EXECUTIVE SUMMARY
The proposed Vounog Hill development location has available existing Utility Company
statutory electrical, gas, water, sewerage and telecommunication network services local to
the site.
The existing electric, gas, water and telecommunications networks are all within the Vounog
Hill and Wrexham Road highway zones, and available to the proposed development.
These utility services are considered capable of serving the proposed development, subject
to their reinforcement, extension, and provision of supply connections being provided into
the development site area.
In conclusion, the proposed development site is capable of being provided with utility
network mains electrical, gas, water, sewerage and telecommunication utility services.
Refer to the respective sections of this report for greater detail of the existing utilities, their
associated considerations and constraints and supply availability, including their respective
record plans provided.

PROPOSED STUDENT RESIDENTIAL DEVELOPMENT
UTILITY SERVICES INFRASTRUCTURE
Introduction
The proposed Vounog Hill development site is located adjacent to the Vounog Hill/ Wrexham
Road highway south of Penyfford at the intersection with Min Y Ddol.
The proposed residential development comprises of circa 40 dwellings with a mix of two,
three and four bed homes and associated community space.
Refer Appendix A – Proposed Development Site Plan
The scope and occupancy of the proposed development will require the provision of
statutory utility company network connections as part of the planning proposals.
Initial contact has been made and informal liaison undertaken with the respective statutory
utility companies to determine:-
The scope of their existing network distribution apparatus,
Associated considerations and constraints,
Their ability to serve the development.
The following sections of this report detail the finding of the above.
EXISTING UTILITY NETWORKS
In the locality of the proposed development, and specifically within the adjacent highway
zones, there are existing Utility Company distribution supply networks.
A review of their record plans and informal consultation has determined that the scope of
these systems, and is understood to be:-
Electricity: Scottish Power Energy Networks (SPEN) comprising:-
An 11kV HV (high Voltage) overhead cable and pole network in the adjacent field
north of the site terminating at a network substation referenced ‘04/3061/003 Fawnog
Park with apparatus mounted at ground level, and LV (low voltage) cable distribution
serving the properties on the west side of Vounoh Hill/Wrexham Road.

An 11kV HV overhead cable and pole network in the adjacent field east of the site
terminating at a network substation with LV cable distribution serving the houses east
of the proposed development
An 11kV HV overhead section to an underground cable supply to a substation
located within the properties to the west of the proposed development adjacent to
West View road.
Street lighting columns and lamps within the Vounog Hill/Wrexham Road highway
zones, and associated LV cables.
Street lighting columns and lamps within the Min Y Ddol highway zone, and
associated LV cables.

Gas: West & Wales Utilities (W&WU) Network comprising of:-
A IP (intermediate pressure) transmission network north west of the proposed
development adjacent to the A550 with a district governor adjacent to Ffordd
Derwyn road.
A 250 PE (Polyethylene) LP (low pressure) network distribution main routed from the
IP governor along Rhos Road to the intersection of Corwen Way and Vounog Hill.
A 90 PE LP network distribution main on the west side of Vounog Hill highway zone,
extending to the proposed development area and supporting the network serving the
properties west of the proposed development.
Refer to Appendix C – West & Wales Utilities Gas Record Plan
Water: Dee Valley Water (DVW) Network comprising of:-
A 6” AC (asbestos cement) distribution main routed within the Vounog Hill/Wrexham
Road highway zone, located on the west side adjacent and north of the proposed
development and on the east side south of the site.
A 4” CI (cast iron) distribution main (also) routed within the highway zone Vounog
Hill/Wrexham Road.
A 6” AC distribution routed across the south area of the proposed development area
from Vounog Hill roughly parallel to Min Y Ddol to the properties east of the proposed
development.

A 2” CI spur main at the intersection of Vounog Hill and Min Y Ddol.
A 180 PE distribution main with smaller branch sizes serving the properties east of
the proposed site, with a 3” AC routed east towards Blackbrook Farm.
Fire hydrants, normally referenced as FH’ are located are not identified on the DVW
record plans and will be subject to liaison and a record check with North Wales Fire &
Rescue.

Sewerage: Welsh Water (WW) Network Sewers, comprising of:-
A 150mm VC (vitrified clay) combined (foul and surface water) sewer routed from the
intersection of Vounog Hill and Min Y Ddol road, flowing north generally along the
line of Vounog Hill highway, connecting to a 250mmVC sewer at the vounog Hill and
Park Lane highway intercection.
A 225mmVC combined sewer routed between the properties on the west side of
Wrexham Road and on the east side of Berwyn Avenue flowing north to Alyn Road,
then west.
A network of uPVC foul sewers within the existing development east of the proposed
site, flowing to a pumping station..
A network of 100/150/200 uPVC storm sewers within the existing development east
of the proposed site, flowing east.
A 100mm uPVC (unplastised polyvinyl chloride) rising main foul sewer routed in Min
Y Ddol road flowing west serving the properties east of the proposed development

Telecommunications: Openreach (OR) Network, comprising of:-
Voice and data cables within interconnecting ducts and chambers in the highway
zones of Vounog Hill, Wrexham Road and Min Y Ddol and other surrounding
highways with specific ducts being:-
o Two lines of cable duct and chamber cableways within the highway zone of
Vounog Hill / Wrexham Road.
o A cable duct and chamber cableway within the highway zone of Min Y Ddol.

o A pole located on the corner of Vounog Hill and Min Y Ddol within the verge, with
overhead cables crossing Vounog Hill and Min Y Ddol.

