New Mexico Early Childhood Transition Initiative Transition Training

Introduction The New Mexico Department of Health Family Infant Toddler Program (FIT) and New Mexico Public Education Department Special Education Bureau (PED) have worked in partnership to support smooth and effective early childhood transitions since 1999. Since that time they have jointly funded and supported the NM Early Childhood Transition Initiative. A state level steering committee of key stakeholders guides the work of the initiative (Appendix 1). Progress has been made and the following supports are in place including:

Shared vision and mission Joint funding of a State Early Childhood Transition Coordinator Joint training Transition Steering Committee 34 community based transition teams Support for family involvement NM Transition Video State MOU Local level MOUs Data systems

It is also recognized that there are areas in need of improvement. A key area that was identified as a barrier to smooth and effective transitions was the process of access to and utilization of relevant information from the FIT program to support but not supplant the eligibility determination process in Part B. A state team has met on an on-going basis with support from the Office of Special Education Programs (OSEP), the National Early Childhood Technical Assistance Center (NECTAC), and Mountain Plains Regional Resource Center (MPRRC) to develop guidance. This guidance will be disseminated through community based transition team training as the first step. Thirty four community based transition teams (Appendix 2) come together in a parallel process of the state team in ongoing efforts of creating interagency agreements that outline how community partners will work together on early childhood transition. Each team has a transition coach that supports the team’s efforts.(Appendix 3) It is felt that the infrastructure to support the implementation of the guidance begins with the administrative level partners that create the agreements, policies and procedures that support a systematic approach the implementation.

Training Design Successful early childhood transition involves collaboration and partnerships. Training for the initiative has been and will continue to be delivered by cross sector partners including FIT, PED, the NM Early Childhood Transition Coordinator and a parent. The NM School for the Blind and Visually Impaired (NMSBVI) and the NM School for the Deaf (NMSD) will join the training team to address considerations for children who are blind, visually impaired and/or deaf or hard of hearing.

Training Participants

Transition teams will attend training as a team (Appendix 4). Each team will be supported at the training by a Transition Coach. Team members will jointly receive information and have opportunities to begin discussions on how they will implement the new guidelines.

Training Evaluation

The training will be evaluated by input from participants rating on a 5 point scale to evaluate if training objectives were met, if the facilitators were effective, and if the training had impact on participants. Participants will also be asked to report on how soon they will utilize the information gained at the training, the number of children it may impact and the numbers of colleagues it will be shared with. (Appendix 5)

Training Notification A save the date flyer (Appendix 6) will be disseminated to Special Education Directors, Early Intervention Directors, and all members of transition teams at the end of September 2009. A joint letter on joint letterhead from the FIT Director

and Special Education Director requesting participation at the training will be disseminated in early October.

Mission: The mission of the NM Early Childhood Transition Steering Committee is to provide guidance and oversight to the NM Early Childhood Transition Initiative.
