INTEGRATED CITY MANAGEMENT
It is not possible to
manage the city
responsibly without
up-to-date and
reliable data about
the city and about
the phenomena or
activities that occur
within its borders
(and often beyond).
The key to success of the sustainable
smart city management is
INFORMATION:
What? Who? Where? When? How?
What outcome? How much?

IMPLEMENTATION OF GIS IN KIELCE CITY HALL
Better coordinated municipal policies
Easy access to full, up-to-date
information about city
Investment process improvment and
monitoring
Better environment management
Better social participation
Support of land management polices (land
use plans)
GOALS OF KIELCE GIS
1. Decision of City Council to build sustainble development management system using GIS (2006)
2. Approach to the implementation of GIS similar to the development of a management system
3. Emphasis on the planning stage, in particular user needs and local conditions
4. A clearly set goals of implementation:
THE CURRENT ROLE OF GIS IN CITY INTEGRATED MANAGEMENT
Performance management (indicators of life quality,
public services and state of the environment)
Support of strategic management
and municipal policies including
spatial economy, planning policy and
zoning
Issuance of administrative decisions, especially
building permits of investment considerating impact on
environment
A huge role in supporting social participation
Enabling the integration of multiple IT systems
to optimize city tasks
SUPPORT OF STRATEGIC MANAGEMENT AND MUNICIPAL POLICIES
INCLUDING SPATIAL ECONOMY, PLANNING POLICY AND ZONING
Example:
Natural predeterminations of land used in spatial
planning process - predeterminations for specific
functions
ISSUANCE OF ADMINISTRATIVE DECISIONS, ESPECIALLY BUILDING PERMITS OF INVESTMENT
CONSIDERATING IMPACT ON ENVIRONMENT
System for administrative proceedings
support is a system for streamlining the
process of document flow and information
exchange.
By linking cases with objects geometry (e.g
plots), it is possible to visualize ongoing
administrative actions directly on dedicated
map.
ISSUANCE OF ADMINISTRATIVE DECISIONS, ESPECIALLY BUILDING PERMITS OF INVESTMENT
CONSIDERATING IMPACT ON ENVIRONMENT
Geolocalisation on the map – possibility of
spatial analysis using various data e.g.
environmental
Checking if the land is designed for
an investment in land use plan
Verification of legal status of the
property
Checking foregoing and completed administrative proceedings on the plot
ISSUANCE OF ADMINISTRATIVE DECISIONS, ESPECIALLY BUILDING PERMITS OF INVESTMENT
CONSIDERATING IMPACT ON ENVIRONMENT
Always up-to-date spatial data base of ongoing and completed
proceedings
PERFORMANCE MANAGEMENT (INDICATORS OF LIFE QUALITY, PUBLIC SERVICES AND STATE OF THE
ENVIRONMENT) Park accessibility
Unemployment rate
A HUGE ROLE IN SUPPORTING SOCIAL PARTICIPATION
(CIVIC BUDGET, PUBLIC CONSULTATION, DATA SHARING)
A HUGE ROLE IN SUPPORTING SOCIAL PARTICIPATION
(CIVIC BUDGET, PUBLIC CONSULTATION, DATA SHARING)
A HUGE ROLE IN SUPPORTING SOCIAL PARTICIPATION
(CIVIC BUDGET, PUBLIC CONSULTATION, DATA SHARING)
ENABLING THE INTEGRATION OF MULTIPLE IT SYSTEMS TO OPTIMIZE CITY TASKS
WHAT DATA IS USED IN THESE TASKS?
Reference data
Land register, master map, address map, orthophotomap, population
register…
Data that is generated in the system
Land use, administrative cases (buildings, environment, real estate),
infrastructure, historical sites.
Data supplied from other city systems
Local taxes, housing, real estate management, elections, waste
management
Data supplied from scientific and expert works,
Floodplains, Environmental studies, inventory of vegetation, oblique
images, LIDAR…
Data from public institutions (thanks to INSPIRE ;-)
Protected areas, flood threat, orthophotomaps…

1. The system was constantly developed with new modules, applications, supported procedures
and data. The system was developed in stages.
2. The success of the project was determined by the engaged, constantly developing team of
passionate people.
3. The implementation of the system required organizational changes and procedures, and their
introduction in such a large organization was not easy…
4. It is also very important to constantly improve the qualifications and conduct trainings of both
- the management and staff of departments. Training should cover not only tools but also
issues such as sustainable development, smart city idea, good practices.
5. Thanks to the INSPIRE directive we can easily use the data of other public institutions and
developed standards.
WHAT'S NEXT?
www.smartcity-expert.eu www.idea.kielce.eu
• GIS changes into Smart City Platform
• Implementation of ISO37120
(Sustainable development of
communities - Indicators for city services
and quality of life)
• Smart City Framework Strategy Kielce
