Basics of the Zinc Consortium Agreement
The Consortium is a community of individual Parties, on a non-profit basis
Consortium Members join forces to comply jointly and timely withregistration obligations under REACH
They bear the costs jointly, according a set of cost-sharing formulae
Membership is open to all EU and non-EU potential Registrants
Group of companies, holding companies and Affiliates will enter the Consortium as one Member. However, each legal entity will have, if appropriate, to register their Substances to the EU-Agency
Late entrants will have to pay to the early Consortium Members the accrued costs from the beginning and a compensation (up to 36% if joining after July 2010)

acquire the required data are estimated to be up to € 2,000,000 per substance;
– For the registration of the 15+ Mn substances currently under consideration, total costs of € 7-10 million have been estimated.
Total Study/Test cost estimates are, therefore 7.000.000 € to 12.000.000 € for the period June 2007/December 2010
Cost estimates are unlikely to change significantly if further substances are included in the portfolio

rhenium under REACH;
• Update the Consortium Agreement in order to make it available toupcoming members by April 2008;
• Collect all available information and data on precious metals and rhenium to produce “substance profiles” and prepare specific work programmes;
• Identify the appropriate consultancies to work on each inventoryREACH requirements;
• Prepare upcoming Plenary Meeting: Toledo, 19th of June 2008;
• Guide members to an aligned and harmonised pre-registration.
