Rules for admitting foreigners and stateless persons for study
1.Admission of foreigners and stateless persons to study at Taras Shevchenko National
University of Kyiv (hereinafter – the University) is carried out in accordance with the Laws
of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons",
"On Foreign Ukrainians", "On refugees and persons in need of additional or temporary
protection ", by the decree of the President of Ukraine on June 03, 1994 No. 271 "On
Measures for Development of economic cooperation of regions of Ukraine with adjacent
areas of The Republic of Belarus and the administrative-territorial units of the Republic
Moldova ", by the Decrees of the Cabinet of Ministers of Ukraine on February 26, 1993
No136 "About studying of foreign citizens in Ukraine", dated September 11, 2013 No. 684
"Some issues for admission of foreigners and stateless persons" Order of the Ministry of
Education and Science of Ukraine dated November 1, 2013 No1541 "Some Issues of the
Organization of the Admission and Training (Internship) of Foreigners and Stateless Persons"
registered with the Ministry of Justice of Ukraine on November 25, 2013, № 2004/24536.
2. Foreigners and stateless persons (hereinafter - Foreigners) may obtain higher
education at the expense of individual or legal entity, unless otherwise provided by
international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of
Ukraine, laws or agreements between higher education institutions on international academic
mobility. Admission of foreigners to study at the expense of the state budget is carried out
within quotas for foreigners.
Quota for foreigners is a certain part of the volume of public procurement places used to
attract the following applicants:
foreigners who come to study in accordance with international treaties of Ukraine;
foreign Ukrainians, whose status is certified by a card of a foreign Ukrainian;
foreigners and stateless persons permanently residing in Ukraine, persons who have
been granted a refugee status in Ukraine and persons requiring additional or
temporary protection.
3. Foreigners who come to Ukraine for study, enter the University on accredited
educational programs (specialties).
Admission of foreign students to study at the expense of individual or legal entity is
carried out:
once a year, before and at the beginning of academic semesters (but not later than
on November 1) for obtaining Bachelor's and Master's degrees.
throughout the year for postgraduate study, graduate work at a postgraduate
military course, doctoral studies (PhD).
4. All categories of foreigners are enrolled to the University on the basis of enrollment
orders that are formed in the United base.
5. Foreigners who receive state scholarships under international agreements, national
programs and other international obligations of Ukraine are admitted to study within the
established quotas for foreigners on the basis of training placement by the Ministry of
Education and Science of Ukraine.
6. Foreigners who come to Ukraine to participate in academic mobility programs or
educational programs between Ukrainian universities and foreign higher education
institutions are accepted for study on contractual obligations of the University.
7. Foreign Ukrainians who stay in Ukraine legally and their status is certified by a
certificate of a foreign Ukrainian have the same rights to receive education as citizens of
Ukraine with the exceptions established by the Constitution of Ukraine, the laws of Ukraine
or international treaties, the consent to be binding was provided by the Verkhovna Rada of
Ukraine.
Foreign Ukrainians, whose status is certified by a certificate of a foreign Ukrainian, can
be enrolled for study following state orders within the established quotas for foreigners
according to the results of entrance examinations on the subjects stipulated by the Rules of
admission (Supplement 2.4 for admission to Bachelor's degree (Master of Medical Science),
§ 4 Section III for applicants to Master's degree programme)
8.Foreigners who have a permanent residence permit in Ukraine and completed
secondary education or educational qualification level of a specialist in Ukraine, have the
right to apply for Bachelor's degree programme in accordance with the procedure set out in
Section II of these Admission Rules.
9.Foreigners who have a permanent residence permit in Ukraine and who have
completed Bachelor's degree programme (educational qualification level) in Ukraine, have
the right to apply for Master's degree programme according to the procedure, defined in
Section III of these Admission Rules.
10. Foreign citizens who apply for the Preparatory Department for Pre-university
language training follow the procedure for receiving an Invitation letter and apply for
enrollment similar to those applying for Bachelor’s degree programme.
