Driving principles (after 3 calls)
PowerPoint template 16:97 4/5/2019
Needs:
▪ To increase the impact of Interreg
▪ To attract new (better) investments
▪ To prepare for the future (2021-2027)
Limitations:
▪ Time
▪ Capacity
▪ Budget!
Vision for the fourth call
PowerPoint template 16:98 4/5/2019
To increase the impact of
transnational cooperation projects in the regions
through
▪ Exploitation of existing outputs and results…
▪ …in coordination with other EU instruments (beyond the Interreg bubble)
Coordination: Why and with whom?
PowerPoint template 16:99 4/5/2019
▪ Projects developing European excellence, often not easily accessible for
regions and their stakeholders (SMEs, public authorities, NGOs, …)
▪ Projects funded by directly managed EU programmes (H2020, LIFE, CEF, …)
▪ (Specific collaboration with DG RTD)
Approach
PowerPoint template 16:910 4/5/2019
To focus the call
4/5/2019PowerPoint template 16:911
On the basis of an analysis of:
▪ Challenges and needs of the
regions
▪ Potentials for exploitation and
coordination
The analysis
PowerPoint template 16:912 4/5/2019
STEP 1: desk
▪ Relevance to CE territorial
challenges with a focus on
demonstration effects
▪ Potential for synergies and impact
▪ Possibility of taking up results from
other (R&D&I) projects
STEP 2: survey
▪ Involvement in (research) projects
and level of research results up-take
▪ Interest in exploiting own results in
coordination with (research) projects
▪ Need for support actions
Identify thematically relevant clusters
with a critical mass of projects
Identify the exploitation potential,
interest and experience with research
results uptake
Step 1: Thematic focus is on 7 topics
PowerPoint template 16:913 4/5/2019
P.2 LOW-CARBON
P.3 ENVIRONMENT & CULTURE
P.4 TRANSPORT
P.1 INNOVATIONI. Industry 4.0/advanced manufacturing
II. Social entrepreneurship
III. Energy efficient renovation of public buildings
IV. Low-carbon mobility and urban air quality
V. Climate change adaptation and risk prevention
VI. Cultural heritage sites and buildings at risk
VII. Accessibility of peripheral and border regions
to TEN-T CNC networks/nodes
Step 2: There is high interest in exploitation and coordination
PowerPoint template 16:914 4/5/2019
To sum up: Three key numbers
PowerPoint template 16:915 4/5/2019
Timeline
PowerPoint template 16:916 4/5/2019
To conclude: Coordination = impact?
PowerPoint template 16:917 4/5/2019
▪ Interreg transnational cooperation is the seed for larger (and better) investments,
in the macro-regional context (and beyond)
Cohesion Policy
Horizon 2020
Interreg
▪ But alone it is not enough!
The way forward
PowerPoint template 16:918 4/5/2019
▪ Coordination is a must for the future generation of programmes after 2020
▪ The Interreg CENTRAL EUROPE fourth call can be a testbed for a new impact-
driven coordination mechanism between different EU instruments
▪ ESPON can provide data and evidence for the analysis part that is necessary for
building (meainungful) place-based coordination between EU instruments
▪ This is essential especially in the programming phase of 2021-2027 programmes
