A calm day in Cape Town with a num ber of ves sels mak ing use of the out bound VTS in a SW di rec tion off Ta ble Bay with Ta ble Moun -tain, Sig nal Hill, Lion's Head and the Twelve Apostels in the back ground. The port of Cape Town is de picted to the left with Green Point and Sea Point in the fore ground. The 2010 World Cup Green Point Sta dium is vis i ble to wards the har bour en trance.

Nav i ga tional warn ing - A broad cast mes sage con tain ing ur gent in for ma tion rel e vant to safe nav i ga tion.

Mar i time Safety In for ma tion (MSI) - Nav i ga tional and me te o ro log i cal warn ings, me te o ro log i cal fore casts, and other ur gent safety-re latedmes sages.

NAVAREA - A geo graph ical sea area, es tab lished for the pur pose of co-ordinating the trans mis sion of ra dio nav i ga tional warn ings. Where ap -pro pri ate, the term NAVAREA fol lowed by an iden ti fy ing Ro man nu meral may be used as a short ti tle.

Re gion - That part of a NAVAREA es tab lished for the pur pose of co-ordinating the trans mis sion of coastal warn ings, by NAVTEX orINMARSAT-C EGC Broad cast.

NAVAREA co-ordinator - The au thor ity charged with re spon si bil ity for co-ordinating, col lat ing and is su ing long range nav i ga tional warn -ings and bul le tins to cover the whole of the NAVAREA.

Na tional co-ordinator - The na tional au thor ity charged with re spon si bil ity for co-ordinating, col lat ing and is su ing coastal warn ings in a re -gion.

NAVAREA warn ing - A nav i ga tional warn ing is sued by the NAVAREA Co-ordinator for the NAVAREA.

NAVAREA warn ings bul le tin - A list of se rial num bers of those NAVAREA warn ings in force, is sued and broad cast by the NAVAREACo-ordinator dur ing at least the pre vi ous six weeks.

Coastal navwarning - A nav i ga tional warn ing pro mul gated by a na tional co-ordinator to cover a re gion.

Lo cal navwarning - A nav i ga tional warn ing which cov ers in shore wa ters within the lim its of ju ris dic tion of a har bour or port au thor ity.

IN TRO DUC TION

1. WWNWS is an In ter na tional Mar i time Or ga ni za tion (IMO) / In ter na tional Hy dro graphic Or ga ni za tion (IHO) ser vice es tab lished as part ofthe global mar i time dis tress and safety sys tem (GMDSS) adopted by the In ter na tional Con ven tion for the Safety of Life at Sea (SOLAS), 1974, towhich the RSA is a sig na tory.

2. To pro vide for the pro mul ga tion of Mar i time Safety In for ma tion on a geo graphic ba sis the world has been di vided into 16 NAVAREAS.

NAVAREA VII

3. The South At lan tic and South In dian Ocean area around South ern Af rica has been des ig nated NAVAREA VII. It is de scribed as the areabounded by the par al lel of lat i tude 6°S, drawn from the West Coast of Af rica to lon gi tude 20°W, thence south to Antarctica; and the par al lel of lat -i tude 10° 30’S drawn from the East Coast of Af rica to longitude 55°E, thence south to the par al lel of lat i tude 30°S, thence east ward to lon gi tude80°E and thence south to Antarctica. The ac com pa ny ing di a gram shows this de lim i ta tion. The par tial lim its of ad join ing NAVAREAS are alsoshown.

NAVAREA VII CO-ORDINATOR

4. The RSA has been des ig nated NAVAREA VII Co-ordinator and the na tional agency charged with ex e cut ing the RSAs re spon si bil i ties in thisre gard is the Hy drog ra pher, SA Navy. His re spon si bil i ties inter alia are:

a. To en deavor to be in formed of all events af fect ing the safety of nav i ga tion in NAVAREA VII.

b. To ex pertly as sess all re ceived in for ma tion af fect ing nav i ga tion safety.

c. To draft NAVAREA warn ing mes sages iaw IHO/IMO guid ance on stan dard iza tion of texts and mes sage draft ing.

RE PORTS OF SHOALS OB TAINED BY ECHO SOUND ING

In struc tions re gard ing ren der ing

1. Now that all ships are fit ted with echo-sound ing equip ment, nu mer ous re ports of shoal sound ing are be ing re ceived by the Hy drog ra pher.A large pro por tion of these re ports are of lit tle value as in suf fi cient in for ma tion is for warded with them.

2. False soundings may be ob tained from cor rectly ad justed E/S sets due to one of the fol low ing causes:

a. The re turn ing echo be ing re ceived af ter the trans mis sion in ter val has been com pleted once or per haps twice, e.g. with a ro tarytype E/S set hav ing a max i mum scale read ing of 600 metres, a read ing on the trace of 50 metres might in fact be a sound ing of 50or 650 or even 1250 metres. (In the case of E/S sets fit ted with trans mit ter ON/OFF switches, such doubts can eas ily be re solved.By break ing the trans mis sion cir cuit, with the set still run ning, and then re-mak ing it, it is only nec es sary to note the num ber ofsub se quent sty lus rev o lu tions oc cur ring be fore the echo re-ap pears.)

b. Dense shoals of fish or lay ers of plank ton which some times give an echo com pletely mask ing that from the bot tom. Such a layeris usu ally known as a “deep scat ter ing layer” and is of ten found to rise to wards the sur face at dusk and, af ter re main ing dur ingthe night close to the sur face, de scends again at dawn. The deep scat ter ing layer is fre quently en coun tered at or near the edge ofthe con ti nen tal shelf and is fre quently mis taken for shoal wa ter.

c. Lay ers of wa ter of dif fer ent den sity from that of the sur round ing wa ter.

d. Strong tidal streams or ed dies with solid par ti cles in sus pen sion which may give feath ery ech oes.

e. It is pos si ble in the more pow er ful types of E/S sets now be ing de vel oped that dou ble ech oes may be ob tained even in depths ofsev eral hun dred metres. The sec ond echo caused by the re bound ing ul tra sonic waves will ap pear at twice the depth of true echo.Care should be taken when phas ing and us ing the ON/OFF switch, as de scribed above, that in fact the true echo is be ing re -corded. The sec ond echo is in vari ably weaker than the first and can be faded by turn ing down the sen si tiv ity of the re ceiver.

3. When un ex pected shoal soundings are ob tained in wa ters where the charted depth gives no in di ca tion, even though dis col oured wa ter maybe seen, the only cer tain method of con firm ing their ex is tence is by tak ing a cast with the lead. Where, how ever, the charted depth is no wheremore than the scale read ing of the set and the shoal is seen to rise from the bot tom on the trace, pro vided speed and set ting of the set is cor rect,the shoal sound ing may be ac cepted con di tion ally.

4. When re ports of shoal sound ing are re ceived in the Hy dro graphic Of fice, they are care fully con sid ered in the light of ac com pa ny ing orother ev i dence be fore any ac tion is taken to amend charts. Un less re ports are con firmed by the cast of the lead, chart ac tion is usu ally with heldun til the area can be ex am ined by a sur vey ing ves sel. In the past much time and ef fort has been wasted search ing for non-ex is tent shoals.

5. In or der that the Hy drog ra pher can make full use of re ports of soundings, the Echo Trace should al ways be for warded, to gether with FormHO-16 (Hy dro graphic Note), which ap pears at the end of this pub li ca tion. Nav i gat ing Of fi cers are re quested to note the fol low ing points re -gard ing es sen tial de tails:

a. Mark the trace each time a fix is ob tained by draw ing a line along the curved edge of the scale, tak ing care not to foul the sty lusarm mean while.

b. Num ber the fix and in sert the time. (The time is im por tant since the height of the tide must be found in or der to ob tain the cor rectdepth.)

c. In sert the re corded depth of all peak soundings.

d. On com ple tion of soundings, and be fore roll ing up the pa per, draw in the bot tom trace and trans mis sion line and dry the pa per,pref er a bly in a dim light if a wet pa per ma chine is used.

e. Mark any change of phase con spic u ously.

f. In sert the make and type of echo-sound ing ma chine.

g. It is rec om mended that an in del i ble pen cil or ball-point pen should be used in all writ ing on the trace.

6. It is im por tant to note that the draught of the ship should be the same as the depth of the trans mis sion line. If the lat ter is set to zero a note tothis ef fect should be made on the trace, giv ing the draught of the ship.

7. In sets which have two op er at ing speeds (e.g. me tre or me tre x 10) the trans mis sion line must be sep a rately ad justed to show the cor rectscale read ing in each speed.

b. Laden tank ers en gaged on voy ages solely be tween ports in the Re pub lic of South Af rica are ex empted from the pro vi sions ofpara graphs 6 and 7 of these reg u la tions and are to main tain a dis tance of 10 (ten) nau ti cal miles off sa lient points of the coast sub -ject to weather, sea and cur rent con di tions, when set ting courses to their ports of load ing and dis charg ing.

c. Dur ing the win ter sea son (16 April to 15 Oc to ber) west bound laden tank ers should main tain the min i mum dis tance of 20 milesoff the ap pro pri ate land marks in para graph 6.a. How ever, on ap proach ing the win ter zone, they may re main within the sum merzone as close to the sep a ra tion line as pos si ble, and for the min i mum pe riod nec es sary, to en sure that they can re main on theirsum mer loadline through out. In the vi cin ity of the FA Plat form and Alphard Banks, they are to ad just their course to passthrough the west bound traf fic lanes.

