To Our Members, Vendors and Family:
Greetings I hope this finds everyone and their families
well. I would like say thank you to those who serve their
communities, the vendors who support us and to our fami-
lies. We are all in this together. Your Tri-Counties CWEA
staff are here alongside you as we manage to maintain
member services during the COVID-19 pandemic. Alt-
hough our industry has historically been an “out of sight of
mind entity”, we are an essential service during normal op-
erating environments and most assuredly now. You should
be proud that you are equipped with the skills and
knowledge to continue providing for your family and serv-
ing your community. It’s going to be a long road before
things return to “normal” so stay engaged in being safe
and reach out to us if you need further support.
The March workshop in Goleta was cancelled along with
all other public gatherings. The CWEA annual conference
has been postponed until October 27-30 in Reno. And
now the June workshop at the City of Santa Barbara has
also been postponed until a later date to be announced.
Stay tuned to the CWEA Tri-Counties web page as well at
the CWEA state page for announcements and online train-
ing to get your contact hours.

City of Santa Barbara's Wastewater Collection team works hard to earn the trust and high regard of the com-munity by ensuring the community's sewage makes it to El Estero Water Resource Center.

Joey was born and raised in the Goleta area, and has been working for Goleta West Sanitary District for over 8 years as a Utility worker. He is a part of our col-lection systems operations crew and is responsible for maintaining our sewer collection system as well as all equipment and facilities. Joey is also an inspector for construction, rehabilitation and repair projects and op-erates and maintains the District Fats, Oils and Grease program.

Engineering Achievement of the Year
City of Paso Robles Wastewater Treatment Plant
Tertiary Treatment Facilities Project and Nutrient Harvesting System
The City of Paso Robles Wastewater Treatment plant simultaneously installed Title 22 for irrigation tertiary treatment technologies and a phosphorus nutrient harvest system. The new facilities provide a source of sustainable water, reduce nuisance struvite build-up throughout plant piping and equipment, and provide value to the community. The tertiary treatment facilities and nutrient harvest system are models of sustainable innovation on the California Central Coast. They were designed technically to protect the community’s long-term water quality and water supply needs. They also were implemented cost-effectively. Existing facilities were repurposed and a grant and low-interest funding were secured, which helped the City reduce project costs. In addition, solutions were selected that saved energy and minimized chemical use, reducing operating costs. Viewed together, these projects completed in 2019 reflect the city’s water resilience, its ability to withstand, adapt to and readily recover from evolving, even unexpected, conditions. **Special thanks to Mark Bennett for providing copy

Dale Ducharme, Tri Counties Section Past President and Turkey #15 retired from Veolia last month after almost 46 years in wastewater. Dale started his career with then Oak View Sanitary District (now Ojai Valley Sanitary Dis-trict) in July 1974 as an OIT and within 10 years was pro-moted to Plant Superintendent, at which time he obtained his SWRCB Grade 5 Operators certificate, #2750.
Dale hired yours truly in 1980 as well and he has been a great mentor over the years. The plant at the time, a 2 MGD biofiltration plant and complete mix activated sludge plant, was replaced by biotowers and air drive RBCs as innovative and alternative EPA Grant projects.
In October 1983 he went to the City of Lompoc as Superintendent for 20 years, from until May 2003. The plant at the time was a 5 MGD bio filter and activated sludge nitrification plant.
On Cinco De Mayo 2003 Dale became the Operations Manager for Veolia at the 25 MGD Advanced Primary International Boundary Commission plant on the U.S./Tijuana border. After 2 years he was promoted to Project Manag-er for Veolia at the City of Arvin WWTP and retired on February 28, 2020.

Dale was on the Tri Counties Section Board in the early 1980’s, was a then CWPCA and CWEA Director from 1995-1998 and received his 5S shovel in 1997. He was active in the San Diego Section, serving as a Director and Golden Empire Section, and went through the Board positions shortly after moving to Kern County. Dale also participated on the CWEA Supergroup (now Leadership Development Com-mittee) for at least 20 years and was a judge for both Plant of the Year and Supervisor of the Year and served as Vice Chair and Chair (Dale recruited yours truly again to serve on this commit-tee).
