proceedings in the EU in Practice, Catalogue
Plus), participating institutions have been pre-assigned to each seminar. This information is reflected in the relevant
activity pages of the calendar. This notwithstanding, in order to facilitate the identification of the relevant seminars by
the assigned training institution, tables of Criminal Justice activities listed above, Catalogue + ordered by participating
institution are available in Annexes II, and III respectively. All other activities are opened to all Members.
The priority list of selected participants for each activity, as well as the reserve list, will be uploaded on the new online registration platform https://osp.ejtn.eu/login (access will be granted separately each EJTN Member) and must contain the following information:

DESCRIPTIONThis two-day training will raise awareness to the European dimension in the field of civil procedure; provide training on the EU Regulations including the relevant case law on cross-border taking of evidence and service of documents; promote contacts between national judges from different Member States.
The seminar is designed to be practice-oriented and focused on peer and expert training.
Participating judges will deal with concrete situations and be faced with real questions by means of case studies and workshops in which active participation is encouraged. DESCRIPTION: Confidentiality and privacy, right to healthcare and to freedom, inviolability of the home and of communications, are a legal limit to intrusive activities of public authorities and the judiciary. Nevertheless, the crisis caused by terrorism exerts strong pressure for the safeguard of social protection needs. The seminar will give an overview of new investigating tools and procedures that can be considered eligible in investigation and as evidence in trials, in the light of the protection of fundamental rights.

DESCRIPTIONTwo-days-and-a-half training based on a ‘learn-by-doing’ methodology. Judges and prosecutors from three different EU Member States will be involved in a simulation of the different stages of a migrant smuggling case, inspired by real facts and involving both national and cross-border judicial cooperation. This training will require strong interaction between the participants forming the 3 different national Core Groups. Participants will comment on the practical cases according to their national legal systems and, most importantly, learn about their colleagues’ systems in counterpart Member States. The simulation will call for the use of EU instruments of mutual legal assistance and recognition, in particular, Freezing Orders (FO), the European Arrest Warrant (EAW), and Mutual Legal Assistance (MLA) requests. Participants will be assisted by international and national experts, EJN contact points and EUROJUST representatives. The training will include presentations on the role of the EJN and EUROJUST in judicial cooperation in criminal matters, as well as a framework lecture on the topic of the training’s practical case.

DESCRIPTION: The conference addresses judges of all jurisdictions as well as prosecutors.
Around the world, work ethics of judges and prosecutors have become an issue of debate. During the last years, the topic has spread increasingly around Europe as well. Several countries have developed national ethics policies, e.g. Austria where, in 2007, the Association of Austrian Judges has passed a declaration of ethics containing principles by which the judges declare to be guided in their work.
The conference wants to illustrate the status quo of development using the example of Germany and the ideas, principles and expectations the German Constitution and the German Judiciary Act associate with judges. There will also be selected examples from other countries. The conference aims at collectively breaking the everyday would, enabling and encouraging a debate on the topic and raising the following questions for the participants:
• What is it that makes a good judge or a good prosecutor?
• Could and should judges and prosecutors in Germany give themselves ethical principles for their work?
• Which ethical principles should prevail?
• Should these principles be put into writing?
• Which values influence my professional behavior?
• What does independence of mind mean and how is it put into practice?
The conference will also be announced as part of the European Judicial Training Network (EJTN). It is particularly suitable for foreign participants.
For participation in the intended workshops at least basic command of English would be preferable.

DESCRIPTIONA five-day, face-to-face course designed for EU judges and prosecutors working within judicial cooperation in civil matters. It aims at developing both legal and linguistics skills of the participants by combining legal information and language exercises in a practical and dynamic way. Participants are divided in four small groups, three to be developed in English and one to be carried out in French. Each group is trained for the entire week by a team composed of a linguist expert and a legal expert acting simultaneously. The course combines theoretical and practical sessions of the four basic language skills: reading, writing, speaking, listening, within legal terminology. Before the face-to-face seminar components, participants will be invited to check their knowledge and prepare for the seminars by doing some legal and language exercises, which will be prepared by the project experts, and available for participants on EJTN’s training platform.