1. Requirements for the level of education
1. Foreign citizens and stateless persons who have come to Ukraine and have foreign
documents on full secondary education are accepted to study for Bachelor's degree (Master of
Medical science), for the first year of study at the University.
2. The University accepts foreign citizens and stateless persons who have arrived in
Ukraine and have foreign documents about their education corresponding to the educational
level of Bachelor’s degree to study for Master's degree for the first year.
3. Foreign citizens and stateless persons entering the University must have a B1 level in
Ukrainian, Russian or English, according to the language of study at the chosen educational
program (specialty). List of educational programs for Bachelor's degree (Master of Medical
Science) with Ukrainian language of training is defined in Supplements 2.1 and 2.2; with
Russian or English language of training – Supplements 5.1. and 5.2. of these Rules of
Admission.
4. The list of educational programs
For Bachelor's Degree (Master of Medical Degree) is determined by
Supplement 2.1 and 2.2 of Section II.
For Master's Degree is determined by Supplement 3.1 of Section III.
For Bachelor's and Master's Degree in the institute of continuing is determined
by Section IV of this rules.
§2. Terms of acceptance of applications and documents, competitive selection and
admission to study
1. The organization of admission of foreigners, stateless persons to study at the
University is assigned to the selection committee of the Preparatory Department of the
University.
2. Selection committee working hours:
From Monday to Thursday - from 9:00 to 18:00;
Friday - from 9:00 to 17:00.
Accepting of documents from entrants is carried out according to the following
schedule:
Monday, Wednesday, Friday - from 9:00 to 2:00 (without lunch break);
Tuesday and Thursday - from 2:00 to 6:00 (without lunch break).
3. Registration and issuance of invitation letters, accepting application and documents,
introductory tests, renewal, transfer and enrollment for study are held within the following
terms:

§ 3. Procedure for accepting applications and documents
1. Documents of foreign applicants are submitted personally and accepted only in a
paper form.
2. The invitation to participate in the competition is issued by Taras Shevchenko
National University of Kyiv due to foreigner's application after providing the following
documents:
-- a copy of the first page of the international passport of the foreigner which contains all
personal details with translation into the English/Russian/Ukrainian languages;
-- a copy of the previous education document with translation English/Russian/
Ukrainian;
-- a copy of the supplement to the previous education document with grades (points),
translated into English/Russian/Ukrainian, or academic record (with stated number and title
of the document), translated into English/Russian/Ukrainian;
-- a letter of attorney that gives a right to receive an invitation letter in case it is not
taken personally by the applicant, legalized in the country of citizenship, translated into
English/Russian/Ukrainian languages;

3. In order to get enrolled for study foreign applicants and stateless individuals must

and 3 copies of translation into Ukrainian language approved by a notary);
-- An invitation letter for receiving a visa for study (original);
-- A birth certificate (2 copies of the original document and 2 copies of translation into
Ukrainian approved by a notary);
-- A previous education document (high school certificate) (the original document and 3
copies of translation into Ukrainian approved by a notary);
-- The supplement to the education certificate (with the list of courses taken) (the
original document and 3 copies of translation into Ukrainian approved by a notary)
-- A health certificate issued by the official health authority of the country of origin of an
applicant, taken not earlier than two months before the departure of an applicant to study in
Ukraine: the document should contain information about the results of fluorographic
examination and HIV testing (2 copies of the original document and 2 copies of translation
into Ukrainian language approved by a notary);
-- 12 matte photos in size 3x4 cm;
-- Consent to the collection and processing of personal data;
-- A liability insurance contract for reimbursement of expenses, related to the execution
of the decision on administrative expulsion from Ukraine (deportation).
