Our vision is to make the people of Assam socially conscious economically strong

and physically sound by eradicating illiteracy poverty and poor health. We also envisage

making Assam a model state for rural entrepreneurship.

GRAMIN to ensure socio-economic development of Assam by 2020 AD would like to

ensure complete mobilization of its resources – natural as well as human resources by

providing cost effective, sustainable economic empowerment and health and educational

services to the weaker section in general and women, children and unemployed youth in

particular.

AA BBRRIIEEFF OOVVEERRVVIIEEWW OOFF TTHHEE OORRGGAANNIISSAATTIIOONN

GRAMIN is one of the foremost NGOs of Assam. TO KNOW HOW GRAMIN

has come to exist, we shall have to go a few years back. All the core members of this

organization were active members of Assam Science Society, Biswanath Chariali

Branch, and as such all of them were devoted to the work of popularization and

proliferation of science among common people. In 1986, we took part in the Gyan

Vigyan Jatha, the biggest saga of popularization of Science in the country. During the

Jatha we realized that if we want to popularize and spread science among people, first

and foremost duty is to impart literacy to them. Then came the literary campaign in our

district under the guidance of Gyan Vigyan Samittee, Assam. The Sonitpur district was

taken for „total literacy campaign‟ (TLC) which later on came to be known as Zila

Saksharata Samittee (ZSS). Our founder Chairman, Sri Nabajyoti Sarma Boruah

became the General Secretary and had the opportunity to travel extensively throughout

the district.

From the firsthand experience gathered we have seen that where there is poverty

there is illiteracy. Poverty and illiteracy are the two sides of the same coin. We have felt

that to fight this social menace we must adopt a method where poverty elevation

programme and literacy will go parallel. At that time Sjt. B.R. Samal, IAS was the

SDO(Civil) of Biswanath Sub-Division. He was a visionary as well a pro-poor officer

with a tremendous lust for knowledge. He had brought forward the concept of self-help

group (SHG) already tested successfully by Dr. Md. Yunus in Bangladesh and within

our country, as for example, in Karnataka, Andhra Pradesh and Kerala etc. So we have

decided to organize the rural people into SHGs in Biswanath Sub-Division which will

serve as fundamental unit where economic activities and literacy will go

simultaneously. The idea behind this was that the literacy zeal must come from within

than an imposition and accordingly in his leadership hundreds of SHGs were formed in

the Sub-Division with the combined effort of government officer and ZSS. The idea of

formation of an NGO to look after the endeavor and work for rural development and

the upliftment of the poor was mooted in this backdrop. Then the name of the

organization was GRAMIN VIKASH and latter on it had taken the shape of GRAMIN

which is acronym of Agency for Rural Income Generation and Management.

After his departure almost all the SHGs had met a natural death due mainly to

lack of government patronage. But from 1996 onward we were able to shrug off the

fatigue and lethargy and constitute a small body to rejuvenate and strengthen GRAMIN

for the elevation of economic condition of rural women by the formation of SHGs

among them. Since then we are not looking back. A sense of confidence was grooming

in the rural people in their potential and capacity to grow of their own with SELF

HELP principle. From economic activities they are entering the arena of social

upliftment, cultural refinement and who knows what is in future.

From only six women groups in 1995 we have made a great leap forward. In 1996

we formed ten groups, in 1997 seventeen groups and in 1998 twenty nine groups, and it

started gradually growing and male counterparts were also encouraged to come under

SHGs. 2nd

July 1998 is a land mark in the developing history of GRAMIN. On this day

CGM, NABARD, Guwahati Regional Office. Dr. S.C. Pathak, visited our SHGs and

being satisfied with the activities of the SHGs formed advised us to expand our activities

to a larger geographical area. He also advised us to submit a project proposal to

NABARD for financial assistance. We were overwhelmed at the recognition and

accordingly submitted our first project, titled “Awakening Ahalaya” which was approved

by NABARD on 21stOctober, 2000. Since 1999 NABARD organized different seminars

and workshops in collaboration with GRAMIN. This gave us a state level exposure. All

these together helped us to broad-base our activities and expand our area of operation

from four villages to two districts snowballing the number of SHGs formed. After the

success of women groups we also formed male groups along with female groups. Today

groups are formed by themselves and come to our office for registration, and at present

we can boast of having 2594 SHGs (up to December, 2005) covering 33013 families, of

which 2180 SHGs are formed by female members. And the flow goes on giving a wider

dimension to our growing GRAMIN family.

