Grant of mining lease An area of 27.39 acres or 11.083 hectares was executed for decorative stone in village
Tediliguda on 25.10.2002 in favour of M/s Rishabh Mining (P) Ltd., 7/7 Anseri Road,
Daryaganj, New Delhi-110002 for a period of ten (10) years. Hence, tenure of the lease
expired on 24.10.2012. Lessee has submitted the application to the concerned authorities of
Govt. of Odisha for 1st renewal of the said
mining lease area over 11.083 hectares on 01.08.2012.

Purpose of Application This Pre-feasibility Report along with Form-I
and proposed Term of Reference (TOR) are
prepared for the Pre-environmental Clearance from State Environmental Impact Assessment
Authority, Odisha, Bhubaneswar (SEIAA).
Environmental Impact Assessment and Environmental Management Plan has been
prepared as per the guideline of SEIAA on the basis of this Pre-feasibility Report.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION
2(i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent
should be given.
M/s Rishabh Mining (P) Ltd, 7/7 Anseri Road, Daryaganj, New Delhi-
110002 (herein after referred as M.L Applicant) had been granted /
executed a M.L over an area of 11.083 hectares for decorative
stone in village Tediliguda, PS & Tahasil Bissamcuttack of Rayagada
district, Odisha on 25.10.2002 for a period of ten (10) years w.e.f
25.10.2002 to 24.02.2012.
During the course of mining, Mining Lessee had produced 2.8m3
decorative stone from the mine.
2(ii) Brief description of nature of the project
As estimated, geological reserve of decorative stone is 38,790m3 and
mineable reserve is 37,199 m3. During mining plan period, a total of
21,371m3 decorative stone will be produced. Remaining reserve of
(37,199 – 21,371) / 6,002 = 0.379, say 1 year.
However, rate of production may likely to be changed in future
depending upon the market demand and mechanization.
Due to growing demand of cutting and polishing unit, this Tediliguda
Decorative Stone Mine will be worked as a Semi-Mechanized Mine to
produce decorative stone @ 6,002 m3 / annum.
General Geology
Applied RML area is a part of Eastern Ghat Super Group belonging to
Archaean age. These include granite gneiss, pyroxene granulite,
dolerite, charnockite etc. The stratigraphic succession of the region is
as follows :

Local Geology
Sheet rocks of granite gneiss have been exposed in south-western part
of the applied RML area which trends along N-S direction & dips
vertically towards west and consists of minerals like quartz, feldspar
etc. The fractures and joints in the rock strike in north-south and east-
west direction. The rock mass is compact & hard (with mafic and felsic
minerals being uniformly distributed all over it), medium size grained
and white in colour. The texture, structure and grain size variation are
seen to some extent. As far as the physical properties are concerned,
the rock is found suitable for decorative stone.

Method of Reserve Estimation
Cross sectional area method is chosen suitably for reserve estimation.
It consists of constructing cross sections across the deposit at
appropriate intervals. Cross sectional area of the decorative stone
computed for each section is multiplied with length of influence of each
section yields the geological reserve in cubic meters. A standard
formula is represented as follows for the estimation of geological
reserve of decorative stone :

Based on the above considerations and chosen parameters, proved
and probable geological reserves are estimated. As far as depth of
occurrence of the decorative stone is concerned, there is no chance of
blocking of decorative stone below the economic depth of mining.
Therefore, mineable reserve has been estimated in the same
manner as the geological reserve duly allowancing for the
decorative stone that will get blocked in the (a) 7.5m barrier
along the M.L area boundary (b) under the ultimate pit slope that
may have to be left statutorily. Considering the ultimate pit limit,
cross sectional area and length of influence of each section are
measured. A simple & standard formula is represented for the
estimation of mineable reserve of decorative stone stones which
is as follows :

Type of Reserve : Depending upon the degree of geological evidences,
the reserves have been classified under proved, probable and possible
categories. These are as follows :
Proved Reserve : Decorative stone exposed between top and toe of the
exposure of hilly sheet rock is considered under proved category.
Therefore, decorative stone lying between RL 409m & RL 404m in
northern sheet and RL 422m & RL 416m southern sheet is considered
under proved category due to the high level of confidence.
Probable Reserve : Decorative stone is expected to occur due depth
below the proved zone. Therefore, 6m thick decorative stone
occurrence below the proved zone between RL 404m & RL 398m in
northern sheet and RL 416m & RL 410m in southern sheet is
considered under probable category due to the medium level of
confidence.
Possible Reserve : Decorative stone is also geologically possible below
the probable zone. Therefore, 6m thick decorative stone occurrence
below the proved zone between RL 398m & RL 392m in northern sheet
and RL 410m & RL 404m in southern sheet is considered under
possible category due to the lower level of confidence.

Quantity / reserve of decorative stone (categorywise): Based on the
above considerations and chosen parameters, proved, probable and
possible geological as well as mineable reserves are estimated as per

Quality / grade of decorative stone
Decorative stone of the M.L area applied for renewal is having
architectural grade because of color pattern (white in color) and
compactness mainly for walling & flooring which are the important
criteria for its marketability.
2 (iii) Need for the project and its importance to the country and
or region.
Granite is especially cut and shaped for use in building and
monuments as decorative stone. It is also used for ornamental and
decorative purposes and other minor uses such as paving, curving etc.
However, the various uses of granite stone can be classified as follows:
Dimensional use for walling
Decorative use for facing in walls/floors of buildings,
monuments, hotels etc.
Ornamental use.

