PeopleForBikes

PeopleForBikes isanationalbicycleadvocacy organizationwhichincludesbothanindustrycoalitionofbicyclingsuppliersandretailers,aswellasacharitablefoundation.Ourfoundationiswherewehousemajorprograms,liketheBigJumpProject,andengageindividualmembers,affiliateorganizations,andcorporatesponsors.

Overtheyears,wehavespentmorethan$30milliontomakebicyclingbetterthroughouttheUS.We’veinvested$2.1millionincommunitybicyclingprojectsandleveragedmorethan$654millioninfederal,state,andprivatefunding.And ourcontributionshavesupportedothernationalgroupsandprogramsliketheSafeRoutestoSchoolNationalPartnership,theLeagueofAmericanBicyclists,andtheInternationalMountainBicyclingAssociation,ensuringsaferplacestorideforbothchildrenandadults.

GreenLaneProject

TheBigJumpProjectbuilds onthesuccessofanotherrecentPeopleForBikes programcalledtheGreenLaneProject.TheGreenLaneProjectworkedin12citiesoverthelastfouryearswithagoalofexpeditingtheadoption,design,andimplementationofprotectedbikelanesinU.S.cities.

GreenLaneProject

Throughasuccessfulmixofdesignworkshops,coordinatedresearch,studytours,peerexchanges,leadershipdevelopment,nationalmediaexposure,andeffectivestorytelling,theGreenLaneProjectwasabletoexpeditetheacceptanceofprotectedbikelanesandmakethemapartofthetoolboxforcreatingeffectivebikeinfrastructure,encouragenationaltransportationagenciestodevelopstandardizedusesforprotectedbikelanes,andwatchasthemilesofprotectedbikelaneshavedoubledevery2yearssince2009.

TheBigJumpProject

Using therecipeofsuccessdevelopedduringtheGreenLaneProject- leadershipdevelopment,smartoutreach,effectivecommunication,andimmersivelearningexperiences- theBigJumpisthenextevolutioninexpeditingthefrequencybywhichpeopleintheU.S.cancomfortablyandsafelyrideabicycletotheplacestheyareactivelytravelingto.

TheBigJumprecognizesthatcitiesaredoingmanyofthethingsrequiredtocreatevibrantplacestobicycle– constructingoff-streetpathwaysandslowresidentialzonesforridingbikes,utilizingprotectedbikelanedesignsinbusycommercialcorridors,buildingcommunitysupportindiverseneighborhoods,andencouragingtheirneighborsandcoworkerstogetoutonbikes.

TheBigJumpisaboutbringingtogetherallthisefforts,connectingthedotsbetweensmartoutreachandsafeinfrastructuredevelopment,anddocumentingandmeasuringtheseresults.

Goals& Objectives

TheBigJump Projectwillfocusitseffortsin10places– singleneighborhoodsordistricts– byprovidinganenvironmentofmutualsupportandsharedlearningtoproveaconcept:IfacommunitycompletesanetworkofconvenientandcomfortableplacestorideAND encouragespeopletouseit,bikeusewilldoubleortripleoverathree-yearperiod.Asaresult,we’llseeothertangentialbenefitsasaresultincluding:

• Reductioninseriouscrashesforallmodesoftravel• Improvementsintheperceptionsofbicyclingandbicyclingsafetybyboththose

whorideandthosewhodon’t• Greateraccessandconnectivitytoplacesofopportunity,likejobsandeducation,

particularlyforunderservedpopulations• Andahostofothercommunityoutcomeslikeimprovedeconomicactivity,public

healthoutcomes,andenvironmentalimpactsinBigJumpfocusareas

BikeNetworks

In mostcommunities,youcanpointtoanexcellentpieceofbikeinfrastructure– asingletrailorprotectedbikelanecorridorthatseeshighuseandisanexampleofgreatdesign.However,weknowthatthoseprojectsoften onlyhavelocalizedimpactsanddon’talwaysgetpeopletotheplacestheywanttogo.Ifwearetoreapthemultiplebenefitsofgettingmorepeopleonbikes,weneedtoturnour attentionawayfromsingularprojectsandexpandourplanningandconstructiontowardsbuildingcompletenetworksofcomfortableplacestoride.

BikeNetworks

Throughout planningliteratureandpractice,thesenetworksaredescribedbyavarietyofterms,including“low-stress,”“high-comfort”and“allagesandabilities.”Basedonsuccessfulsystemsinternationallyandinthiscountry,weseethreemajorcomponentstothesenetworks:• protectedbikelanesonbusystreets,• localstreetswithlowvolumesofcarsmovingatslowspeedswherebikesandcars

canmixcomfortably(sometimescalledbicycleboulevardsorneighborhoodgreenways),and

• separatedpathwayssuchasgreenwaysandrail-trails,• allconnectedwithsafecrossingsatintersections.

TherangeoflanguagecommonlyusedtodescribethenetworksandtheircomponentpartsisanindicatoroftherelativelyrecentarrivaloftheconcepttotheU.S.planningcommunity.ForthepurposesoftheBigJump,wewillsimplycallthem“bikenetworks”withoutthequalifiers,asoneofourgoalsistoinstitutionalizetheideathattheonlyrealbikenetworkisonethatconnectsabroadrangeofpeopletoplaceswheretheywanttogo - likejobs,education,publictransit,andrecreation.

BigJumpFocusArea

Past effortsliketheGreenLaneProjectfocusedeffortsonacity-widebasis,workingindiversecommunitiesacrossmultipletransectsofdensity,development,androadwaynetworks.TheBigJumpwillrefocusthoseeffortstoamorenarrowlydefinedgeographicspace.Thesize,demographics,andshapeofthefocusareawillvarycitybycityandmayconsistofaneighborhood,businesscorridor,schoolzone,downtown,residentialsuburb,orotherproposedboundaries.Generally,wearethinkingthatthesizeofazipcode(about30,000people)maybeanoptimumsize,butareopentootherproposals.Insomesmallercommunities,thisfocusareamaybeequaltotheboundariesoftheentiretown.

BigJumpFocusArea

An importantaspectofchoosingafocusareawillbeaconsiderationwhatmomentumalreadyexistsforbicyclingandwhatpotentialexistsforthedevelopmentofanetwork.Agoodcandidateisonethathassomeexistingbikeinfrastructureinplace– maybeasingleprotectedbikeortrail– andonethatprovidesaclearpictureofhowthoseconnectingthoseroutestoeachotherandtoplacesofinterestcouldimpactthedegreetowhichbicyclingbecomeseasierandsaferforthosetravelinginandoutofthecommunity.

Whendeterminingthesizeandlocationofyourproposed focusareasomefactorstoconsidermightbe:• Potentialbenefits orcomplicationsthatmightariseinanarea thatcrossespoliticalboundaries• Adefinedcharacteroridentitythatisreflectedbythecommunity’sresidents• Activeandengagedcommunityleadersandmemberseagertoembracebicycling• Locationswithinherentabilitytoconnecttoplacesofemployment,education,publictransit,or

recreation

WhilePeopleForBikes isabicyclingorganization,wearewellawarethatbicyclingfaresbestwhenitisseenasatooltoachievebroadercommunitygoalsandwhenitisapartofalargereffortratherthanstandingalone. Weareinterestedinsynergiesbetweenbicyclingandbroadercommunitypriorities.Wearelookingforplaceswithmomentumandenergy,wherebetterbikingmaybeonlyonepieceofalargerefforttoimproveacommunity.

TechnicalAssistance

The BigJumpprojectdoesnotprovidefundingforinfrastructureprojects.Whensubmittingapplications,communitiesareaskedtoprovidedetailsaboutprojectsthatarebeingconsideredorarealreadymovingthroughthedevelopmentprocess.TheBigJumpwillworkwithcommunitiestoleveragethoseprojectsandbuildabasesupportaroundthem,butisnotsetuptofundtheirplanningorinstallation.

ItmaybebesttothinkofThe BigJumpProjectasatechnicalassistanceprogram,butwithmorehands-onmanagementandengagementthantraditionalsupportprogramsmightoffer.TheBigJumpProject workstobuildonexistingcommunitymomentumtoimprovebicyclingandisnotanoff-the-shelfsolutionforcommunities.WorkingtogetherwithselectedBigJumpplaces,thePeopleForBikes teamwilldevelopacustomizedsupportpackagebasedonthelocalneedswithinthecontextoftheprogram.

Somecommunitiesorfocus areasmayhavethenetworkinplace,butneedhelpgeneratinguse, whileothercommunitiesmaybejuststartingthepublicdialogaboutcompletinganetwork.We’relookingforadiverserangeofstartingpointsandperspectivesonthis.Afirmcommitmenttofunding infrastructureprojectsisnotrequired,butmayhelpestablishcredibilityforthemomentumyouwhichtodemonstrate.

BenefitsofTheBigJump

Whilethesupportmechanismsthemselveswillvarycommunitytocommunity,thetypesofactivitiesprovidedduringthecourseoftheBigJumpmaybesimilarinformatandscale.Theseinclude,butarenotlimitedto,

• Arobustleadershipsupportprogram:includingstudytours,trainingandpeerexchangeswithnationalandinternationalexpertsasin-depthnetworkingexperiencesforleadtransportationstaff,projectdesigners,electedofficials,communityandbusinessleaders.Localleadersfromthetencommunitieshaveaccesstoarobustonlineforumforcollaborationonawiderangeoftopicsrelatedtoimplementingbikenetworksandencouragingpeopletoride.