A remarkable incident in the year is the change of guard of GRAMIN. In the last

AGM held on 30th

January,2009, the founder Chairman of GRAMIN, Mr. N.J.Sarmah

Boruah, expressed his willingness to handover the governance of GRAMIN to a second

line activist and himself to play the role of guide and think-tank. The AGM, accordingly,

by a unanimous resolution, entrusted the responsibility upon me. I also gladly accepted

the responsibility since management of GRAMIN is not vested on one person but is a

collective responsibility with all powers of decision taking vesting on the EC. I was

associated with its management for the last ten years; first as an EC member and then as

its Secretary. Moreover the founder Chairman will be there for his valued advice and

guidance.

GRAMIN has its own mission and vision, prioritization of the activities is the

only change that can be adopted. For the last three years GRAMIN prioritized on

livelihood. But in the last year we prioritized working for the weaker section of the rural

people in health and social development. We gathered, in the last few years, experience

of the deplorable condition of the women and children living in vulnerable area having no

GGRRAAMMIINN mmuusstt ttaakkee--uupp.. 223377 numbers of PWDs with one or multiple disability and

languishing under social and even parental negligence as a burden to the families were

waiting for GRAMIN. And that too only in 35 villages of 6 GPs under Sakomatha

Development Block.

Prioritizing these activities thus not, however, mean that we are neglecting our

previous activities. We are just gradually withdrawing from those activities which the

people with our previous guidance can carry on themselves. Formations of SHGs,

livelihood, literary and cultural activities were continued as usual.

There are a lot to do. And we are committed. All we want is your inspiration and

cooperation. And this we consider to be our most valued asset.

OORRGGAANNIISSAATTIIOONNAALL AACCTTIIVVIITTIIEESS

FORMATION OF SHG

GRAMIN made its beginning by organization of the targeted people into SHGs.

Hence formation of SHGs is our flagship activity. GRAMIN is the pioneer in SHG

formation in Assam. Our first SHG was formed on 23rd

. July, 1995. Recent endeavor of

the Dept. of P&RD, Govt. of Assam for rural development is through SHGs. DRDA

through PRIs have emphasized in forming SHGs. We have gradually withdrawing from

this and are concentrating in elevation of the people from microfinance to micro

enterprises and are working in this line. Still we formed 189 SHGs in Dhemaji under our

NABARD sponsored project, „Sangh Samriddhi‟, 20 SHGs under project UJJAWALA

and 5 under CBR of PWD and another 11 in different parts of Sonitpur district. Thus a

total of 225 SHGs were formed in the year.

It will not be any exaggeration of facts to proclaim that the SHG movement that

GRAMIN started in 1995 as the pioneer of the endeavour in ASSAM has, in the long 15

years time, grown to an institution where the rural people have learned to project

themselves as capable partner in rural development activities. The rural women through

this institution has learned to talk in public meetings, discuss matter of their concern,

explore their immediate environment, the skill to decide right or wrong, select target

specific income generating activities for themselves and look for skill development

training on the selected activities and above all to manage and maintain microfinance

required for the purpose. In one word the SHG movement has started a silent revolution

towards micro enterprise development in the locality. The Govt. is also benefited in

implementing socio developmental activities down to the real beneficiaries.

GRAMIN‟s income-generating activities through SHGs have been carried on with

the same vigor and enthusiasm. At the same time, it must be considered noteworthy that

it is a very important phase of the organization where it has gathered the courage to

transfer the responsibility to the people. Through its 15 years of extensive income-

generating activities, GRAMIN has been able to contribute substantially in improving the

living standards of the rural poor. GRAMIN considers it significant for the self-

dependency of the people to let them continue their own groups as its prime motive

behind the SHGs. With this view in mind, GRAMIN plans to withdraw from the Self-

Help Group Activities it had started.

CAPACITY BUILDING TRAINING

SHGs were taken by GRAMIN as the primary platform for working towards

socio-economic development of the people. It binds the people into group help increase

their confidence and realization of potential. It also increases the work culture. As such

the concept and need of SHG must be realized and adored by all the members of the

group. GRAMIN has, therefore, given top priority towards organization of capacity

building training for the new SHG functionaries.

The SHG members must also be regularly given refreshers training in group

management, microfinance management in order to keep the SHG spirit in them.

