TH 60 – 4th Street NW Weekly Construction Updates – Week 8
The City of Faribault and its project partners intend to send out and publish a weekly construction update on the TH
60/4th Street NW Reconstruction Project. This weekly update will be issued through the City of Faribault Facebook page
and the City’s website www.faribault.org on the Project website http://www.ci.faribault.mn.us/549/2019-03-TH-60-
Reconstruction. You can sign up to receive an emailed pdf of the newsletter by submitting your email address to

Previous Week Review 5/25/19 to 5/31/19
The mainline watermain and sanitary sewer is installed through Phase 1 to 3rd Avenue NW and the mainline storm sewer
is complete past the 2nd Avenue NW intersection. All individual property services on the south side of the road in Phase
1 are complete and only a few services remain on the north side. The road crew has subcut the road and placed the
drain tile, sand and gravel for the road up to the 1st Avenue NW intersection.
Next Week Look Ahead 5/25/19 to 5/31/19
One underground utility crew is expected to finish the mainline storm sewer for Phase 1. The second utility crew is
expected to finish installing sewer and water services to the remaining properties on the north side of the road as well
as installing storm sewer lead pipe and catch basins. The contractor will continue subcutting the road and placing the
drain tile, sand and gravel with a goal to be through the 2nd Avenue intersection by the end of the week. A concrete
crew is also scheduled to start next week pouring curb at the Central Avenue intersection and along TH 60 up to 1st
Avenue NW.
On Wednesday, June 5th the contractor is scheduled to begin progressing into Phase 2 starting by milling the existing
bituminous pavement off from 3rd Avenue NW through the 4th Avenue NW intersection. The 4th Avenue NW intersection
will be reopened the day following milling with a gravel surface. Work may also begin next week on Phase 2 sanitary
sewer mainline from 3rd Ave NW to 4th Ave NW.
General Traffic Control/Detour Notes
During the duration of the entire project and through the entire project limits which extend from Lyndale Avenue/TH 21
on the west end to Central Avenue on the east end, thru traffic will be detoured off TH 60 and rerouted along 2nd
Avenue NW, TH 3/20th Street NW and TH 21 (see detour map link above) Portions of TH 60/4th Street NW within the
project limits may be signed “Road Open to Local Traffic or Road Closed to Thru Traffic” or something similar. Please
keep in mind that “local traffic/access” is defined as having direct access on TH 60, or having business with someone or a
business who has direct access on TH 60. If you do not fall into either of these two categories, you should not be on TH
60 within the project limits at any time. Travel on TH 60 within the project limits should take place only when there is no
other possible alternative. Also please be respectful of private property and do not use private property to “short cut”
the detour route.
Pedestrian traffic will be maintained to the maximum extent practical to provide access to businesses and residents who
have access to TH 60, however other portions of sidewalk will be closed to facilitate construction work and those
sidewalks will be detoured along an alternate pedestrian route (typically around the block). Please review the link to the
FAQ above for more information about access during construction.
Phase 1 Access Notes:
Phase 1 is under construction from Central Avenue to 3rd Avenue NW. At this time the intersections of Central Avenue
and 3rd Avenue are open for local access. The intersections of 1st Avenue NW, 2nd Avenue NW and the alleyways
between Central Avenue and 1st Avenue are closed. No unauthorized traffic is to enter the TH 60 roadway at these
closed intersections.
The intersection of TH 60 (4th St NW) and Central Avenue is currently closed to allow for concrete curb, sidewalk and
signal work to start. A reminder that when the intersection is closed, the three or four parking stalls on each side of
Central Avenue closest to 4th Street will be marked no parking and a U-Turn area set up to allow traffic to continue to
utilize parking on both sides of Central Avenue (see page 3 of attached map for more details).
Traffic is permitted on 1st Ave and 2nd Ave on both sides of TH 60 up to the construction project limits. On-street
parking on the avenues is also open. If your business is on or near the project limits and you need assistance with maps
to post at your business or on your business website to direct traffic to/from your business, please contact the City
Engineer.
Phase 2 Access Notes:
The Contractor’s updated schedule indicates that work will begin to progress into Phase 2 on Wednesday, June 5th. The
initial work on Phase 2 will be between 3rd Avenue NW and 4th Avenue NW and TH 60 (4th Street) will be closed to traffic
between 4th Avenue NW and Central Avenue NW. See page 2 of the attached maps for a depiction of closed roads and
accesses. The 4th Avenue NW intersection will be open to traffic with a gravel surface and the stop lights will be set to
flashing red until such time as they are removed. The intersection of 4th Avenue NW and TH 60 will be open as much as
construction operations allow.
