Wyoming DOT Connected Vehicle Pilot

AUGUST 28, 2019

Outline

Overview of WYDOT I-80 OperationsConnected Vehicle Project Background Lessons Learned in the form of Issues

Interstate 80 CorridorMore than 32 million tons of freight per year (at 16 tons per truck).

Truck volume is 30 to 55% of the total traffic stream on an annual basis • As much as 70% of the traffic

stream on a seasonal basis

Interstate 80 CorridorWith elevations above 6,000 feet across the entire corridor, travel issues mimic those of a mountain pass.

Focus on CVOs - FreightI-80 in Wyoming is a major east-west corridor

Winter Weather - Snowfall

WYDOT’s Approach

Roadway Design

• Good roadway design• Select best geometry using powerful modeling tools

Mitigation

• Slope modifications• Snowfence

Technology

• Intelligent transportation systems• Connected vehicle technology

PILOT VISION

Fully integrated and secure CV System that transmits and receives data to/from other equipped vehicles and roadside infrastructure.

Vision• This entails:

• Complete integration with existing/future WYDOT systems and infrastructure.

• Secure data management.• Innate interoperability with all external equipment/vendors

and neighboring deployments.• Continuous maintenance of its robust CV infrastructure.

SECURITY BY DESIGN

HSM & Background

Checks For TMC

MisbehaviorDetection

Issue – DSRC ShadowDSRC shadow created by box trailersAntenna placement was critical and we had to forge new ground on this researchCable had to be designed to minimize signal loss

Issue – Truck ArticulationTrucks don’t track like carsBSM Part 1 is required but Part 2 is optionalThis causes problems for V2V issues like FCW

Strategy: Require Part 1 and Part 2Three pilot sites have agreed to use Basic Safety Message Parts 1 & 2

Issue - Vendors

General code stability (crashing, GPS not coming on line, HMI disconnecting, offloading random)HSMs are essential Vendors seem to have limited resources -insufficient testing with products that do not feel ready for primetime

Strategy: Iron-clad contracts

Issue – Data volume

Initially expected 54 terabytes of informationRelational databases choke on this much information

Strategy: Stand up a non-relational (no-sql) database and buy/rent big hardware

Issue – SCMS IntegrationSCMS was supposed to be delivered by CAMPDelays resulted in transitionProfile agreement between Green Hills Data, Lear, and Sirius XM broke many things that were working

Strategy: Allow time for integration of SCMs

Issue – Radio IntegrationQualcomm and LearNeeded an updated firmwareQualcomm radio was getting stuck on channels

Strategy: Vendors should have better service agreements

Issue – Log File Size

DSRC off-loading and Over-The-Air update speed• At highway speeds, contact time

with vehicles is short and off-loading of data is a challenge

• We are collecting performance data for evaluation purposes

Strategy:Trim logged messages and have over the air updates be re-startable

Issue – OBU Failing at Scale

Maintaining an OBU fleet is hard

Security obfuscation makes it harder

Strategy: Periodically touch OBUs to review fleets

Issue – Technical challenge to network security

We went for the big play with full IPv6 end-to-endPublic sector networks typically do not think about or support IPv6This resulted in firewall updatesRouter configuration changes

Strategy: Continuously upgrade, patch, lock, probe and analyze
