World Bank approves $300 mln credit to improve urban transport
systems in Ethiopia
The Worl
d Bank
Board of Executive Directors on Friday approved a 300 million US dollars International Development Association (IDA) credit to improve mobility along selected corridors in Addis Ababa and the effectiveness of road safety compliance systems throughout Ethiopia.

According to a press release
issued by the Bank, the project
aims to improve mobility in
Addis Ababa and road safety
countrywide. This will involve expanding
the existing traffic signal and
control systems in Addis
Ababa and improving the
conditions on selected streets for pedestrians, modernize the
operations of Anbessa City
Bus Enterprise, build the
operational and managerial
capacity and efficiency of
urban transport agencies in
dealing with urbanization and
transportation and support the
adoption of best practice
methods of driver training and
testing, as well as establishing
a secure database for driver
and vehicle licensing country-
wide. “By helping to ease traffic
congestion and develop a
modern public transport
system, this project will enable
Addis Ababa to remain a great
city in which to live and to do
business,” said Carolyn Turk,
World Bank Country Director
for Ethiopia. “Expanding the
current traffic signal and
control systems and providing
pedestrians amenities and
modernizing vehicle and driver licensing systems will
improve road safety.” “With this project, the process
of reforming the urban
transport sub-sector has just
begun, and its success will
require the support by all
Ethiopians” said Josphat
Sasia, the project’s Task Team
Leader. “The inclusion of the
improvement of public bus
transport operations that move
over 600,000 passengers daily
will relieve the worsening
traffic congestion that may
render urban areas unsuitable
as business destinations. The Transport Systems
Improvement Project
comprises of the following
components: Traffic
Management and Road Safety
in the City of Addis Ababa
($190.10 million),
improvement of Integrated
Urban Planning and Transport
System ($2.80 million), and
Road Safety Interventions and
Institutional Strengthening of
Selected Federal Transport
Institutions ($107.10 million). The improvement of selected
streets through providing pedestrian amenities and
safety, sidewalks, street
lighting, bus stops and
development of a parking
strategy bring solace to the
pedestrians who account for
54 percent of all trips” said

Kebri Dehar international airport built in the Ethiopian Somali regional state at a cost of more than half a billion birr inaugurated today.

inaugurated by Dr
Debretsion
Gebremichael, Deputy
Prime Minister for
Finance and Economic
Cluster and Minister of
Communication and
Information
Technology, along with
Dr Workneh Gebeyehu,
Minister of Transport,
and Abdi Mohammed,
Chief Administrator of
the state.
“The airport is a
development project
which was achieved by
the sacrifice paid by
residents of the
regional state,” said Dr
Debretsion at the
inaugural ceremony.
"It is also part of
Ethiopia’s plan to
improve the aviation
industry in the second
Growth and
Transformation Plan
(GTP-II) period," he
added.
Abdi Mohammed, Chief
Administrator of the
regional state, said the
airport helps to
improve investment and
tourist flow to the
region.
The modern and
international Kebri
Dehar airport can
accommodate modern
jet airplanes, including
Boeing 737, according
to Wondim Teklu,
Public Relations
Director at the
Ethiopian Airports
Enterprise (EAE).

Sheep, goat meat export generates $80 mln in 10 months
Sheep, goat meat export generates $80 mln in 10 months

Sheep and goat meat export during the past ten months has generated 80 million US dollars, according the Ethiopian Meat Producer-Exporters Association (EMPEA).
The revenue was obtained from 15, 500
tonnes of meat exported to the Middle East countries, said Abebaw Mekonnen, Secretary General of EMPEA.
The income made in the reported period increased by 4 million US dollars compared to the 76 million US dollars secured the same period the previous year from the export of 15, 400 tonnes of meat, he stated.
EMPEA is currently exporting 50 tonnes of meat in a day on average and is also working to increase the export volume to 80 tonnes in connection with the upcoming Ramadan, a holy month of fasting and prayer.
Established in August 2004, the Ethiopian Meat Producer-Exporters Association currently has 11 members, all of whom have their own export abattoirs.

Ethiopia: Engine Manufacturing Plant in Tigray to Launch Trial
Production
Engine manufacturing plant found in Tigray State of Ethiopia is said to launch trial production of engines. Such was disclosed by Major Assefa Yohannes, General Manager of the Ethiopian Power Engineering Industry.

The manufacturing
plant found in the
capital of Tigray State,
Mekelle, has the
capacity to manufacture
light, medium as well as
heavy engines.
Commenting on the
development the
General Manager said
the engine plant was
designed to supply
20,000 different types
of engines locally and
internationally. The
engines would offer
alternative source of
power, he added.
The plant, other than
manufacturing engines,
it will also repair old
engines, manufacture
light generators and
water pumps. In
addition to these, the
plant will in the near
future start
manufacturing radiators
and also intend to
produce jet aircraft
engines.

Council of Ministers proposes over 274 billion Birr ($13 billion) for
2016/17 fiscal year
The Council of Minister has proposed over 274 billion Birr ($13 billion) budget for the 2016/17 fiscal year. The budget approved for the stated period has shown a 13.3 percent increase as compared to that of the just-ending Ethiopian budget year.