To apply for Master’s degree:
-- Application for a admission
-- Application form;
-- An international passport of a foreigner or any other document which identifies a
stateless individual with a D-type visa (D-13) for the countries with visa procedure of entry
issued by consular offices of Ukraine in a home country on the basis of an invitation letter, if
other procedure is not stipulated by international treaties of Ukraine (the original document
and 3 copies of translation into Ukrainian language approved by a notary);
-- A certificate of previous education (Bachelor’s degree) the original document and 2
copies of translation into Ukrainian approved by a notary);

4. If available, both originals and copies of the following documents are submitted:
Certificate of permanent or temporary residence in Ukraine, permission to immigration to
Ukraine, diplomatic card of the Ministry of Foreign Affairs of Ukraine or another document
that can affirm the right of stay in Ukraine;
Tax service certificate on assigning a registration number of a taxpayer’s tax card.
All documents issued in foreign countries must be translated into Ukrainian
language and the translation must be notarized in Ukraine.
Originals of a passport, a birth certificate, education and residence documents, and a tax
service certificate are checked during the process of submission of documents. Medical
documents are provided in the original.
Birth certificate, education and medical documents that have been issued abroad, must
be certified and legalized in the prescribed order, unless otherwise is provided by
international treaties of Ukraine. The citizens of the participating countries to the Convention
on Abolishing the Requirement of Legalization for Foreign Public Documents (The Hague,
1961p.) stamp the apostille on their documents, not legalization. There is no need for
legalization and apostille for the documents issued in the participating countries to the
Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters
(Minsk, 1993)
Other documents are submitted by the applicant, if called by special conditions of
enrollment to the corresponding specialties (educational programmes) established by law in
the terms defined for the documents acceptance, but not later than the terms established in §2
of these Rules of Admission, so the Admission Committee could take the decision of
recommending the applicants for enrollment.
5. When accepting the individuals who submit an education document that was issued
abroad (hereinafter - the Document), a procedure of recognition and determination of the
credential equivaluation of the document is mandatory in accordance with the Order of
Recognition for education obtained in foreign higher educational institutions, approved by the
order of the Ministry of Education and Science of Ukraine from May 5-th, 2015 No 504,
registered in the Ministry of Justice of Ukraine on June 27-th, 2015 under No 614/27059. The
procedure of preparing the documentation package as well as recognition procedure of the
Document is provided by Taras Shevchenko National University of Kyiv before the second
semester of the first year of studying of its owner. If available, the applicant provides a copy
of the certificate of nostrification or a copy of the certificate of filing documents for
nostrification in the Ministry of Education and science of Ukraine when submitting
documents.
§ 4. Organization of competitive selection
1. Enrollment of foreign applicants to obtain higher education is carried out on the basis
of entrance examination as well as on the basis of academic rights for continuing education
that is proved by a document on the level of education in the country of origin which gives
the right to continue education at the appropriate level of higher education in accordance with
the legislation of the country issuing the document about the acquired level of education.
2. A schedule of the entrance examinations is drawn up and approved by the chairman of
the Admission Committee (the rector). The Selection Committee of Preparatory Department
publishes the schedule on the Website of the Preparatory Department and alongside with its
Facebook and / or informs the applicant about entrance examinations.
Conducting of the entrance examinations for Bachelor degree (Master of Medicine)
1. Competitive selection for obtaining a Bachelor degree (Master of Medicine) consists
of two stages:
1) introductory language test (Ukrainian, Russian, or English) depends on further
language of training;
2) entrance examination in professional discipline.
In case the applicants were the former students of the Preparatory Department, who
successfully have passed the final exam and got a certificate, and are now entering an
educational program (specialty), the language of which coincides with the language of
training, they may be free from the introductory language test and be provided with a
certificate by the decision of the Selection Committee.
2. To conduct a test in Ukrainian, Russian or English language a subject examination
commission, which is approved by the order of the rector of the University, is created.
Entrance test programs on Ukrainian, Russian and English languages, as well as criteria
for assessing knowledge are approved by the Head of the Admission Committee (represented
by the rector) of the University not later than 4 months before the beginning of entrance
examinations, and are uploaded on the site of the Preparatory Department (pd.univ.kiev.ua)
and the Admission Comittee (vstup.univ.kiev.ua).
