The Ministry of Health does not wish to receive funds from donors to acquire

medical materials / equipments.

This, for two reasons :

Page 13: An initiative of Professor Dorothée A. KINDE-GAZARD, Minister of Health July, 2012

The cumbersome procedures for procurement would not allow us to finalize the whole process in 120 days.

The unfavorable environment for raising funds.