The draft budget which
is to be endorsed by the
House of People’s
Representatives was
released at the 14th
regular session of the
Council. The budget
allotted for regular
expenses is 68.79
billion Birr; 105.7
billion Birr is allocated
for capital expenses,
87.87 billion birr for
subsidy to regional
states, and 12 billion
Birr for sustainable
development. The
budget is derived from
the medium term
macroeconomic fiscal
framework endorsed for
the Ethiopian fiscal
years 2009-2013, it was
indicated. The council
has urged stakeholders
to utilize the budget for
the allotted purpose in
keeping with the law
and economically. On
the other hand, the
council has agreed to
the proposal to increase
the capital of Ethiopian
Airlines to 60 billion
Birr so that it could
meet the stiff
competition in the
industry, the release
stated.

Sudan and S. Sudan agree to activate the buffer zone
Sudan and South Sudan Sunday signed a series of security agreements, including immediate re-deployment of joint military forces along the Safe Demilitarized Border Zone (SDBZ), and approved a plan to stop supporting and harbouring rebels as well as open the crossings points.

The Joint Political and
Security Committee
(JPSC), co-chaired by the
defence ministers, held
a six-hour meeting in
Khartoum to discuss the
activation of the
security arrangements
agreed in September
2012.
On 14 October 2015,
South Sudan’s defence
minister Kuol Manyang
Juuk and his Sudanese
counterpart Mohamed
Ahmed Ibn Ouf signed
an agreement to
operationalize the
buffer zone between the
two countries.
But the JPSC meetings
to decide the effective
activation were
adjourned several times
due to the security
situation in South
Sudan.
In press statements
after the meeting,
Sudan’s Foreign
Minister Ibrahim
Ghandour told reporters
that the JPSC agreed to
enforce all the
concluded agreements
on the buffer zone,
flexible border and to
stop supporting rebel
groups.
"With regard to the
support of rebel groups,
specifics will be
enforced by the
concerned security
services of both
countries".
After the signing of the
Cooperation Agreement,
the two countries had
already deployed the
Joint Border Verification
and Monitoring Mission
(JBVMM). But on 22
November 2013, Juba
stopped the operation,
fearing that
delimitation of the
centreline, which
passes through
contested areas, may be
seen as final location of
the boundary.
Juuk, who led the South
Sudanese delegation,
said the meeting ended
by agreeing to
implement the joint
cooperation agreements
signed since 27
September 2012.
The two governments,
he added, will
immediately start
enforcing the agreed
decisions.
He further stressed the
need to reach

negotiated solutions to
end tensions on the
border areas.
"The rebel movements
are a reality and their
problem must be solved
so that peace will
prevail between the two
countries," said Juuk
adding "This problem
will be resolved soon.".
South Sudanese
officials, on several
occasions, proposed to
mediate the conflict
with their former
comrades of the SPLM-
North in the Blue Nile
and South Kordofan,
but Khartoum rejected
this proposition saying
they are party and
cannot be a mediator.
Among the signed
documents, the parties
agreed to send separate
reports to the United
Nations Interim Security
Force for Abyei (UNISFA)
which will participate in
the JBVMM and the
African Union High-
Level Implementation
Panel (AUHIP) which
brokered the deal.
They also agreed that
the border crossing
point committee will
meet in Juba within the
next two week to
determine the dates and
procedures for the
opening of the 10
points. They will also
demand the African
Union to send the
needed technical teams
to implement the deal .
They also agreed to
establish three
consulates on the
demilitarised border
areas.
The meeting also agreed
to task a joint
committee headed by
the directors of
intelligence services
with the file of the
disputed areas. In
addition, with regard to
the committee of
disputed 14 Mile, it was
decided to task the
chiefs of general staffs
in the two countries
with its chairmanship.
It goes without saying
that this measure aims
to the Dinka Malual and
the South Sudanese
People Liberation Army
(SPLA) Chief of General
Staff, Paul Malong Awan
who convinced
President Salva Kiir in
November 2013 to stop
the operation on the
ground that it would
enable Sudan to pretend
in the future to the
ownership of the
disputed areas.

mondiale a entériné
mardi 31 mai dernier
l’actualisation de sa
stratégie pour Djibouti
dans l’objectif d’aider
ce pays à atténuer ses
vulnérabilités et à
améliorer les services
de base.