SUSTAINABLE LIVELIHOOD

Based on our mission statement of ensuring sustainable economic development of

the people of the area of operation GRAMIN took the initiative of sustainable livelihood

approaches. In the last three years of initiating sustainable livelihood activity GRAMIN

has experienced both sweet and bitter aspects of the endeavor. In the traditional activities

where GRAMIN had no direct involvement the experience is very sweet. The same is the

case with agriculture. But in case of broiler raring we had to face the music. We therefore

included a new trade in the last year. Jute is quite available in the local area and jute

diversified products have a very good markets. We, therefore, approached NABARD for

training-up our coordinators in the sector. NABARD accordingly arranged for a trainer‟s

training for two of our coordinators in fiber training in Fiber Design cum Development

Center, Khadi & Village Indutries Commission, Ministry of MS&ME (Govt. of India) in

Sreekariyam, Thiruvananthapur, Kerela. It was a 15 days residential training workshop

from 14th

March to 28th

March 2009. Both were expert in jute diversification product

manufacture and design development but lack of fund debarred us from organization of

the training. We have, however, applied for fund from DRDA, Sonitpur and once we

receive the fund a good number of rural women will be trained up in this activity.

In this year we continued design up-gradation in ready made garments and

computer training into livelihood aspects. These two trades can be very fruitful in

sustainable livelihood. But because of lack of capital for enterprises we could not succeed

as was expected.

Skill Development in Income Generating Activities

Graduation of the rural, mostly illiterate women from microfinance management to micro

enterprise development needs building capacity of the members of the SHGs in the

selected activity they prefer. GRAMIN after withdrawing from SHG formation has

concentrated in this activity. The activity selected for the SHG members must be

traditional, economically viable and having availability of raw materials and easy market.

For skill development in the selected activities GRAMIN of its own or through other

similar GO and NGO institutions organize skill up-gradation training for the people. We

organized only two training in design up-gradation in ready made garments. We

submitted proposal for few more trainings in other activities including jute diversification

products manufacture to DRDA, Sonitpur but did not get any response. We have also

failed to arrange loan to the trained entrepreneur for establishing their enterprises.

GRAMIN MICROFIN

There was no development in GRAMIN Microfin operation in 2009-10. Recovery rate

even slipped to 19% in the year. The main two factors responsible for the low recovery

was poor harvesting, low income, flood in the area of our operation and a negative habit

of the borrower to repay the loan installment after the debt-waiver scheme announced by

Govt. of India even though the scheme did not cover our clients. We have not, however,

stopped trying to make the recover and to renew our activity. We still believe that without

hassle-free loan at the doorstep the poor rural artisans and farmers can not prosper. We

have at the end of the year a colossus overdue. The situation is, seemed to be bettered and

regular repayment is expected.

UJJAWALA

In the last year GRAMIN concentrated more in social works than income

generating programme, focusing on women and children. One such activity is working

for the women and children living in vulnerable area having no or very weak social

protection.

COMMUNITY BASED REHABILITATION OF PWD

Another programme that we implemented sincerely was for the persons with

disability (PWD). It was also a community based programme. The idea behind this

programme was our relation with CBR Forum, Banglore, through our NGO friend, Mrs.

Sunity Sangkakaty. When we heard about CBR Forum, Banglore who, with the help of

local partners, work for community based rehabilitation of PWD. We made preliminary

survey in few GPs under Sakomatha Development Block and to our surprise we detected

a good number of PWDs with one or multiple disability and living as a burden to the

families that are languishing under social and even parental negligence. GRAMIN stands

for these people and, therefore, we offered our willingness to with CBR Forum and

submitted a project for working for the PWDs in 35 villages under 6 GPs of Sakomatha

Development Block.

We are glad that after proper scrutiny of our project, our papers and our works in

the last 12 years and after a field level appraisal of the data submitted by us CBR Forum

approved our POA to Caritus India for financial help. Caritus India accordingly

sanctioned a sum of Rs. 463,650.00for the programme.

Under the project we detected and registered the following PWDs –

We made the following interventions during this period in five broad aspect of

rehabilitation namely-

1. Need assessment

2. Health

3. Education

4. Livelihood

5. Advocacy, Empowerment and self governance

Interventions in need assessment

Base line data collection through household survey.

Village-wise resource mapping for natural resource, schools, hospital, drinking

water, post office and other govt. offices, market, religious and cultural public

places, road communication, rural income generating training center etc were

prepared.

Awareness campaigns for socially motivated village people were organized.

Target persons were village head, school teacher, community leaders, youth and

women organizations, PRI representatives.

Need assessment of each PWD for IRP were conducted with the help of PWDs,

their parents, guardians, community leaders and identified socially motivated

persons of the village were conducted.

