Reason for the update

→ Implementation of alcohol testing of crew members:

→ Within the framework of EU Ramp Inspection Programme

→Alcohol tests performed by ramp inspectors

→ Outside the framework of EU Ramp Inspection Programme

→Alcohol test performed by other authorised officials

Change#1 Ramp inspection report

→ This change impacts: all users except other officials

→ When alcohol testing of crew members is carried out during ramp inspection, the following information is recorded in the ramp inspection report:

→ Alcohol test performed

→ Number of flight crew tested

→ Number of cabin crew tested

→ In case of test refusal: number of crew members effectively tested (0 FC & 0 CC possible)

→ when only alcohol testing of crew members is carried out (stand-alone alcohol tests):→ By ramp inspectors→ By other authorised officials

→ Registered information→ Basic info: operator/flight data→ Number of crew tested (FC, CC)→ Only 1 checklist item: E01→ Findings + class of actions

→ Not counted as ramp inspection

→ New set of pre-described findings under E01→ User described findings (UDF) allowed: “alcohol” required in the field

→ This change impacts: all users

→ New function for alcohol test report findings follow-up

→ The follow-up communications should not contain any personal data of the affected crew member

→ This change impacts: users of the participating states

→ New types of users: “other officials” and “other officials –restricted”

→ Access granted by coordinators

→ Privileges: Basic and Special for alcohol test reports→ drafter/moderator

→ finding administrator

→Allowed access to alcohol test reports created by ramp inspectors and other officials

→ This change impacts: all users

→ New priority for alcohol testing:→ Individual operator

→ All operators from the State

→ It will become active once the risk assessment has been done by the Agency

→ Until then, all the operators will be treated the same

→ This change impacts: users from participating states

→ Inspection preparation module includes:→ Operator inclusion on the priority list for alcohol testing

→ Number of ramp inspections including alcohol testing of crew members

→ Number of stand-alone alcohol tests

→ Number of tested flight and cabin crew members

Note: Alcohol test findings are not included in the number of Cat 1, Cat 2 and Cat 3 findings and are not used for operator’s ratio calculation

→ New specific function for alcohol tests→ Summarized alcohol test inspections:

→Ramp inspections including alcohol tests of crew members & stand-alone alcohol tests

→ Consolidated follow-ups:

→Alcohol test findings: PDFs and UDFs (provided “alcohol” is used in detailed description)

→ This change impacts: users from participating states

→ Report filter enhanced to either include or exclude alcohol test results. New options:

→ Alcohol test report

→ Ramp inspection includes alcohol test

→ Operator board includes:→ Operator inclusion on the priority list for alcohol testing

→ Number of ramp inspections including alcohol testing of crew members

→ Number of stand-alone alcohol tests

Cat 1, Cat 2 and Cat 3 findings and are not used for operator’s ratio calculation

→ Notification of alcohol test with no or minor findings

→ Notification to oversight inspector

→ This change impacts: coordinators from participating states using the Batch import tool (currently only France).

→ Ramp inspection tool batch import function updated to read the parameters of carried out alcohol tests.