2 (iv) Demand-Supply Gap
Mineable reserve of decorative stone is updated to be 37,199m3.
Therefore, life of the mine will be 6 years @ 6,002 m3/annum.
2 (v) Imports vs. Indigenous production
Decorative stone blocks produced from the mine will be dispatched to
the captive granite cutting & polishing units of Lessee. Sub-grade
stone blocks will be stacked for preparation of tiles in future.
Weathered stone along with the intrusive bands separated out from
the marketable dimensional blocks will be dumped separately as waste
/ rejects for construction of road, buildings etc depending upon the
local requirement.
2 (vi) Export Possibility
As and when required, Lessee will also sale or export the blocks after
cutting, shaping and polishing the rough run-off mine blocks.
2 (vii) Domestic / export Markets
Mined out granite gneiss as decorative stone blocks will be marketed in
the national as well as international market for cutting, sizing,
polishing & further marketing.
2 (viii) Employment Generation (Direct and Indirect) due to the
project
Due to mining activities in the M.L area applied for renewal, there will
be direct engagement of 41 persons in the mines. Indirect
engagement of local people may be six times.

3. PROJECT DESCRIPTION
3 (i) Type of project including interlinked and interdependent
projects, if any.
This is a mining project. Decorative stone mined out from the project
will be transported to the cutting and polishing units in the state,
country and abroad.
3 (ii) Location (map showing general location, specific location
and project boundary & project site layout) with coordinates
Tediliguda mining lease area over 11.083 hectares in village
Tediliguda of Rayagada district, Odisha forms a part of the Survey of
India toposheet No. 65 M/11 and is bounded by the co-ordinates as
Latitudes 19024’14.2” to 19024’27.5” N and Longitudes 83032’36.2” to
83032’54.5” E.
3(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental
consideration gone into should be highlighted.
This is a mining project which is planned to produce saleable
decorative stone @6,002m3 / annum for captive use as well as in
nearby industries. Surplus blocks will be exported.
Mining is a site specific project and possible where mineral (granite
gneiss as decorative stone) occurs.
There is no environmentally fragile area such as wild life / bird
sanctuary / biosphere reserve within 10 km radius of the M.L area
applied for renewal. Extinct, engaged or rare species are not found in
the M.L area applied for renewal.

M.L area is hilly with rocky outcrops. There is neither forest nor forest
growth in the lease area.
3(iv) Size or magnitude of operation.

As envisaged, Quarry is scheduled to produce 1,380m3 to 1,656m3
decorative stone per annum in the following order :

Height, width and Final slope angle of the mine
Height and width of the benches will be kept at 6m and 7m
respectively and overall slope angle will be at around 410 with the
horizontal. Individual bench slope will be maintained at 850 with the
horizontal which will give rise the horizontal at the end of the life of
the quarry.

Ultimate Extent and Size of the Pit/Quarry
Ultimate extent of the quarries will be confined to the area of
12,240m2 or 1.224 hectares and size of the quarry will be 170m x
72m. Ultimate depth of the quarry will be up to 12m depth (up to
398mRL) from surface level as per the present status of exploration.
3(v) Project description with process details (a schematic
diagram / flow chart showing the project layout,
components of the project etc. should be given)
On account of exposed sheet type occurrence of garnetiferrous granite
gneiss as decorative stone, mining will be essentially done by opencast
and semi mechanized method with the deployment of machines like
jack hammer drill, compressor, hydraulic excavators & tippers. The
major activities in this quarry are removal of waste materials, block
cutting & dressing, loading & transportation of blocks and waste
disposal.
Splitting of dispatch-able blocks from bigger size blocks
Jack-hammer with compressor arrangement will be making holes for
line drilling at 15cm to 20 cm interval. Wedges and feathers will be
inserted in these holes and hammered in a calculated sequence for
splitting of dispatch-able blocks from bigger size blocks. After the
development of cracks, hydraulic jacks of excavator will be used to
push the bigger blocks away from their mother rock mass.
There will be no use of explosives. Chemical in slurry form (mixed with
water) will be poured in to the hole to split the decorative stone block
along the line of the drill holes put at 10 inch/25cm interval to form
medium size blocks. These medium sized splitting blocks will be
further drilled by the jack-hammer drill to obtain required sizes.

