Manager, Strategic Alliances, TAFE SA, Adelaide SA (July, 2006 – September, 2007) initially a 12 month contract: Responsible for the Youth Pathways and Partnerships involving liaison with, and management of, strategic partnerships between TAFE SA and secondary schools, and community partnerships with Commonwealth and State Government funding (entailed supervision of four staff and a budget of $383,600); as well as adult pathways and partnerships among businesses, international organisations and Universities (entailed supervision of one part-time Assistant and a budget of $175,000). Arranged MoUs for international partnerships (e.g., 3 Universities in China).

(January 2005 – July 2006) Gibaran Business School, Adelaide. Founder of the Centre for Public Sector Governance, which conducted seminars and workshops for Executives of various government departments including hosting John Uhrig on corporate governance in the public sector for the Office of the Commissioner of Public Employment. As Director of Studies I reviewed and developed curriculum in project management, public sector management and developed an associate degree in management (e.g. for Indigenous staff of Australia Post), as well as action learning and distance education packages in: Information & Communication, People I & II, as well as examining these and other subjects (e.g. Project Management and Strategic Management), for the Bachelor and Associate degree of Business Administration and Master of Business Administration. Achievements: * brought the budgets into systematic order under the new Program Budgeting system * reviewed the staffing structure for consistency across of the three centres * introduced computerisation of the main client records system across the Work Adjustment and Work Preparation Centres for the CRS;

Research and Evaluation Manager, Commonwealth Rehabilitation Service, Department of Community Services,

Melbourne, Victoria, (August, 1983 - April, 1986) entailed supervision of 2 part-time staff and a budget of $60,000 for training & consultancies. Achievements: * Convenor and manager of the national trial Evaluation Training Kit for staff of the CRS; * Coordinator of the development of State Policy Guidelines and Management Information System for the

Rehabilitation Branch of the Commonwealth Department of Community Services (Victoria); * Evaluation adviser on the review of the needs of people with disabilities in the western suburbs of Melbourne; * Evaluation adviser on the review of the needs of ethnic clients of the Commonwealth Rehabilitation Service; * Evaluation adviser on the development of the Residential Accommodation and Independent Living Services of

the Commonwealth Rehabilitation Services. * Coordinated the Victorian pilot program of the national computerisation of the main client records system across

the Rehabilitation Centres for the CRS; Program Director, Western Region Work Preparation Centre (Footscray, Victoria), Commonwealth Rehabilitation

Service, Department of Social Security (April 1981 - July, 1983). This project entailed establishment and management of the new Centre, including: • the recruitment and selection and training of the complement of 23 qualified training staff and 4 allied health

professionals; • establishment of the first devolved budget, • the oversight of the Operations Manager’s procurement of the equipment for a fully functioning factory and

training facility with a metalwork shop (including 20 ton press, capstan & turret lathes, milling machines, bench drills, etc), a printery (including metal and paper plate industrial printing presses), an industrial sewing shop (including twin needle industrial sewing machines), an industrial kitchen (including servery and food stores), an industrial warehouse stores facility (including 2 electric forklift trucks), and a commercial landscape gardening unit (including commercial ride-on lawn mowers, and posthole digger).

Achievements: * placement of >80% of the trainees in open employment within 2 years; *Chair Employment Sub-Committee of the WESTCOD (Western Region Council of the Disabled) 1981 – 1983.

Clinical Neuro-Psychologist (Sessional, February, 1976 – April 1981): Royal Melbourne Hospital, Parkville, Victoria, entailed assessing and reporting on acute and chronic patients of

the Department of Psychiatry in the RMH; liaison & referrals with other Psychologists and Psychiatrists. Tutor in Psychology, Faculty of Medicine, University of Melbourne (Sessional, February, 1976 – December 1980)

Achievements: * assisted in establishing the first formal Psychology programme in the Medical School, which entailed teaching

and assessment of 6 classes a fortnight each of 20 1st year medical students. * assisted in developing the practicum curriculum and tutorial exercises for the first Psychology course in

Medicine. Residential Tutor in Psychology, Trinity College, University of Melbourne February, 1976 – December 1978).

Established the first psychology tutorials and counseling service for this prestigious college.

Australian Skills Vouchers Programme The Commonwealth Government’s work skills voucher scheme has been operational (through DEST) from 2/1/07. TAFE SA has been one of the most successful RTOs in Australia in getting registrations and obtaining vouchers for our courses. I was the Coordinator for the TAFE South response to the DEST vouchers, and had been facilitating communication between key TAFE staff of the various campuses across the state. I was privileged to be a key member of the successful Business Development team along with Ms Janene Piip (TAFE SA Regional) & Ms Heather Gill (TAFE SA North) which won the annual national TAFE Marketing Awards. 2. Customer Relations Management (CRM) & Knowledge Management (KM) Proof of Concept

Projects The South Australian Minister and the Chief Executive of the Department (DFEEST) have expressed a keen interest in CRM and Knowledge Management systems for the Department. TAFE SA was meant to be conducting a pilot (proof of concept) of these systems for the whole of DFEEST. After the pilot project was part way through its project plan, the TAFE SA Executive Director and the Chair of the TAFE South Council appointed me to take over the management of these projects at short notice (after two external consultants had failed to deliver on time). Together with another external IT strategy consultant I was able to get the project back on track and to deliver its main objective before the close of its budget at the end of the financial year. This entailed developing an audit trail of invoices and budget accountability, as well as a computerized store of the key documents. This CRM roll out project was eventually given further funding from DFEEST.

