1 Introduction In April 2016 Rutland County Council (RCC) instructed AECOM to assess the feasibility of
providing pedestrian crossings at two sites (see Figures 1 & 2);
Site 1 ‐ Crossing the A47 Uppingham ‐ Preston roundabout
Site 8 ‐ Crossing the Ayston road in proximity to the doctors’ surgery located on the
Uppingham Gate Business Park.

Site description
The A47 Uppingham‐Preston roundabout is a 5‐arm roundabout approximately 1km north of
Uppingham town centre. The A47 is a principal A‐road east/west through Rutland carrying a
mixture of local, cross country, freight and holiday traffic. The Average Annual Daily Traffic
(AADT) is over 8500, based on traffic count data between 2008 and 2015 (Department for
Transport (DfT) website).
The roundabout is located at the junction of the A47 with the A6003. The A6003 is an A road
between Kettering to the south and Oakham to the north of Uppingham. It serves as a bus
route and residential spine road. The fifth arm of the roundabout is a local ‘C’ road to the village
of Ayston. The speed limit at the roundabout is 60mph on all approaches. There is a system of
street lighting throughout the extents.

2 Background A47 Crossing
RCC has received a letter from Uppingham Town Partnership requesting that additional crossing
facilities are provided at the A47/A6003 roundabout. The lack of suitable crossing facilities is
considered to be a road safety issue. The recent construction of a shared footway/cycleway on
the A6003 between Uppingham and Preston has resulted in an increase in demand. In addition
there is no longer any school bus service for children from Preston attending schools in
Uppingham (see letter in Appendix A). Rutland’s Local Transport Plan explains the vision for
the development of cycling within the County as an important part of promoting sustainable
tourism. The aim is to develop well signed pedestrian and cycle routes between Oakham and
Uppingham and the surrounding caravan, camping and eco‐lodge sites and Rutland water in
order to encourage people to visit Rutland Water without spoiling the environment. The
Uppingham to Preston route forms part of this strategy.
Ayston Road Crossing
The Ayston road pedestrian crossings are considered to be a safety issue, with the town council
putting forward the request from three of the local resident associations, that a signalised
crossing be installed to improve access to Uppingham gate (See letters & emails in Appendix
A). The Uppingham Gate business park is occupied by a number of businesses and
organisations. The Uppingham Doctors surgery relocated from Uppingham market place in
March 2014, increasing the number of people using the site, in particular pedestrians and those
using public transport. Bus stops were added to the junction during 2014 to improve access to
the doctors surgery and the business park in general. The Uppingham neighbourhood Plan (see
extract in Appendix B) indicates that the area behind the doctors surgery is to be developed as
part of the business park. It is likely that this will further increase vehicular and pedestrian
usage of the site.

3 Accident Data & Analysis The accident data provided by RCC (See Appendix C) covers the 10 year period from
01/04/2006 to 31/03/2016. Collisions have only been recorded in the vicinity of the
roundabout. No collisions have been recorded on the A6003 Ayston road.
3.1 Accident Data
The following observations can be made about the accidents that have been recorded:
Five collisions, all slight have occurred over the past 10 years (0.5 per year)
70% of drivers involved were over 60 years of age with an age range of 21‐85 years.
All accidents occurred during daylight hours.
Road surface was dry in 60% of the collisions
Driver postcodes were collected for 3 out of the 5 accidents and were between 11 and
50 miles from their home address.
Roundabout Circulatory (2 collisions):
One collision was caused by a car travelling south on Ayston Road entering the
roundabout and failing to give way to a motorcyclist travelling east on the A47.
One collision involved a rear end shunt to a local cyclist entering the roundabout
signalling to turn right from the Ayston road towards Peterborough on the A47.
A47 Westbound approach (2 collisions):
Two collisions involved rear end shunts on the A47 westbound approach
A47 Westbound exit (1 collision):
One collision was caused by a vehicle losing control on the A47 westbound exit from the
roundabout.
Pedestrian Accidents:
No collisions involved pedestrians.
3.2 Accident Analysis
Roundabout circulatory: Considering the low number of accidents which have occurred on the
roundabout circulatory during the 10 year period and the lack of common causation factors,
there is not a significant accident problem in this location.
A47 Westbound approach: Two rear end shunt accidents have occurred on this approach
during the last 10 years which is a low number given the high vehicle flows. Since no personal
injury collisions have occurred during the last 8 years there is not a significant accident problem
in this location.
A6006 Ayston Road: Since no accidents have occurred on the A6006 Ayston Road south of the
roundabout during the 10 year study period there is not an existing safety problem in this
location.
Pedestrian safety: Since no personal injury collisions during the last 10 years have involved
pedestrians, there is not considered to be an existing pedestrian safety problem in this location.

