I did not intend to convey such an impression. Upon thecontrary, I have for many years past been a strong advocatefor immediate reduction of the deformity after operation, aprocedure which separates the cut ends as far as possible, inplace of the older plan of adjusting the foot in the deformedpositioD, and gradually stretching out the uniting material.Moreover, if we have any doubt, we can always split thetendon and unite its attenuated ends, so as to ensure perfectunion. I believe it is the immediate reduction plan whichchiefly helps us to cure cases of severe varus without theoperation so ingeniously devised and so pertinaciously advo-cated by Dr. Phelps. Medical Council that the two Royal Collegesand the Apothecaries' Societyof London shall combine for the purpose of holding qualifying examina-tions conjointly brought forth no respon sive action upon the pax t of eitherof the Colleges beyond the formal acknowledgment of the receipt of theletter containing the resolutions in questioD. the assessment of the College to Corporation Duty is accepted by theCouncil as final, and the taxed costs ot the Crown in the appeal, amounting to £138, and the duty for the six years 1894 to I9C0, amounting to X£9i6,have both been paid.Income and Expenditure.-The gross income of the College for the past,

year i8s 25,211I, being 5soo greater than the gross income of the previous.year. The increase is chiefly due to the fact that the fee for the Diplomain Dental Surgery has been increased from io tO 20 guineas, and thatowing partly to this circumstance the fees under this head have been in-creased bv x1,654. On the other hand, the fees for the examination ofthe Conjoint Examining Board ditniDished during the past yearto the extent of £T,094, as compared with the previous year;also the receipts from the Fellowship Examinations were £225 less; andthere was a loss of £300 in rent fromthe bankruptcy of a tenant of the Col-lege. On the other hand, the expenditure of the year was .£23.565, beingalmost identical with the amount of the previous year's expenditure, andshowing a balance of £;1,645 on the year.The Laboratories.- A coDsiderable quantity of new apparatus has been.

provided, and the laboratories are now well equipped for the cArrying outof any research work. The preparation of dipltheria antitoxin serum hasbeen very successful, over 36,oco doses having been issued during theyear.

The Centenary.-A full description is given of the proceedings connected,with the election of Honorary Fellows in June and July last, and with thecelebration of the centenary of the College on July 25th, 26th, and 27th.The speeches delivered at the centenary meeting in Burlington Gardens,and at the subsequent dinner in the Hall of Lincoln's Inn, are given inextfnsgo.Muieum and L'ibrary.-The chief additions to the museum and to the

HYSTERICAL WAR CORRESPONDENCE.A CORRESPONDENT writes: AUl fair and sober-minded men must regretthat a journal of the standinglof the Daily News saw fit, in the thick ofthe elections, to give publicity to a :letter of a war correspondent-Mr.A. G. Hales-which for unblushing: abuse of the British officer certainly"takes the cake." The letter was dated August simply, from the OrangeRiver Colony, but did not appear until October 3rd. From a merelyliterary, descriptive, and harrowing point of view, the letter was cer-talnly effective, and would so Iprove in certain quarters, where itshysterical assertions and deductions could not be properly discounted.Otherwise it was and is simply a gross and libellous caricature of theBritish, and especially the army medical, officer.He paints the sufferings of the troops in the deepest colours, and

roundly asserts that the deaths of many a brave man took place fromw'wanton carelessness upon the part of men sent out by the British War

Office." While this horrible sickness and mortality was going on, heasserts: " The so-called Medical Staff looked on, and puffed their cigar-ettes, and talked under their eyeglasses. The fools, the idle, empty-headed noodles; and whilst they smoked and talked twaddle, the grim,gaunt shadow of death chuckled in the watchespof the.night, thinkingof the harvest that was to follow."He goes on to say, had latrines been dug, garbage burnt, etc., "I four-

fifths of those who now fill fever graves in South Africa would be withus hale and hearty men to-day."Who is this tremendous strategist, sanitarian, and general censor?

His wild assertions and still more aerial deductions can only becharacterised as war correspondence gone mad. What makes this manso cocksure how enteric fever is disseminateac? How dare he libel awhole body of brave and honourable men who tried to do, and by thetestimony of witnesses who have no political or other ends to serve,did their duty nobly, often sealing their devotion with their lives? Ifor one, and I most certainly represent the opinion of many just andhonourable men, protest against and resent such hysterical nonsense.It is useless to say such wild journalism defeats itself in the minds ofall thoughtful and intelligent men; unfortunately it is believed inquarters where mere sensationalism is taken as fact.

POOR-LAW MEDICAL SERVICES.HEALTa OF4ENGLISH TOWNS.