• Supportforaddressingtechnicalandstrategicissues:Smallgrantswillhelpbringoutsideexpertsandworkshopstoyourcitytoaddresstechnical,designandstrategicchallenges.TheBigJumpProjectwillpublishreportsandprovideinformationtohelplocalleadersmakethecase.

• Training,bestpractices,andresearchoncommunityoutreachandcommunications,includingrobustandauthenticcommunityengagement,framingandmessagingcompletebicyclenetworks,andleadingonissuesofequityduringtheplanningandimplementationphaseofprojects

• Assistanceinbuildingcommunitysupportthroughsmallgrantstolocalgroupsforoutreachandevents.

• Wehelpestablishyourcommunityasanationalleaderbyprovidingoriginalreportingonstoriesinyourcitythatcombineanecdotesanddatatohelpbuildapublicnarrativeaboutbiking'sbenefits.

Measurement Toolkit

ParticipationintheBigJumpwillalsoincludeinclusionanewmeasurementtoolkitbeingdevelopedtobetterunderstandtheimpactsbicyclingcanhaveonourcommunities.

Wehavebeenworkingwithtopacademicsandlocalandnationalagencystafftobuildoncurrentbestpracticestodevelopconsistentmeasuresthatwilltrackincreasesinparticipation,reductionsintherateofseriouscrashes,increasesinnetworkconnectivity,andperceptionsandattitudesregardingbiking.Theprojectwillcombineexistingdatafromcitieswithnewmeasurementtoolstocompareprogressacrossthetencities.

Ourmeasurementswillbeopen-sourcedsotheycanbeusedbyothers,aspartofourefforttocreatemoreconsistentandreliable bikemeasurementsnationwide.

Measurementswillbetakenatthebeginning ofyourcommunity’sparticipationintheBigJump,periodicallythroughoutthecourseoftheprogram,andforuptooneyearfollowingtheconclusionoftheBigJump.

RequirementstoJoin

ParticipationintheBigJumpProjectinvolvesvariousexpectations,includingongoingcollaborationandcommunicationwiththePeopleForBikes teamandotherfocuscities,biannualreporting,andoccasionaltraveltoparticipateinstudytours,workshopsandotherevents. Wewillexpectlocalpartnersto:

• Identifyaleadcontactpersonwhowillbetheprimarypointofcontact.Thispersonwill…• Joinmonthlyupdateconferencecallstosharenews,bestpracticesandchallengeswiththe

PeopleForBikes teamandotherfocuscities.• Provideregularupdatesonprogresswithintheprojectarea,viaverbalreportsonconferencecalls

andthroughanannualupdateprocess.• Recruitparticipantsfortraveltoandparticipationinworkshopsandstudytoursontopicsrelatedto

bicyclenetworkdevelopment,communityoutreachandcommunications,andstrategiesforbuildingabaseofcommunitysupport.

• HelptoorganizemeetingswithlocalleadersforBigJumpteamvisits.• Theleadcontactperson,theheadoftransportationandakeycommunityleaderareexpectedtoattendthe

BigJumpkick-offmeeting,tobescheduledsometimeinthefirstorsecondquarterof2017.Othermeetingopportunitieswillbeidentifiedastheprojectprogresses.

• Thecitywillprovidedata,asavailable,totheBigJumpprojectteam.Thisincludesexistingcountandcrashdata andaccesstoGISfilesasneeded.

• Thecitymaybeaskedtohelpdistributesurveystoresidentswithintheprojectareaeachyearbyprovidingmailinglistsorthroughotherchannelsasavailable.Thelocalteamwillalsoassistinliningupvolunteersorpartnersformanualcountsasneeded.

Leadership Team

Theleadapplicantshouldbearepresentativeofthecity,town,county,ormunicipalauthoritywhereaBigJumpProjectfocusareaisproposed.ThispersonwillbetheprimarypointofcommunicationwiththePeopleForBikesteam.TheleadcontactwillbetheprincipalorganizerofparticipationinBigJumpProjectactivities,includingidentifyingdelegatesforevents andtravel.Requirementswillvaryseasonally,butexpecttodevoteanaverageof2hoursperweektoBigJumpProjectbusiness.RepresentativesfromRegional MPO’sandCouncilsofGovernmentmayapplyastheleadapplicant,butlettersofsupportfromelectedofficialsandmunicipalstaffwheretheproposedfocusareaislocatedmustbeincludedintheapplicationsubmission.