3. An applicant may pass entrance examinations in professional discipline only after he
has successfully passed the introductory language test.
To conduct entrance examinations in professional subjects a special commission,
approved by the order of the rector of the University is appointed.
The programs of entrance examinations in professional discipline are established by the
Scientists councils of corresponding departments/institutes and are approved by the head of
the Admission Committee (represented by the rector) of the University not later than 4
months before the entrance tests are published on the Preparatory department web page
(pd.univ.kiev.ua) and the Admission Committee (vstup.univ.kiev.ua).
Conducting the entrance examinations for Master’s degree
1. Competitive selection for obtaining a Master's degree is carried out based on the
results of entrance examinations in:
1) a foreign language (Ukrainian, Russian, or English);
2) specialty (professional subject).
2. A special attestation commission, approved by the order of the rector of the University,
conducts an introductory language test.
Entrance test programs and evaluation criteria in the Ukrainian, Russian and English
language exams are established by the Academic Councils of Institute of Philology and the
Institute of International Relations, and are approved by the Head of the Admission
Committee (rector) of the University not later than 4 months before conduction of
introductory tests, and are published on the site of Preparatory Department (pd.univ.kiev.ua)
and Admission Committee (vstup.univ.kiev.ua). The language of the introductory test
program corresponds to the language of announced educational program (specialty).
3. The specialty test is conducted by a special commission, approved by the order of the
rector of the University.
The programs of the specialty tests are considered by the Academic Councils of the
Faculties/Institutes and are approved by the Head of the Admission Committee (rector) of the
University no later than 4 months before conducting the entrance tests, and are published on
the site of the Preparatory Department (pd.univ.kiev.ua) and the Admission Committee
(vstup.univ.kiev.ua). The language of the introductory program tests must correspond to the
language of the announced educational program (specialty).
§ 5. Recommendations for enrollment
1. Lists of foreign applicants recommended for enrollment for each competitive item are
received by the Admission Committee on the basis of the data of Unified base and approved
by the decision of the Admission Commission on terms defined in §2.
2. The decision on the recommendation to enroll the applicants to study at the expense
of state budget are defined by the Admission Committee within the terms defined in the §2.
Foreign citizens and stateless individuals indicated in the letters of Ministry of
Education and Science of Ukraine on the allocation of quotas for foreigners in the limits of
the amount of places for study at the expense of the state budget, are enrolled after providing
necessary package of documents to the Selection Committee of the Preparatory Department.
§ 6. Meeting the enrollment requirements
1. Foreign citizens and stateless individuals, recommended for study at the expense of
state budget and physical (legal) individuals, shall submit the documents specified in §3 of
this Section (including documents concerning registration and recognition of educational
level of foreign education documents). A duplicate of personal file is transferred to the
corresponding Faculty/Institute.
2. The contract for study at the expense of physical (legal) individuals is concluded after
the issuance of the enrollment order.
3. When studying in several programs (specializations, educational programs) the
applicants provide the appropriate number of copies of documents for two personal files
simultaneously.
Information about foreign citizens that were recommended for enrollment to study at the
expense of state budget have not submitted the original documents to the Selection
Committee (which means that they did not meet the requirements for enrollment) in the
established terms noticed in §3 of this Section, is reported to the Ministry of Education and
Science of Ukraine after November 1, 2018.
§ 7. Enrollment order
1. Foreigners who apply to study Bachelor’s or Master’s degrees are enrolled to the
University on the basis of enrollment orders. Enrollment orders are issued by the rector of the
University on the basis of the decision of the Admission Committee and verified in the
Unified base.
2. Enrollment orders for foreign citizens and stateless individuals who have entered the
university within the allocated quotas for foreigners to study at the expense of the state
budget, are prepared by the faculties and institutions.
3. Enrollment of foreign citizens under the bachelor's and master's programs and
contracting takes place in the following periods:

A student must pay the tuition fee within 10 days after signing the contract and provide a
copy of the bank receipt to the Dean's Office of the Preparatory Department.