4 Speed Data The approaches to the roundabout, including the proposed crossing location on the Ayston
Road are all subject to the national speed limit. The speed survey data supplied by RCC (see
Appendix D) was historical speed data, collected manually during 2002 at a location near the
Beeches housing development on the Ayston Road. Due to the age of the data and the
alterations that have been made to the highway arrangement since, the results are considered
to have limited validity. However, site observations suggest that the 85th percentile vehicle
speeds along the Ayston road are below the national speed limit, being limited by the road
layout.
5 Non‐motorised user surveys A non‐motorised user (NMU) survey was completed on Wednesday the 4th May 2016 from 8am
to 6pm during school term time with warm and dry weather. The survey was completed in the
vicinity of the roundabout and the Uppingham Gate Business Park to establish the current usage
and patterns.
The NMU counts covered the two proposed crossing locations shown on drawing RCC‐ACM‐16‐
01‐SK‐CE‐0001 (Appendix F). The Ayston road count included all NMUs crossing between the
roundabout and the pedestrian refuges either side of the Uppingham Gate Business Park
Access. The A47 NMU count included all NMUs crossing the A47 western arm. Cyclists making
use of the roundabout circulatory to travel along the A6003 were recorded separately. NMUs
who travelled along the footway but did not cross the A47 or Ayston Road were not counted.
5.1 Data
The count data (Appendix E) shows that during the 12 hour period:
13 pedestrians and 6 cyclists used the existing island to cross the A47.
5 cyclists used the roundabout circulatory to travel along the A6003.
40 pedestrians crossed Ayston Road south of the roundabout.
9 pedestrians crossed Ayston Road per hour during the peak period, 10.00‐11.00am.
5.2 Observations
More than half of cyclists along the A6003 chose to use the pedestrian facilities to cross
the roundabout rather than continue cycling on the road.
Some cyclists used the footway on the west side of Ayston Road in proximity to the
roundabout.
A number of cyclists were noted to exit the A47 roundabout towards Ayston heading
towards the quieter roads west of the A6003.

6 General Observations The following observations are based on site visits undertaken on the 1st April and 4th May 2016.
Existing A47 crossings: The existing splitter island on the A47 western arm of the roundabout
has footways on both sides and dropped kerb crossings between the footways and the island
however there is no tactile paving provided (see Photos 1 & 2). The island provides NMUs with
a refuge allowing each arm to be crossed in turn.

Ayston arm crossings: NMUs cross the road to Ayston village near the roundabout using the
splitter island. Site observations suggest that traffic flows are very low. As a result there are
numerous opportunities for pedestrians to cross with adequate time. Tactile paving is not
present (see Photo 3). NMUs approaching this crossing have good visibility of approaching
traffic.

Ayston Road (A6003) crossings: There are two Islands, one either side of the junction as part of
the filter lane to turn into the Uppingham Gate Business Park. The southernmost crossing
(Photo 4) has kerb to refuge distances of approximately 3.5m on both sides, the northern
crossing (Photo 5) has kerb to refuge distances of 4.4m and 8.1m. Due to the varying traffic
speeds the difficulty in crossing the roads is increased as pedestrians seek an ‘acceptable gap’ in
which to cross. There is a controlled crossing approximately 260m to the south of the business
park. This is located within the 30mph speed limit between two housing estates.

