Situation during Ebola events in 2014-2015

• No special regulation and law for similar situation (except vet accidents)

• Upon a decisions of health authorities but very sticky responsibilities for decisions.

• Approach to biological threat as well as to chemical hazard

• No consideration for airport (railways) procedures• No welfare for other persons (passengers)• Only experiences related to Avian Influenza (H5N1)

• Police without suits is useless for

panicked people

• Please do NOT try to make special

regulation for each type of disease
