Cost Estimation before the Interoperability

• Assumptions– Three visits per transaction– One hour for each visit– Average cost of each visit : 10.000 LBP ($6.6)– Each transaction needs four supporting documents– Each transaction needs one hour waiting

• Duration Estimation– 3 visits x 1 hour = 3hours– 4 supporting documents x 3 hours (for each document ) = 12 hours– Waiting hours = 1 hour + 4 hours (for documents) = 5 hours– Number of hours = 20 hours

• Cost Estimation– 5 transactions x 3 visits x 10.000 LBP for each vis it = 150.000 LBP ($100)

Project Scope

The scope of this project covers:• All public sector organizations in Lebanon, at nati onal, regional and

local levels;

• All dimensions of interoperability. Specifically, it will be essential that the e-GIF recognizes that interoperability is a mul ti-dimensional issue, not just a technical one. The planning assumption is that the e-GIF will build on the five-layer model of interoperabil ity recommended in the European Interoperability Framework.

1. POLITICAL CONTEXT

2. LEGAL INTEROPERABILITY

3. ORGANIZATIONAL INTEROPERABILITY

4. SEMANTIC INTEROPERABILITY

5. TECHNICAL INTEROPERABILITY

Specific Objectives and Results to be Achieved

The success of this project will allow the Lebanese Ministries and Government Agencies to:• Interact with each other;• Share information among each other;• Communicate via their information systems;• Establish who is the owner of the data when unclear .

Results to be Achieved:• Establish policies, standards and rules to govern t he data interchange ;• Minimize complexity and operational costs;• Enable deployment of “Best Fit” solutions and syste ms;• Build and capitalize on the existing information sy stems; • Be platform and technology neutral.