Connectivity of NMU routes: The existing footway on the west side of Ayston road connects the
A47 roundabout with Uppingham. At the roundabout the footway connects with footways to
the north via an uncontrolled crossing at the splitter island on the western arm. The footway
also continues alongside the A47 westbound carriageway towards Leicester. The existing
footway on the east side of Ayston Road extends only as far as the bus stop at the business
park. The footways are typically 1.5m and offset from the carriageway with a grass verge.
The NMU route along the A6003 from Uppingham to Preston is currently poorly linked to the
Ayston road and the A47 footways. The status of this route is unclear since it is not currently
signed as shared cycleway/footway, although it appears to have been designed as a shared
route.
Existing speed limits: All the approaches to the roundabout are national speed limit and on the
Ayston road the limit changes to 30mph as the residential area becomes established, about
150m from the roundabout. As a street lit area, the default speed limit for the Ayston road is
30mph; as such there are ‘national speed limit’ repeater signs opposite the business park prior
to the 30mph speed restriction.
The 85th percentile speeds on the Ayston road appear to be significantly below the national
speed limit.
Roundabout layout: The roundabout on the A47 has a large central island and good visibility
between entries and exits. Entries and exits to the roundabout are only single lane except the
entry from the southern arm which is 2 lanes.
Document TD16/07, Geometric design of roundabouts classifies a roundabout on a single
carriageway road with speeds greater than 40mph within 100m of any approach, with traffic
flows of over 8000 AADT, as a category 3 roundabout. The standard recommends that signal
controlled NMU crossings are considered for such roundabouts, subject to a site assessment.
Business Park Junction Layout: The junction layout (see Figure 2 & Photo 6) is a high capacity
layout suitable for the long term growth of Uppingham Gate Business Park. The length of the
northbound right‐turn lane provides ample room for right‐turning traffic to stack and the
southbound left‐turn lane provides additional capacity for the junction. However the size of the
junction and the large radii facilitate high vehicle speeds and result in a significant deflection
from the desire line and increased difficulty for pedestrians crossing the junction.

Bus stops: There are two bus stops on the A6003, Ayston Road close to the access to the
Uppingham Gate Business Park. The southbound bus stop is located within the left turn lane for
vehicles turning into the business park. The northbound bus stop is located opposite the
junction with the business park. Both stops are used by buses travelling between Corby and
Oakham. Currently this is an hourly service. The location of each stop has the potential to
create a hazard for road users. Buses leaving the southbound stop need to rejoin the main
carriageway. Vehicles travelling north may attempt to pass a stationary bus at the stop by using
the right turn facility. However, there could be stationary vehicles turning right into the
business park waiting for a suitable gap.

Signing and Road Markings: The road markings around the junction and within the filter lane
are worn and would benefit from being refreshed (Photo 7) to ensure road users are fully aware
of the layout. Map type advance direction signing is provided on the Ayston Road approach to
the roundabout. No direction signing has been provided for the business park.

Street lighting: A system of street lighting is in place on Ayston Road and at the roundabout.
The quality of the street lighting has not been assessed under this feasibility report.

7 Options Considered The existing usage of the Ayston Road crossing is low and usage of the A47 crossing is very low.
The good safety record at both sites over the last 10 years does not support the case for
improving pedestrian crossing facilities. However there are a number of options that could be
considered as part of improvements for the long term development of the business park and to
promote NMU usage within Rutland and Uppingham.
7.1 A47 crossing Minor works
Option 1: Do nothing. Utilise the existing crossing provision without improvement and continue
to monitor the accidents in this location to ensure the current good safety record is maintained.
Advantages
Existing crossing provision operates safely.
No cost.
No delay for motorists since NMUs cross during gaps in traffic.
Disadvantages
The existing crossing provision may not operate safely if pedestrian and/or vehicle flows
increase.
The existing crossing layout may discourage NMUs from using the adjacent routes due
to a perceived safety risk in crossing the A47.
Does not promote the local transport plans for improving NMU routes between the
towns and tourist attractions within Rutland.
Option 2: Uncontrolled shared footway/cycleway crossing.
A minor improvement scheme to upgrade the existing splitter island on the west arm of the
roundabout to provide improved NMU crossing facilities including:
Increasing the size of the splitter island to reduce the width of carriageway pedestrians
are required to cross.
Widening the existing dropped crossings and adjacent footways to cater for shared
pedestrian/cycle use.
Provision of shared route signage.
Installing tactile paving
Advantages
Reduces crossing time required for NMUs and hence reduces the risk associated with
crossing.
Includes provision for cyclists, more than 50% of whom currently use the footway and
splitter island to cross the A47.
Minimises any delay to vehicular traffic.
Improves the crossing provision for NMUs, encouraging use of the adjacent routes thus
contributing to the Local Transport Plan objectives of improving NMU routes between
towns and tourist attractions within Rutland.