Handling and Loading of Blocks :
Hydraulic excavator will be used for tilting, lifting and loading of the
blocks. These blocks will be pushed & loaded in to trailers. This
excavator in combination with a rear dump truck will also be used to
remove the rejected blocks or mine waste from quarry faces for a
short distance.
Squaring or Dressing of Blocks :
After detaching the blocks from their mother rocks, these are to be
shifted from quarry faces to dressing yard/ quarry floor. Pitcher/sledge
hammers & chisels of different sizes will be used to have well shaped
blocks free from protrusions and irregularities.
Transportation
The decorative stone blocks will be extracted, loaded and transferred
from a quarry face to the stone cutting shop/processing plant/port
through trailers/lorries/ trucks. Mineral rejects (off-standard blocks of
irregular size, with cracks & unacceptable colour variation), rubble
stone will be transported through tippers to the waste dump as waste/
rejects.
3(vi) Raw material required along with estimated quantity, likely
source, marketing area of final products, Mode of transport
of raw material and finished product.
This is mining project. Raw material is not required and decorative
stone blocks produced from the mine will be raw material for the
cutting and polishing units.

3(vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined.
Height and width of the benches will be kept at 6m and 7m
respectively and overall slope angle will be at around 410 with the
horizontal for optimum recovery of blocks in the mine safely.
Mined out granite gneiss will be marketed as decorative stone blocks in
the national as well as international market for cutting, sizing,
polishing & further marketing.
Waste / rejects generated in the mine will be dispatched to the nearby
areas for construction of road and buildings as per demand.
3(viii) Availability of water its source, Energy / power
requirement and source should be given.
Water table is observed at a depth of 15m to 20m from the surface
level in the nearby village. The drinking water source in the area is
tube well located in the village Tediliguda. There is neither perennial
water body within applied RML area nor adjacent to the applied RML
area. Hence, water pollution will be negligible. Moreover, surface run-
off during rains are likely to be less contaminated out of mine workings
as the same will not contain any dissolved pollutant generated form
the mines and the suspended solids will also not be noticeably added
to the same from the workings or stacks.
In a day, about 615 liters of potable water will be consumed by the
mines staff (41 workers) for domestic use assuming 15 liters of clean
and wholesome drinking water per day per man. In addition to this,
20,000 liters of water is suggested to be utilized per day for non-
domestic purpose and other requirement which includes wire saw

cutting, water spraying for dust suppression / prevention and watering
the plantation site. Hence the peak demand of intake water will be 615
+ 20,000 = 20,615, say 21,000 liters / day.
3(ix) Quantity of wastes to be generated (liquid and solid) and
Scheme for their Management / disposal.
Rock waste in the area is classified here as weathered rocks and
intermediate waste / IW (which is removed during the recovery of
blocks). These waste rocks are removed from the quarry in the form of
off-standard blocks (granite stones of irregular size, blocks with
cracks, fissures, joints etc. and unacceptable colour variation and
rubbles) which are not suitable for decorative use.
Generation of these waste materials will be the order of 46,303m3
during the quinquennial planning period which is as follows:

Selection of Waste Dumping Site
Selection of dumping site mostly depends upon the factors like
topography, drainage, land use, mineral inventory, pit configuration,
mine waste characteristics, its volume of generation and economy in
transportation. Keeping the mineral conservation aspect in view,
barren (no mineral bearing) area to the west of proposed quarry has
been selected for dumping within lease area which is located outside

the ultimate pit limit. Area required for disposal of waste has been
estimated taking into account (a) the swell factor of 1.2 and (b) 10%
more for safe & scientific dumping as per the following table :

Depending upon the essentiality, these waste/rejects will be utilized
con-currently for construction and maintenance of road in & outside
the lease area and will be sold to the local entrepreneurs for use as
construction materials.
Manner of Waste Disposal
A total of 51,240m3 waste will be generated during the conceptual
period (life of the mine). Out of 51,240m3 waste, 46,303m3 (insitu)
waste/rejects generated during the plan period will be dumped over an
area of 8,150m2 at 7.5m average height. Depending upon the
essentiality, remaining waste/rejects will be utilized con-currently for
construction and maintenance of road in & outside the lease area and
will be sold to the local entrepreneurs for use as construction
materials.
Management
As far as possible, waste materials will be compacted and stabilized by
dumping the various sized materials in a mixture form. There will be
automatic compaction of waste materials during the movement of
truck / tipper while dumping.
Retaining wall & garland drain will be developed around the waste
dump to arrest the washed off waste materials while there is rain.

4. SITE ANALYSIS
4 (i) Connectivity
Applied RML area is accessible from Bissamcuttack (the nearest
township & Tahasil area) covering a distance of 13 km on Gunupur-
Bissamcuttack State highway. Raipur, the state capital of
Chhattishgarh, is situated in north at a distance of 320 km from
applied RML area. The nearest railway station is at Bissamcuttack on
the Raipur-Vizianagaram section of the south-eastern railway.
4.(ii) Land Form, Land use and Land ownership
Applied RML area is recorded as ‘Pahada’ as per the schedule of the
land which means hill. Hence, there is no forest land in the applied
RML area over 11.083 hectares.
The entire lease area applied for renewal over 11.083 hectares belongs
to waste land under the class of pahad / hill.
Ownership / Occupancy of the land belongs to State Govt. under the
ownership / occupancy class of A.A.A i.e. Abad Ajogya Anabadi.
4.(iii) Topography (along with map)
Applied RML area over 11.083 hectares is a part of hill range and
exhibits an undulating topography. Highest altitude is 461mRL while
lowest altitude is 398mRL. The maximum elevation difference is 461 –
398 = 63m. Sheet rocks have been exposed in south-western part of
applied RML area. Rest part of the applied RML area exposes soil and
weathered rocks which are covered by the shrubs & bushes.

