effect on 20th of March 2009. Maiden attempt is made to publish information and unveil the working of

The main aims and objectives of the District Employment and Counselling Centre, LAHDC, Leh are given
as under.
(1) To register illiterate/ educated un-employed youths of the Leh. District in the live register of the
Employment Exchange.
(2) To sponsor the registered candidates for their employment in the various Departments in Central
Govt. against the class wise vacancies and also record the placement made by them.
(3) To provide self-employment to the middle and above qualified candidates under the self-
employment scheme by providing incentives and financial assistance for setting up of various activities
i.e. trades, service and industry.

The District Employment and Counselling Centre, LAHDC Leh normally constitute the basic unit for
implementing and coordinating all programmes of employment assistance, career advice, employment
market information, service and studies in the District. It is also responsible for inspection and
enforcement of the Employment and deals effectively with mounting un employment problem
particularly of the educated youth and to promote self-employment opportunities to the unemployed
youth in the region. For these purpose the State Govt. has launched a self-employment scheme with
thematic aspect of growth of economy. The state has restructured the self-employment scheme to make it
more dynamic in outlook and more practical in approach for tackling the un employment problem in the
region.

The Employment service came into existence in India under the stress of post war demobilization. Till the
end of 1946 Employment service facilities were restricted to demobilize service personal and discharged
war workers. Based on the report and recommendation submitted by the Training and Employment
services organization committee (popularly known as Shiva Rao committee) in 1954, the day-to-day
administration of the organization was handed over to the State Government w.e.f. 1st November 1956.
Since then the Employment service is generally the Joint Concern of the Central and State Government.
The District Employment and Counselling Centre, LAHDC Leh is one of the main offices among other
Govt. establishments functioning in every District of the state of Jammu and Kashmir. It is also one of the
recently established office of the District which was set up in the year 1979 -80.
The public authority also constitutes Leh Autonomous Hill Development Subordinate Services
Recruitment Board which was initially attached with Deputy Commissioner Office Leh. Later w.e.f. 1986
it had been associated with District Employment and Counselling Centre, LAHDC, Leh and since then it
has been headed by Deputy Director Employment and Counselling Centre, as Se

unemployment problem of the District. In addition to these various students organization of the Leh

and above. However no educational qualification shall be insisted upon for candidates having
qualified training courses of not less than one academic year’s duration from a Govt. Institution.

on date of submission of application

The candidate on being eligible for availing assistance under JKSES after selection by Task Force
committee is required to complete all pre requisite formalities of the public authority and financial
institutions in order to avail incentives in the form of margin money, capital subsidy and later on interest

The capital subsidy is disbursed to the candidates along with margin money after proper sanction of 75%
loan of the project cost by the bank and due completion of margin money deed by the beneficiary, the
interest subsidy is disbursed/ paid to the beneficiaries after obtaining necessary interest statement from
the concern financial institution where the case of the candidate has earlier been sponsored for financial
assistance. The interest statement communicated by bank authorities clearly depicts the interest imposed
by the banks and is paid to the concerned beneficiary through cheques payable to bank authority for
adjustment in the loan accounts of the entrepreneur.

Under State sponsored JKSES, the applications are invited from the un-employed youths of the
district Leh during the month of April every year or as per approved dates by the higher authority. The
selection is made through interview conducted by Task Force Committee, which constitutes of Deputy
Commissioner/ Chief Executive Officer as Chairman, Deputy Director Employment and Counselling
Centre as Member Secretary, General Manager DIC, Leh as Member and other representatives from
various financial institution of the district. The Task Force Committee allocates the different bank
branches to each selected candidates during interview process and proceedingly the cases are sponsored
to financial institution as per selection list already approved by Task Force Committee. The financial
institution duly accord loan sanction in favour of the candidates as per recommendation by Deputy
Director Employment and Counselling Centre, Leh and forward the sanction to public authority which
after completing necessary formalities mainly margin money deed from the candidates duly releases the
margin money/ capital subsidy in favour of the candidates. Afterwards the bank releases the 75% of the
project cost to the candidates after completion of all framed and codal formalities.
The Leh Autonomous hill Development Sub ordinate Services Recruitment Board mainly
constitute the body for the recruitment process under which applications are occasionally invited from
the local residents of Leh district for the various district cadres posts as per procedures and norms already
laid down in Service Laws of Jammu and Kashmir. The related advertisement is generally published and
communicated after keeping due consideration of the requisition made by various State Govt.
Departments of Leh district. The applications received are scrutinized before considering for the
conduction of examination/ interview for selection procedure. The main stress is to pick up the
meritorious candidates among alternative choices for the Govt. service. The selection of the candidates is
made by the board members comprising of Deputy Commissioner/ CEO, LAHDC Leh Chairman LAHD-
SSRB Leh, Deputy Director District Employment and Counselling Centre, Leh Secretary, LAHD-SSRB , Smt
Kunzes Angmo KAS DPO, ICDS, Leh as Nominated Member LAHD-SSRB and Head of the Department
concerned as Member who conduct the interviews on the time, date and venue duly approved by the
chairman based on the convenience of the candidates. The public authority District Employment and
Counselling Centre Leh prepares the selection list based on the points in written test and interview marks
awarded by board members and serves selection list in favour of the selected candidates.
