Thailand will have attained sufficiency and good quality of water for consumption with systematic water resources management, organization, and laws enabling equitable and sustainable water utilization while taking into account of the people’s quality of life and participation at all levels.
1. Accelerate promulgation of Water Act as the framework for national water management
2. Establish water management organizations both at national and river basin levels with supportive legislation
3. Emphasize on suitable and equitable water allocation for all water use sectors
4. Formulate clear direction for raw water provision and water sources development
5. Provide and develop raw water sources for agriculture purpose
6. Develop and include water related topics in all levels of educational curriculums
7. Promote and support participation of the public, non-governmental and governmental organizations
8. Accelerate preparation of plans for flood and drought protection
9. Provide sufficient and sustainable financial support for action programs in line with the national policy

3.Develop, improve water resources, water distribution and diversion systems
4.Manage land use and prevent flooding in economic areas
5.Improve types of agriculture and use agriculture areas for storing flood water
6.Flood mitigation management
1.Increase capital water of both surface water and groundwater
2.Develop water distribution systems to reach people
3.Develop and increase water use efficiency
4.Management
1.Manage waste water from industries
2.Manage waste water from communities
3.Manage waste water from agricultural produce
4.Control saline water intrusion5.Control groundwater
contamination
1.Promote participation of local administrations and people
2.Develop tools and mechanisms for water management in river basin systems
3.Conduct studies, research to prevent or mitigate dangers from flood
4.Monitor and follow up plans5.Improve cultivation during
drought season6. Distribute water from
reservoir7.Conduct trainings on repair
of water supply systems8.Survey conditions of water
resources for consumption9.Demonstrate and examine
water quality10.Educate people on water
storage in the fields11.Promote and campaign on
water conservation
33
Other Natural Resources
34
Other Natural Resources
• Protect and conserve marine and coastal resources as well as rehabilitate marine reservations systematically
• Set up water management system for ground and underground water to meet the economic demand and consumption
• Set up the early warning system to help alleviate victims of natural disasters such as land slide
35
Other Natural Resources (cont.)
• Set up the early warning system to help alleviate victims of natural disasters, such as land slide, by utilizing geo-informatics to locate and warn areas with high risk
• Develop database
36
Pollution on the Environment
37
Policies on Pollution
•Monitor and reduce solid waste which cause pollution in the form of garbage, hazardous waste, air pollution, odor, noise pollution and water pollution•Promoting environmental friendly consumption by recycling technology to encourage the prevention of pollution at the source of origin
38
Policies on Pollution
•Increase the capacity of local administrative organizations on communal waste disposal and waste water treatment•Expedite solutions for redundant problem areas by providing incentives in the form of taxes and privileges for participating business owner in the global warming and pollution reduction campaigns
39
Environmental Quality Promotion
40
Policies on Environmental Quality Promotion
•Develop environmental management knowledge through research and development •Encourage the private sector to contribute to natural resources conserving and environmental protecting by using the environmental friendly technology
41
Policies on Environmental Quality Promotion
•Improve environmental and natural resource management mechanisms to raise public awareness•Encourage the participation of local community and scholars
I. Eco-School Project
• During 2006-2007, DEQP initiated a project to develop the "Eco-School Indicator Framework (ESIF)" which emphasized the principles of the Whole School Approach and the UN Decade of Education for Sustainable Development (UN-DESD).
• Pilot schools will start from their existing resources including baseline data of their schools in 4 target areas of eco-school indicator framework: 1) school policy and management structure; 2) teaching and learning process; 3) environmental management within school; 4) participation of the whole school and respective community.
Activities of ESDActivities of ESD
Activities of ESDActivities of ESD
II. Green Scout Project
MONRE in cooperation with Ministry of Education created the “Green Scout Project” in accordance with an attempt to encourage the role of youth in natural resources and environment conservation.
Objectives: providing knowledge and understanding about environment to boy and girl scouts across Thailand; facilitating them to build up their networks to share ideas and experiences; and encouraging them to pay their role in local environment protection.
“The goal is to have a balanced state of happiness self sufficiency and social security for present and subsequent generation by means of recognition of the limitation of natural resources and ecological absorption capacity of pollutants.”
Communication and public awareness campaigns are among the priority areas. Some of the policy theme are:• Increase the proportion of national income from green service
sections.• Strengthen capacity of society consumption towards on
environmentally friendly goods and services.• Promote government green procurement.
Theme on Sustainable Production and Theme on Sustainable Production and Consumption (SPC)Consumption (SPC)

Activities of SPCActivities of SPC
I. Promoting Appropriate Technology
Focusing on transferring appropriate technology for environmental management within institutes, schools, mosques, and private ownerships. It aims to increase knowledge and understanding, and to encourage people participation in natural resources and environmental conservation in order to promote environmentally friendly production process.
II. People Participation for Sustainability
• Strengthening capacity of local administrative organization and promote participation process on set up the local (sub-district) strategic/action plan on natural resources and environment management.
• Supporting activities on conservation and protection environment following the local action plan.
Activities of SPCActivities of SPC
48
Other Major Policies
•Establish strategic environmental assessment system to assess the impact as a mechanism for long term sustainable development•Fully support the Royal Initiatives on natural resources and environmental conservation projects
49
Other Major Policies
•Set up bio-diversity database to improve food security and create economic value on the basis of indigenous knowledge and local culture with equal shared benefit which takes into account the protection of biological safety.
50
Conclusion
The Ministry of Natural Resources and Environment is committed to contribute to the country’s sustainable development through the rehabilitation of degraded natural resources, conservation of natural resources, protection of the environment, mitigation of the pollution and promotion of public awareness and participation.