DESCRIPTION: Day-and-a-half training on the legal framework and key jurisprudential developments in the field of EU asylum law and policy. This training will combine practical workshops with framework lectures focused on central issues arising from the case-law of the European Court of Human Rights, the assessment of country of origin information (COI), and the standards for the assessment of the credibility of asylum claims. In small breakout groups, participants will analyse practical case-studies inspired by real facts and exchange views on national approaches to the treatment of asylum claims and the application of the relevant EU and international law. DESCRIPTIONA five-day, face-to-face course designed for EU judges and prosecutors working within judicial cooperation in criminal matters. It aims at developing both legal and linguistics skills of the participants by combining legal information and language exercises in a practical and dynamic way.
Participants are divided in four small groups, three to be developed in English and one to be carried out in French. Each group is trained for the entire week by a team composed of a linguist expert and a legal expert acting simultaneously.
The course combines theoretical and practical sessions of the four basic language skills: reading, writing, speaking, listening, within legal terminology.
Before the face-to-face seminar components, participants will be invited to check their knowledge and prepare for the seminars by doing some legal and language exercises, which will be prepared by the project experts, and available for participants on EJTN’s training platform.

DESCRIPTIONDay-and-a-half training aimed at promoting effective way of cooperation on obtaining evidence in criminal matters between EU Member States in view of securing its admissibility abroad. The seminar, divided in national breakouts sessions, international workshops and plenaries, will give the opportunity to the practitioners to have an in-depth knowledge on the Directive on the European Investigation Order (EIO) and reflect on legal and practical implications in cross-border investigations: which changes with the EIO and national challenges in the implementation of the Directive.
The seminar, through key notes and study cases, also intends to provide participants with a forum of discussions to raise those questions which can help them in daily praxis on how to solve problems in cross-border investigations as issuing / executing judicial authority and highlight differences and common approaches in gathering, obtaining and use of evidence in view of its admissibility abroad. Within this context, participants will be aware of the current legal landscape of EU cross border evidence and different regimes for the obtaining of evidence based upon Mutual Legal Assistance and Mutual Recognition Principle.
Exchange best practices and experience about how differences can stop EU cross-border investigations or how practitioners could achieve a successful prosecution will be will be at the core of the seminar.

DESCRIPTIONThe added value of the two day-long training consist of delivering in-depth insights on highly specialized topics pertaining to diversified aspects of Cross-border Insolvency.
Cross-border insolvency (sometimes called international insolvency) regulates the treatment of financially distressed debtors where such debtors have assets or creditors in more than one country. Typically, cross-border insolvency is more concerned with the insolvency of companies which operate in more than one country rather than the bankruptcy of individuals. Like traditional conflict of laws rules, cross-border insolvency focuses upon three areas: choice of law rules, jurisdiction rules and enforcement of judgment rules. However, in relation to insolvency, the principal focus tends to be the recognition of foreign insolvency officials and their powers. The training will be carried out by leading academics and practitioners, expert speakers will be called to expand upon such aspects as jurisdiction, applicable law, EU instruments, recognition and enforcement of decisions and cooperation in matters relating to the subjects of the seminar. This training will combine theoretical lectures with practical workshops based on specialised case-studies and will serve as a forum for the exchange of knowledge and best practices between judges from across the EU.

DESCRIPTIONDay-and-a-half training aimed at offering a better understanding and providing an overview of criminal defense rights under EU law through a set of Directives designed to strengthen procedural safeguards (interpretation and translation, information, access to a lawyer, presumption of innocence, children’s rights and legal aid). This training, particularly focused on the most recent Directives on presumption of innocence and legal aid, will combine presentations and key notes on EU procedural rights and ECHR and CJEU case-law. The structure of the seminars is aimed at requesting significant interaction among practitioners though practical workshops and plenary briefings directed by leading experts.
The training will serve as a forum for the exchange of knowledge and best practices between judges and prosecutors who will be called to resolve the challenges posed by the Directives. Through those exchanges between participants from different Member States knowledge and understanding of other EU legal systems on procedural safeguards in criminal proceedings will promote mutual trust and confidence among the EU judiciary.

Expert speakers will be called to expand upon such aspects as introduction to the CFREU and the mission of the FRA, applicability issues, effects of the CFREU at national level, and the protection of specific fundamental rights at the light of the CFREU. Particular attention will be allocated to the EU institutional tools in the cooperation on criminal matters – Eurojust, Europol and the European Judicial Network in Criminal Matters. The seminar will outline the competences of the Court of Justice of the European Union in the field of criminal matters, as well as its jurisdiction to give preliminary rulings. DESCRIPTIONA three-day, face-to-face course designed for EU judges and prosecutors dealing with cybercrime law related cases.
It aims at developing both legal and linguistics skills of the participants by combining legal information and language exercises in a practical and dynamic way.
Participants are divided in three small groups to be developed in English.
Each group is trained for the entire duration of the seminar by a team composed of a linguist expert and a legal expert acting simultaneously.
The course combines theoretical and practical sessions of the four basic language skills: reading, writing, speaking, listening, within legal terminology.

