It means that big online monopolies get specialtreatment, to the cost of

There is no clear ban on

"zero rating" in theproposal that wasagreed between

the EU institutions.

you want...

...but visit anyother site and

you'll haveto pay.

will be blocked, but sites like

Facebook are available