4.(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies
(including area under CRZ)),shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. 4.(V) Existing Infrastructure.
Applied RML area is accessible from Bissamcuttack (the nearest
township & Tahasil area) covering a distance of 13 km on Gunupur-
Bissamcuttack State highway. Raipur, the state capital of
Chhattishgarh, is situated in north at a distance of 320 km from
applied RML area. The nearest railway station is at Bissamcuttack on
the Raipur-Vizianagaram section of the south-eastern railway.
Local market sits once in a week at Bhaleri on Monday. Full fledged
market facilities are available at Bissamcuttack (13 km) and Gunupur
(52 km) in Rayagada district, Odisha.
Tube well is the source of water for drinking purpose in nearby
villages. Budhabandha nala (a perennial nala) and tanks provide water
for non-domestic use. Water table occurs at a depth of 15m (at RL
385m) in rainy season and 20m (at RL 380m) in summer season from

4.(Vi) Soil classification.
Topsoil occurs in western side of the quarry which will be scrapped off
and stored for future use. A total of 4,742m3 topsoil will be generated
in 1st year and stacked over an area of 1,581m2 at 3m average height.
4.(Vii) Climatic data from secondary sources.
The climate of the district is typically tropical to subtropical with three
distinct seasons e.g. summer, winter and monsoon. December is the
coldest month with mean daily average temperature of 200 C which
reaches a maximum of 420 C in May. The rain fall in the area is mostly
from south west monsoon lasts from middle of June to October. The
average annual rainfall varies from 1030.21 mm to 1569.50 mm.
Relative humidity is generally high especially in the monsoon and post-
monsoon period.

5.(v) Amenities/Facilities.
Ear plugs, spectacles, helmets, safety shoes, globes, pads etc will be
provides to the labour to save their ear, eye , head and other parts of
the body while working. Rest shed will be provided to take rest in
lunch period. Vocational training will be provided to the labours by
trained executive to work safety in the mine & processing plant. First-
aid as well as medical facilities will be made available in the mine or to
take care of the health. In addition to these, following amenities /
facilities will be provided to the local communities:
(a) Improvement in cultural status through vocational training and
recreational facilities,
(b) Public health amenities
(c) Sports and
(d) Greening of the area in and out side the lease area.
6. PROPOSED INFRASTRUCTURE
6.(i) Industrial Area (Processing Area).
Size of the blocks will be made rectangular for ease in cutting and
polishing. Dressing of the dislodged blocks will be effective with the
help of chisels and hammers manually. There will be no industrial
processing of decorative stone within M.L area.
6.(ii) Residential Area (Non Processing Area).
Rest shed-cum-fast-aid centre etc is made available in the lease area
for day to day mine operation. Since the lease area is near the
Bissamcuttack town, the infrastructural facilities in respect of road,
market, telephone, power etc. are well developed.

6.(iii) Green Belt.
The afforestation programme has been proposed to plant 500 saplings
along the safety zone boundary over an area of 2,000 m2 during the
plan period. Local species like Mango, Neem, Mahaneem, Accacia,
Eucalyptus etc. are proposed to be planted with a spacing of 2m
between two consecutive plants. The year wise afforestation

6.(iv) Social Infrastructure.
Purchase facilities and cultural improvement will also come into place
due to mining. Additionally, health, communication and educational
facilities will also be improved due to the positive impact on the
economy. Life style will be changed and general awareness will be
improved.
Education :- Lessee will provide monetary help to the primary school
of Tediliguda village.
Health :- A first-aid centre will be established by the Lessee and free
medicine will be available to the patients.
Financial help will be provided to decorate the place where the cultural
programme / festivals are enjoyed by the local people.
Others:- Financial add as well as awareness will be developed in the
region to consume wholesome drinking water.
6.(v) Connectivity (Traffic and Transportation Road/Rail/Metro/water
ways etc).

6.(vi) Drinking Water Management (Source & Supply of Water).
Drinking water will be made available by putting a deep tube-well in
the M.L. area. Water for industrial use will be obtained from the
nearby perennial sources.
In a day, about 615 liters of potable water will be consumed by the
mines staff (41 workers) for domestic use assuming 15 liters of clean
and wholesome drinking water per day per man. In addition to this,
20,000 liters of water is suggested to be utilized per day for non-
domestic purpose and other requirement which includes wire saw
cutting, water spraying for dust suppression / prevention and watering
the plantation site. Hence the peak demand of intake water will be 615
+ 20,000 = 20,615, say 21,000 liters / day.
6.(vii) Sewerage System.
Lease area is hilly in nature. Toilet facilities will be provided for
essential workers like watch man / security guard who will reside in
the applied M.L area.
6.(viii) Industrial Waste Management.
This is a mining project. Hence, there will be no generation of
industrial waste in the M.L area.
6.(ix) Solid Waste Management.
Waste (Off standard blocks and rubble stone) generated from the mine
will be dumped temporarily. There will be automatic compaction of
waste materials due to the movement of loaded trucks & excavators
(while leveling & pushing the boulders).