Judges and prosecutors from all EU Member States dealing with cybercrime law related cases and having the B2-C1 language

DESCRIPTIONThe main aim of the Themis Competition is to bring together future magistrates from different European countries at a time when they are undergoing entry level training to enable them to share common values and to exchange new experiences/discuss new perspectives in areas of common interest.
The Project aims to:
• Promote a forum of discussion on European and International Law subjects.
• Promote exchanges of experiences between the participants.
• Obtain and spread interesting and useful theses on the chosen subjects.
• Encourage the development of the critical thinking and communication skills.
• Promote and foster relationships among participants from across the European judiciaries represented in the competition
TARGET GROUP
The project beneficiaries are trainees from all training institutions and schools who are members of EJTN or observers.
NUMBER OF PARTICIPANTS
The maximum number of teams to take part in each semi-final is eleven (11). A participant” is defined as a team consisting
of three persons. Each participant can be accompanied by one teacher/tutor. Team members must be judicial trainees: a
person is considered a judicial trainee if he or she is so regarded under the national law and if he/she is not attending initial
training activities for more than two years. The training institution to which the trainee belongs shall certify his/her status,
according to the above, at the moment of registration.
Any country where such a concept of “trainee” does not exist may participate with a team composed of judges and/or
public prosecutors who, at the date of registration, are in their first year of service, such year commencing with the date
when they first took up their appointment as a judge or public prosecutor irrespective of whether or not they are in such
employment at the date of registration. It is not allowed to be a member of a team in THEMIS more than once.

DESCRIPTIONThis training event will be implemented if the form of a workshop, aimed at developing the outcomes of previous training activities into a framework of a model course on training to leadership.
In previous EJTN seminars and conferences, training needs and best practices in the field of training to leadership were discussed and identified. A EJTN research study on best practices on leadership training needs will be finalised and published by the end of 2017.
The participants in the workshop are expected to be actively involved in small working groups with the final aim to design content and methodology of an European model course on training to leadership.
A concept paper will be distributed to the participants for the preparation to the workshop.

DESCRIPTIONThe purpose of the two day-long seminar is to give judges dealing (even occasionally) with cross border disputes in civil and commercial matters an insight in the EU-rules on jurisdiction, recognition and enforcement of judgements, as changed by the Brussels I Recast (Regulation 1215/2012).
Expert speakers will be called to expand upon these rules, situate them within in the framework of the EU-legislation on judicial cooperation, and focus on their practical application.
In order to combine the theoretical approach furthermore with a more concrete one, different workshop sessions will be organized to provide a widened knowledge on this important EU instrument and its related case-law, and to facilitate the exchange of best practices amongst the participants.

This training will gather judges and prosecutors from different EU Member States to exchange views and best practices on the treatment of terrorism cases, the gathering and use of evidence from third States and conflict zones, the use of intelligence as evidence, and the use of evidence from social media and other online platforms. Each group is trained for the entire week by a team composed of a linguist expert and a legal expert acting simultaneously.
The course combines theoretical and practical sessions of the four basic language skills: reading, writing, speaking, listening, within legal terminology.
Before the face-to-face seminar components, participants will be invited to check their knowledge and prepare for the seminars by doing some legal and language exercises, which will be prepared by the project experts, and available for participants on EJTN’s training platform.

DESCRIPTION:Two-days-and-a-half training based on a ‘learn-by-doing’ methodology. Judges and prosecutors from three different EU Member States will be involved in a simulation of the different stages of a case related to protection of the financial interests of the EU, inspired by real facts and involving both national and cross-border judicial cooperation. This training will require strong interaction between the participants forming the 3 different national Core Groups. Participants will comment on the practical cases according to their national legal systems and, most importantly, learn about their colleagues’ systems in counterpart Member States. The simulation will call for the use of EU instruments of mutual legal assistance and recognition, in particular, Freezing Orders (FO), the European Arrest Warrant (EAW), and Mutual Legal Assistance (MLA) requests, role of the EPPO. Participants will be assisted by international and national experts, EJN contact points and EUROJUST representatives. The training will include presentations on the role of the EJN and EUROJUST in judicial cooperation in criminal matters, as well as a framework lecture on the topic of the training’s practical case.