IN thirty-three of the largest English towns, including London, 6,4I6births and 3,81S deaths were registered during the :week ending Saturdaylast, October 2)th. The annual rate of mortality in these towns, whichhad been 18.4, I7.8, and 17.! per z,oooin the three preceding weeks, was again17.1 last week. The rates in the several towns ranged from I0.4 inHalifax. 10.7 in Cardiff, 11.3 in Norwich, and ii.9 in Croydon to 22.3 inManchester, 22.7 in Sheffield, 23.6 in Salford, and 28.6 in Gateshead. Inthe thirty-two provincial towns the mean death-rate was I8.o per z,ooo,and exceeded by 2.2 the rate recorded in London, which was 15.8 perz,0oo. The zymotic death-rate in the thirty-three towns averaged 2.1per I,Oo; in London this death-rate was equal to 1.7 per z,ooo, whileit averaged 2.4 in the thirty-two provincial towns, among which thehighest zymotic death-rates were 4.0 in Leicester, 4.2 in Blackburn,.4 In Swansea, and 45 in Salford. Measles caused a death-rate of 2.5

in Swansea; scarlet fever of z.z in Sunderland; whooping-cough of i.O inGateshead; "fever" of 1.2 in Wolverhampton, I.3 in Portsmouth andin Preston, and 1.7 in Nottingham; and diarrhona of z.8 in Norwich, I.ginCardiff, 2.4 in Gateshead, and 3.0 in Blackburn. The 85 deaths from diph-theria in the thirty-three towns included 36 in London, 9 in Leicester,8 in Leeds, and 8 in Sheffield. No fatal case of small-pox wasregistered last week either in London or in any of the thirty-two large provincial towns; and only one small-pox patient wasunder treatment in the Metropolitan Asylum Hospitals on Satur-day last, October 2oth. The number of scarlet fever patients inthese hospitals and in the London Fever Hospital, which had in-creased from 1,703 to 2,187 at the end of the seven preceding weeks,had further risen to 2,342 on Saturday last; 328 new cases were ad-mitted during the week, against 318, 313, and 322 in the three precedingweeks.

HEALTH 01' BUOTCH TOWNS.DuRING the week ending Saturday last, October 20th, 991 births and 542deaths were registered in eight of the principal Scotch towns. The annualrate of mortality in these towns, which had been 19.3 and I8.o per I 000in the two preceding weeks, further declined to 17.; last week, butwas 0.4 above the mean rate during the same period in thethirty-three large English towns. Among these Scotch towns the death-rates ranged fromnz.9 in Leith and 12.0 in Greenock, to x8.9 in Glasgowand 23.0 in Aberdeen. The zymotic death-rate in these towns averaged2.2 per 1,ooo, the highest rates being recorded in Dundee, Aberdeen,and Greenock. The 270 deaths registered in Glasgow included 2 fromsmall-pox, 3from scarlet fever, s from diphtheria, 7 from whooping-oug,4 from "fever," and 12 from dlarrhea. Two fatal cases of diphtheriaand s of diarrheea were recorded in Edinburgh; 8 deaths from diarrhcsaoccurred in Dundee and 4 in Aberdeen; and 4 from whooping-cough inGreenock.

VITAL STATISTICS OF LONDON SANITARY DISTRICTS DURINGTHE THIRD QUARTER OF igco.

IN the accompanying table will be found summarised the vital statisticsof the forty-three sanitary areas of the metropolis based upon theRegistrar-General's returns for the third, or summer, quarter of the cur-rentyear. The mortality figures in the table relate to the deaths of personsactually belonging to the various sanitary areas, and are the result of acomplete system of distribution of deaths occurring in the public institu-tions of LFondon amongthe various sanitary areas in which the patientshad previously resided.The 32,764 births registered in London during the three months ending

September last were equal to an annual rate of 28.6 Per z,ooo of thepopulation, estimated at 4,589,129persons in the middle of the year; thisrate was equal to that recorded in the corresponding Period of lastyear, and was z.4 per I,ooo below the average rate in the third quartersof the ten preceding years, x89o-z899. The birth-rates in the varioussanitary areas showed, as usual, wide variations, owing principally tothe differences in the age and sex distribution of the populations. InKensington, St. George Hanover Square, St. James Westminster, St.

