What:• A relational database system that collects and reports Department of
the Treasury offices and bureaus procurement information to the Federal Procurement Data System (FPDS), Office of Federal Procurement Policy, Congress, and the general public
Why:• Produces more accurate, timely procurement information than FPDS• Allows Treasury to monitor procurement performance metrics
(competition, socio-economic, cost-to-spend, etc.)

Background:• Developed by HHS in 1996 (franchised to Treasury under IA)• Fully tested and certified Year 2000 compliant (Logistics Management
Institute)• Replaced old non-Y2K Treasury Procurement Data System (TPDS)• Java platform version implemented in FY2000• Web browser version implemented in FY2002 (less overhead)• Captures all small purchases (SF-281), large dollar contract (SF-279)

FPDS background:All executive branch agencies report procurement information to the Federal Procurement Data System (FPDS), whose mission is to provide a comprehensive mechanism for assembling, organizing, and presenting contract placement data for the Federal Government to interested parties.

FPDS data provides:• recurring and special reports to the President, the Congress, the
General Accounting Office, Federal executive agencies, and the general public;
• a means of measuring and assessing the impact of Federal contracting on the Nation's economy and the extent to which small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small business concerns are sharing in Federal contracts; and
• data for other policy and management control purposes, such as acquisition workforce planning.
