Objectives of Quality of Service for regulators regarding to Users

What are the Expectations of a User for QoS in mobile networks ?

Network availability (probability of obtaining a new call),

Maintaining communications,

Voice quality of communication

One of the main roles for the regulator is :

Ensure compliance with the application of the specifications provided to

operators in the awarding of the license,

To assist operators in their efforts to improve the QoS to satisfy the final

consumer

The key points to control the QoS of the networks?

Regularly monitor and enforce the specifications

strictly

Ensure a good network coverage and a good voice

quality

Ensure competition between operators for

lowering call prices

Communicating the results of the network status

Current state about measurement of QoS

Drive test and/or END TO END

measurement are mainly outdoors and periodic:

o some parts of the territory or buildings, highways

and main roads

o a given period : once a year for over a month

However, they have an interest, that of measuring such coverageThey reflect a snapshot of the state networks

Customer complaints:This is an important source of service quality that

cannot be ignored.

The protocol analyzers:They are connected to the BTS, BSC and MSC over

time to check for problems on the mobile network.

A new and Complementary Approach

which provide KPI’s Reports 24 hours a day.

OMC/R Raw DATA approachHardly used by regulators, as long implementation for reasons primarily regulatoryThey are obtained by collecting raw data from the OMC/R among operators.To be usable, they are transformed into KPI (Key Performance Indicators).KPIs are obtained using formulas and the compilation of various data.KPIs are used to assess the maintenance of the call, the volume of traffic, quality of service across the network.KPIs can thus detect cells at fault, the peak hours.

Failure rate of HO Handover Request or DL / UL Quality Rate: commonly used threshold <2%Call Setup Success Rate (CSSR):> 95%Call Drop Rate (CDR): commonly used threshold <2%Levels of congestion or TCH Blocking Rate: commonly used threshold <2%