6. MANAGEMENT/ADMINISTRATIVE EXPERIENCE 6.1 Formal Management Appointments in Organisations 2008 Chief Executive Officer, Australian Rehabilitation Providers Association (February, 2008 – December

2008, part-time while funds were available), managed the secretariat support services for the Council of the industry association, including dealing with Government, Regulators and Clients; advice to the National Council on financial, strategic and communication issues; assistance for the honorary Treasurer in management of the budget and assistance for honorary Secretary in managing the National Office, the Newsletter. As the only paid manager for the national network this position entailed secretariat assistance and governance advice to the National Committees and Branches in the States and Territories. When the funds ran out this position was no longer staffed.

2006- 2007 Manager, Strategic Alliances, TAFE SA, Adelaide SA

Managed a budget of $383,600 for Youth Pathways and Partnerships (with four staff to administer this budget and distribute the appropriate funds to the various programs which deliver services to schools), and in adult pathways a budget of $175,000 (with a part-time administrative assistant) to assist in professional development and research grants for TAFE SA staff. As Project Manager for five TAFE South Council funded research and development projects I had wider control but short time schedules and had to required staff to tighten the expenditure and reduce the scope to be able to complete the deliverables on time before the contract expired (July 2007 but was extended another 3 months).

duties included: * the complete administration of an autonomous program involving ministerial delegations

under the Social Services Act, Public Service Act, and Finance and Audit Act of the Commonwealth as well as responsibility for equipment and running costs amounting to nearly one million dollars;

* the management and professional supervision of 16 full-time permanent staff and 6 part-time or sessional staff, organised on a "secondment matrix" team structure, with inter-disciplinary teams operating under a "management by objectives and results" approach; the process of establishing the centre, involved conducting more than 150 personnel selection interviews for the appointment of 24 staff at various levels;

7. EXPERIENCE AS A PSYCHOLOGIST Registered as a Psychologist in the State of Victoria (since 1981 - 1994) and South Australia (1994 - 2007). 1988 to September 1992: Consultant on assessment and therapy with senile dementia residents of nursing

homes, as well as program evaluation for the management of the homes (viz, South Port Community Nursing Home, Vic. till 1989, and Eldercare, S.A. from March 1991).

1988 to present: User of psychological inventories (e.g., Myers-Briggs Type Indicator, FIRO-B, Quinn's Competing Values Framework, etc.) and other psychometrically based instruments (e.g. Kiresuk's Goal Attainment Scaling, Davis & Salasin's AVICTORY questionnaire, etc.) in teaching and research with students and organizations.

with brain damage in several hospitals in Melbourne and Adelaide; * conducted biofeedback therapy for rehabilitation of several people with disabilities, including

brain damage, or repetition injury of the upper limbs.

9. SUMMARY OF PROFESSIONAL EXPERTISE I have been active in corporate governance, project management and evaluation in community services since 1981 and internal audit since 1996. As a Board Director I have been active in the disability sector (e.g., Finding Workable Solutions Inc, Roger Melnyk Association). Most recently, I established the new position of CEO of the Australian Rehabilitation Providers’ Association (ARPA). As an active member in the main local professional associations the Australasian Evaluation Society (AES), Chartered Secretaries of Australia (CSA), Institute of Internal Auditors of Australia (IIA), Institute of Public Administration of Australia (IPAA), Australian Institute of Company Directors (AICD) I have been a key contributor &/or convenor of several local, national and international conferences. I have been the Vice-President and President, as well as Foundation Chair of the Committee on Ethics and Standards in Evaluation, and the Strategic Planning Committee of the AES, and more recently Editor of Reflections on Practice and general Editor for the Evaluation Journal of Australasia. The AES has recognized my contribution with its 2 highest awards: the ET&S Award (1992) and the title of Fellow (2003) – see http://www.aes.asn.au/about/fellows.html and selection as an Approved Trainer (May 2012 – present). Over 18 years as an academic teaching management (15 years as Associate Professor of Management), I have been Director of Studies of three graduate management programs in RMIT, and Flinders University, and foundation Director of Studies for the commercial Gibaran Business School. I was leader of the successful tender for the Consortium for the accreditation of the Public Sector Management Course (1995 – 2002). This Commonwealth and State funded program has approximately 700 students a year seeking accreditation around Australia. I was the coordinating Moderator who established the framework for the accreditation and assessment of this program, the biggest management education program in the public sector in Australia (see http://www.psmprogram.gov.au/). As an active contributor to community organizations for over 30 years, and in over 40 consultancies projects in the last 15 years, I have advised senior management of, or presented on behalf of, 50 organisations. For example, I set up the evaluation framework for the Commonwealth-State health and aged care Multi-Purpose Services; and led the team which wrote and piloted the outcomes measurement framework for the Supported Accommodation Assistance Program (SAAP), as well as the evaluation policy, framework and S.T.A.R.T. A Do-it-Yourself Evaluation Manual for the Board of the Australian Youth Foundation.