General
The specific location and routes of the existing services, whilst known in general terms from
the respective Utility Company’s record plans, will require to be accurately identified along
their whole route where it is considered that they may impact on proposed works, such as
the creation of vehicle accesses.
It is proposed that this will be achieved at the early design stages, through liaison with the
respective Utility Company, consulting existing records, and the undertaking of specialist
search and survey techniques.
CONSIDERATIONS AND CONSTRAINTS
The existing utility services are primarily located within designated public highway zones and
are secured by the statutory highway status, however where specific network apparatus
extends into private land, these will likely be with formal agreements and/or
easements/wayleaves, including redundant/abandoned cables.
The existence and scope of any formal wayleaves and easements will require reviewing and
agreements reached as appropriate and necessary.
Abandoned utility services in the locality of the proposed construction will need to be located,
identified, its status checked and removed where necessary.
Any private services installations identified, whether unused, redundant or abandoned, will
need to be investigated, decommissioned, isolated and either abandoned or removed as
appropriate, as part of the development planning.
The utility services which may impact on the proposed development site area are:-
A Water main crossing the southern section of the proposed development area,
generally running parallel to Min Y Ddol.
Telecommunication cable duct(s) being potentially close to the back of road verge
against the proposed development’s west boundary.
Telecommunications pole within the verge close to the proposed development’s
south west boundary.
Street lighting columns at back of the road verges of Vounog Hill and Min Y Ddol.

The creation of vehicle access from Vounog Hill and Min Y ddol may impact on the existing
line and cover levels of the existing utility cables, pipes, ducts and apparatus crossing the
access, resulting in the cables, pipes and ducts having to be lowered or protected as part of
the Statutory Highway condition in creating the access.
This would be conditional upon:-
Consideration of the position and depth of the utility services;
Formal approval from the respective Utility Company, and
A requirement for diversions, replacements and reinforcement of utility services
affected.
Any change to the access road line and level would likely impact on the following services:-
Electrical LV cables
Lighting columns and associated electrical cables.
Gas main pipes
Water main pipes
Telecommunication cable ducts and voice and data cables contained within.
Street lighting columns and the associated LV cables.
NEW SUPPLIES FOR THE PROPOSED DEVELOPMENT
The proposals for the development have been reviewed as part of this planning statement in
order to be able to determine the utility services demand for the proposed properties
An assessment of the utility services in the vicinity of the existing site has been undertaken.
The scope of the development’s requirement for electric, gas, water, sewerage and
telecommunications are understood to be within the utility network capacities presently
within the surrounding district, and in conjunction with the respective Utility Company
through application and negotiation, their networks can be modified, reinforced and
extended into the proposed development to serve the development and the occupants.
It is anticipated at this stage that the scope of the required utility installations will be:-

SPEN Electrical Supply
Informal liaison with SPEN has indicated that the existing HV network local to the site has
the potential capacity to supply the proposed development via a new substation which will be
required to be located within the proposed development site area.
The proposed new substation would be a network apparatus being operated by the supply
network company, with SPEN LV distribution throughout the proposed development and
individual supplies to all properties, street lighting and any other communal requirements.
All properties would be individually metered.
West & Wales Utility Gas Supply
Informal liaison with West & Wales Utility Gas has indicated that the existing LP distribution
network within Vounog Hill would likely need to be reinforced to provide gas for a space
heating, domestic hot water generation and cooking provision.
The reinforcement would likely be the up-sizing of the existing main in the highway zone of
Vounog Hill, from the larger pipework approximately 600 metres north of the site.
All properties would be individually metered.
Dee Valley Water Supply
Informal liaison with DVW has indicated potentially that the existing mains network
distribution within Vounog Hill could supply the proposed development however this will
need to be subject to a network check before confirmation.
All properties would be individually metered.
The DVW standard supply arrangement is for 1.0 bar (10 metres head) pressure at the
development site boundary, and whilst the current network operational water pressures in
particular locations may exceed this, it cannot be relied upon as a guarantee available
pressure to the development.
The fire hydrant requirements for fire fighting, within the development area, would be as
determined by North Wales Fire & Rescue.
Welsh Water Sewer Outfall
Informal with WW has indicated that the existing combined sewer within Vounog Hill beyond
Park Lane could be capable of receiving the foul drainage outfall from the proposed
development, however a this would be subject to a system check.
Surface water from the development will be subject to constraint and disposal by either
soak-a-way within the site and/or attenuation prior to any discharge to a drain ditch
employing SuD’s disposal and management requirements.

Openreach (OR) Telecommunications
A cable duct connection will be capable of being sought from Openreach’s local existing
cable duct and chamber network in Vounog Hill to a position to suit the development.
The new BT Cable duct connection and network will be capable of carrying voice and data
cables to provide broadband internet to the development, as required by the property
occupants.
Currently, Openreach are advising that in the locality of the proposed development
‘superfast’ broadband is available (i.e. potentially capable of speeds up to 80Mbps download
and 920Mbps upload capability), albeit but subject to individual orders and locations.
The location of the BT ‘enabled exchange/cabinet’ is referenced Caergwrle status ‘Fibre
Enabled’ cabinet 7, technology FTTC, and is approximately 3000 metres south of the
development.
UTILITY REPORT CONSIDERATIONS
This utility supply assessment report is based on the respective Utility Company records and
the statutory requirement for them to provide connections where planning and development
is approved.
The information provided does not replace a requirement for a legal land search to be
undertaken to identify land ownership, covenants, rights of way, wayleaves, easements, and
rights under Acts of Parliament.
The assessment has been undertaken without any on-site surveys and it is understood that
these will be carried out at an early design stage incorporating below ground services
search/identification techniques.