MEDICAL ATTENDANCE ON WORKMEN.STATHERN writes that he was sent for by a flrm to see one of their work-men who had met with an accident while following his occupation. Theman was removed to his own house, where the writer continued toattend him. Our correspondent inquires if the firm is responsible forhis attendance throughout, or only for the visit to the man while lyingon their premises; and, in the latter case, what would be a reasonablefee to charge ?*** In the absence of any exrress or implied authority bythe employers

to continue the attendance, we are advised that their responsibilitywould probably be held to be limited to the charge for the visit to theman while on their premises. The amount of the fee would r-ateriallydepend upon the nature of the accident, and the time, care, and skillrequired in doing what was necessary. We fear that without thisinformation we can hardly express an opinion as to what could be a properfee. Perhaps the best test would be the amount our correspondentwould have charged for attending a like accident in the case of a well-to-do patient of his own.

CLUB PATIENTS AND COMPENSATION FOR iNJURY.A CORRESPONDENT asks our opinion on the following circumstances. He

is surgeon to a club, and recently one of his members met with an acci-dent. As he was taking steps to recover damages from those liable for hisinjuries, he asked the doctor to make out a bill for his attendance, andlater he recovered 62o damages and ;5 for expenses. On our corre-spondent asking for the amount of his bill, the member declined on theground that the doctor was bound to attend to him as club surgeon.Our correspondent wishes to know whether he can legally claim.*** A club surgeon cannot legally claim payment under these circum

stances, but if a club member in an action for injuries employed thedoctor's bill in the manner described, it would be something very likeobtaining monev under false pretences. If the member declines to payour correspondent he might report the circumstances to the solicitorsof the other side.

RIVAL CLAIMS TO A PATIENT.R.-On the principle that the practitioner first in attendance is in posses-sion, we should assign the case to B., but this is governed bv another rule-namely, that " he who pays the piper has the right to call the tune," sothat ultimately the patient or whoever employs the doctor has the rightto decide which practitioner he would prefer to take charge of the case.

LIFE INSURANCE AGENCY.IGNORAMUS.-There can be no objection to a medical man becoming anagent for a respectable life insurance company, but it is hardly neces-sary to add that he will not be able to act as examiner upon cases intro-duced by himself, and he may at times find an incompatibility betweenhis duty to the company and his'position as medical adviser acquaintedwith the constitutional weaknesses fof the person wishing to becomeinsured.

DOMESTIC ANNOUNCEMENTS.H. W. asks our opinion as to the taste displayed by members of themedical profession who insert all their qualifleations in the announce-ments of dcmestic occurrences such as births, marriages, etc., in thepublic newspapers. NORTH BRITISH writes: A clergyman of gouty habit, aged about 60,suffering from slight incontineDce of urine, but whose urine is free frossugar or albumen, was ordered to use a suppository of morphia mur..gr. before service as he was nervous that he might have to retire to thevestry during service. On Sunday last he used the suppository as aboveat 9.i5 A.M.. at about xI A.M., whilst conducting service, he "got into a.cold perspiration," " felt giddy," and had to give up the service. I sawhim about I F M., he complained of flatulent pain; the pupils were notcontracted, he still felt giddy but had his natural pulse. He hadpurged himself rather freely the day and evening before. Could themorphine suppository have caused the attack in church? He has;administered chlorodyne on several occasions to himself without anybad effect. I have reason to know that the strength of the suppositoryw9s correct.

SALIVATION IN OLD AGE.G.W.S. asks for advice in the treatment of an old man suffering from.excessive salivation during the daytime. Except for atheroma of theblood vessels and chronic rheumatism he has good health, the salivation.is very troublesome as he is constantly spitting clear fluid and can-not go at all into society as a consequence.

TREATMENT OF INCONTINENCE OF URINE.ITALY asks for advice in the treatment of the following case: A boy, 3years old, passes water unconsciously whenever he goes to sleep, eitherby day or night, even should he sleep for only half an hour, havingpreviously emptied his bladder. In addition, if the child is for a short.time very quiet sitting on a chair, he will emnpty his bladder withoutapparently noticing it. When he is moving about, walking or playing,he will go for many hours without wanting to pass water, and when thewish comes he invariably says so.

TREATMENT OF THREADWORMS.MR. JOHN M'ELIoY, IR.C.P.&I.Edin. (Uddingston), writes: In reply to

*' Navalis," I have in 4 cases used injections of santonin combinea withturpentine. Three patients were children, the fourth being an adult inwhich the condition had persisted for several years. In the 3oasesalready mentioned the injections were entirely successful, while in thefourth I used the injection one week, then gave a pill composed of san-tonin and aloes for a week, and then again used the injection foranotherweek, at the end of which time a cure seemed to be affected. This wassix weeks ago, and up to the present no recurrence has taken place. Iwould suggest for the child 8 years old the following line of treatment:IR ol. terebinthin. 3iij, santonin. gr. ij, mucilag. amyli.
