We have cut or shifted $200 million from the K-12 public schools budget over the past 2 years.

• Transportation: $ 7 million • Maintenance: $20 million• Technology: $9 million • Classroom supplies: $5 million• Textbooks: $10 million • Gifted/Talented: $1 million• Safe and Drug-Free Schools: $5 million• Salaries and benefits: $80 million• Discretionary: $55 million• Early retirement: $3 million• LEP Grants: $2 million• IRI/Remediation/Math Initiative: $2 million

Current Landscape

Idaho has used another $300 million in one-time money:

• Public Education Stabilization Fund - $100 million

• Land Board - $22 million

• Idaho Department of Education dedicated funds - $5 million

• Federal Government - $180 million

Reliance on One-Time Money

It will take us 10 years to get back to the funding levels of

FY2009.

Reality

1. Continue to cut the current system.2. Raise taxes on Idahoans to fund the current

system. 3. Change the system to educate more students

at a higher level with limited resources.

Options

Student achievement is on the rise. – In 2007, 26% of Idaho schools made AYP. – In 2010, 62% of Idaho schools made AYP.– The national Center on Innovation &

Improvement published a case study, Transforming a Statewide System of Support: The Idaho Story, detailing our successes for other states.

Student Achievement

Idaho Reading Initiative:– Investment: $40 million over past 10 years to

bring students up to grade level in reading by the end of 3rd grade

– Result: In 2007, 66% of students were on grade level in reading by the end of 3rd grade. In 2010, 77% of 3rd graders are on grade level.

Reason for Success

Idaho Math Initiative:– Investment: $11 million since 2007 to raise

student achievement in mathematics– Result: Students are performing better in

math. Now, only 8 states are outperforming Idaho students in math.

ISAT Remediation:– Investment: $20 million over the past 4 years

to help students who struggle– Result: More students than ever are

reaching grade level or above on our statewide assessment. Our progress is evident by our increase in schools making AYP.

Student Come First

• House and Senate Education Committees approved rule in January.

• 42 states have approved the Common Core• Common Core in subjects of math, English

language arts in grades k-12. • Idaho part of Smarter-Balance Assessment

Consortium.

Student Come First: Three Pillars

• Declaration of financial emergency is no longer necessary because this bill makes the flexibility permanent.

• Phasing out tenure (Teachers who already have tenure grandfathered in)• New contracts:

o Category A- Limited one year for first or greater years of continuous employment

o Category B- Limited two year contract for four or more years of continuous employment

• At least 50% of teacher and administrator evaluations based on growth in student achievement

• Parent input on teacher and school-based administrator evaluations • Seniority eliminated as a criterion in reduction in force

SB 1108- Labor & Entitlements

Negotiations must be in open session.

Limits collective bargaining to salary and benefits

Elimination of “evergreen”

Local education organization must represent majority of employees to negotiate.

Building principals have the authority to select new staff at school level.

Liability insurance options disclosed to all employees

• Three areas for teachers to earn additional pay: leadership, hard to fill positions and student achievement results with a focus on growth.

• Bonuses to certificated instructional employees for leadership and those employed in hard-to-fill positions begin in Fiscal Year 2014.

• Bonuses to certificated employees for student growth and achievement. Payments beginning in Fiscal Year 2013, based on 2011-2012 school year results.

• 5% of certificated district office staff’s pay is tied to student growth, beginning with contracts signed on or after 7/1/11.

SB 1110- Pay-for-Performance

• Raise minimum salary to $30,000• Funding for 3rd year of math and science graduation requirements• Dual credit courses for students completing state high school

graduation requirements before their senior year• Mobile computing devices will be provided to high school teachers

beginning with the 2012-2013 school year.• Mobile computing devices will be provided to high school students

beginning in the 2013-2014 school year.• Professional development on use of mobile computing devices and

integration into curriculum• Taskforce to study and develop plans for implementation of one to

one mobile computing devices and online courses

SB 1184- Modernization, Reform, and Transparent Accountability

• School districts may use up to 15 percent of instructional staff allowance to pay for virtual education or to pay another district for instructional services.

• Parents can enroll students in an online course with or without the permission of the school district or charter school, beginning with 2012-2013 classes.

• The State Board of Education will consider an online course requirement for the Class of 2016 and digital citizenship standards.

• IDLA funding floor of $3.5 million for FY13 and FY14