Agree ment has been reached with TELKOM that ra dio tele phone or ra dio te leg ra phy re ports of this na ture passed through South Af ri canCoast Ra dio Sta tions, de pend ing on the lo cal ity, ra dio re ports may be ad dressed to The Prin ci pal Of fi cer of SAMSA via port con trol (VHFChan nel 16) at the fol low ing ports: Rich ards Bay, Durban, East Lon don, Port Eliz a beth, Mossel Bay, Cape Town and Saldanha Bay.

4. The fol low ing is a guide as to the ap pear ance of oil on the sea and the method of re port ing such oil:

Mer chant ves sels of all na -tions mak ing off shore voy ages are en cour aged to send move ment re ports and pe ri odic po si tion re ports to the AMVER cen tre at Coast GuardNew York via se lected ra dio sta tions or INMARSAT. In for ma tion from these re ports is en tered into a com puter which sup plies dead reck on ingpo si tions for ves sels while they are within the plot ting area. Char ac ter is tics of ves sels which are valu able for de ter min ing SAR ca pa bil ity arealso en tered into the com puter from avail able sources of in for ma tion. MAR I TIME BOUND ARIES AND ZONES

1. The Mar i time Zones Act, 1994, de fines the Mar i time Zones of the RSA (see di a gram on page 20) as fol lows :

In ter nal Wa ters

3. The in ter nal wa ters of the Re pub lic shall com prise:

a. all wa ters land ward of the base lines; and

b. all har bours.

4. Any law in force in the Re pub lic, in clud ing the com mon law, shall also ap ply in its in ter nal wa ters and the air space above its in ter nal wa -ters.

15. The con ti nen tal shelf as de fined in Ar ti cle 76 of the United Na tions Con ven tion on the Law of the Sea, 1982, adopted at Montego Bay on 10De cem ber 1982, shall be the con ti nen tal shelf of the Re pub lic.

16. Sub ject to any other law the outer lim its of the con ti nen tal shelf shall con sist of a se ries of straight lines join ing the co-or di nates men tionedin Sched ule 3 of this Act (not de tailed).

17. For the pur poses of :

a. ex plo ra tion of nat u ral re sources, as de fined in para graph 4 of Ar ti cle 77 of the United Na tions Con ven tion on the Law of the Sea,1982, and

b. any law re lat ing to min ing of pre cious stones, met als or min er als, in clud ing nat u ral oil, the con ti nen tal shelf shall be deemed tobe unalienated State land.

IN FOR MA TION CON CERN ING SUB MA RINES

Part I - SUB MA RINE WARN ING SIG NALS

1. Mar i ners are warned that con sid er able haz ard to life may re sult from dis re gard ing the fol low ing warn ing sig nals, which de note the pres -ence of sub ma rines:

Vi sual Sig nals

2. South Af ri can war ships fly the In ter na tional Code Group NE2 to de note that sub ma rines, which may be sub merged, are in the vi cin ity.Other ves sels are cau tioned to steer a course so as to give a wide berth to any ves sel fly ing this sig nal. If, for any rea son, it is nec es sary to ap -proach her, a good look out must be kept for sub ma rines, whose pres ence may be in di cated only by their peri scopes or snort masts show ingabove wa ter.

Py ro tech nics and Smoke Can dles

3. The fol low ing sig nals are used by sub merged sub ma rines:

a. White smoke marker (with flare) float ing on sea sur face, in di cates po si tion in re sponse to a re quest from a ship or as re quired. (See Fig ure 1).

b. Green para chute flare (fired 130 metres into the air) used to in di cate the po si tion from which a prac tice tor pedo has been fired.All ves sels are re quested to keep clear as the sub ma rine may want to sur face af ter the fir ing. (See Fig ure 2).

c. Red para chute flare (fired 130 metres into the air), which may be ac com pa nied by smoke can dles re peated as of ten as pos si ble,mean - “Keep clear. I am car ry ing out an emer gency sur fac ing pro ce dure. Do not stop pro pel lers. Clear the area im me di ately.Stand by to ren der as sis tance”. (See Fig ure 3).

Note: If the red parachute flare is sighted and the sub ma rine does not sur face within 5 min utes, it should be as sumed that the sub ma rine is indis tress and has sunk. An im me di ate at tempt should be made to fix the po si tion in which the sig nal was sighted, af ter which ac tion in ac cor -dance with Part IV should be taken. The flare and marker sig nals will float for one hour then self scut tle and sink.

d. Two white smoke sig nals re leased 3 min utes apart mean - “Keep clear. I am pre par ing to sur face. Do not stop pro pel lers. Clearthe im me di ate vi cin ity.”

4. It must not be in ferred from the above that sub ma rines ex er cise only when in com pany with es cort ing ves sels.

5. In cer tain cir cum stances warn ings that sub ma rines are ex er cis ing in spec i fied ar eas may be broad cast by a Coast Ra dio Sta tion.

Part II - NAV I GA TION LIGHTS

6. Sub ma rines may be en coun tered on the sur face by night, par tic u larly in the vi cin ity of the fol low ing ports: Saldanha Bay, Cape Town, Si mon’s Town, Hout Bay, Port Eliz a beth, East Lon don and Durban.

7. The steam ing and side lights of South Af ri can sub ma rines ap pear to be placed well for ward and very low above the wa ter in pro por tion tothe length and ton nage of these ves sels. South Af ri can sub ma rines are fit ted with an am ber quick flash ing light sit u ated abaft of the steam inglight as an aid to iden ti fi ca tion. While at an chor or at a buoy by night sub ma rines dis play nor mal an chor lights.

8. The over all ar range ments of sub ma rines lights are there fore un usual and may well give the im pres sion of be ing mark edly smaller andshorter ves sels than they are. Their vul ner a bil ity to col li sion when pro ceed ing on the sur face dic tates par tic u lar cau tion when ap proach ingthem.

Part III - COL LI SIONS WITH SUB MA RINES

9. Most sub ma rine losses dur ing peace time have been caused by col li sion with other ves sels. Sub ma rines, with their low buoy ancy fac tor, ifin volved in a col li sion, may sink or be un able to sur face be cause of their buoy ancy (bal last) tanks hav ing been rup tured.

10. Be cause of their size and low pro file, sur faced sub ma rines are of ten dif fi cult to see. Sub ma rines op er at ing at peri scope depth are ob vi ouslyeven more dif fi cult to de tect.

11. Col li sion or sus pected col li sion, with a sub ma rine must be re ported by the fast est means avail able to the near est Coast Ra dio Sta tion. Thepo si tion of the col li sion to gether with the es ti mated cur rent, wind force and sea state, as well as any other rel e vant par tic u lars, must be in cludedin the re port.

12. The re port should be sent by ra dio us ing Emer gency Clear ance Pro ce dure on dis tress or nor mal fre quen cies. The mes sage can be passed di -rect to NAVCOMCENCAPE, via a Coast Ra dio Sta tion or har bour ra dio net work, which ever is con sid ered the faster, as speed of han dling ises sen tial. The mes sage will then be sent to the Sub ma rine Op er a tions Au thor ity (SUBOPAUTH), Pri vate Bag X1, Si mon's Town, 7995, or, sig -nals ad dress, Force Prep a ra tion Op er a tion Cen tre, tele phone (Cape Town) +27 21 787 4126/4129, fax (Cape Town) +27 21 787 4002.

Part IV - SUNKEN SUB MA RINES

13. A bot tomed sub ma rine which is un able to sur face will try to in di cate its po si tion by the fol low ing meth ods:

a. Re leas ing two life rafts, which are equipped with EPIRBS, as soon as the in ci dent oc curs. The life rafts are de scribed in Part V.

b. On the ap proach of sur face ves sels, and at reg u lar in ter vals, by fir ing the smoke sig nals de scribed in Par 3 un der Part 1.

c. Pump ing out oil fuel or lu bri cat ing oil.

d. Blow ing out air.

14. It is vi tally im por tant that sur face ships re frain from dis charg ing any oil or de bris which might ap pear to have come from a sub ma rine.Search ing ships and air craft can waste valu able time in ves ti gat ing such false con tacts.

15. Some sub ma rine py ro tech nics may carry mes sages. These may be re cov ered as soon as they have fin ished burn ing and the con tents ofmes sages to gether with the po si tion and time of re cov ery of the py ro tech nic must be passed to :

a. Any Na val ves sel in the vi cin ity, or

b. NAVCOMCENCAPE, Pri vate Bag X1, TOKAI, 7966, tele phone (Cape Town) 021 787 2911, or

c. COMFLEET, Na val Base, Si mon's Town.

d. the near est branch of the South Af ri can Po lice Ser vice.

Mes sages should be passed by the most rapid means of com mu ni ca tion avail able.

16. South Af ri can sub ma rines are fit ted with two life rafts, each fit ted with its own EPIRB which can be re leased from in side in case of emer -gency or if the sub ma rine is un able to sur face.

17. In any sub ma rine ac ci dent, time is the most vi tal fac tor af fect ing the chances of res cue of sur vi vors, and, as the sight ing of life rafts may bethe first in ti ma tion that an ac ci dent has in fact oc curred, it is vi tal that no time should be lost in tak ing ac tion.

18. The sight ing of any smoke sig nals and/or life rafts an swer ing the de scrip tion should be re ported at once to the Na val au thor i ties or a PortOf fice. But if a ves sel is un able to es tab lish com mu ni ca tion with out leav ing the vi cin ity of the sunken sub ma rine, she should stand by to res cuesur vi vors and not leave the scene of the ac ci dent.