Sharing of experiences and good practices regarding the implementation of financial investigations within EU, and cooperation with EUROPOL, EUROJUST and international networks as CARIN are at the core of the seminar.
The overall aim of the seminar is to increase understanding and common approaches on financial investigations, confiscation and criminal assets recovery; to discuss practical use of legal instruments in this area, exchange knowledge and facilitate cooperation between the judicial authorities of the Member States as well as with international organizations and EU agencies. DESCRIPTIONThe protection of EU public money against all forms of criminal conduct, including fraud and the effective and equivalent legal action throughout the Union has to become a priority for the national authorities. To investigate, prosecute and bring to justice those who commit criminal offences affecting the Union’s financial interests is a key goal where judicial training has a role to play. For the first time, the EJTN is organizing a seminar to make judges and prosecutors aware on how to counter all forms of illegal activity affecting the EU financial interests and to detect the misuse of the EU budget.
Day-and-a-half training aimed at providing the participants with the information on international legal framework with regard to protection of EU financial interests and measures taken at EU level to protect the EU’s financial interests. The role of the European Anti-Fraud Office (OLAF) especially in those cases with a cross-border dimension and the new Regulation setting up a European Public Prosecutor’s Office will be examined in the seminar. The training will combine lectures, presentations and workshops with study cases to enhance practical knowledge of practitioners in order to achieve effective investigations and prosecutions of offences affecting the Union’s financial interests.

The project beneficiaries are trainees from all training institutions and schools who are members of EJTN or observers.

A participant” is defined as a team consisting of three persons. Each participant can be accompanied by one teacher/tutor.
Team members must be judicial trainees:
• A person is considered a judicial trainee if he or she is so regarded under the national law and if he/she is not attending
initial training activities for more than two years. The training institution to which the trainee belongs shall certify his/her
status, according to the above, at the moment of registration.
• Any country where such a concept of “trainee” does not exist may participate with a team composed of judges and/or
public prosecutors who, at the date of registration, are in their first year of service, such year commencing with the date
when they first took up their appointment as a judge or public prosecutor irrespective of whether or not they are in
such employment at the date of registration.

DESCRIPTIONOne of the main aims of the EJTN Strategy Plan 2014-2020 is “to assure high standards of quality of European judicial training and promote quality standards for national judicial training”. To achieve this goal, the trainers should be prepared to plan and implement practical, interactive and collaborative training sessions. In this regard, the proposed day-and-a-half seminar will provide the opportunity to exchange ideas and compare different practices about the methodology and organization of training sessions using interactive training methods and techniques. The training will cover the following topics: collaborative and experiential learning; methods and techniques for interactive teaching and their peculiarities in the judicial training. Special attention will be paid to the application of mock trials and case studies, as well as to the planning of interactive sessions in the process of training judges and prosecutors. The design of the seminar is consistent with the concept of experiential, collaborative and problem-based learning.

DESCRIPTION:Day-and-a-half training aimed at offering a better understanding and providing an overview of criminal defense rights under EU law through a set of Directives designed to strengthen procedural safeguards (interpretation and translation, information, access to a lawyer, presumption of innocence, children’s rights and legal aid). This training, particularly focused on the most recent Directive on special safeguards for children during criminal court proceedings, will combine presentations and key notes on EU procedural rights and ECHR and CJEU case-law. Th structure of the seminars is aimed at requesting significant interaction among practitioners though practical workshops and plenary briefings directed by leading experts.
The training will serve as a forum for the exchange of knowledge and best practices between judges and prosecutors who will be called to resolve the challenges posed by the Directives. DESCRIPTIONDay-and-a-half training aimed at promoting effective way of cooperation on obtaining evidence in criminal matters between EU Member States in view of securing its admissibility abroad. The seminar, divided in national breakouts sessions, international workshops and plenaries, will give the opportunity to the practitioners to have an in-depth knowledge on the Directive on the European Investigation Order (EIO) and reflect on legal and practical implications in cross-border investigations: which changes with the EIO and national challenges in the implementation of the Directive.
The seminar, through key notes and study cases, also intends to provide participants with a forum of discussions to raise those questions which can help them in daily praxis on how to solve problems in cross-border investigations as issuing / executing judicial authority and highlight differences and common approaches in gathering, obtaining and use of evidence in view of its admissibility abroad. Within this context, participants will be aware of the current legal landscape of EU cross border evidence and different regimes for the obtaining of evidence based upon Mutual Legal Assistance and Mutual Recognition Principle.
Exchange best practices and experience about how differences can stop EU cross-border investigations or how practitioners could achieve a successful prosecution will be at the core of the seminar.