6.(x) Power Requirement & Supply / source.
There is no proposal to use electricity for mining / mechanization or
mineral processing. Diesel will be used for the movement of tippers
and running of the excavators & jack-hammer drills.
7. REHABILITATION AND RESETTLEMENT (R& R) PLAN
7.(i) Policy to be adopted (Central/State) in respect of the project
affected persons including home outsees, land outsees and
landless laborers (a brief outline to be given).
There is no human settlement in the mining lease area which is
entirely located in non-forest hilly Govt. land. Therefore, rehabilitation
and resettlement proposal is not required.
Mining Plan has been approved from the Directorate of Mines. There is
no forest in the M.L area. Therefore, forest clearance is not required.
This existing mine will be re-opened once Environmental Clearance is
obtained from State Environmental Impact Assessment Authority,
Bhubaneswar.
8.PROJECT SCHEDULE & COST ESTIMATES
8.(i) Likely date of start of construction and likely date of

Since there is no guarantee of sale of presently non-saleable stones /
blocks, profitability has been calculated considering only the presently
saleable block which will be produced @6,002m3 / annum.
Operating cost is worked to be Rs.9,126/m3 and selling price is
Rs.12,000/ m3. The profit before tax is calculated to be (12000-9126)
= Rs.2,874/- and the net profit is calculated to be Rs.2874-{(2874 x

1. Environmental Management Plan (EMP) consists of a set of impact
mitigation, management, monitoring, waste minimization and institutional
measures to be taken during implementation and operation of the project to
eliminate the adverse environmental impacts or to reduce them to the
acceptable level. The EMP is required to ensure sustainable development as it
tries to ensure judicious utilization of non-renewable resources and keep the
pollution level within permissible assimilative capacity of the area. The
assimilative capacity of the study area is the maximum amount of pollution
load that can be discharged in the environment without affecting the
designated use and is governed by dilution, dispersion and removal due to
natural physicochemical and biological processes.
2. The environmental attributes, which are likely to be affected by the mining
activity, are land use, topography, drainage lines / patterns, water resources,
soil, air quality, socio economic status, ecology and public health. The EMP
aims at controlling pollution at source level to the extent possible, with the
available and affordable technology, followed by treatment measures before
they are discharged.
3. An Environmental Management Plan (EMP) is a site specific plan developed
to ensure that the project is implemented in an environmentally sustainable
manner. An effective EMP ensures the application of best practices of
environment management to a project.
4. The purpose of an EMP is to:
(i) Assists proponent in the preparation of an effective and user friendly activity chart for environment management.
(ii) Ensure that the commitments made as part of the project’s life are implemented throughout the project period.
(iii) Ensure that environment management details is captured and documented at all stages of a project.

The control measures to be undertaken in respect of soil erosion / cutting and
degradation of surrounding landscape for environmental friendly mining are as
follows :
Mining of granite gneiss (as decorative stone) will be undertaken in
accordance with the approved mining plan.
Mineral (granite gneiss) shall be mined out in form of decorative stone blocks
inside the lease area and sufficient (7.5m wide) safety barrier will be left on
mined along the M.L boundary inside the lease area.
Number of access roads / ramps from quarry top to quarry floor shall
be as minimum as possible to reduce cutting of soil at quarry top
thereby reducing soil erosion.
Granite gneiss (as decorative stone) will be mined out manually.
Though there is no possibility puncture of water table, mining will be
stopped if water table is encountered by chance.

No trees will be felled during mining operation and transportation of
granite gneiss (as decorative stone).
Retaining wall, garland drain and settling tank will be constructed
around the waste dump to control / prevent the washing of loose
materials from the dump during rain.
Haul road will be leveled and compacted to control soil erosion during
rain.
Topsoil will be utilized concurrently in the safety zone for plantation.
Existing shrubs & bushes in 7.5m wide safety zone all along the M.L
boundary will be protected and tree saplings will be planted in the
safety zone as per plantation schedule in Sl.No-13.
Grass and ornamental plantation will be undertaken around the
infrastructure / site services like office, rest shelter etc. to (a) maintain
aesthetic beauty as well as improvement in landscape and (b) control
soil erosion.
Mineral should be mined out from the lease area and sufficient safety
barrier should be taken during mining.
The extent of M.L area is 11.083 hectares in village Tediliguda, PS & Tahasil :
Bissamcuttack, District Rayagada, Odisha bounded by the co-ordinates as
Latitudes 19024’14.2” to 19024’27.5” N and Longitudes 83032’36.2” to
83032’54.5” E as per GPS forming a part of Survey of India toposheet No. 65
M/11.
Granite gneiss (as decorative stone) will be mined out in 1.224 hectares inside
the lease area during the life of the mine / lease period leaving sufficient
(7.5m wide) safety barrier / zone along M.L boundary.

