introduction of the

…the Railway line cut through Shahjahanabad, railway stations and railway yards were built next to Chandni Chowk and gardens (Begum ka Bagh) were destroyed.

b) Lutyen’s Design of
New Delhi deliberately
ignored Shahjahanabad
by creating a buffer.
…the British destroyed the area between Delhi Gate and Kashmere Gate.

c) MPD 2021 has been unable to mitigate the situation, and its failures have compounded the problem:
- incompatible landuse

has contributed to misuse of the area

1. Critical areas are within the zonesearmarked for redevelopment in theMPD.-Shahajahanabad is located in ZoneA of MPD.
2. Different LSG prescriptions andinterventions precipitated built formgrowth in the buffer area between theperceived old and new.
3. In the buffer area betweenShahjahanad & New Delhi, greenery,linkages and plotted urban form haveundergone visible transformation thatoften appear to be unrelated to eachother.
The MCD tower, as a new city leveldestination should be a rallyingpoint in city, zonal and local levelmovements of vehicles and people

Existing Landuse and related CONGESTION within the walled city will change because of -
• The gradual shift of the distributive trade to peri – urban and NCR locations and therefore reduced heavy vehicular traffic movements. The shift is precipitated by a restructuring of the national rail goods movement systems
Further reduction can be brought about by
• Acceptance of compatible mixed uses along with related heterogonous traffic (low priority to the MV traffic and greater emphasis to point to point inner city feeder transport system that is fuel free / low on fuel).
• Capturing the MV traffic at the periphery through multilevel parking areas and in relation to MRTS stations and restructured inner city bus movements.
• Restructuring traffic movement around Rajiv chowk and its extension where high rise and national and international commerce attract excessive vehicular movement and around which through movements (east-west and north-south) still occur.
• Planning for added movement due to the ‘airport to city dedicated MRTS line terminal’ located in this buffer zone.

The project will maximize:
• MPD’s attempt at integration of the old and the new, where area around Rajiv Chowk is sub zone D1 for high rise growth, Shahajahanabad is up to 4 storeys and the Asaf Ali Road DIT scheme up to 6 storeys. In urban form the MCD tower is the only tall building in this area which binds the old and the new.
•The area has Master Plan and Zonal level roads with ROWs incorporating through traffic and footpaths and marginal access roads for pedestrians and vehicular access to plotted growth.

•Have no logical hierarchy of function. MPD 2021 has identified a hierarchy eg: Asaf Ali road should be a Distributor Road & JLN Marg should be an arterial road.
•do not conform to MPD 2021 and NUTP 2006 recommendation of equitable distribution of road space.
• have friction between different modes creating inefficiency eg: Pedestrians and NMVs are forced to use MV lanes.
•Have friction between street activities on account of land-use and traffic. eg: Area in front of hospitals/colleges/schools will require substantial pedestrian areas.
