If you intend to study hard and learn HTML (and possibly its extended, flexible version XML) language and have a lot of time to craft your web pages go for 1st Page 2000 – it is free and very precise and gives you full control in the process of creating your web pages.

If money is a consideration, but you are pretty sure your site will grow quickly and probably become unmanageable – choose Namo WebEditor or FrontPage. They are relatively inexpensive and intuitive.

If you have very little time and patience and are not really hungry to know more – choose Microsoft Word.