7. AIR ENVIRONMENT MANAGEMENT
Mitigative measures suggested for air emission control will be based on the baseline
ambient air quality situation. From the point of view of maintenance of an acceptable
ambient air quality in & around the M.L area shall be monitored on a regularly and
periodically to check it vis-à-vis the NAAQS prescribed by MoEF & CC and in cases of
non-compliance, appropriate mitigative measures will be adopted. In order to
minimize impacts of mining on air and to maintain it within the prescribed limits of
CPCB/ SPCB, this Environmental Management Plan (EMP) has been prepared for
resolving all environmental and ecological issues likely to be caused due to mining in
the area.
During the course of mining, no toxic substances will be released into the atmosphere
posing potential threat to health of human beings. In the mining activities, the source
of gaseous emissions is engines of vehicles, Operation of mining machinery/ loading
operations, drilling and blasting. The reasons may be quality of fuel, improper
operation of the engine etc. Proper maintenance of engines will improve combustion
process and brings reduction in pollution.
8. Control of Gaseous Pollution
In mining activities, the main source of gaseous emissions is from blasting and the
engines of Heavy Earth Moving Machines (HEMM). Blasting of explosive results in
increase of nitrogen oxides which are dispersed by the wind. Controlled blasting and
optimization of use of explosive energy will help in reducing the above emissions. The
emissions from the diesel engines of the machinery shall be controlled by proper
maintenance and monitoring of machines.
There is no proposal for blasting in the M.L area. Granite blocks will be recovered by
way of line drilling, wire saw cutting etc. Hence, there is no question of increase
of nitrogen oxides and its dispersion by the wind.
Machines like drills, compressor, excavator, wire saw cutting machine, truck /
tipper will be utilized for transportation of granite blocks. The emissions from
these diesel engines of the vehicles / machines shall be controlled by proper
maintenance and monitoring of vehicles / machines.

9. Control of Dust Pollution
The main pollutant in air is PM10
, which is generated due to various mining activities.
However, to reduce the impact of dust pollution the following steps should be taken
during various mining activities.
a) During drilling operations
(i). Sharp drill bits should be used for drilling and regrinding will be done periodically to reduce generation of dust.
(ii). The drill machines will be kept leakage free and equipped with wet drilling arrangements.
(iii). Drill operator and his helper will be equipped with personal protective equipment (ear plugs/ear muffs).
b) During loading operation
(i). Dust emission during loading operations will be reduced by way of
water sprinkling.

Only two excavators will be deployed on single shift basis. Hence, two
skilled operators will be employed to operate these two excavators.

trailer. Overloading of the trailer will be prohibited. Blocks shall
be transported after cleaning / washing. To stop emission and
distribution of dust particles in the air for safety purpose.

c) During Transport operation
(i). All the haulage roads including the main ramp be kept wide, leveled, compacted and properly maintained and watered regularly during the shift operation to prevent generation of dust due to movement of truck / tipper and other vehicles.
Truck / tipper will be utilized for transportation of waste to the waste
dump. Width of the road will be kept more than two times of truck
width. Haul road will be leveled, compacted and properly maintained at
1 : 16 gradient or less. Water sprinkling will be done regularly to prevent
generation of dust during the movement of vehicles.
(ii). Mineral carrying trucks should be effectively covered by Tarpaulin to
avoid escape of fines to atmosphere.
During transportation of granite blocks, trailer will be covered by
the tarpaulin to stop emission and distribution of dust particles in
the air for safety purpose.
(iii). Regular compaction and grading of haul roads to clear accumulation of
loose material.
Haul roads will be compacted and graded regularly to clear
accumulation of loose materials on the road to stop washing and
blowing of fines during rain and wind.
(iv). Air quality should be regularly monitored both in the core zone and the
buffer zone.
Air quality parameters will be regularly monitored both in core
zone (M.L area) and buffer zone (10 km adjoining area of M.L
area) in respect of dust and gases.

d) Plantation work carried out
In order to reduce air pollution in the surroundings, green belt will be
developed around mines / cluster, mine approach road.
Western part of the M.L area exposes sheet rock of granite gneiss and
remaining area is covered with shrubs & bushes. However, green belt will be
developed around mines within 7.5m wide barrier along M.L boundary (generally
called safety zone) in order to reduce air pollution in the surroundings.
e) Monitoring of air pollution
Periodic air quality survey in cluster will be carried out to monitor the changes
consequent upon mining activities as per the norms of State Pollution Control
Board.
There is neither existing nor proposed mine within 500m radius of M.L area.
However, air quality will be surveyed periodically in & around the M.L area to
monitor the changes consequence upon mining activities as per the norms of State
Pollution Control Board.
10. NOISE AND VIBRATION ENVIRONMENT
The ambient noise level monitoring carried out in and around the mine lease
area /cluster to assess that ambient noise levels are well within the stipulated
limits of MoEF & CC.
The ambient noise level monitoring will be carried out both in core zone (M.L
area) and buffer zone (10 km adjoining area of M.L area) to assess that
ambient noise levels are well within the stipulated limits of MoEF & CC. There
is no question of vibration due to absence of blasting in the M.L area for
production / recovery of granite blocks.
Noise pollution due to drilling, blasting & transportation will cause some
problem to the inhabitants of this area if there is human settlement in close
proximity to the link roads in lease area. Effective steps should be taken to
keep the noise level well below the DGMS prescribed limit of 85 dB(A).