Disadvantages
The perceived risk of crossing the A47 via an uncontrolled crossing may continue to
discourage some NMUs from using the route.
Swept path analysis would be required to ensure that increasing the width of the
splitter island does not increase the likelihood of overrun by HGVs.
If NMU and/or vehicle flows increase significantly the uncontrolled crossing may cease
to operate safely.
Option 3: Toucan Crossing.
The existing splitter island on the western arm is extended to accommodate a toucan signalised
crossing to serve pedestrian and cycle usage. This is the recommended crossing provision in
TD16/07 from the Design Manual for Roads and Bridges, for a category 3 roundabout (see Table
6/1: Selection of roundabout type and recommended provision for NMUs). However, TD16/07
advises that signal controlled crossings are located a minimum of 20m from the give way line to
avoid confusion regarding priority for motorists entering the roundabout. It also recommends
that measures are taken to reduce 85th percentile vehicle speeds to less than 50mph.
(Installation of a zebra crossing is not considered to be a viable option since TD16/07 states that
they should not be installed where the 85th percentile speeds are greater than 35mph.)
Advantages
Provides a controlled crossing facility with increased perception of safety for
pedestrians.
Improves the crossing provision for NMUs, encouraging use of the adjacent routes thus
contributing to the Local Transport Plan objectives of improving NMU routes between
towns and tourist attractions within Rutland.
The toucan crossing will continue to provide a safe crossing facility even if NMU and/or
vehicle flows increase significantly.
Disadvantages
The crossing will be sited approximately 20m from the roundabout give way line and
will hence require a detour from the NMU desire line.
The cost of installing a pedestrian crossing is unlikely to be justified by the current good
safety record and existing numbers of NMUs crossing the A47 (currently 1.6 NMUs per
hour).
Installation of the crossing would require a reduction in the speed limit on the A47
eastbound approach which could lead to problems with enforcement/compliance.
Low crossing usage could increase the likelihood of motorists failing to notice when the
crossing is in operation.

Major works
These major works options have been raised by Uppingham Town Partnership and therefore
each option has been considered each in turn:
Option 4: NMU Underpass
Advantages
An underpass could provide a grade separated crossing that would allow segregated
uninterrupted crossings for NMUs.
Has the potential to remove conflicts between pedestrians and motorists at the
roundabout.
Disadvantages
A pedestrian underpass would typically be installed during construction of the major
road. Installing a pedestrian underpass now would incur very high construction costs
along with major disruption to the A47 during construction.
Underpasses have the potential to increase the risk of anti‐social behaviour and security
risks to NMUs.
Option 5: NMU bridge
Advantages
A pedestrian bridge could provide a grade separated crossing that would allow
segregated uninterrupted crossings for NMUs.
Has the potential to remove conflicts between pedestrians and motorists at the
roundabout.
Disadvantages
The crossing would incur high construction costs.
The crossing would also be likely to deviate from some NMU desire lines and would
require NMUs to ascend and descend for a considerable distance, discouraging
pedestrians from utilising the bridge.
The deviation of the route from the pedestrian desire line may result in pedestrians
continuing to cross at grade.
The bridge may become a haven for antisocial behaviour.
7.2 Ayston Road crossing
Option 6: Reduce speed limit
Lower the speed limit to 30mph on the approximately 165m length of Ayston Road south of the
roundabout which is currently subject to the National Speed Limit.
Advantages
Low construction cost
Reduced risk for pedestrians crossing Ayston Road due to lower vehicle speeds.
Disadvantages
Drivers may fail to comply with the reduced speed limit.

Option 7: Signalised crossing
A signalised puffin or toucan crossing would provide a controlled crossing provision for all ages
and abilities to cross the Ayston road despite the width of the road at the junction with
Uppingham Gate Business Park. A single phase crossing would be approaching maximum width
for such a crossing and following LTN 2/95 advises that a controlled crossing should be a
minimum of 20 meters away from a junction. The crossing would be positioned to the south of
the business park access to cater for NMUs accessing the business park from Uppingham and
the adjacent bus stop.
Advantages
Reduced risk to pedestrians crossing.
Increased NMU connectivity to the business park and doctors surgery.
Disadvantages
Requires a deviation from the pedestrian desireline for pedestrians wishing to use the
northbound bus stop or access the business park from the north.
The cost of installing a pedestrian crossing may not be justified by the current good
safety record and existing numbers of NMUs crossing Ayston Road (currently 9
pedestrians per hour during the morning peak).
Option 8: Zebra crossing
A zebra crossing would provide a controlled crossing provision for all ages and abilities to cross
the Ayston road. The crossing would be positioned to the south of the business park access to
cater for NMUs accessing the business park from Uppingham and the adjacent bus stop.
Advantages
Reduced risk to pedestrians crossing if sited correctly.
Increased NMU connectivity to the business park and doctors surgery.
Disadvantages
Buses at the northbound bus stop may prevent southbound motorists from seeing
pedestrians enter the crossing, resulting in a safety hazard.
In order to ensure adequate visibility to the crossing it would need to be located to the
south of the business park access, requiring a deviation from the pedestrian desireline
for pedestrians wishing to use the northbound bus stop or access the business park
from the north.
The cost of installing a pedestrian crossing may not be justified by the current good
safety record and existing numbers of NMUs crossing Ayston Road (currently 9
pedestrians per hour during the morning peak).