DESCRIPTIONThe added value of the two day-long seminar consist of delivering in-depth insights on highly specialized topics pertaining to diversified aspects of European Account Preservation Order. The European Account Preservation Order (EAPO) lets a court in one EU country freeze funds in the bank account of a debtor in another EU country. The procedure may be used in cross-border cases only, whereby the court carrying out the procedure or the country of domicile of the creditor must be in a different Member State than the one in which the debtor’s account is maintained. The training will be carried out by leading academics and practitioners, expert speakers will be called to expand upon such aspects as jurisdiction, applicable law, EU instruments, recognition and enforcement of decisions and cooperation in matters relating to the subjects of the training. This training will combine theoretical lectures with practical workshops based on specialised case-studies and will serve as a forum for the exchange of knowledge and best practices between judges from across the EU.

DESCRIPTIONThis conference is meant to gather directors and representatives of judicial training providers to discuss the outcomes of the training implemented by the EJTN judicial training methods working group in the previous three years in the field of training to leadership. The conference is expected to root the development of EJTN guidelines on training to leadership for national training providers.
In previous EJTN seminars and conferences, training needs and best practices in the field of training to leadership were discussed and identified. An EJTN research study on best practices on leadership training needs will be finalised and published by the end of 2017. An EJTN workshop, planned for May 2018 in Estonia and anticipated by a concept paper, will be aimed at designing content and methodology of an European model course on training to leadership.
The participants in the conference will discuss the outcomes of the research study and the May workshop and will debate the possible adaptation of the model course to the national peculiarities.

DESCRIPTION: This 2-day training aims at creating a platform to address cultural (including religious) diversity and the challenges it poses to judicial institutions (prosecutors as well as judges) throughout Europe today. It follows a survey conducted among judges from 14 European countries by the European Network of Councils of the Judiciary (ENCJ) in cooperation with the Law & Anthropology Department of the Max Planck Institute for Social Anthropology.
The training addresses two dimensions: Judges will be given a key role in discussing selected cases in-depth and they will be given the opportunity to do so in the presence of socio-cultural anthropologists. The latter act as expert bystanders providing additional input. The cases selected will cover four areas: labor law (diversity in the workplace); family law (application of foreign personal statuses); asylum (how to assess cases of persecution), and criminal law (i.a. cultural defense).
The learning objective of this training is an increased awareness and sensitivity to take account of cultural diversity. Participants will learn how to access relevant sources of information/expertise on issues of cultural diversity and gained familiarity with a range of techniques that facilitate reflection on and taking account of cultural diversity in their individual decision-making processes.

Judges and prosecutors from three different EU Member States will be involved in a simulation of the different stages of a drug and weapons trafficking case, inspired by real facts and involving both national and cross-border judicial cooperation. This training will require strong interaction between the participants forming the 3 different national Core Groups. Participants will comment on the practical cases according to their national legal systems and, most importantly, learn about their colleagues’ systems in counterpart Member States. DESCRIPTIONThe added value of the two day-long seminar consist of delivering in-depth insights on highly specialized topics pertaining to diversified aspects of Consumer Protection.
This conference will
• raise awareness of the application of the EU principles of effectiveness, proportionality and dissuasiveness in the area of consumer protection;
• explain the role of the Court of Justice of the European Union in the interpretation and application of consumer law;
• present and analyse the tasks and ex officio powers of national courts;
• discuss possible models of cooperation between judicial and administrative enforcing authorities;

The conference will be designed to be practice-oriented and focused on peer and expert training. Whenever deemed appropriate, workshops will be implemented in order to encourage active participation of the attendees.
The training will be carried out by leading academics and practitioners, expert speakers will be called to expand upon such aspects as jurisdiction, applicable law, EU instruments, recognition and enforcement of decisions and cooperation in matters relating to the subjects of the training. DESCRIPTIONThe main aim of the Themis Competition is to bring together future magistrates from different European countries at a time when they are undergoing entry level training to enable them to share common values and to exchange new experiences/discuss new perspectives in areas of common interest.
The final will bring together the 2 best teams from each semi-final (8 teams in total).
The final consists of two stages: a written report on a common legal question and an oral debate with another team in front of the Jury.
The Project aims to:
• Promote a forum of discussion on European and International Law subjects.
• Promote exchanges of experiences between the participants.
• Obtain and spread interesting and useful theses on the chosen subjects.
• Encourage the development of the critical thinking and communication skills.
• Promote and foster relationships among participants from across the European judiciaries represented in the competition
TARGET GROUP
The project beneficiaries are trainees from all training institutions and schools who are members of EJTN or observers.
NUMBER OF PARTICIPANTS
8 teams: the winning team and the runner-up in each of the 4 semi-finals.