Le Conseil a également
approuvé une série de
financements
concessionnels
provenant de l ’IDA, le
fonds de la Banque
mondiale pour les pays
les plus pauvres, pour
un montant total de 31
millions de dollars
destinés à trois
opérations : un Projet
pour atténuer l’impact
des déplacements
forcés sur les
communautés d’accueil
des réfugiés (20
millions), qui s’inscrit
dans une initiative
régionale pour la Corne
de l’Afrique dotée de
175 millions de dollars ;
un financement
additionnel en faveur
du Projet de
développement rural
communautaire et de
mobilisation des eaux (7
millions) ; et un autre
financement
additionnel pour le
Projet de renforcement
des filets de protection
sociale (4 millions).
La version actualisée de
la Stratégie de
Partenariat- Pays avec
Djibouti, qui repose sur
la revue à mi-parcours
de la stratégie en cours,
reflète les avancées
obtenues jusqu’ici,
notamment en termes
d’amélioration de
l’environnement des
affaires, de création
d’emplois, d’aide aux
communautés rurales et
d’élargissement de
l’accès à l’énergie. Le
but est d’intensifier
l’engagement du
Groupe de la Banque
mondiale dans les
domaines où les
opérations précédentes
ont donné des résultats
probants mais aussi de
s’adapter aux priorités
des autorités nationales
conformément à leur
stratégie de long terme
« Djibouti Vision 2035
».
En plus des trois
opérations mentionnées
précédemment, la
stratégie actualisée
prévoit deux nouveaux
financements pour
2017 en faveur de la
gouvernance et de
l’environnement des
affaires (5 millions de

dollars) et de l’accès
des pauvres à l ’énergie
(7 millions). « La lutte
contre la pauvreté
extrême qui sévit à
Djibouti exige des
interventions
ambitieuses et durables
en faveur de la création
d’emplois, notamment
pour les jeunes, de
l’amélioration des
revenus des
populations pauvres et
vulnérables et du
renforcement des
services pour tous. Les
opérations du Groupe
de la Banque mondiale
vont dans ce sens et
traduisent les priorités
énoncées dans sa
nouvelle stratégie pour
le Moyen-Orient et
l’Afrique du Nord dans
le but de soutenir une
croissance solidaire,
améliorer la résilience
et promouvoir la
coopération
régionale»,souligne
Asad Alam, directeur
des opérations de la
Banque mondiale pour
Djibouti, l’Égypte et le
Yémen.
Depuis 25 ans, Djibouti
accueille les réfugiés
des pays voisins fuyant
les conflits, mais les
nouveaux flux de
population en
provenance du Yémen
menacent de submerger
des institutions et des
services publics déjà
fragiles. Consciente de
ces risques, la Banque
mondiale va financer un
projet de 20 millions de
dollars visant à faire
face aux conséquences
des déplacements de
population sous l’angle
durable du
développement.
L’objectif est de
renforcer les
infrastructures de base
pour permettre au pays
de répondre à ces
nouvelles demandes et
d’offrir des débouchés
économiques aux
réfugiés et aux
communautés d’accueil.
« Nos interventions ont
pour objectif d’aider le
gouvernement à
multiplier les
opportunités pour les
populations pauvres et
vulnérables dans les
secteurs où le Groupe
de la Banque mondiale
possède un avantage
comparatif. Avec des
institutions
gouvernementales plus
efficaces et plus
transparentes, Djibouti
peut renforcer son
économie, poser de
nouveaux jalons pour
une croissance tirée par
le secteur privé avec la
création d’emplois, et
réduire
considérablement la
pauvreté. Afin de
répondre à ces
engagements multiples,
le portefeuille de nos
programmes en faveur
de Djibouti s’élève
désormais à plus de 100
millions de dollars»,
explique Homa-Zahra
Fotouhi, ancienne
représentante-résidente
de la Banque mondiale à
Djibouti.
Soucieux de soutenir les
avancées actuelles de la
gestion des ressources
hydriques du pays, peu
abondantes, la Banque
mondiale a approuvé un

financement
additionnel de 7
millions de dollars en
faveur du Projet de
développement rural
communautaire et de
mobilisation des eaux
(PRODERMO). Ce projet
a jusqu’ici permis
d’alimenter
durablement en eau 1
600 ménages et 10 260
têtes de bétail. En
soulageant les femmes
de la corvée d’eau, le
projet leur est
particulièrement
bénéfique, puisqu’elles
peuvent se consacrer
davantage à des
activités productives.
Un financement
additionnel de 4
millions de dollars en
appui au Projet de
renforcement des filets
sociaux a également été
approuvé pour aider les
autorités à bâtir un
système de protection
sociale plus efficace,
répondant aux besoins
des plus fragiles et
permettant d’extraire
progressivement les
populations de la
pauvreté. Ces fonds
supplémentaires
financeront la
finalisation d’un
registre social pour
identifier les ménages
les plus vulnérables,
renforcer le programme
communautaire
d’alimentation et offrir
aux femmes des
possibilités de gain à
court terme. Le projet a
jusqu’aujourd’hui
sensibilisé 12 000
personnes à
l’importance de la
nutrition et fourni des
emplois temporaires à
plus de 9 000 ménages.
Le portefeuille actuel du
groupe de la Banque
mondiale à Djibouti
recouvre sept projets
dans différents
secteurs, pour une
enveloppe globale de
45,4 millions de dollars,
et 15 fonds fiduciaires
représentant un
engagement total de
24,5 millions de dollars.
Le financement
concessionnel de ces
opérations est assuré
par l’IDA, l’élément don
provenant des fonds
fiduciaires.
