Moving forwardCreating the fabric that will “Cover California”

Where do we begin to build a new future?

We start with our core… with whatmakes us strong.

Believe…• That recovery centers us

• In our profession, that treatment works

• In our contributions and the inherent value of those we serve

Become...• Stronger as one

organization• More unified as a profession• The answer and the solution

• The entity that leads California into the future

We have an opportunity to….

Believe and BecomeOr, we can….

…hesitate, waiver, and ignore that our world is changing.• The Department of Alcohol and Drug

Programs is gone, there is no voice

• The Affordable Care Act is moving forward without us

• Our field is poised to become an adjunct to other disciplines, or relegated as “peer counselors”

• There are plans to cross train and integrate all of us out of a job

• Competition between organizations has produced the “lowest common denominator”

• When one voice is essential for success, there are many…. No one is listening.

Who is providing AODA services under the Affordable Care Act?

*From liveandworkwell.com search for behavioral health/CD services

Your scope is being absorbed:

*From Office of Statewide Health Planning Department report given by CA Social Work Education Center

We have two choices….

Believe and BecomeOr, waiver and be done.

The following outline will show you HOW we can….

Believe, and become:the fabricthat “CoversCalifornia.”

The California Consortium of Addiction Programs &

Professionals

The Fabric that will Cover California

Step One to Believe and Become:

Recognize our unique histories and our MUTUAL

strengths

• 1967 CAARD formed, 1972 CAARH formed

• 1980/1983 CAAC/CAARH begin credentialing counselors

Organizational Histories

• 2007 CAADAC and CAARR recognized by ICE and ADP

• 1987 CCBADC created, 1996 CAARR Institute forms

• 1995, 1996 - CAARH becomes CAARR and creates the CAARR Institute

• 2012 CAADAC/CAARR join forces to create CCCO and UCC

• 1986 - 2008 CAADAC advocates for legislation to recognize AODA counselors in CA (eight bills in all)

Advocacy Histories

• 2007 – now CAARR opposes and kills NIMBY bills (several per session)

• 2004 CAADAC and CAARR fight for stronger ADP regs package.

• 2008 CAADAC and CAARR have opposing views on two-tier licensure bill (passes and then vetoed).

• 2009, 2010, 2012 CAADAC and CAARR unite on legislation

• 2013 CAADAC and CAARR agree to joint legislative activities.

Where would we be if all the legislation we created and other COs have opposed over the past 30 years would have passed?

Our histories have lead us to recognize we are bound to one future
