The Road Infrastructure Delivery Branch is responsible
for the management and delivery of Council's roads and
drainage capital program through the project
development, detailed design and construction phases
of delivery. These services are provided through three
program areas, namely:
Surveying Program
Provides surveying, mapping and spatial services
Road Infrastructure Design Program
Provides project development, design and drafting
services.
Road Delivery Management Program
Provides capital works program management,
construction procurement, construction management
and contract administration services.

Reports to the Senior Infrastructure Engineer (7228)
JOB PURPOSE
To provide technical engineering and construction management expertise in the investigation, project development and
execution of road and drainage infrastructure projects.
EXTENT OF AUTHORITY
Works under general direction from the Senior Infrastructure Engineer and exercises a degree of autonomy in carrying out day-
to-day duties within the bounds of technical expertise. Provides technical advice to other staff, in the delivery of road and
drainage infrastructure projects.

PROJECT INVESTIGATION AND DEVELOPMENT Undertake investigations and develop construction documentation packages for delivery by Council’s day labour workforce or
via external contractors.
Prepare and issue work instructions for pavement, kerb & channel, stormwater infrastructure, earth retaining structures and
footpath rehabilitation projects to meet annual delivery targets including:
• Onsite investigation, review of proposed treatment solutions and onsite markup of rehabilitation treatments.
• Preparing clear and concise written scopes, considering elements such as technical and quality requirements, potential
construction risks and hazards, environmental management and stakeholder requirements.
• Prepare sketches and treatment maps of projects to enable construction to be undertaken.
• Liaison with the Senior Infrastructure Engineer and Road Assets Management Team regarding treatment solutions and
project progression.
• Assist with coordination of works between various works programs.
Prepare project construction cost estimates in line with Council estimating systems and work breakdown structures.
Undertake ad-hoc investigation and feasibility reviews for potential project works.
Resolve technical and engineering matters to support project delivery and provide timely and accurate advice on technical
aspects of works as required in consultation with the Senior Infrastructure Engineer.
Comply with or contribute to improved Quality Assurance; Workplace Health & Safety, Risk and Environmental Management
processes.
Undertake constructability reviews of concept planning and/or detailed designs to identify suitability of proposed solutions.

ADMINISTRATION, COLLABORATION AND CONSULTATION
Provide timely and accurate advice on technical aspects of works to both internal and external customers, and other team
members.
Investigate and respond to customer service enquiries on roads and drainage infrastructure matters as required.
Maintain effective communication and coordination with stakeholders in the development of works projects including negotiation
of successful outcomes of those impacted by the works.
Produce well-written communication that is accurate, delivered on time and consistent

Maintain timely and effective communication with senior staff regarding project status and outcomes.
Undertake any other duties as are reasonably within the limits of the employee's skills, competence and training as directed by
the Senior Infrastructure Engineer.

GENERAL
The Council Leadership and Performance Capability Framework is used for managing and supporting performance and
development.
The appointed officer may have to undertake any other duties that are reasonably within scope of their skills, competence and
training.

KNOWLEDGE, SKILLS AND QUALIFICATIONS Diploma or Associate Degree in Civil Engineering or Construction Management or demonstrated significant experience in civil road and drainage construction. Demonstrated broad knowledge of civil, road and drainage construction and rehabilitation techniques. Demonstrated experience in the preparation of detailed project scoping/instruction and budget estimates for civil road and drainage projects. Demonstrated knowledge of Workplace Health & Safety Requirements. Possess ability to communicate and deal with people at all levels and to make prompt reliable decision within the bounds of allocated responsibilities. Demonstrated relevant computer skills, including Microsoft Office and GIS software.

REQUIREMENTS & POSITION SPECIFIC CONDITIONS
To be employed in this position, applicants must;
• be licensed to drive C class vehicles in Queensland.
• have completed and be in possession of a Queensland General Safety Induction Card (Construction Industry) or obtain
such in the first 21 days of employment.
• undergo an employment-related background check/s and be assessed as suitable to be able to ethically perform the
inherent requirements of this position.