19. South Af ri can sub ma rines are equipped with smoke sig nals and life rafts. It is there fore of the ut most im por tance that the po si tion, to getherwith the es ti mated cur rent and the strength and di rec tion of the wind at the po si tion, and the time of first sight ing of the smoke sig nals and/orlife rafts be ac cu rately and speed ily re ported to any of the au thor i ties men tioned in para 15 above.

20. At any time af ter a sub ma rine ac ci dent sur vi vors may start at tempt ing to es cape. Cur rent pol icy dic tates that sur vi vors will wait be fore es -cap ing un til :

a. res cue ves sels are known to be stand ing by, or

b. con di tions in side the sub ma rine de te ri o rate to such an ex tent that an at tempt at es cape must be made.

c. it is de ter mined whether or not a DSRV res cue is pos si ble. The DSRV is de scribed in Part V.

21. It should be noted that the air sup ply in a sunken sub ma rine may last for sev eral days, in which case sit u a tion b. may not arise for a con sid er -able time af ter the sink ing. How ever, if the sub ma rine is badly dam aged, sur vi vors may have to make an im me di ate es cape at tempt. Any shipfind ing smoke sig nals and/or life rafts an swer ing the de scrip tion should stand by well clear of it ready to pick up sur vi vors who will prob a blysur face at a dis tance from it de pend ing on the ef fect of wind and cur rent. On ar rival on the sur face men may be ex hausted or ill, and the pres ence of a boat al ready low ered is very de sir able should weather con di tions per mit. Some men may re quire a de com pres sion cham ber and the Na valau thor i ties will try to get such a cham ber to the scene as soon as pos si ble.

22. In or der that those trapped in the sub ma rine shall be made aware that help is at hand, na val ves sels drop small charges into the sea which can be heard from in side the sub ma rine. It is vi tal that they are not dropped too close since men in the pro cess of mak ing as cents are par tic u larlyvul ner a ble to un der wa ter ex plo sions, and may eas ily be fa tally in jured. A dis tance of 0.25 miles is con sid ered safe. If no small charges areavail able, the run ning of an echo sounder or the bang ing of the outer skin of the ship’s hull with a ham mer from a po si tion be low the wa ter-lineis likely to be heard in the sub ma rine, and such bang ing and/or sound ing should be car ried out at fre quent in ter vals.

23. Sub ma rines may at any time re lease py ro tech nic signals which, on reach ing the sur face, burn with flames and/or smoke, thus serv ing tomark the po si tion. They are likely to ac knowl edge sound sig nals by this means.

24. Sum ming up, the aims of a Sub ma rine Res cue Op er a tion are:

a. To fix the ex act po si tion of the sub ma rine.

b. To get a ship stand ing by to pick up sur vi vors, if prac ti ca ble, with boats al ready low ered.

c. To get med i cal as sis tance to sur vi vors picked up.

d. To get a diver’s de com pres sion cham ber to the scene in case this is re quired by those se ri ously ill af ter be ing ex posed to greatpres sure.

e. To in form the trapped men that help is at hand.

f. To get a DSRV to the scene of the sub ma rine in ci dent.

25. There is a Na val or ga ni za tion de signed to ful fill these aims, which is al ways kept at in stant readi ness for ac tion. It is clear, how ever, thatany ship may at any time find ev i dence of a sub ma rine di sas ter, and if she takes prompt and cor rect ac tion as de scribed above, she may be in apo si tion to play a vi tal part.

Part V - SUB MA RINE RES CUE DEVICES

26. The sub ma rine is fit ted with two life rafts, which can be re leased from in board in case of an emer gency (See Fig ure 4). They have the fol -low ing char ac ter is tics:

a. The life rafts pop out of pres sure proof GRP con tain ers. These GRP con tain ers will be vis i ble on the sur face.

b. Each life raft can carry 25 per sons.

c. The life raft is teth ered to the sub ma rine with 600m of rope.

d. Each life raft is fit ted with:

i. EPIRB. The Emer gency Po si tion In di cat ing Ra dio Bea con is teth ered to the life raft and is ac ti vated as soon as it co mesinto con tact with the sea wa ter. The EPIRB trans mits a sig nal of war bling notes on 406 MHz. Ships hear ing this sig nalshould re port the fact giv ing their po si tion and if pos si ble, an in di ca tion of sig nal strength.

ii. SART . The Search and Res cue Ra dar Tran sponder is used to lo cate sur vival craft or dis tressed ves sels by cre at ing a se ries of dots on a res cu ing ship’s ra dar dis play. The re sponse fre quency is 9.2 – 9.5 GHz.

iii. Por ta ble VHF ra dio.

27. The So nar Bea con serves to alert res cue au thor i ties to the sub ma rines po si tion and to pro vide a hom ing sig nal for the DSRV. It op er ates at afre quency of 3,5 and 12 kHz.

28. The sub ma rine is fit ted with an un der wa ter tele phone, which is ca pa ble of voice and Morse com mu ni ca tions.

29. The DSRV (deep sea res cue ves sel) is a mini sub mers ible ca pa ble of res cu ing per son nel from the sub ma rine should the sub ma rine havebot tomed or have fouled un der wa ter (See Fig ure 5). The sub ma rine's for ward hatch is con fig ured to re ceive the DSRV skirt and form a wa ter -tight con nec tion. This al lows the for ward hatch to be opened and for the trapped per son nel to be trans ferred to the DSRV.

SOUTH AF RI CAN SEARCH AND RES CUE OR GANI SA TION (SASAR)

IN TRO DUC TION

1. The in tro duc tion of an Air Ser vice be tween South Af rica and Aus tra lia in No vem ber 1957, to gether with the Search and Res cue (SAR) ob -li ga tions ac cepted by South Af rica as a mem ber of the In ter na tional Civil Avi a tion Or gani sa tion (ICAO) re sulted in the De part ment of Trans -port, on 1 Oc to ber 1958, as sum ing re spon si bil ity for the co-or di na tion of South Af ri can Search and Res cue ser vices. A com mit tee known as“The Per ma nent Com mit tee for the Co-or di na tion of Air/Sea Res cue Ser vices” was es tab lished shortly there af ter by the Sec re tary for Trans -port.

2. The terms of the In ter na tional Con ven tion for the Safety of Life at Sea (LON DON) 1974 (SOLAS), to which South Af rica is a sig na tory, areen acted in Sched ule 2 of the Mer chant Ship ping Act (Act 57/51 as amended). This con ven tion has placed fur ther SAR ob li ga tions upon theSouth Af ri can Gov ern ment. Fur ther more, South Af ri can reg is tered mer chant ship ping, in terms of this en act ment, be came le gally obliged toas sist per sons in dis tress at sea.

3. In 1979, in or der to con form with the man ner in which other na tional SAR or gani sa tions are named, the South Af ri can Search and Res cueOr gani sa tion was es tab lished. It is known as the SASAR Or gani sa tion.

THE FUNC TIONS OF THE SASAR OR GANI SA TION

4. The pri mary func tion of search and res cue op er a tions in the South ern Af ri can area is to search for, to as sist and, if nec es sary, res cue:

a. Sur vi vors of air craft ac ci dents or forced land ings.

b. Crew and Pas sen gers of Ves sels in dis tress and Sur vi vors of mar i time ac ci dents.

5. SASAR is also charged with co-ordinating the ef forts of var i ous Gov ern ment De part ments, vol un tary or gani sa tions and, pri vate air craftand ship ping com pa nies in the field of search and res cue and, with for mu lat ing pol icy and pro ce dures.

COM PO SI TION OF SASAR

6. The Ex ec u tive Com mit tee of SASAR is made up of rep re sen ta tives from those Gov ern ment De part ments which are able to con trib ute ser -vices and/or fa cil i ties for use by SASAR. These in clude Trans port, SAMSA, South Af ri can Air ways (SAA), De fence, Po lice, Dept of Pro vin -cial and Lo cal Government (DPLG), Transnet Na tional Ports Au thor ity and TELKOM. The Di rec tor-Gen eral : Trans port ap points theChair man for the Ex ec u tive Com mit tee and pro vides sec re tarial ser vices to the Ex ec u tive Com mit tee and its sub-com mit tees.

7. In ad di tion to the Ex ec u tive Com mit tee two sub-com mit tees ex ist:

a. SASAR - Avi a tion Sub-com mit tee: This con sists of rep re sen ta tives of the SAMSA, SAA, South Af ri can Air Force (SAAF),DPLG, De part ment of Pro vin cial and Lo cal Gov ern ment, TELKOM.

b. SASAR - Ma rine Sub-com mit tee: This con sists of rep re sen ta tives of SAMSA, Transnet Na tional Ports Au thor ity, SAAF,South Af ri can Navy (SAN), Na tional Sea Res cue In sti tute (NSRI), DPLG, Ti tan Aviation and Smit Amandla Ma rine.

SOUTH AF RI CAN AREA OF SAR RE SPON SI BIL ITY

8. The RSA’s area of re spon si bil ity for SAR em braces the sea and land ar eas as in di cated in Di a gram 1 on the fol low ing page, in clud ing thein de pend ent states sit u ated therein, and cor re sponds to that as laid down by the In ter na tional Civil Avi a tion Or gani sa tion (ICAO).

SAR RE GIONS AND AS SO CI ATED RES CUE CO-OR DI NA TION CEN TRES

9. The South ern Af ri can area is di vided into two SAR Re gions (SRRs) with the con trol of SAR op er a tions in each re gion be ing cen tered atRes cue Co-or di na tion Cen tres (RCCs) namely (see Di a gram 1):

a. In land SRR - Aero nau ti cal Res cue Co-or di na tion Cen tre (ARCC), lo cated at O.R. Tambo In ter na tional Air port; and

b. Mar i time SRR - Mar i time Res cue Co-or di na tion Cen tre (MRCC), lo cated at Plattekloof, near Cape Town.

