• AZ (16.6 MW): Growth spurred by net metering uncertainty and final wave of upfront rebates at $0.10/W
• Market Downturns: CO and HI have shrunk each quarter in 2013 by 15% to 20%

PG&E territory, while SCE and SDG&E’s CSI incentives are in the final step
