Sustainability and Transformation Plans (STPs) are required to address three ‘national challenges’:

The STP guidance published on 16th February is clear that the content and delivery of STPs should be underpinned by the harnessing of technology.

closing the finance & efficiency gap

Local Digital Roadmaps - the Opportunity

9

Starting now and lasting until forever, your health and healthcare will be determined, to a remarkable and somewhat disquieting degree,

by how well the technology works. Bob Watcher, The Digital Doctor.

10

Clinically led improvement, enabled by new technology, is transforming the delivery of health care and our management of population health.

Yet strategic decisions about clinical transformation and the associated investment in

information and digital technology can all too often be a footnote to NHS board discussions.

This needs to change. Nuffield Trust

11

Digital transformation: technology as a critical enabler of improvement -

To enable clinicians & other professionals to work together across organisational and physical boundaries.

To help patients access services and information about their care and treatment.

To support patients to engage directly as partners in their care.

To improve the timeliness and safety of care.

To support clinical decision-making and risk management

To make new models and settings of care possible.

To enable and deliver productivity savings.

READINESS Are providers set up effectively to deliver paper-free at the point of care?

CAPABILITIES Do providers have the digital capabilities they need to deliver paper-free at the point of care?

INFRASTRUCTURE Are the underpinning technical enablers in place to deliver paper-free at the point of care?

Key points

LDRs will be a ‘gateway’ to funding. (£1.3bn of which 900m Capital and 400m revenue).

LDRs are also a foundation for ongoing governance of delivery

The Primary Care Transformation Fund will be a further potential source of funding. This fund is for investment in premises or technology that will increase the capacity of general practice and out-of-hospital care.

The core of the LDR is the Vision and the Capability Deployment Schedule, which will draw on both organisational and system-wide digital plans.

Greater emphasis needed on benefits realisation and supporting change in the adoption and successful use of technology.