Note : Cape Town MRCC is pri mar ily con cerned with ocean SAR mis sions and air searches over the sea.

10. For mar i time pur poses SAR mis sions may be classed as:

a. OCEAN : An in ci dent in which only ships and long range air craft may be avail able al though, in the more re mote ocean ar eas,only ships may be avail able.

b. COASTAL : In ci dents in which some or all of the fol low ing may be avail able to as sist: ships, air craft, he li cop ters and shorebased life sav ing fa cil i ties.

13. The Har bour Mas ter of a sub-area is the au thor ity for co-ordinating a search and res cue op er a tion in that sub-area. There fore, any dis tresssig nal in a re gion must be re layed to the Har bour Master of that sub-area. His of fice will re lay the mes sage on to the MRCC.

14. As the above sub-ar eas are large, each pri mary co-ordinating Har bour Mas ter has within his zone one or more Sec ond ary Au thor i ties towhom SAR re spon si bil i ties can be del e gated. This del e ga tion of re spon si bil ity may only take place af ter the co-ordinating Har bour Mas ter hascon sulted the Sec ond ary Au thor ity con cerned and is sat is fied that the lat ter is more suited to han dle the par tic u lar SAR in ci dent.

15. It must be re mem bered that fi nite sea ward bound aries to the above sub-ar eas are dif fi cult to lay down. Close li ai son be tween Har bour Mas -ters and Cape Town MRCC is there fore done on a reg u lar ba sis.

16. Air craft : The South Af ri can Air Force, South Af ri can Air ways and Ti tan Aviation pro vide suit able air craft on re quest.

17. Ves sels Owned or Char tered by the State : The De part ment of En vi ron ment and Tour ism (DEAT) has two oil pol lu tion com bat ves sels,which is op er ated on their be half by Smit Amandla Ma rine. These ves sels pa trol be tween Saldanha Bay and Rich ards Bay. They can be calledupon by the Har bour Mas ter(s) con cerned, or through Smit Amandla Marine - Spe cial Ships Di vi sion. Their daily po si tions are sup plied toCape Town MRCC.

18. The SA Navy will pro vide suit able ves sels and per son nel where and when re quired. Re quests for as sis tance may be ini ti ated by the Har -bour Mas ter(s) through the Cape Town MRCC or lo cal Na val Area Com mander.

19. Transnet Na tional Ports Au thor ity will pro vide tugs and other suit able ves sels on the in struc tions of the Har bour Mas ter(s) con cerned.

20. Deep Sea Res cue Tugs : Two large, fast (20 knot) res cue tugs are op er ated by Smit Amandla Ma rine. These craft are ide ally suited forOCEAN type mis sions. Due to their ex ten sive com mu ni ca tions equip ment, hos pi tal fa cil i ties and speed they are also well suited forCOASTAL mis sions. Sur vi vor ca pac ity is + 200.

21. Na tional Sea Res cue In sti tute (NSRI) Sta tions : The NSRI op er ates Sta tions at the fol low ing lo ca tions:- Hartbeespoort Dam, Vic to riaLake, Lam bert's Bay, Club Mykonos, Ta ble Bay, Bakoven, Hout Bay, Kommetjie, Si mon’s Town, Strandfontein, Gordon's Bay, Hermanus,Agulhas, Mossel Bay, Still Bay, Witsand, Yzerfontein, Bea con Bay, Wil der ness, Knysna, Plettenberg Bay, St Fran cis Bay, Port Eliz a beth, PortAl fred, East Lon don, Port St Johns, Port Ed ward, Shelly Beach, Durban and Rich ards Bay. Aux il iary Sta tions at St Hel ena Bay,Melkbosstrand, Cof fee Bay, Kleinmond and Struisbaai. In ad di tion there is one in land op er a tion sta tion on the Vaal Dam at Deneysville.

22. NSRI Fleet : The fleet con sists of some 50 boats vary ing from 13 me tre ves sels used for deep sea op er a tions, to 3 me tre in shore res cue ves -sels. The ma jor ity of these are ei ther 5 or 7 me tre semi rigid in flat able and 8 me tre lon ger range craft.

23. NSRI Coast Watch ing Aux il iary : The NSRI Sta tions are as sisted by vol un teer “Coast Watch ers” who re port on in ci dents ob served offshore.

24. Other Ves sels : Shipmasters are obliged by cus tom, as well as Na tional and In ter na tional Stat ute, to ren der as sis tance to per sons in dis tressat sea. In such cases as sist ing ves sels are ex pected to re port their in ten tions and ac tions to the near est Har bour Mas ter via a Coastal Ra dio Sta -tion.

THE NA TIONAL SEA RES CUE IN STI TUTE

25. The South Af ri can So ci ety of Mas ter Mar i ners, in 1966, brought into be ing an in shore sea res cue ser vice sim i lar to that of the Royal Na -tional Life boat In sti tu tion of Great Brit ain. This ser vice was called the South Af ri can In shore Sea Res cue Ser vice.

26. In June 1967 the name was for mally changed to the Na tional Sea Res cue In sti tute of South Af rica (NSRI). The In sti tute’s Patron is thePres i dent.

27. The NSRI is of fi cially rec og nized in ter na tion ally and by the SAMSA as an or ga ni za tion un der tak ing Search and Res cue. Op er a tion ally itco mes un der the con trol of the SASAR Or ga ni za tion through the Har bour Masters of the sea ar eas con cerned. It op er ates in con junc tion withother means of search and res cue at the Har bour Masters’ dis posal.

28. The Head quar ters are in Cape Town. The NSRI pro vides an in shore res cue ser vice from Saldanha Bay to Rich ards Bay. The po si tions ofNSRI Sta tions are in di cated on SAN charts by the NSRI sym bol . In ad di tion to launches and boats, the NSRI op er ates “Landrover" type ve -hi cles fit ted with ra dio and res cue equip ment.

29. The main ob jec tives for which the NSRI was formed are briefly:

a. To pro vide ef fi cient life-sav ing craft at var i ous lo ca tions in spe cific zones along the coast of The RSA.

b. To es tab lish cen tres at such lo ca tions for the train ing of crews ca pa ble of man ning the life-sav ing craft at all times.

c. To en cour age all boat own ers to ac cept ad e quate safety stan dards and to ad here to rec og nized rules of con duct and sea man ship.

30. All NSRI boats are equipped with VHF ra dios and some with HF ra dios. They are con trolled by the NSRI’s own shore-based ra dio trans -mit ters op er at ing on a fre quency ex clu sive to NSRI which en sures un in ter rupted con tact dur ing search and res cue mis sions. For joint op er a -tions other fre quen cies are used as ap pro pri ate.

31. NSRI crews are all un paid vol un teers but are ad e quately in sured at the In sti tute’s ex pense.

32. Whilst the main cen tres of boat ing ac tiv ity are ad e quately cov ered other cen tres will be cov ered in due course when the need has been es -tab lished.

33. Re ports of boats or per sons in dis tress should be made di rect to the Har bour Mas ters, when pos si ble, oth er wise to the SA Po lice Servicewho will alert the Har bour Mas ters, or who ever else may be re spon si ble for alert ing the res cue ser vices in the area con cerned.

34. Con trol of NSRI Units is nor mally ex er cised by its own co-ordinators but is al ways un der the over all con trol of the Har bour Mas ters.

KWAZULU-NA TAL COAST, Shark Nets

1. The Sharks Board pres ently de ploys nets at 38 beaches along the coast line of KwaZulu-Na tal.

2. His tor i cally these nets com prised of pan els of 106 metres in length with a 6.2 me tre drop and are re ferred to as “sin gle nets”. How ever, as ithas been found that “dou ble nets” (213.5 metres) and, in some cases “tri ple nets” (304.8 metres) are more sta ble in cer tain ar eas. Var i ous con -fig u ra tions are used.

3. Sin gle nets are se cured by 2 x 35kg an chors (one on each end of the net), dou ble nets by 4 x 35kg an chors (two on each end), and tri ple netsby 6 x 35kg an chors (three on each end).

4. All nets are man u fac tured from poly eth yl ene rope and twine and are in di cated by or ange marker buoys.

5. Yel low buoys in di cate the an chor po si tions at ei ther end of the nets which are laid ap prox i mately 20 metres apart and par al lel to the coast -line be tween 200 and 300 metres off shore in ap prox i mately 11 to 15 me tre wa ter depth.

6. Ves sels pass ing these beaches are ad vised to sail at least 1 nau ti cal mile off shore to al low for safe pas sage.

SOUTH AF RICA, Off shore Un der wa ter Ob struc tions.

1. Nu mer ous un der wa ter ob struc tions - equip ment re lat ing to aban doned or sus pended well heads, an chors and other equip ment - are sit u ated on the sea bed in ar eas be tween the Or ange River and Stanger, North of Durban.

2. Per ma nent guide-bases at well heads are con structed of fer rous metal and ex tend up to a height of 4,75 m above the sea floor.See di a gram on fol low ing page.

3. These ob struc tions do not con sti tute any haz ard to sur face ves sels but pres ent a po ten tial threat to sea floor min ing and to the nets of bot tomtrawl ers. These obtructions are shown on charts of the 1: 150 000 and 1: 300 000 se ries.

4. Well head Sta tus :

A=Aban doned Well head guide-base el e va tion is 4.57m above sea floor, 3,66m di am e ter, ex cept :

* Par tially re cov ered (Tem po rary guide-base re mains) : el e va tion 0,91m** O-A1 and E-DS1 only : Well head el e va tions 1,5 m.