4. Consideration of the applications of foreign citizens who have already been enrolled,
regarding the change of specialty takes place till September 25, 2019. In this case, the student
submits a letter of resignation on his own free will and a package of documents for admission
to another specialty.
5. Foreign citizens and stateless persons enrolled for study at the University may be
given places in the dormitory (provided that there is a place available) at their request.
6. The procedure for issuing a temporary residence permit is set out in Appendix 5.1. of
this section.
Appendix 5.1. Procedure for issuing a temporary residence permit in Ukraine
Countries with a visa entry procedure
Citizens of countries with visa entry procedures arrive in Ukraine with a visa type D
(D-13), received at the consular institution of Ukraine at their country of origin with the
invitation from the University. They are obliged to provide the Preparatory Department with a
passport and documents necessary for the issuance of a temporary residence permit in
Ukraine (hereinafter referred to as Posvidka) within five working days after arriving to the
university, but not later than 30 days before the expiration of the visa.
Countries with a visa-free entry (Azerbaijan, Belarus, Armenia, Georgia, Moldova,
Russia, Uzbekistan)
Citizens of countries with visa-free entry may stay in Ukraine for up to 90 days in any
180-day period. That is to calculate the allowed term of stay we deduct 180 days before the
submission of documents. A foreigner will not violate the rules if he stays in Ukraine for no
more than 90 days within this 180-day period. Such foreigners are obliged to provide a
passport and documents necessary for the issuance of posvidka to The Preparatory
Department within five working days upon arrival to the University, but not later than 30
days before the expiry of the established period of stay in Ukraine.
In order to prepare a complete package of documents for the further registration of
posvidka, a foreigner or a stateless person who has arrived in Ukraine for the purpose of
study shall submit the following documents to the organization affairs department of the
Preparatory department (Vasylkivska St. 36, room 98):
-- a passport or an ID document with a type D (D-13) visa, unless otherwise provided by
the legislation and international agreements of Ukraine;
-- translation into Ukrainian of a passport (or an ID document) with personal data
certified by a public notary in Ukraine;
-- A valid health insurance certificate.
The order of registration, issue, exchange, cancellation, transfer, withdrawal,
return to the state, invalidation and destruction of the temporary residence permit is
approved by the Cabinet of Ministers of Ukraine dated 25.04.2018, № 322.
Foreigners who have arrived in Ukraine for the purpose of study and received Posvidka
are considered to be legally residing in Ukraine for the period of study. Posvidka is issued to
foreigners and stateless persons who have reached the age of 16 years.
Posvidka is made in the form of a card containing a contactless electronic data storage
device.
Posvidka is a document certifying the identity of a foreigner or a stateless person and
confirms the legal grounds for temporary residence in Ukraine. Posvidka is issued for the
period of study, which is determined by the order of the University according to established
periods of study for foreign students.
Documents for registration of Posvidka (including reissuance of the lost or stolen one)
or its exchange shall be submitted personally by a foreigner or a stateless person to a
state-owned enterprise belonging to the management of the SMS (State Migration Service) or
a regional office of the SMS at the place of registration.
Documents for the issuance of Posvidka are submitted not later than 15 working days
before the expiry of the established term of stay in Ukraine.
In case of occurrence of circumstances (events) after which Posvidka is the subject to
exchange (except for the expiration of its validity), documents for its exchange shall be
submitted within one month from the date of occurrence of such circumstances (events).
In case of expiration of the validity of Posvidka documents for its exchange may be
submitted not later than 15 working days before the date of expiration of its validity. In such a
case when Posvidka which needs to be exchanged is returned to the person and is turned in at
the time of receipt of new Posvidka.
After obtaining Posvidka, the foreigner is obliged to submit it to the organization affairs
department of the Preparatory Department (Vasylkivska St. 36, room 98) for registration of
the place of residence in Ukraine within three working days.
