Views from the Frontline 2011
57% of people
living at the frontline of disasters
feel disaster losses have increased over the last
five years. 21% feel they have decreased
Munich RE
Natural disasters in 2010 caused economic
losses to triple to US$150 billion from US$50
billion a year earlier.
These disasters also claimed significantly
more lives with nearly 300,000 killed in 2010
compared with 10,000 in 2009.
UN Global Assessment Report 2011
While investments in improving
preparedness and response rarely affect
vested economic and political interests,
seriously addressing the underlying risk
drivers almost certainly will.
UN Global Assessment Report 2011
The central role of local governance in DRRM is
acknowledged by most countries. However,
across all indicators relating to
decentralization, the strengthening of local
governments and community participation
progress reported remains limited and reveals
a growing gap in rhetoric verses reality
Review of Yokahama Strategy
The review of progress made in implementing the
'Yokohama Strategy for a Safer World' 1994-2004
stressed the importance of disaster risk reduction
being underpinned by a more pro-active approach to
informing, motivating and involving people in all
aspects of disaster risk reduction in their own local
communities.
UN Global Assessment Report 2011
In most countries national policy and legislation remains
fundamentally skewed to support the management of
disasters, in particular preparedness and response.
Local capacity was identified as a key gap in delivering
effective DRRM. Dedicated budget allocations for DRRM
to local governments remain the exception rather than
the rule.
Chair's Summary GP-DRR 2009
The Global Platform emphasized that success in reducing
disaster risk and adapting to a changing climate requires
extensive collaboration and partnerships that reflect the
mutual dependence of central and local governments
and civil society actors. These should provide necessary
resources at the local level, involve civil society in
monitoring progress and include mechanisms for
increased accountability
Hyogo Framework for Action Mid Term Review
2011
Notable progress in setting up institutional
structures and developing plans, but less so in
adequate resourcing and local
implementation.
HFA Mid Term Review 2011
There should be a post-2015 instrument, one
that offers approaches and incentives that
would enable the scaling-up of disaster risk
reduction efforts and would emphasize greater
reach to local and community level.
Lawrence Temfwe
Views from the Frontline 2011
If we do not join hands, no one
person or group can make it
happen...
World Development Report 2011
Actions at the community level lay the
foundation for national progress.
Institutions which endure are sustained by
the respect and trust of the population.
Robert Zoellick
President, The World Bank Group
April 6, 2011
Our message to our clients, whatever their
political system, is that you cannot have
successful development without good
governance and without the participation of
your citizens...
...but to participate effectively, civil society
groups need to build capacity
Global Assessment Report 2011
In the absence of 'social demand' DRR will
continue to be a political challenge for
governments however much evidence is
produced regarding its economic, moral or
humanitarian imperative
The Economics of Effective Prevention
The World Bank
If the poor do not have opportunities to
influence public decision-making,
spending and allocation of DRR
measures could be biased against those
most at risk
Chair's Summary GP-DRR 2009
Success in reducing disaster risk and adapting to climate
change...requires extensive collaboration and partnerships
that reflect the mutual dependence of central and local
governments and civil society actors.

World Disasters Report 2010
Red Cross and Red Crescent Federation
Most examples of where municipal and/or
local governments have addressed DRR have
come from nations or cities where popular
pressure and political reforms have made
local governments more accountable and
responsive to their citizens