KWAZULU-NA TAL COAST, Shark Nets

1. The Sharks Board pres ently de ploys nets at 38 beaches along the coast line of KwaZulu-Na tal.

2. His tor i cally these nets com prised of pan els of 106 metres in length with a 6.2 metre drop and are re ferred to as “sin gle nets”. How ever, as ithas been found that “dou ble nets” (213.5 metres) and, in some cases “tri ple nets” (304.8 metres) are more sta ble in cer tain ar eas. Var i ous con -fig u ra tions are used.

3. Sin gle nets are se cured by 2 x 35kg an chors (one on each end of the net), dou ble nets by 4 x 35kg an chors (two on each end), and tri ple netsby 6 x 35kg an chors (three on each end).

4. All nets are man u fac tured from poly eth yl ene rope and twine and are in di cated by or ange marker buoys.

5. Yel low buoys in di cate the an chor po si tions at ei ther end of the nets which are laid ap prox i mately 20 metres apart and par al lel to the coast -line be tween 200 and 300 metres off shore in ap prox i mately 11 to 15 metre wa ter depth.

6. Ves sels pass ing these beaches are ad vised to sail at least 1 nau ti cal mile off shore to al low for safe pas sage.

VES SEL TRAF FIC SER VICE (VTS)

GEN ERAL NOTES.

Nav i ga tion around the South Af ri can Coast which takes place in ar eas cov ered by a Ves sel Traf fic Ser vice will be obliged to com -ply with the pro vi sions of the South Af ri can Ma rine Traf fic Act, 1981 (Act No. 2 Of 1981) Ma rine Traf fic (In shore Ves sel Traf fic Ser -vices) Reg u la tions 1999.

1. Lis ten ing Watch: All ves sels in South Af ri can wa ters are to main tain a con stant lis ten ing watch on VHF Ch 16, un less in the area of a VTS Sys tem when the watch should be on the ap pro pri ate des ig nated fre quency.

2. Nav i ga tional Safety Calls: Safety calls, com pris ing ves sels name, po si tion and in tended course of ac tion, are to be made on the fre quency in (1) above, in the event of any of the fol low ing:

a. Risk of col li sion.

b. A call from an other ves sel in di cat ing that a close quar ters sit u a tion is de vel op ing.

c. Over tak ing, or be ing over taken, in a nar row chan nel.

d. Doubt about an other ves sels in ten tions.

e. An ob struc tion or bend in the chan nel which may ob scure ap proach ing ves sels.

f. In re stricted vis i bil ity, ap proach ing charted routes or groups of ves sels.

g. If ves sel is re stricted in its abil ity to ma noeuvre.

h. Ap proach ing dredg ers and float ing plant in re stricted wa ters, which are not cov ered by a VTS sys tem.

i. Leav ing a berth, an chor age, moor ing area, etc.

j. Any other oc ca sion when a call could con trib ute to safe nav i ga tion.

3. Ves sel Traf fic Ser vices: The fol low ing in for ma tion ap plies to all South Af ri can In shore VTS sys tems (as dis tinct from the off shore sys -tem i.e. for Laden Tank ers off the Alphard Bank), un less oth er wise stated:

a. DE SCRIP TION: Par tic i pa tion in these VTS sys tems is man da tory for the fol low ing:

i. Ves sels of 15 m or more in length.

ii. Tow ing ves sels where the tow is 15 m or more in length, or the over all length of ves sel and tow is 30 m or more.

iii. Any pas sen ger car ry ing ves sels.

iv. All ves sels car ry ing dan ger ous or pol lut ant car goes.

b. PRO CE DURE: Ves sels may be re quired to re port the fol low ing in for ma tion :

i. Ves sels Name.

ii. Call sign.

iii. Po si tion.

iv. ETA of ves sel en ter ing the VTS zone.

v. Des ti na tion.

vi. ETA at des ti na tion.

vii. Whether any pol lut ant or dan ger ous goods cargo is car ried on board, or car ried on any vessel or ob ject be ing towed orpushed.

viii. ETD from a berth.

ix. ETA at a lo ca tion re quir ing a re port (such as a re port ing sys tem).

The above in for ma tion must be re ported as fol lows, when:

(1) En ter ing a VTS Zone. Fif teen min utes be fore en ter ing a VTS zone, a ves sel must ap ply for Traf fic Clear ance, stat ing: (i), (ii), (iii), (iv), (v), (vi) and (vii) above.

(2) Ar riv ing at a Re port ing in Point (RP). On ar riv ing at a Re port ing Point a ves sel must re port:(i), (iii) and (ix) above.

(4) De part ing a berth. 5 min prior to de part ing a berth a ves sel must ap ply for Traf fic Clear ance stat ing: (i), (ii), (iii),(v), (vi), (vii) and (viii) above.

(5) Im me di ately prior to de part ing a berth a ves sel must re port: (i), (iii) and (ix) above.

(6) Manoeuvers. Fif teen minutes prior to com menc ing any manoeuvre listed be low, ves sels must ap ply forTraf fic Clear ance stat ing: (i) and (iii) above plus a de scrip tion of their in tended manoeuvre.

Listed Manoeuvers

(a) Com pass ad just ment.(b) The cal i bra tion and ser vic ing of nav i ga tional aids.(c) A sea trial.(d) A dredg ing op er a tion.(e) The lay ing, pick ing up and ser vic ing of a sub ma rine ca ble or nav i ga tion mark.(f) Or any other manoeuvre that may be det ri men tal to safe nav i ga tion.

As soon as pos si ble af ter the manoeuver is com pleted, a de scrip tion of the manoeuver (just com pleted) must be com mu ni cated to the VTSCen tre.

4. IN CI DENT RE PORTS: Ves sels should immediately re port any of the fol low ing and in clude (i) and (iii) as spec i fied un der Pro ce dure.

a. An onboard fire, that may im pair safe nav i ga tion.

b. The in volve ment of the ves sel in a col li sion, ground ing or strik ing that may im pair safe nav i ga tion.

c. Any de fect to the ves sels hull, main pro pul sion equip ment, steer ing, ra dars, com pass, ra dio equip ment, an chors or ca bles thatmay im pair safe nav i ga tion.

d. Any dis charge or threat of dis charge of a pol lut ant from the ves sel.

e. An other ves sel in ap par ent dif fi culty.

f. The pres ence of any other ves sel which may im pede the move ment of other ves sels.

g. Any ob struc tion to nav i ga tion.

h. Any aid to nav i ga tion that is func tion ing im prop erly, dam aged, off po si tion or miss ing.

i. The pres ence of any pol lut ant in the wa ter.

j. Any weather con di tion which may im pair safe nav i ga tion.

Items (f), (g), and (h) need not be re ported if the in for ma tion has been pre vi ously re ported by No tices toMar i ners or Coastal NavWarnings.

5. VHF EQUIP MENT FAIL URE: In the event of VHF ra dio fail ure, the VTS Cen tre should be alerted as soon as pos si ble, by send ing ames sage by MF, RT or WT through a Coast Ra dio Sta tion (CRS) or an other ves sel, or by other means, stat ing that there is a fail ure and giv ingthe ves sel’s po si tion and des ti na tion.

CRAY FISH TRAP FISH ING

1. Fol low ing the fa tal run ning down of a fish ing craft by an un known ves sel it is deemed nec es sary to draw the at ten tion of mar i ners to the sit -u a tion ex ist ing within 3 nau ti cal miles off the South Af ri can coast from a po si tion abeam of the Or ange River to a po si tion South of CapeAgulhas, where small fish ing ves sels lay lines of, and/or in di vid ual, traps on the ocean bot tom. These traps are marked by float ing re cov erylines and marker buoys.

2. The lines are ser viced dur ing the day when the fish ing ves sel can rec og nize her marker buoys. Dur ing the night the cray fish are pro cessedwhilst the ves sel re mains at an chor or drifts with the cur rent. Dur ing this pe riod the light ing on board may be poor and a large ves sel not keep -ing a good look out could eas ily run down a small ves sel with out even be ing aware of it.

2. DGPS is pro vided as an aid to nav i ga tion, giv ing a 24 hour a day, all year round ser vice and which is broad casted from four land ref er encesta tions at the fol low ing lo ca tions :

No sin gle aid to nav i ga tion sys tem should be used in iso la tion and DGPS us ers should use all al ter na tive means avail able tocross check the in for ma tion re ceived. Us ers should also en sure that they have a re ceiver which gives suf fi cient warn ing of the com plete loss ofthe DGPS sig nal and con ver sion to GPS. Var i ous DGPS re ceiver types are avail able, some of which may not pro vide ap pro pri ate or timelywarn ings in re spect of the sys tem.

9. These re ceiv ers will tune into the stron gest avail able DGPS sig nal. The re ceiver should meet the tech ni cal stan dards of the In ter na tionalTele com mu ni ca tions Un ion (ITU) for such re ceiv ers. A com bined Bea con/GPS re ceiver with com bined an ten nae in cor po rated can also beused. With a field strength through out the cov er age area de signed to be at least 75 mi cro V per metre, the DGPS cor rec tions will be up dated atin ter vals of not more than 10 sec onds.

4. The na tional ma rine liv ing re sources of South Af rica, as well as the ma rine en vi ron ment, are na tional as sets and the her i tage of our peo ple.

5. Our ma rine re sources are lim ited. We must there fore man age them prop erly so that our peo ple will be able to ben e fit from them in the fu -ture. To do this, we need two things: re search on sub stan tial uti li za tion (how much we can take from a re source with out dam ag ing it), and con -trol over uti li za tion.