There is no proposal for blasting in the M.L area. Jack-hammer as well as L/D fore
drilling integrated with wire saw drilling will be carried out for recovery of blocks.
Trailer will be used for transportation of blocks.
There is no human settlement / inhabitants within 300m radius of the M.L
area. Therubali-Kumbharadhamuni road exists at a distance of 1.5km from
M.L boundary. However, effective steps will be taken to keep the noise well
below the DGMS prescribed limit of 85dB(A).

(ii). Dense plantation in mining area will also reduce propagation of noise
outside the core zone.
Dense plantation proposed in mining area within 7.5m wide safety zone /
barrier along the M.L boundary inside lease area will also reduce
propagation of noise outside the core zone.
(iii). Rock breakers will be used instead of secondary blasting.
Granite gneiss (as decorative stone) is necessarily required to be recovered
in form of rectangular or square size blocks by way of drilling & wire saw
cutting. Neither rock breaker nor secondary blasting is necessitated
because these break the rocks in to pieces.
(iv). Blasting will be avoided under unfavorable atmospheric conditions
There is no proposal for blasting in the M.L area.
(v). Periodical monitoring of noise will be done to adopt corrective actions
wherever needed.
The ambient noise level monitoring will be carried out periodically both in

(vi). Plantation will be taken up along the approach roads. The plantation
minimizes propagation of noise and also arrests dust.
Plantation will be taken up on either side of approach roads to the M.L area
@100 saplings / year at 2m spacing to minimize propagation of noise and
arrest dust particles.

Vibration Abatement (If blasting is done)
The blasting operations in the mine shall be carried out by short hole drilling
and blasting using delay detonators which reduces the ground vibrations.
Further, the ground vibrations will be controlled by using shock tubes with
nonelectric delay detonators. The measures that are generally followed for
abatement of ground vibration, air blast and fly rocks are detailed below:
(i). Blasting to be performed strictly as per the guidelines specified under MMR,1961;

11. WATER MANAGEMENT

mining on same should be envisaged and protecting measures suggested.
Surface water source does not exist in the M.L area. Surrounding nalas
are mainly seasonal in character which carries water only during rains
and discharges water in to a seasonal nala which flows due south-west
parallel to the western boundary at a distance of 0.18 km from M.L area.

As far as protecting measure is concerned, domestic waste such as paper,
polythene, water bottle etc. generated during eating and drinking will be
collected & disposed off as per the rule and not thrown in to the nala
course which may flow during rain / rainy season.
(ii). Proper mitigative measures will be taken up to control the pollutants
within prescribed standards and limiting the emissions to site only.
Surface water quality will be monitored periodically as per the norms of
State Pollution Control Board, Odisha for various parameters.
Accordingly, mitigating measures will be undertaken as follows :
Hazardous waste like diesel and hydraulic oil / lubricants will not
be allowed to spill during transportation of waste or decorative
stone.
Access route will be leveled, compacted and maintained properly to
control the soil erosion during rain and movement of wash-off
materials to the low lying areas.
(iii). Garland drains will be provided to prevent the entry of rainwater into
the mining pit.

Ground Water Management
(i). Mining should not intersect the ground water table of the area
Water table occurs at a depth of 15m (at RL 385m) in rainy season and
20m (at RL 380m) in summer season from the general surface level (at

The mine working is proposed up to RL 398m. Hence, there will be no
chance of puncture of water table during the plan period.
(ii). Natural pits will be used for rainwater conservation and harvesting.
There are no natural pits within M.L area.
(iii). Rain water harvesting practices shall be done which will lead to ground
water recharge.
Rain water in & around the quarry, dump, stack etc. will be allowed to
pass through garland drain and settling tank where ground water will
be recharged on the way.
(iv). At the end of the life of mine, artificial water reservoir should be
proposed in mining plan.
At the end of life of the mine, a part of the quarry over 0.35 hectare
below general surface level will be created as water reservoir / storage
and remaining quarry area (1.224 – 0.350 =) 0.874 hectares above
general surface level will be rehabilitated by way of plantation.
Water Conservation
The project do not consume any process water except for drinking, dust suppression and plantation. Plantation is proposed, which will increase the water holding capacity and help in recharging of ground water. Artificial rainwater harvesting is proposed for the present project.
As far as method of mining is concerned, no water is required for processing
of decorative stone. Dry processing like shaping and sizing of blocks will be
carried out manually with the help of jack-hammer drill, feather & wedges,
hammer etc.

Surface water will be utilized @20m3 / day for dust suppression and
plantation. Tree saplings will be planted @100 saplings / year in safety zone
which will increase the water holding capacity and help in recharging ground
water. At the end of life of mine, quarry area over 0.35 hectare below general
surface level will be utilized as water reservoir for artificial rain water
harvesting as indicated above .
12. SOLID WASTE AND TOP SOIL MANAGEMENT
Waste Management : Rock waste in the area is classified here as weathered
rocks and intermediate waste / IW (which is removed during the recovery of
blocks). These waste rocks are removed from the quarry in the form of off-
standard blocks (granite stones of irregular size, blocks with cracks, fissures,
joints etc. and unacceptable colour variation and rubbles) which are not
suitable for decorative use.