Interventions in health

Assessment Camps for identification of the complicated PWDs were arranged in

selected GPs.

18 nos. Health Awareness camps in the 6 GPs (3 per GP) were conducted. These

meetings are organized on every first Wednesday of the month. Meetings are

arranged for the women in general and pregnant women in particular. Topics like

reproduction and child health, nutrition and how to arrange locally available

nutrias foods, immunization, health and hygiene, causes of disability in child, role

of expectant mother in prevention of disability, need of institutional delivery,

govt. aid for safe delivery etc are discussed. The director, the coordinator, the

CBR workers, ASHA worker, ANM, Anganawadi Workers and the doctor of the

Health Sub-center, if available, take part in these meetings.

Based on the need assessment meeting the doctors of the Health Sub-centers were

informed about the regular supply of medicines for the epilepsy patients. The

doctors informed that the demand for such medicines were stopped based on

report from the GP- level PRIs.

Correspondence with Tezpur Mental Hospital for the MI patients is being made.

A block level meeting was organized on 23th July to discuss the issue of

certificate to the PWDs as the Certification Camp could not be organized in the

field due to inability of the DDRC, Tezpur to organize such camps in the field

level. The Director, the coordinator, CBR Workers, ICDS officer, the BDO, the

AP President and community leaders attended the meeting. It was decided to

escort the PWDs in batches to Tezpur for medical check-up and issue certificate.

Interventions in Education

Motivated the PWDs and/or their parents/guardians to enroll in formal

educational institutions or arrange for basic education to the PWD at home if

going to school is not possible. Public meeting was organized in the block level

and house-to-house campaign to the selected PWDs was carried out.

The coordinator with respective CBR Worker visited the nearby schools and

discussed the matter with the HM and Anganwadi Centers. The facilities under

SSA for the PWDs were discussed and request was made for arrangement of

appropriate facilities for the PWDs.

Arrangement for home-based education for the school drop-out PWDs and those

who can‟t enroll for one or the other reasons.

The parents/guardians or the family members and community leaders were

requested and trained-up provide basic education to the PWDs as per CBR

Workers.

The scholarship provision and other facility for the PWDs was discussed with the

school/education authority.

Expertise in ADL has been provided to the needy PWDs and their

parents/guardians.

Interventions in livelihood

Awareness meetings for special reservation facility for PWD in Central Govt.,

State Govt. schemes have been conducted.

Awareness campaigns have been conducted to imbibe the concept of self

employment.

The GP President is apprised of the facilities like IAY, MGNERG, old-age

pensions, Disability Pensions etc to the PWDs.

The ACMS have been requested to absorb the PWDs in different Tea Estates, the

Employment Exchange has been consulted for registration of the deserving

PWDs..

The GP has been requested to consider the DPOs as SHGs for inclusion in SGSY

schemes for self employment.

Interventions in Advocacy, Empowerment and self governance

The PWDs and the community have been awared of their role in the society,

rights and privileges enjoyed by the PWDs, PWD acts, equal rights of the PWDs

in the process of development, the need of organization among the PWDs to

lobby for their rights and other reform agenda etc.

Block level advocacy meeting for the PWDs have been arranged. The BDO, the

AP President, the GP Presidents, Eos, BEEO, ICDS Project Officer, BRC of SSA,

community leaders and DPO functionaries had participated in this meeting.

Imbibed the concept of taking part in local self govt. like Gram Sabha, PRI etc.

Linked the PWDs with appropriate authority for availing different beneficial

schemes meant for the PWDs.

SOCIO-CULTURAL ACTIVITIES

Organising social and cultural activities is in our aims and objectives. GRAMIN,

therefore, gives equal importance in socio-cultural activities of the rural poor. Literary,

literacy, cultural, social, health and hygiene all aspects of a civil society are included in

our programme. A brief description of the activities carried out in the year is given

below-

Literary Programme:- In the last year instead of organizing literary activities ourselves

we requested the SHGs registered under our organization to organized workshop on

different aspect of literary activities for the women members of the SHGs. This we did to

shift the responsibility to the SHGs so that we can devote more on other activities. It will,

we thought, enable the women build leadership. We have information of few such

activities carried out in some parts of the district. But the programme was not as

successful as was expected.

Literacy Programme:-Eradication of illiteracy among our targeted people is one of our

declared objectives. We have, therefore, included it in our constitution for SHG as a

mandatory activity. We help the SHG to impart literacy to its illiterate members by

supply of slates, books and other materials. If in the SHG there are no members capable

of imparting literacy we assign the responsibility to the federation. In this way we have

made great success in this endeavor. In this case since the problem is felt-need one by the

illiterate their involvement is total making the learning more fruitful, time bound and

result oriented. In the last year we shifted the burden to the SHGs but no progress in this

activity could be achieved.