6. In terms of the Ma rine Liv ing Re sources Act (Act 18 of 1998), the De part ment of En vi ron men tal Af fairs (DEA), Branch: Oceans andCoasts is re spon si ble for the man age ment of ma rine liv ing re sources and their en vi ron ment. Part of this func tion is del e gated to other au thor i -ties (e.g. KwaZulu Na tal Na ture Con ser va tion Ser vice), and re search is some times con tracted out to other in sti tu tions.

7. In terms of the above men tioned Act, each user must pay for the right to use a ma rine re source for com mer cial, sub sis tence or rec re ationalpur poses by buy ing a per mit. These funds will be used for re search, con trol and man age ment - with out which, South Af rica’s ma rine liv ing re -sources can not be man aged ef fec tively.

No per son shall en gage in the fish ing, col lec tion or dis turb ing of any fish by means of a gaff, spear, club, flail, stick, stone or sim i lar in stru -ment, but any per son may, with the au thor ity of a per mit, catch (for own use) sole with a spear or sim i lar im ple ment in quan ti ties not ex ceed ingfive per day.

4. No per son shall en gage in fish ing, ex cept for oc to pus, cut tle fish or squid, by the jerk ing of a hook or jig in the sea (jig ging), with the in ten -tion of im pal ing the fish thereon.

Such mea sure ments in clude wind speed and di rec tion, air hu mid -ity, at mo spheric pres sure, cur rents, sea sur face tem per a ture, but also wa ter tem per a ture at var i ous depths to 500 metres. All buoys trans mittheir po si tions along with the data.

2. Both drift ing and moored buoys pro vide valu able in for ma tion to many com mu ni ties, in clud ing fish er man and mar i ners.

What are the buoys used for?

Weather fore casts. Me te o ro log i cal mod els rou tinely as sim i late ob ser va tions from var i ous sources (in clud ing sat el lites, weather bal loons, land sta tions, ships and data buoys) around the planet to make their na tional fore casts. Buoy data are cru cial be cause they are de ployed in ocean ar eas where no other source of valu able data is avail able.

Ma rine fore cast. For sim i lar rea sons, buoy data are es sen tial for pro duc ing im proved ma rine fore casts.

As sis tance to fish er ies. Sea sur face tem per a ture is an im por tant tool to find many dif fer ent spe cies of fish. The buoys pro vide fur ther in -for ma tion to weather cen ters, which pro duce charts of sea sur face tem per a ture and dis trib ute them to fish er man. Know ing where to lookfor fish saves both fuel and time. Us ing data buoys and other in stru ments such as subsurface floats, ocean o graphic mod els now per mitthe pre dic tion of the im pact of EL NINO events and other sig nals on the ocean en vi ron ment, these pre dic tions can help fish er man to plantheir op er a tion in ad vance.

Cli mate pre dic tions, me te o ro log i cal and ocean o graphic re search. Re searches use the data from the buoys to learn how to pre dict fu -ture changes in the worlds cli mate. For ex am ple, buoys were de ployed to learn how to pre dict the EL NINO / South ern Os cil la tion phe -nom e non which causes dis rup tions in the ocean sur face winds and the up per ocean tem per a ture pat tern and leads to sea sonal cli matevari a tions and changes in fish mi gra tion pat terns in many ar eas of the world oceans.

SUB MA RINE CA BLES AND PIPE LINES - Avoid ance of and As so ci ated Dan gers

1. Mar i ners should be aware of the need to avoid an chor ing, trawl ing, fish ing, dredg ing, drill ing or car ry ing out any ac tiv ity close to sub ma -rine ca bles and pipe lines. Dam age to tele com mu ni ca tion ca bles can lead to ex ten sive dis rup tion of in ter na tional com mu ni ca tions, whilst dam -age to power ca bles will in ter rupt elec tric ity sup ply. Pipe lines may con tain flam ma ble oil or gas un der pres sure; a ves sel caus ing dam age to apipe line could face an im me di ate haz ard ei ther by loss of buoy ancy due to gas aer ated wa ter or by fire/ex plo sion, and re sult in an en vi ron men -tal haz ard. Such dam age to a sub ma rine ca ble or pipe line can lead to pros e cu tion.

2. If a sub ma rine ca ble is fouled whilst an chor ing, fish ing or trawl ing, ev ery ef fort should be made to dis en gage from the ca ble by nor malmeth ods, with out caus ing dam age. If these ef forts fail, the an chor/gear/trawl should be slipped and aban doned. Par tic u lar care should be ex er -cised should a ves sel’s trawl/fish ing gear foul a ca ble and raise it from the sea bed. This may lead to a cap size sit u a tion due to the ex ces sive load. Be fore any at tempt to slip or cut gear from the ca ble is made, the ca ble should first be low ered to the sea bed.

3. SUB MA RINE CA BLES SHOULD NEVER BE CUT, as this is likely to en dan ger life or cause se ri ous in jury. All power ca bles and mosttele com mu ni ca tion ca bles carry high volt ages.

4. Sub ma rine pipe lines are not al ways bur ied and their pres ence may ef fec tively re duce the charted depth by as much as 2 metres. Wherepipe lines are close to gether, only one may be charted. Pipe lines may span across sea bed un du la tions; the size and po si tions of such spans arenot con stant and may vary due to tide and wave ac tion. It is pos si ble for fish ing gear to be come snagged un der a pipe line so that it is ir re cov er -able, which could pres ent a se ri ous haz ard to the fish ing ves sel. In the event that mas ters or skip pers sus pect they have fouled a pipe line withgear or an chors, they should not place ex ces sive weight on their gear, which could dam age the pipe line and en dan ger their ves sel and crew.

5. In ci dents in volv ing the foul ing of sub ma rine ca bles or pipe lines should be re ported im me di ately to the ap pro pri ate au thor i ties. In mostcases this will be the near est Coastal Ra dio Sta tion, who should be con tacted and ad vised as to the na ture of the prob lem and the po si tion of theves sel.

1. Di a monds were found on the Namibian coast in the Lüderitz area in 1908. In 1961 spe cially equipped barges started pro cess ing gravel re -cov ered from the sea-bed. A con sid er able num ber of ves sels, some of whom are very large, can be en coun tered work ing fairly close in shorefrom Sad dle Hill (Ap prox i mate po si tion 25° 55' S 014° 55' E ) to Nee dle Point (Ap prox i mate po si tion 27° 40'.5 S 015° 31'.5 E).

2. Mar i ners are warned of pos si ble ex is tence of lost min ing gear, an chors and float ing ropes which may be en coun tered within the area de mar -cated on the rel e vant charts. Ex treme cau tion must be ex er cised when transiting and es pe cially trawl ing through this area.

3. Ma rine Min ing Ves sels (Dredg ers)(MMVs) are nor mally moored by a four an chors spread. These large an chors may be marked by un litbuoys. These ves sels move up to five ca bles within the an chor spread, mar i ners are ad vised to keep at least 1500 metres clear of MMVs.

4. MMVs, when on sta tion and work ing, are re quired to ex hibit the lights and shapes as pre scribed by Rule 27 of the In ter na tional Reg u la -tions for Pre vent ing Col li sions at Sea, 1972 (as amended) (Colregs 72).

CEN TRE (MRCC), AND OTHER AF FECTED PER SONS

1. In ac cor dance with reg u la tion XI-2/9 of the In ter na tional Con ven tion for the Safety of Life at Sea, 1974, and para graph B/4.39 of the In ter -na tional Ship and Port Fa cil ity Se cu rity (ISPS) Code, the Di rec tor-Gen eral: Trans port has, un der the Mer chant Ship ping (Mar i time Se cu rity)Reg u la tions, 2004, de ter mined the fol low ing re quire ments for pre-ar rival and pre-en try in for ma tion. 2. Pre-ar rival in for ma tion is re quired from for eign pas sen ger ships, cargo ships of 500 or more gross ton nage and mo bile off shore drill ing units (MO DUs) on in ter na tional voy ages bound for South Af ri can ports.

3. Pre-en try in for ma tion is re quired from for eign-go ing South Af ri can pas sen ger ships, cargo ships of 500 or more gross ton nage and

MO DUs bound for a South Af ri can port.

4. These re quire ments do not ap ply to fish ing ves sels, ves sels used solely for sport or rec re ation, gov ern ment ships en gaged solely onnon-com mer cial voy ages, coast ing ships, and ships transiting South Af rica’s ter ri to rial wa ters, in clud ing ships call ing off-lim its at a South Af ri can port for the trans fer of stores, crew, etc. How ever, for ships call ing off-lim its vol un tary com pli ance is en cour aged and may avoid

de lay in the event, for ex am ple, of trans fer op er a tions hav ing to be done within port lim its be cause of ad verse weather con di tions.

5. The for mat and con tent of the pre-ar rival/pre-en try in for ma tion re port is given in the An nex. Mas ters are ad vised to ex er cisecare when draft ing re ports, par tic u larly when us ing a sin gle / or dou ble //. The re port com prises groups of words and num bers iden ti fiedby a pre fix, with a dou ble // used to sep a rate the groups and a sin gle / used to sep a rate words or num bers within a group.

6. The re port must be made at least 96 hours be fore the ship’s ex pected time of ar rival (ETA) at the first South Af ri can port. Ifthe ship is ar riv ing from a for eign port where the voy age time be tween ports is less than 96 hours, the mas ter must en sure that the pre-ar -rival/pre-en try in for ma tion is sent in com pli ance with the 96 hour re quire ment and up dated when the ship clears the last for eign port.

