Issues in Water Sector - 2• Waste Water Treatment

Source: Maharashtra, MPCB, 2014; India, CPCB, 2012

• Rising level of Urbanisation & Industrialisationleading to higher Municipal & industrial demand

• Increasing pollution of rivers due to municipal & industrial effluents & increasing use of fertilizers (chemical) in agriculture.

Issues in Water Sector - 3• Absence of recycling and reuse of sewage and

effluent by non-irrigation users

• Low surface water use efficiency in irrigation which uses 85% of water resources.

• Groundwater Pollution & Over-exploitation of groundwater

• Lack of Solid waste management

• Climate Change

Policy Responses in the Past• State Water Policy adopted in 2003.

• Maharashtra Management of Irrigation Systems by Farmers Act 2005 – enacted in March 2005

• The Maharashtra Water Resources Regulatory Authority (MWRRA) Act enacted in March 2005

• Fixing up priorities for distribution & allocation of water

• Fixing Bulk water tariff and volumetric distribution of water

• Maharashtra Ground Water (Development & Management ) Act 2009 – enacted in December 2013

Policy Responses for the Future

• Preparation of an Integrated State Water Plan

• Implementation of Groundwater Act 2009 and regulation of groundwater resources

• Promoting efficient & economic use of water and use of recycled waste water

• Strict adherence to water usage norms and waste treatment

• Fixing reasonable rates for water use

• Updating Policies and the Law based on experience gained