Selection of dumping site mostly depends upon the factors like topography,
drainage, land use, mineral inventory, pit configuration, mine waste
characteristics, its volume of generation and economy in transportation.
Keeping the mineral conservation aspect in view, barren (no mineral bearing)
area to the west of proposed quarry has been selected for dumping within
lease area which is located outside the ultimate pit limit. Area required for
disposal of waste has been estimated taking into account (a) the swell factor
of 1.2 and (b) 10% more for safe & scientific dumping as per the following

waste/rejects will be utilized con-currently for construction and maintenance
of road in & outside the lease area and will be sold to the local entrepreneurs
for use as construction materials.
PRESENTLY NON-SALEABLE (Sub-grade) MATERIAL MANAGEMENT : Stone
blocks which are not marketed at present because of size and colour
variation are considered as presently non-saleable materials. These stone
blocks can be marketed in future for decorative purpose and likely
generation of these blocks is of the order of 5% of the excavation. Yearly

Top Soil Management : Topsoil occurs in western side of the quarry which will
be scrapped off and stored for future use. A total of 4,742m3 topsoil will be
generated in 1st year and stacked over an area of 1,581m2 at 3m average
height.
This topsoil will be re-handled and transported to the earmarked site of the
safety zone i.e. 7.5m wide area along M.L boundary for plantation.
13. GREEN BELT DEVELOPMENT
The green belt in the lease area will be developed taking into consideration the
availability of area as the efficiency of green belt in pollution control mainly
depends on tree species, its width, distance from pollution sources, side of the
habitat from working place and tree height. The proposed green belt has been
designed to control PM10
, gaseous pollutants, noise, surface run off and soil
erosion etc. While considering the above aspects due care has been taken for
selecting the suitable characteristics plant species such as fast growing, locally
suitable plant species, resistant to specific pollutant and those which would
maintain the regional ecological balance, soil and hydrological conditions.
Plantation Program
Under the afforestaion plan, plantation in nearby villages and connecting
roads be undertaken. The implementation for development of green belt will
be of paramount importance as it will not only add up as an aesthetic feature
but will also act as pollution sink. The species to be grown in the areas should
be dust tolerant species show that a permanent green belt is created.
Plantation in the barrier zone and roads is necessary as these areas will
contain fine particulates resulting from mining operation and vehicle
movement Plantation will also be carried out as social forestry programme in
village, school and the areas allocated by the Panchayat/State authorities.
Native plants like Neem, Peepal, Khejri and other local species will be planted.
A suitable combination of trees that can grow fast and also have good leaf
cover shall be adopted to develop the greenbelt.

growing local species over an area of 2000m2 @100 saplings / annum in 7.5m

Management Plan for Socio-Economic Environment
(i). In general, socio-economic environment will have positive impact due to the mining project in the area as follows :
There will be direct engagement of 41 persons in the mine. Local people will be employed as workers and supervisory persons will be employed on merit basis. Indirect engagement of local people may be two or three times.
Purchase facilities and cultural improvement will also come into place due to mining. Additionally, health, communication and educational facilities will also be improved due to the positive impact on the economy.
Life style will be changed and general awareness will be improved.
(ii). The deployed laborers will be from nearby villages only as these people
are mainly dependent upon such mining activities.
From the occupational structure given earlier, it is evident that only 26% of the
total population is main workers. Therefore, local people of the nearby villages
will be employed as this people are mainly dependent upon such mining
activities

Occupational Health and Safety works
Occupational Health and Safety are important. Periodic assessment of it will
be useful. Identifying workplace hazards, assessing risks to employee health
and safety, are important. Health and Safety points are also important in
many of the environmental aspects of the workplace.
(i) The collection of sample of minor minerals from the Stone mine to
analyse that it does not cause any occupational ill effects.
Granite gneiss in the M.L area does not contain any toxic element
which may contaminate the soil or water. However, sample of this
minor mineral / granite gneiss will be collected and analyzed to find
out the parameters if any, which can cause occupational ill effects.
(ii) Except dust generation there is no source which can show a probability
for health related diseases and proper dust suppression will control dust
generation and dispersion.
Water sprinkling will be undertaken regularly on the approach road for
proper dust suppression to prevent generation and dispersion of dust
particles during the movement of vehicles.
(iii) Dust masks be provided to the workers working in the dust prone areas as additional personal protective equipment.

17. SUMMARY
As per above discussion there is no major impact on the environment due to
mining except fugitive emission in the form of dust generated during
handling and loading of mineral. The adequate preventive measures will be
adopted to contain the various pollutants within permissible limits.
Plantation development will be carried out in the mine premises, approx 300
trees per year. It will prove an effective pollution mitigate technique, and
help avoid soil erosion during monsoon season. Employment opportunities
will be provided to the locals as extraction of minerals from the mine site is
an important prevailing occupation for them for their livelihood. A budget of
Rs. 7.5 + 1.05 = Rs.8.55 Lakhs for Occupational Health and Safety and budget of
Rs. 14.6 + 4.6 = Rs.19.2 Lakhs for EMP are proposed for the cluster.