Other Activities

HEALTH & HYGENE

Being a member of the Sub-Division Level Watson Committee under Sonitpur

District Water & Sanitation Mission GRAMIN isto be involved in all the programmes

organized and/or participate by the health department in the sub-division. GRAMIN is

also a member of the Sub-Division Civil Hospital Management Committee In addition to

this we also organize general awareness programme on different topic of importance

ourselves and in the last year requested our SHGs to organize such programmes of their

own where resource persons from GRAMIN, if necessary, would be participated. In the

last year we organized 15 nos. of general awareness programme on environment,

compulsory primary education, small family norms and PRI.

GRAMIN through its Rural Sanitary Mart construct components of low-cost

sanitary latrines in the district and is assigned the responsibility of motivating the rural

people for use of sanitary latrines and installation of low-cost sanitary latrines. But in the

last year we could not install IHHL as was the demand.

GRAMIN CHERITABLE ACTIVITIES

Although as a Civil Society Organization we ought to bear an obligation to help the

poor by sharing a part of the surplus from different activities we could not organize any

charitable activity as in the previous years. But in our CBR activity we did a lot of

charitable activity by contributing about 15% of the project cost from our surplus..

(a) STAFF DEVELOPMENT

GRAMIN puts maximum emphasis on the capacity development of its staff.

Because, effective functioning of an organization depends entirely upon a well equipped

staff. The staff must be aware and acquainted with recent developments in different

relevant fields by attending workshops and seminars and meetings organized by different

institutions. Exposure of the staff to the world of NGOs broadens their outlook as well as

creates innovation in them. This enables the functionaries, coordinators and animators

contribute effectively to the organization. Keeping this in mind GRAMIN with its

limited resources try to equip the coordinators with tools to accept the challenge.

Organization of monthly coordinators training programmes is a regular feature of

gRAMIN. In these meeting all aspects gathered from field and that acquired from

outside is discussed and feed-back from training is distributed. In addition to this

GRAMIN sends its staff members to various institutions for the latest exposure. In last

ANNUAL GENERAL MEETING OF GRAMIN.

The Annual General Meeting of GRAMIN, for the year 2008-09 was held on 30th

January, 2010. The day-long programme started with hoisting of flag by the Chairman,

GRAMIN. Almost all members of GRAMIN attended the meeting. A number of

dignitaries attended the AGM as guest. Approvals of the income- expenditure statement,

and audited accounts etc. for the year 2007-08, Secretarial Reports, Annual Reports etc

were in the agenda. The AGM elaborately discussed the on-going activities and future

plans. A strong EC was also formed in the AGM.

FINANCIAL OVERVIEW

The Working Committee of GRAMIN causes true accounts to be kept of all sums

of money received and the sources thereof and sums of money expended by the Samittee,

also of objects and purposes for which such receipts and expenditure are made and of the

assets and liabilities of the Samittee. The financial year of GRAMIN is from 1st April to

31st March. The WC further causes the accounts of the Society to be audited by an

Auditor appointed by the AGM. The Audits of the account is generally completed by

June and report submitted to the WC latest by 20th

July and along with Balance Sheet and

receipt and expenditure accounts prepared by him. The present audit is done by M/S A.

Joshi & Associates, Guwahati. Due to some problem the current audit for the FY 2009-10

was completed by 30th

. November, 2010. The Balance sheet and Income & Expenditure

Friends, GRAMIN is gradually changing its area of activity based upon the need

of the hour; still soldering greater and greater responsibilities and entering into arena of

more complicated situation. We have after taking over charges worked hard and tried our

level best to maintain the old reputation of GRAMIN. We are however lucky that the

infrastructure was built strongly by the predecessors above which we to build the temple

of social work. Work begets work. Started with the goal of popularization of science we

have entered into rural income generation and management programme and now towards

working for the down-trodden. We are taking sustainable livelihood which is the most

challenging and priority task. Good health and an environment conducive of income

generation are there for adopting health, hygiene and environmental programmes. For

social upliftment of the rural people, particularly the old aged persons, women in distress

and street children, there are still a lot to do. It is not an easy job but the confidence the

people have in us and their good will, helping and cooperating attitude encourage us take

this daunting task.

With this we conclude this report. Thank you, thank you all.
