• Once every three years • Need-based position requirement• All staff have equal chance in competitive

selecting position• Interviewing candidates• Just, fair and transparent

1. Before new appointment• Performance review for last contract term • Research needs for appointment• Poll in library• Library appointment leading group.

It is consisted of library director and all associate directors, and assistant director

• Announce scope of departments responsibility