8 Conclusion
8.1 A47 crossing
The existing crossing point on the splitter island west of the roundabout provides a suitable
crossing location, at which there is no historical pedestrian accident data during the 10 year
period for the site. This may be partially due to the low pedestrian usage. However, following
the recent construction of the Uppingham ‐ Preston path and the footway/cycleway adjacent to
the A47 it is likely that there will be an increase in usage of the A47 crossing.
The do nothing approach in Option 1 coupled with ongoing monitoring of the safety record
would be an acceptable approach given the current good safety record. However, upgrading
the existing uncontrolled crossing to a shared footway/cycleway crossing in Option 2 is likely to
offer some reduction in risk to non‐motorised users without incurring high construction costs or
introducing delays to vehicles on the A47. The benefits of this option would be maximised if
installed in conjunction with the installation of a short length of shared footway/cycleway either
side of the junction. Option 3 – installation of a controlled crossing, is unlikely to be justified
currently based on the installation costs, current low crossing usage and deviation from the
pedestrian desire line. For similar reasons the NMU Underpass (Option 4) and NMU Bridge
(Option 5) are not considered to be cost‐effective and proportionate solutions for maintaining a
safe route for pedestrians to cross the A47.
8.2 Ayston road
A reduction in the speed limit from the national speed limit to 30mph for the 165m between
Uppingham and the A47 roundabout (Option 6) will provide a cost effective and proportionate
means of reducing risk to pedestrians crossing to the Uppingham Business Park. Based on the
current good safety record, the existing pedestrian refuges provide a safe means of accessing
the business park for pedestrians and this is likely to be further improved by a reduction in the
speed limit.
The signalised crossing (Option 7) and Zebra crossing (Option 8) would also require a reduction
in the speed limit along this section of road in order for them to be implemented. Both the
zebra crossing and signal controlled puffin or toucan crossings would only improve connectivity
to the business park to the south of the junction and would be located away from the
pedestrian desireline to/from the existing northbound bus stop. If a controlled crossing is to be
installed, a reconfiguration of the junction layout and bus stop locations may be required.

9 Recommendations
9.1 A47 Crossing
It is recommended that Option 2, installation of an uncontrolled shared
footway/cycleway crossing is implemented at the A47 crossing site in order to improve
the NMU provision and reduce the risk for pedestrians and cyclists crossing the A47.
In order to maximise the NMU improvement provided by this option it is recommended
that a short length of shared footway/cycleway is provided to connect the improved
A47 uncontrolled crossing with Ayston Road to the south, the A47 shared route to the
west and the Uppingham Preston shared route immediately north of the roundabout.
Following the implementation of Option 2 it is recommended that the pedestrian and
vehicle flows continue to be monitored, along with the accident record to ensure that
the level of NMU provision is appropriate for the needs of this site.
Note: If it is deemed likely that there will be a significant increase in Non‐Motorised
User demand in the near future, Option 3 should be considered at this stage.
9.2 Ayston Road Crossing
It is recommended that Option 6, the speed limit reduction to 30mph is implemented
on Ayston Road to reduce the risk to pedestrians crossing.
It is also recommended that the existing road markings on the approaches to the
existing pedestrian refuges are refreshed.
Following the implementation of Option 6 it is recommended that the pedestrian and
vehicle flows continue to be monitored, along with the accident record to ensure that
the level of NMU provision is appropriate for the needs of this site.
Note: If it is deemed likely that there will be a significant increase in Non‐Motorised
User demand in the near future, the introduction of a controlled crossing south of the
business park access should be considered in conjunction with Option 6.
