,to unify and standard ize the schools of the state
,
to Americanize the alien born citizen, and to

,the financial burden of the public
school System.
This statute requires us to maintain standard elemen
tary schools for thirty six weeks each year in suitable andsanitary buildings equipped with a pproved furniture ,books
,maps
,and other necessary appliances
,taught by.
approved teachers, directed and supervised by an ap
proved superint endent, and With suitable provisions for

suitable and adequate, the toilets directly connected with
th e school buildin g and with sanitary vaults the seats anddesks
,all or in part
,adjustable , and the walls and ceilings
properly tin ted and frequently renovated . It is evident
that it Wou ld be a difficult and uneconomi c procedure toalter and patch up yearly these three buildings so .
as . to
meet the progressive demand s of _the state . It .Would ' be
much better and more economic to remodel each year“one
of these three buildings and put it in as nearly an id eal
condition . as the old structure Will permit .Your Webster school a n d the room in the Odd Fellow

dated in these rooms . It is time that plans for an additionto the Webster school were being considered , regardless ofwhatever economic conditions may exist .
J unior High School
For years your high school pupils have attended the
Nashua H igh S chool and your school district h as paid a
ce‘
r ta in'
Su m per pupil for their tuition at Nashua,a sum
now below-
the actual expense to that city . As long a s our
friends across the river are willing to continue this gener
ous arrangement, there can be no serious obj ection on your
part . Besides this,in recent years
,your pupils gr aduating
fromyour eighth grade have entered the last year of theNashua Junior H igh and the district has paid their tuition .
5 1
Such a plan will have to be followed next September . In
Nashua,however
,in accordance with the state program
,
many of the pupils next September will enter the two year
junior high school directly from the Sixth grade, complet
ing the elementary school program in eight year,as our
pupils must do in the future .
I am of the opinion, for several reasons
,that the H u d
son schools should do the work of the elementary program .
including all of the junior h igh school work. Certainly, -if
you are to continue sending your pupils to the second "year
of the Nashua Junior H igh,you must send them over there
at the end of the seventh year in order to comply with the
regulations of the state board .
In consultation with S u perintendents Fassett andNoyes
,I have mapped out a program of studies for a junior
high in H udson which will admit your pupil s, provided thework is well. done , to the Nashua H igh or Ju nior H igh . in
a n y course in parallel grades . Th e studies of this pro"
gram are as_follows
First Year— General Science , . Fr ench,English
,U . S
H istory, Concrete M a lay and Arithmetic , Manual Tr ainin g or Domestic Arts , M u Sic
,Drawing
,etc .
Second Year— Latin , Eng lish , French , U . S . H istory,
Algebr a, Manual Train ing or Domestic Arts , Music , Draw1 n g ,
etc.
Teachers andSa lar iesTh e shortage of teachers has become decidedly - alarm

to open all the schools this fall can n ot b u t substantially
raise the price of teaching . It i s even d esir ab lefi i h an su chm - p h . "

-our educational

system must suff er an alarming set - back because of the
loweringof th e quality of the teach in g for ce . If th e state
appropriation is not sufficient to warrant a general raise
in wages, _the several school districts should protect them
s elves by raising an emergency fund,to be used only in
event of the state appropriation proving insufficient , that
they may be able to meet such an added expense I b el ieve
'
th e people of H ud son want good schools and will vote
for them even if they have to tax themselves beyond the $5per $ 1 ,000 of assessed valuation .
Nothing but a r iver, crossed by"
'a substantial bridge ,d ivid es . H u
l
d son from Nash ua . Their interests a r e largely
comrfwn .
"Their school systems are united at present in
the last five grades . Is it reasonable to expect to maintain the same standards in th e first seven or eight grades
on the H udson side with a teaching force paid b u t 60% of
th e wage acr oss in Nashua ? It is evident that in the face
of such a shortage of ,teachers equal standards cannot be
in d efina tely maintain ed .
Hea lth and Phys ica l We lfare
In conformity with the statute,“ with suitable provi
sion for th e care of the health and physical welfare of all
the pupils,
”an d agreeably to the regulations of the stateboard
,your board secured the services of Mrs . .
Maude
Priske - as school nurse . Your district was very fortunate
in having available a resident nurse with such training ,experience
,and natural aptitude . Th e report of her phy
sica l examination of the school children shows : Number ofpupils examined, 277 ; number suffering from anaemia , 1 ;nervous disease
,1 ; orthopedic defects , 3 ; defective teeth ,
1 1 1 ; hypertrophied tonsils , 38 ; scarlet fever, 2 ; defective
53
hearing,2 ; defective vision, 1 0 ; other defects, 3 ;
'
total,1 71
,
and 36 unvaccinated . These figures may be a revelation to
some of you,but I have found that even when the examina
tion is made by the physicians themselves, who have had
the health of the children in charge, that the actual condi
tion of the children as revealed by the examination enmasse has been a great disappoi ntment to them . For the
first time this health work has been state wide, and we may
confidently expect that there will be a general campaignto overcome the r emediable defects . Your nurse h a s sent
out to the parents 1 63 card notices an d it is expected that
by a careful follow - u p system gr eat good will come to the
children . Your school nurse and myself are both very
anxious that some provision should be made“
at once forthe care of the teeth of the children, either by a dental
clinic or some other agencyWith hear ty thanks for the generous co- operation
‘ of
the board, for the loyalty of the teachers
,an d th e con s id e r a