7. An amended re port must be made if:

1. the ETA date for the ship changes. How ever, a change in time on the same day need not be re ported; or 2. there has been a ship to ship or ship/port in ter face af ter the orig i nal re port was made; or 3. any other in for ma tion in the orig i nal re port changes.

8. Re ports are not re quired from ships mak ing voy ages be tween South Af ri can ports (i.e. coast ing). How ever, if a ship makes a voy age to aport in an other coun try (e.g. to Maputo–Mo zam bique or Walvis Bay–Namibia), a pre-ar rival/pre-en try in for ma tion re port must be made be -fore any sub se quent call at a South Af ri can port. Also, when a ship is coast ing be tween South Af ri can ports and in ter faces with an other shipbe tween ports, the mas ter must trans mit a pre-ar rival/pre-en try in for ma tion re port as soon as pos si ble but at least 5 hours be fore the ship’sETA.

9. The Mar i time Res cue Co or di na tion Cen tre (MRCC) in Cape Town is the first point of con tact for pre-ar rival/pre-en try in for ma tion.The pre-ar rival/pre-en try in for ma tion re port must be in Eng lish and in writ ing and is to be trans mit ted to the MRCC via CapeTown Ra dio. The MRCC will only ac cept re ports di rectly from the ship via Cape Town Ra dio; no re ports by voice com mu ni ca tion will

be ac cepted.

10. The pre ferred means of ship to shore com mu ni ca tion for pre-ar rival/pre-en try in for ma tion re ports is via telex. The telex sys tem as suresre ceipt of the mes sage at Cape Town Ra dio. The re port can be trans mit ted on telex num ber 095 511600 or al ter na tively on 095 521846.(The pre fix 095 is the in ter na tional di al ling code). If Inmarsat C is used, the ship’s of fi cer can con firm re ceipt by se lect ing the op tion “re -quest de liv ery con fir ma tion” on the ship’s ter mi nal. A ship’s agent can also con firm re ceipt 6 hours af ter trans mis sion by con tact ing CapeTown Ra dio on the help line 0800 222 208.

11. Trans mis sion by means other than telex has re sulted in com mu ni ca tion dif fi cul ties that, in turn, have caused de lays to ships. In ex cep -tional cases such as faulty or un avail able sat el lite telex, Cape Town Ra dio will ac cept a for warded e-mail mes sage from a ship’s agent, pro -vided the agent con firms re ceipt of the e-mail with Cape Town Ra dio — Cape Town Ra dio will not for ward an e-mail mes sage to the MRCCwith out this con fir ma tion. When e-mail is used, re ports must not be sent as e-mail at tach ments but must be in the e-mail body text be -

cause the Cape Town Ra dio IT sys tem strips at tach ments from e-mails. Cape Town Ra dio’s e-mail ad dress is [email protected].

13. The MRCC does not se cu rity-clear ships. Its func tion is to check pre-ar rival/pre-en try in for ma tion re ports to en sure rel e vance andcom plete ness. The MRCC will com mu ni cate with a ship, via Cape Town Ra dio, if it has any que ries about the ship’s re port. The MRCCfor wards checked re ports to the Mar i time Se cu rity Co-or di na tion Cen tre (MSCC), which is re spon si ble for in form ing Port Se cu rity Of fi -cers (PSO) about ships’ se cu rity clear ance sta tus. Ships’ agents should there fore ob tain se cu rity clear ance in for ma tion from the rel e -

vant PSO di rectly.

14. Mas ters are cau tioned that fail ure to trans mit timeously com plete and cor rectly for mat ted pre-ar rival/pre-en try in for ma tioncould re sult in de lays and, in ap pro pri ate cases, de nial of port en try (see Ma rine No tice No. 12 of 2008). Ships whose mas ters re fuse

to give pre-ar rival/pre-en try in for ma tion will be de nied port en try.

15. In the in ter ests of safety all ships are en cour aged to par tic i pate in the South Af ri can Ship Re port ing Sys tem (SAFREP). This sys temas sists in search and res cue by pro vid ing up-to-date ship ping in for ma tion in the event of a mar i time ca su alty. It is mod elled on IMO Res -o lu tion A.851(20) re gard ing gen eral prin ci ples for ship re port ing re quire ments and makes use of move ment re ports, sub mit ted to CapeTown Ra dio, from ships within the South Af ri can search and res cue re gion. 1. South Af rica has im ple mented the Mar i time Se cu rity re quire ments con tained in Chap ter XI-2 of the In ter na tional Con ven tion for theSafety of Life at Sea, 1974, and the In ter na tional Ship and Port Fa cil ity Se cu rity (ISPS) Code through the Mer chant Ship ping (Mar i time Se -cu rity) Reg u la tions, 2004. These reg u la tions ap ply to South Af rica’s eight ma jor ports, namely Saldanha Bay, Cape Town, Mossel Bay, PortEliz a beth, Ngqura, East Lon don, Durban, and Rich ards Bay. They also ap ply to pas sen ger ships, cargo ships of 500 or more gross ton nageand mo bile off shore drill ing units (MO DUs) on in ter na tional voy ages. How ever, they do not ap ply to fish ing ves sels, ves sels used solely forsport or rec re ation, gov ern ment ships en gaged solely on non-com mer cial voy ages, coast ing ships and ships transiting South Af rica’s ter ri to -rial wa ters.

2. The South Af ri can Mar i time Safety Au thor ity (SAMSA) is re spon si ble for ap prov ing ship se cu rity plans for South Af ri can ships for ver i -fy ing com pli ance with plans and for is su ing the In ter na tional Ship Se cu rity Cer tif i cate (ISSC) and Con tin u ous Syn op sis Re cord (CSR).

3. Se cu rity Level 1 ap plies in South Af rica’s ter ri to rial wa ters. Any change of se cu rity level or its area of ap pli ca tion will be no ti fied by Ma -rine No tice, Nav i ga tional Warn ing and No tices to Mar i ners.

Port se cu rity

4. Se cu rity Level 1 is the de fault se cu rity level ap ply ing to South Af rica’s seven ma jor ports (and the port fa cil i ties in these ports). Anychange of se cu rity level will be de clared by the Di rec tor-Gen eral: Trans port, who is re quired to give proper no tice of the dec la ra tion.

5. In ac cor dance with Reg u la tion XI-2/9 of the In ter na tional Con ven tion for the Safety of Life at Sea, 1974, and para graph B/4.39 of the In -ter na tional Ship and Port Fa cil ity Se cu rity (ISPS) Code the Di rec tor-Gen eral: Trans port has un der the Mer chant Ship ping (Mar i time Se cu -rity) Reg u la tions, 2004, de ter mined the re quire ments for pre-ar rival and pre-en try in for ma tion. The full of fi cial text of the de ter mi na tionis pub lished by Gov ern ment No tice No. R. 1412 in Gov ern ment Ga zette No. 27048 of 10 De cem ber 2004.

6. Pre-ar rival in for ma tion is re quired from for eign pas sen ger ships, cargo ships of 500 or more gross ton nage and mo bile off shore drill ingunits (MO DUs) on in ter na tional voy ages bound for South Af ri can ports.

7. These re quire ments do not ap ply to fish ing ves sels, ves sels used solely for sport or rec re ation, gov ern ment ships en gaged solely onnon-com mer cial voy ages, coast ing ships, and ships transiting South Af rica’s ter ri to rial wa ters, in clud ing ships call ing off-lim its at a SouthAf ri can port for the trans fer of stores, crew, land ing an ill crew mem ber, etc. How ever, for ships call ing off-lim its vol un tary com pli ance isen cour aged and may avoid de lay in the event, for ex am ple, of trans fer op er a tions hav ing to be done within port lim its be cause of ad verseweather con di tions.

8. Re ports are not re quired from ships mak ing voy ages be tween South Af ri can ports (i.e. coast ing). If a ship makes a voy age to a port in an -other coun try (e.g. Maputo - Mo zam bique or Walvis Bay - Namibia), a pre-ar rival/pre-en try in for ma tion re port must be made be fore anysub se quent call at a South Af ri can port. Also, when a ship is coast ing be tween South Af ri can ports and in ter faces with an other ship be tweenports, the mas ter must trans mit a pre-ar rival/pre-en try in for ma tion re port as soon as pos si ble, but at least 5 hours be fore the ship’s ETA.

9. The for mat and con tent of the pre-ar rival/pre-en try in for ma tion re port is given in An nex A. Mas ters are ad vised to ex er cise carewhen draft ing re ports, par tic u larly when us ing a sin gle / or dou ble //. The re port com prises groups of words and num bers iden ti fied by a pre -fix, with a dou ble // used to sep a rate the groups and a sin gle / used to sep a rate words or num bers within a group. It should be noted that in thefor mat of the re port field “B” is the time of mak ing the re port and field “J” is the ETA at the first port of call. There should be at least a 96hours dif fer ence in the times.

10. The re port must be made at least 96 hours be fore the ship’s ex pected time of ar rival (ETA) at the first South Af ri can port. If theship is ar riv ing from a for eign port where the voy age time be tween ports is less than 96 hours, the mas ter must en sure that the pre-ar -rival/pre-en try in for ma tion is sent in com pli ance with the 96 hour re quire ment and up dated when the ship clears the last for eign port.

11. An amended re port must be made if:

1. the ETA date for the ship changes. How ever, a change in time on the same day need not be re ported; or

2. there has been a ship-to-ship or ship/port in ter face af ter the orig i nal re port was made; or

3. any other in for ma tion in the orig i nal re port changes, ex clud ing those noted in 11.1.

