Tofulfillour nation’s visionforacleanenergyeconomy, Interiorisnowmanaging America’spubliclandsandoceansnotjust for balanced oil, naturalgas, andcoaldevelopment, butalso – forthefirsttimeever – topromoteenvironmentally responsiblerenewableenergydevelopment. Sun, wind, biomass,

andgeothermal energyfromourpublicandtriballandsiscreating newjobs and willpowermillionsofAmericanhomesandelectricvehicles. TheDepartmentisalsotakingtheleadinprotectingourcountry’swater, land, fishandwildlife, andcultural heritageandtriballandsandresources fromthedramaticeffectsofclimatechangethat are already occurring – from theArctictotheEverglades. Therealitiesofclimatechange requireus

tochangehowwemanagetheland, water, fishandwildlife, andculturalheritageandtriballandsandresourcesweoversee. Forexample: Newwater management imperativesassociatedwith climatechangemayrequirerestorationofnaturalsystemsandconstructionofnewinfrastructuretoreducenewfloodrisksortocaptureearlyrun-off. Strategiestoaddresssealevelrisemayrequire acquisitionofuplandhabitatandcreationofwetlandsandothernaturalfiltersandbarrierstoprotectagainstsealevelriseandstormsurges. Itmaybenecessarytorelocatecertainiconicandculturallyhistoricstructures. Shiftingwildlifeandhabitatpopulationsmayrequireinvestmentsinnewwildlifecorridors. Newinvasionsofexoticspeciesandnewwildlandfire

TheDepartmentoftheInterior, withits67,000employeesandscientificandresourcemanagementexpertise, isresponsibleforhelpingprotectthenationfromtheimpactsofclimatechange. InparticulartheDepartmentmust:

Adaptitswatermanagementstrategiestoaddressthepossibilityofshrinkingwatersuppliesandmorefrequentandextendeddroughtstocontinuetosupplydrinkingwatertomorethan31millionpeopleandirrigationwaterto140,000farmers. Wiselymanagemillionsofacresofparks, refugesandotherpubliclands, andprudentlyexerciseitssharedresponsibilityformanagingthe1.7billionacresoftheU.S. outercontinentalshelf. Conserveandmanagefishandwildliferesources, includingover800nativemigratorybirdspeciesandnearly2,000federallylistedthreatenedandendangeredspecies. Protectculturalandarchaeologicalresourcesandiconicstructuresthatmaybeaffectedbyclimatechange. AddresstheimpactsofclimatechangeonAmericanIndiansandAlaskaNatives, forwhomtheDepartmentholdstrustresponsibilitiesonbehalfoftheFederalgovernment. Continuetoprovidestate-of-theartsciencetobetterunderstandtheimpactsofclimatechangeandtodevelopscience-basedadaptivemanagementstrategiesfornaturalandculturalresourcemanagers. Continueitsworktoquantifytheamountofcarbonstoredinourforests, wetlands, andgrasslands, identifyingareaswherecarbondioxidecanbesafelystoredunderground, andwaystoreducetheDepartment’scarbonfootprint.

EachbureauandofficeoftheDepartmentmustconsiderandanalyzepotentialclimatechangeimpactswhenundertakinglong-rangeplanningexercises, settingprioritiesforscientificresearchandinvestigations, developingmulti- yearmanagementplans, andmakingmajordecisionsregardingpotentialuseofresourcesundertheDepartment’spurview. Landscape ConservationCooperatives. Giventhebroad impactsof

climatechange, management responsestosuchimpactsmust be coordinatedonalandscape-levelbasis. For example, wildlifemigrationandrelatedneedsfornewwildlifecorridors, thespreadofinvasive speciesandwildfirerisks, typicallywillextendbeyond thebordersofNationalWildlife Refuges, BLMlands, orNationalParks. Additionally, somebureauresponsibilities ( e.g., FishandWildlife Servicemigratorybirdandthreatenedand endangered

The DOI CarbonStorage Project.This project is beingimplementedunderP.L. 110- 140, “TheEnergyIndependence andSecurityActof2007,” which givestheDepartmentstatutoryresponsibilitytodevelopcarbonsequestration methodologies forgeological (i.e., underground) andbiological (e.g., forestsandrangelands) carbonstorage. TheUSGShastheleadinadministeringtheCarbonStorageProject, butwillworkclosely withotherbureausandagenciesin theDepartmentandexternalpartnerstoenhancecarbonstorageingeologicformationsandinplantsandsoilsin

a mannerconsistentwiththeDepartment’ sresponsibilitytoprovidecomprehensive, long-termstewardshipofitsresources. Theprojectwilldevelopaunifiedgreenhousegasemission reductionprogram, includingsettingabaselineandreduction goalfortheDepartment’sgreenhousegas

emissionsandenergyuse. TheAssistant Secretary forPolicy, ManagementandBudgetwillhavetheleadinadministeringtheDOICarbonFootprintProject, withthecooperationofallofthe Department’sagenciesandbureaus. AmericanIndiansandAlaskaNativesSec. 5.Climatechangemay disproportionatelyaffect tribesandtheirlandsbecause theyareheavilydependentontheirnatural resourcesforeconomicandculturalidentity. AstheDepartmenthastheprimarytrustresponsibilityfortheFederal governmentforAmericanIndians, AlaskaNatives, andtribal landsandresources, the Departmentwillensureconsistentandin-depthgovernment-to-governmentconsultationwithtribesandAlaska NativesontheDepartment’sclimatechangeinitiatives. Tribal valuesarecriticaltodeterminingwhatis tobeprotected, why, andhowtoprotecttheinterestsoftheircommunities. TheDepartment will support theuse

ofthe best availablescience, includingtraditionalecological knowledge, informulatingpolicypertainingtoclimatechange. The Departmentwillalsosupportsubstantive participationby tribesindeliberationsonclimate- relatedmechanisms, agreements, rules, andregulations. Implementation Sec. 6. The
