Maritime industry and transport by sea are essential factors of global economy. Especially today, due
to the world economy globalization, the most economic transport goes by sea roads, despite other
means of transport technological development it firmly holds 98% share in intercontinental trade. 50%
of the oil demand in Western Europe is met by sea roads. Risk increase caused by terrorist attacks all
over the world, particularly apparent since 2008, especially in reference to increase of maritime piracy
acts in the Horn of Africa brings new challenges to the world and requires immediate and quite often
drastic responses. Recent asymmetric threats at sea require from all of us, as responsible for
deducting and foresee the threats, counteracting and preventing in the manner of high-class, hi-tech
professionalism, quite often far beyond the marine security expertise as it has been understood so far.
Bigger and bigger risks require response and that is effected by thriving and more and more important
maritime security industry expansion. The industry where many security professionals find their
place and where they employ their experience and knowledge, quite often gained in Navy and Special
Forces. Recent asymmetric threats at sea require proper and sufficient Vessel Protection Team
training. Their action should correspond to ship operations, and their knowledge should not be limited
to the use of weapons. As a matter of fact, Vessel Protection Teams do not only operate in specific
marine environment overloaded with technology and procedures, but also operate within international
and flag state law and legal limitations. Frankly speaking Armed Vessel Protection Team operations
have not been yet legally defined and still uniform law regulations on the Rules of Engagement are
missing, while „Guidance on the use of armed Private Maritime Security Contractors” issued by
IMO is just an impuls pointing that legal solutions are needed.