12. The Mar i time Res cue Co or di na tion Cen tre (MRCC) in Cape Town is the sec ond point of con tact for pre-ar rival/pre-en try in for ma tion.The pre-ar rival/pre-en try in for ma tion re port must be in Eng lish and in writ ing, and is to be trans mit ted to the MRCC via CapeTown Ra dio, (the first point of con tact). The MRCC will only ac cept re ports di rectly from the ship via Cape Town Ra dio; no re ports byvoice com mu ni ca tion will be ac cepted. The role of the MRCC is to scru ti nise re ports for cor rect ness and com plete ness.

13. The MRCC does not se cu rity-clear ships. Its func tion is to check pre-ar rival/pre-en try in for ma tion re ports to en sure rel e vance and com -plete ness. If MRCC has any que ries re gard ing the ship’s re port, it will com mu ni cate with the ship via Cape Town Ra dio. The MRCC for -wards checked re ports to the Mar i time Se cu rity Co-or di na tion Cen tre (MSCC), which is re spon si ble for in form ing port se cu rity of fi cers(PSO) about ships’ se cu rity clear ance sta tus. Ships’ agents should, there fore, ob tain se cu rity clear ance in for ma tion from the rel e vantPSO di rectly.

14. The pre ferred means of ship-to-shore com mu ni ca tion for pre-ar rival/pre-en try in for ma tion re ports is via telex. The telex sys tem as sures re ceipt of the mes sage at Cape Town Ra dio. The re port can be trans mit ted on telex num ber 095 511600 or al ter na tively on 095 521846.(The pre fix 095 is the in ter na tional di al ing code). If Inmarsat C is used, the ship’s of fi cer can con firm re ceipt by se lect ing the op tion “re quest de liv ery con fir ma tion” on the ship’s ter mi nal. A ship’s agent can also con firm re ceipt 6 hours af ter trans mis sion by con tact ing Cape TownRa dio on the help line 0800 222 208.

15. Trans mis sion by means other than telex has re sulted in com mu ni ca tion dif fi cul ties which, in turn, have caused de lays to ships. Only inex cep tional cases such as faulty or un avail able sat el lite com mu ni ca tion, will Cape Town Ra dio ac cept a for warded e-mail mes sage from aship’s agent (pro vided the agent con firms re ceipt of the e-mail with Cape Town Ra dio). Cape Town Ra dio will not for ward an e-mail mes -sage to the MRCC with out this con fir ma tion. When e-mail is used, re ports must not be sent as e-mail at tach ments, but must be in thee-mail body text be cause the Cape Town Ra dio IT sys tem strips at tach ments from e-mails. Cape Town Ra dio’s e-mail ad dress [email protected]

16. Pre-ar rival/pre-en try in for ma tion re quired by this no tice for mar i time se cu rity pur poses is sim i lar to port en try in for ma tion re quired bythe Transnet Na tional Ports Au thor ity (TNPA) for berth plan ning pur poses. How ever, the for mat and use of this in for ma tion dif fers con sid -er ably. Mas ters and agents are ad vised to en sure that in for ma tion for the MRCC is not con fused with that re quired by the TNPA.

17. Mas ters are cau tioned that fail ure to timeously trans mit com plete and cor rectly for mat ted pre-ar rival/pre-en try in for ma tionmay re sult in de lays and, in ap pro pri ate cases, de nial of port en try. Ships whose mas ters re fuse to give pre-ar rival/pre-en try in for -ma tion will be de nied port en try.

A ship un der threat in the ter ri to rial wa ters can com mu ni cate with the MRCC, who will for -ward the alert to the ap pro pri ate au thor i ties. 20. A ship un der threat at a South Af ri can port can com mu ni cate with the lo cal Port Con trol, the PSO, PFSO or the MRCC.

21. A ship se cu rity alert sig nal from a for eign flagged ship will go to the ship owner or flag State and will only be re ceived by the MRCC ifthe flag State or owner for wards the alert to the MRCC.

SAFREP

22. In the in ter ests of safety all ships are en cour aged to par tic i pate in the South Af ri can Ship Re port ing Sys tem (SAFREP). This sys tem as -sists in search and res cue by pro vid ing up-to-date in for ma tion on ship ping in the event of a mar i time ca su alty. It is mod elled on IMO Res o lu -

It makes use of move ment re ports sub mit ted to Cape TownRa dio by ships within the South Af ri can search and res cue re gion. Par tic i pa tion in the sys tem is vol un tary. In for ma tion re gard ing SAFREPmay be found in the Ad mi ralty List of Ra dio Sig nals.

An chor ing out side port lim its

23. Mas ters, own ers and op er a tors are re minded that it is an of fence in terms of the Ma rine Traf fic Act, 1981, to an chor or stop a ship (for re -pairs or oth er wise) in South Af rica’s ter ri to rial or in ter nal wa ters out side port lim its with out per mis sion from SAMSA. Per mis sion to an chor or stop may be ob tained by sub mit ting to the MRCC a pre-ar rival in for ma tion re port to gether with a re quest to an chor or stop. The MRCCwill for ward the re quest to the lo cal Prin ci pal Of fi cer for de ci sion.

24. A ship that has to an chor or stop in an emer gency must in form SAMSA as soon as pos si ble, but at least within one hour af ter an chor ing orstop ping. Mas ters are re minded that SAMSA has the au thor ity, even in an emer gency, to set con di tions for an chor ing or stop ping.

IN STRUC TIONS

1. This form and its in struc tions have been de signed to help both the sender and the re cip i ent. It should be used, or fol lowedclosely, when ever ap pro pri ate. Form SAN HO-16a lists the in for ma tion re quired for South Af ri can Sail ing Di rec tions andshould be used as an aide mem oir to this form if nec es sary. Mar i ners are re quested to no tify the Hy drog ra pher of the SouthAf ri can Navy, when new or sus pected dan gers to nav i ga tion are dis cov ered, changes ob served in aids to nav i ga tion, or cor -rec tions to pub li ca tions seen to be nec es sary. The Mar i ner’s Hand book (NP 100) Chap ter 8 gives gen eral in struc tions. Thepro vi sions of in ter na tional and na tional laws should be com plied with when for ward ing such re ports.

2. When a po si tion is de fined by sex tant an gles or bear ings (true or mag netic be ing spec i fied) more than two should be used in or der to pro vide a check. Dis tances ob served by ra dar should be quoted if avail able. Lat i tude and lon gi tude should onlybe used spe cif i cally to po si tion the de tails when they have been fixed by as tro nom i cal ob ser va tions or GPS and a full de -scrip tion of the method, equip ment and da tum (where ap pli ca ble) used should be given.

3. A cut ting from the larg est scale chart is the best me dium for for ward ing de tails, the al ter ations and ad di tions be ing shown thereon in red. When re quested, a new copy will be sent in re place ment of a chart that has been used to for ward in for ma tion, or when ex ten sive ob ser va tions have in volved de face ment of the ob server’s chart. If it is pre ferred to show the amend mentson a trac ing of the larg est scale chart (rather than on the chart it self) these should be in red as above, but ad e quate de tailsfrom the chart must be traced in black ink to en able the amend ments to be fit ted cor rectly.

4. When soundings are ob tained and a pa per echo sound ing trace is avail able, the echo sound ing trace should be markedwith times, depths, etc., and for warded with the re port. It is im por tant to state whether the echo sounder is set to reg is terdepths be low the sur face or be low the keel; in the lat ter case the ves sel’s draught should be given. Time and date should begiven in or der that cor rec tions for the height of the tide may be made where nec es sary. The make, name and type of theecho sounder should also be given.

5. Mod ern echo sound ers fre quently re cord sig nals from ech oes re ceived back af ter one or more ro ta tions of the sty lus have been com pleted. Thus with a set whose max i mum range is 500m, an echo re corded at 50m may be from depths of 50m,550m or even 1050m. Soundings re corded be yond the set’s nom i nal range can usu ally be rec og nized by the fol low ing:

(a) the trace be ing weaker than nor mal for the depth re corded,(b) the trace pass ing through the trans mis sion line,(c) the feath ery na ture of the trace.

As a check that ap par ently shoal soundings are not due to ech oes re ceived be yond the set’s nom i nal range, soundings should be con tin ued un til rea son able agree ment with charted soundings is reached. How ever, soundings re ceived af ter one or morero ta tions of the sty lus can still be use ful and should be sub mit ted if they show sig nif i cant dif fer ences from charted depths.

6. Re ports which can not be con firmed or are lack ing in cer tain de tails should not be with held. Short com ings should bestressed and any firm ex pec ta tion of be ing able to check the in for ma tion on a suc ceed ing voy age should be men tioned.

7. Re ports of shoal soundings, un charted dan gers and nav i ga tional aids out of or der should, at the mar i ner’s dis cre tion, also be made by ra dio to the near est coast ra dio sta tion. The draught of mod ern tank ers is such that any un charted depth un der 30 metres may be of suf fi cient im por tance to jus tify a ra dio mes sage.

8. Port in for ma tion should be for warded on Form SAN HO-16a to gether with Form SAN HO-16. Where there is in suf fi -cient space on the form an ad di tional sheet should be used.

Note : An ac knowl edge ment or re ceipt will be sent and the in for ma tion then used to the best ad van tage which may meanim me di ate ac tion or in clu sion in a re vi sion in due course. When a No tice to Mar i ners is is sued, the sender’s ship or name isquoted as au thor ity un less (as some times hap pens) the in for ma tion is also re ceived from other au thor i ties. Fur ther com mu ni -ca tion should only be ex pected when the in for ma tion is of out stand ing value or has un usual fea tures.
