ACTION ITEMS:
AREAS OF CONCERN: Laboratory blank concentrations caused thequalification of eight aluminum, three arsenic, and two mercuryresults. Matrix spike recoveries were greater than 125 percentfor antimony and cadmium and less than 75 percent for lead1] jijmercury, and zinc. COMMENTS: The SDG, contracted under SOW ILM05.3, consisted of 20plant samples for total metals analyses by ICP/AES and coldvapor. It was requested that the laboratory analyze the plantsamples following modified analysis request No. 1233.0. Thesampler designated sample MF1MD6 as the laboratory QC sample.The laboratory met the 21-day data package turnaround timerequirement, and the package was contractually compliant.
Per Region 6 request, the laboratory resubmitted the Forms 1, 5A,and 6 which needed correction of the reported results. Theresubmitted pages were used to replace the corresponding pages inthe package, and the resubmission cover sheets were placed at thebeginning of the package.
The target analytes of concern with the corresponding desireddetection levels in parentheses were cadmium (0.01 mg/Kg), lead(0.01 mg/Kg), and zinc (0.2 mg/Kg). The samples met the desireddetection limit criteria. All samples had results above thedesired detection limits for the analytes of concern. Thelaboratory diluted sample MF1MD2 5X because the zincconcentration was over the linear range.
Modified CADRE review was performed for this package as requestedby the TDF. Please note that the raw data were not reviewed.The laboratory contractual compliance and the technical usabilityof the sample results were primarily determined by CCS and CADRE,respectively. The reviewer performed supplemental forms checkingand applied Region 6 guidelines, where necessary, to account forknown limitations of the electronic review process. Therefore,the reviewer's final assessments may deviate from those found inthe CADRE report. The CADRE narrative was attached to thisreport as an addendum for additional information.
DATA ASSESSMENT: The QC problems affecting the sample resultsare addressed below.
• The following results above the CRQL's were qualified asestimated and biased low because of laboratory blankconcentrations: the aluminum results for samples MF1MDO,MF1MD1, MF1MD5, MF1MEO, MF1ME1, MF1ME5, MF1ME7, and MF1MF1;the arsenic results for samples MF1ME2, MF1MF2, and MF1MF3;and the mercury results for samples MF1MD2 and MF1MD3.
• Because of laboratory blank concentrations, 19 antimony, 7beryllium, 6 chromium, and 18 nickel results between theMDL's and CRQL's should be considered undetected, and thereported concentrations should be used as the quantitationlimits.
• The pre-digestion matrix spike recovery for mercury was lessthan 75 percent, and a post-digestion spike analysis was notrequired. Because of this deficiency, the mercury resultswere qualified as estimated and biased low.
• Nineteen antimony results and all cadmium, lead, and zincresults were qualified as estimated because the pre-digestion matrix spike recoveries were greater than 125

Percent for antimony and cadmium and less than 75 percentor lead and zinc. These results were not qualified'asbiased high or low because the post-digestion matrix spikerecoveries for antimony, cadmium, lead, and zinc were|withinthe QC limits.
• The potassium results were qualified as estimated becausethe potassium serial dilution percent difference was 'greaterthan 10 percent. These results were also qualified as,biased low because the serial dilution result indicate'd thatmatrix interferences suppressed the signal for potassium.
The technical usability of all reported results is indicated inthe Data Summary Table (DST). An Evidence Audit was conductedfor the Complete Sample Delivery Group File (CSF), and theresults were recorded in the Evidence Inventory Checklist.

L Reported concentration is between the MDL and the CRQL.
J Result is estimated because of outlying quality controlparameters such as matrix spike, serial dilution, etc., orthe result is below the CRQL.