ApplicationstoparticipateinTheBigJumpProjectshouldbesupportedbyadiverseteamrepresentingyourintendedfocusarea.Ideally,thisteamwillconsistofelectedofficials,theheadofthecity'stransportationdepartmentorequivalent,supportivecommunityorganizations,neighborhoodresidentsorleaders,neighborhoodorbicycleadvocacygroups,alocalfoundationorfunder,andabusinessorbusinessorganization.ThesewilltypicallybethesamecontactswhosubmitlettersofsupportandwillbeinvolvedintheongoingeffortstowardsachievingTheBigJumpProjectgoalsandobjectives.

Itisimportantthattheleadershipteambe representativeofthefocusareaandthattheleadershippositionsoftheseindividualsandorganizationsareestablishedandrespectedwithinthecommunity.Weseektofosteracollaborationwiththegreatestchancesofsuccessandwebelievelocalcommunitysupportandleadershiparekeytounderstandinghowbicyclingfitsintotheoverallcontextoftheneighborhood.

Local Funding

SelectedcommunitiesarenotrequiredtoprovideanymatchingfundstobeeligibletoparticipateinTheBigJump.PeopleForBikes andournationalpartnershavesecuredthenecessaryfundingtoprovideacomprehensivetechnicalsupportpackagetothe10selectedcommunitiesvaluedat$150kannuallyduringthethreeyearprogramtimeperiod.However,wehavefoundthatcommunitiescanachievebetterresultswiththepartnershipoflocalfundersandfoundationshelpingtoaugmenttheeffortsandexpandthebaseofsupportinparticipatingcommunities.Theparticipationoflocalfundershastwoprimarybenefits:theprojectwillbemoreeffectivewithadditionalresources,andlocalfundingisastrongindicatoroflocalsupport.

TheBigJumpisinterestedinlocalfundingmatchesinfourkeyareas:• conductinganannualsurveyofusersintheareatounderstandparticipationandperceptions,• travelsupportforlocalleaderstoattenddomesticandinternationalstudytoursandgatherings,• fundingforlocaloutreachandengagementeffortsintheneighborhoods,and• supporttobringinoutsideexpertsasneeded,includingworkshops,technicaladviceandcommunications

assistance.

Thelevelofinvolvementwillvarycommunitybycommunity,butapplicationsshouldincludelettersofinterestfromagenciesorfundersthatcansupporttheBigJumpProject. Itisnotnecessaryatthistimetoprovideacommitmentoffunding– thepotentialfunderonlyneedstoprovidealetterofinterestthatdemonstratetheircommitmenttofinancialparticipationinthelocaleffortsconductedunderTheBigJump.WewillhostawebinarspecificallyforpotentialfundersonAugust4,2016 todiscussinmoredetailwhattheseeffortsmightentailandtalkmorespecificallyaboutfundingamountsandtimelines.

Building AStrongApplication

SelectiontobeaBigJumpProjectparticipantwillbedeterminedbyseveralfactors.Successfulapplicationswilldemonstrate:

• Ambitiousplanstoconnectanetworkoflow-stressbikinginadefinedarea.• Strategyforincreasingparticipationthroughoutreachandevents• Evidenceofstrongpoliticalwillfromelectedofficials.• Supportiveandengagedcitytransportationstaffandleadership.• Evidenceofstrongcommunitysupport.• Evidenceofsupportfromthebusinesscommunity.

Wewillalsolookfor:• Recentsuccessesthatdemonstratemomentum.• Recentchangesinleadership,visionorfundingthatmayprovecatalytic.• Newprojectsslatedforcompletionduringtheprojecttermthatwillsignificantly

improveaccessandconnectivity.• CleararticulationofwhybeingpartoftheBigJumpProjectwillhelp your

community• Abilitytoleveragelocalfundingforsupportoflocalprojects.

Timeline forApplying

On Thursday,August4,2016- PeopleForBikes willhostawebinarspecificallyforpotentialfunders(localandnational)tobetterunderstandtheroletheycanplayinachievingtheBigJumpProjectgoalsandobjectivesaspartnerswithprospectiveapplicants.Iwouldencourageyoutoaskanyfundersconsideringjoiningyourleadershipteamtoparticipate inthiswebinarandwe’llbeprovidingmorespecificinformationaboutwhatfundingparticipationwouldmean.RegistrationforthewebinarcanbemadebyvisitingTheBigJumpProjectwebsite.

On Thursday,August18,2016 weareaskingcommunitiesthatareinterestedinsubmittinganapplicationtocompleteanonlinenoticeofinterestindicatingyourintenttoapply.Thisnoticeisnotaprerequisitetoparticipateintheprogram,butitdoesgiveusasenseofthetypesofcommunitiesthatareplanningtoapply.ThelinktosubmittheNoticeofintentcanbefoundonThe BigJumpProjectwebsite.
