City Council City of Hillsboro, Texas Minutes of Regular Meeting March 5, 2019 Present: Eric Fleming, Councilmember Frank Johnson, City Manager Andy Smith, Mayor Pro Tern Tony Cain, Asst. Warren, City Secretary Mayor Edith Omberg was absent. Mayor Pro Tem Andy Smith called the meeting to order at 6: 01 p. m. Councilmember David Skelton arrived at 6: 07 p. m. ( after the vote on the minutes, approval of bills and agenda item# 7- second reading of an ordinance.) The Invocation was given by Rev. Peter Zarate of Risen Church, Hillsboro. Mayor Pro Tern Smith led the Pledge of Allegiance. Hear Statements from Persons Wishing to Address the Council. No one addressed Council at this time. Consent Agenda Deliberate and Act on the Approval of the Minutes for the Regular Meeting on February 19, 2019. Deliberate and Act on the Approval of Bills. On motion by Councilmember Robinson and second by Councilmember Fleming the consent agenda was approved. On roll call the following votes were cast: Ayes: Fleming, Smith, Robinson, Zarate, Johnson Nays: None Absent: Skelton Regular Agenda Hold a Public Hearing, Second Reading of an Ordinance, Deliberate and Act on Amending Ordinance No. 02002- 12- 3, Comprehensive Fee Schedule, Adopted on December 17, 2002 as Amended, by Amending Department 32, Sanitation Services. City Manager Frank Johnson explained that City Council approved the agreement with Republic Services of Itasca for Waste Management Service at the February 19, 2019 City Council Meeting by authorizing R2019- 02- 06. This item was a companion item to the agreement with Republic Services for Waste Materials Management. The agreement included a change in rates that needed n to be incorporated into the Rate Ordinance. The monthly Brush Surcharge for residential customers will be eliminated and a recycling processing charge will be added, which will result in an overall decrease in the Solid Waste Disposal charge for residential customers of approximately 1. 33. tower project. The overall impact is that residential customers who use 4, 000 gallons of water a

month or less will see a small savings on their monthly bill. Residential customers who use 4, 000gallons a month or more will see anywhere from a slight increase to a larger increase dependingon how much water they use each month. The following information was provided to CityCouncil in the Council packets prior to the meeting. The below rate schedule was " Exhibit A" tothe ordinance which include administrative costs added by the City. ( Rate schedule will go into

effect April 1, 2019.)

With no further questions or comments from the Councilmembers, the Mayor Pro Tern opened

the Public Hearing at 6: 05 p.m. and no one spoke for or against the proposed ordinance. The

Public Hearing was closed at 6: 06 p.m. and the Mayor declared the final reading of the ordinancecompleted. The first reading on the ordinance was held at the February 19, 2019 Council meeting.On motion by Councilmember Robinson and second by Councilmember Johnson the ordinancewas approved.

Ordinance No. 02019- 03- 04

Deliberate and Act on a Resolution Approving an Agreement By and Between the City ofHillsboro and the Hillsboro Sports Association and Authorizing the City Manager toNegotiate and Execute All Necessary Documents.Supt. of Parks John Graham said told Council that Council passed Resolution No. R2018- 03- 09 at

the March 6, 2018 Regular City Council Meeting and approved entering into an agreement withthe Hillsboro Sports Association for the 2018 season providing the Association would contribute

1, 300 per month for a part-time employee, up to three months through the 2018 season.The arrangement has benefited both the HSA and the City and it was the recommendation of theParks Board and Staff that the agreement be continued through the 2019 season. The city hires theemployee through the Top Notch Employment Agency and the job lasts through the baseballseason.

On motion by Councilmember Johnson and second by Councilmember Fleming the resolutionwas approved.

Hear and Deliberate on City Manager' s Report on:a) Street Improvements — The Street Department around two weeks ago started saw cutting

on the worst sections of Old Brandon Road with the plan to use hot mix asphalt and do

large spot- repairs.

b) Main Street — It was noted that TxDOT was working on the handicapped areas of theion intersections in the Main Street area of downtown. Staff was asked by Council to present

options regarding the stop light not working on the intersection of Church and FranklinStreets.

c) Community Appearance — The Fire Department continues to identify houses that can beused for training purposes. These homes are demolished and the debris is pushed into

piles and scooped into roll- offs. Steady progress is being made to pick up the roll- offs.d) Local History and Genealogy Library and Building for Antique Fire Engines —

Architect Norman Alston will be at Historic City Hall on Thursday of this week to inspectthe building and make measurements for design drawings. He is working within themilestones discussed in the contract schedule.

e) Discuss Possible Dates For a City Council Workshop— There will be a City CouncilWorkshop on April 2, 2019 at 6: 15 p. m. - after the Regular City Council Meeting whichstarts at 6: 00 p. m.

Hold a Closed Session Under the Provisions of Section 551. 072 of Government CodeDeliberations Regarding Real Property) and Section 551. 087 of Government Code

Deliberations Regarding Economic Development) Concerning Project 4/ 10.Mayor Pro Tern Smith announced the City Council would begin its Executive Session at 6: 28p.m. with all Councilmembers present except Mayor Edith Omberg.

Reconvene in Open Session.

The Council reconvened at 6: 51 p.m. with all Councilmembers present except Mayor EdithOmberg.

Deliberate and Act on Matters Discussed in the Executive Session, if Any.Councilmember Eric Fleming made a motion to authorize the City Manager and City Attorney toproceed with preparation of an agreement associated with Project 4/ 10 and authorize the CityManager to negotiate and execute all necessary documents. Second by CouncilmemberRobinson.
