57% of people

living at the frontline of disasters

feel disaster losses have increased over the last

five years. 21% feel they have decreased

Natural disasters in 2010 caused economic

losses to triple to US$150 billion from US$50

billion a year earlier.

These disasters also claimed significantly

more lives with nearly 300,000 killed in 2010

compared with 10,000 in 2009.

While investments in improving

preparedness and response rarely affect

vested economic and political interests,

seriously addressing the underlying risk

drivers almost certainly will.

The central role of local governance in DRRM is

acknowledged by most countries. However,

across all indicators relating to

decentralization, the strengthening of local

governments and community participation

progress reported remains limited and reveals

a growing gap in rhetoric verses reality

Review of Yokahama Strategy

The review of progress made in implementing the

'Yokohama Strategy for a Safer World' 1994-2004

stressed the importance of disaster risk reduction

being underpinned by a more pro-active approach to

informing, motivating and involving people in all

aspects of disaster risk reduction in their own local

communities.

In most countries national policy and legislation remains

fundamentally skewed to support the management of

disasters, in particular preparedness and response.

Local capacity was identified as a key gap in delivering

effective DRRM. Dedicated budget allocations for DRRM

to local governments remain the exception rather than

the rule.

The Global Platform emphasized that success in reducing

disaster risk and adapting to a changing climate requires

extensive collaboration and partnerships that reflect the

mutual dependence of central and local governments

and civil society actors. These should provide necessary

resources at the local level, involve civil society in

monitoring progress and include mechanisms for

increased accountability

adequate resourcing and local

reach to local and community level.
