FROM: Larry M. Foster, Director of Schools DATE: May 13, 2015 RE: Report to County Commission Listed below are informational items that may be of interest to you. The April 2015 board minutes are attached for review. We are nearing the end of another school year with the last day of school on Tuesday, May 26. It will be an abbreviated day with no buses running. Students have completed mandated testing – TCAP in April and May in grades 3 – 8. This is the last year for TCAP tests. Next year, students will be assessed by the new TNReady assessment tool that is aligned with the new standards. Students are adapting to utilizing technology devices for testing. Students are now testing on devices in Science, Math, Reading, Language Arts and Social Studies, plus a writing assessment. High school students have completed mandated End of Course (EOC) tests in Algebra I, Algebra II, English I, English II, English III, Biology I and Chemistry I. These are required tests for graduation. In addition, the following tests are administered: ACT Explore, ACT Plan and ACT. Teachers spend a tremendous amount of time testing throughout the year. GRADUATION Congratulations are in order for 514 students graduating from our school system this weekend. Twenty-three students will graduate from Clinch River Community School on Friday, May 15 at 6:00 PM. Graduation exercises will be held in their gym. Students from Clinton High School, Anderson County High School and the Bridge Academy are slated to graduate on Sunday, May 17 at Thompson Boling Arena. Clinton High School’s graduation exercises begin at 1:30 PM; the Bridge Academy’s graduation ceremony will take place in the Ray Mears Room at Thompson Boling Arena at 3:30 PM and Anderson County High School’s graduation exercises will begin at 4:30 PM. You

are invited to help celebrate with parents and staff this great accomplishment in their life’s journey. Eighty-two percent of our students plan to attend post-secondary education and training. Thank you for your contribution in providing scholarships for our students. Anderson County Schools’ students received over $9.2 million dollars in potential scholarships. RECOGNITION The Anderson County High School FFA Chapter recently placed first in the Tennessee FFA Food Science and Technology Career Development Event (CDE). The event was held at the University of Tennessee, Knoxville. Team members in the photo below from left to right are Lewis Webber, Hunter Poore, Taylor Brown and Jacob Wheeler. The team is led by their FFA advisor Philip Warfield. Hunter Poore was first high individual in Tennessee, Taylor Brown second high individual in Tennessee. Lewis Webber and Jacob Wheeler tied for 4th and 5th high individual's overall in Tennessee. These students will compete in the national CDE in October 2015. The Food Science and Technology CDE requires students to have an in-depth understanding of food product development and presentation; and food safety and food quality issues. Each team participates in a timed team product development project, and each individual participates in practicums involving food sensory evaluation and food safety and sanitation as well as a written exam.

ACHS FFA

The Clinton High School FFA Land Judging Team competed for the first time in Clinton High School history in the National FFA Land Judging competition in Oklahoma City May 5 – 7. Senior member David Gentry placed 6th in the Land Judging competition against 450 FFA and 4H members from around the nation. He was awarded a medal on stage at the awards banquet held at the National Cowboy and Western Heritage Museum on Thursday, May 8. David placed 7th overall in the National Homesites contest and his fellow teammates, Ryan Winchester, Matthew Hibben, and Kaleb White placed 26th against 98 teams from across the country. The team was led by Ag Instructor Rodney Mann. BUDGET The Anderson County Board of Education conducted a budget workshop on Monday, May 11 and added the following to the original budget document which was $893,734 out of balance:

In addition, the budget committee approved a proposal for ten cents to be set aside for technology. This would be similar to the two cents set aside for industrial development. The breakdown for the four percent raise is:

I have attached a spreadsheet showing raises provided in the past ten years and a cumulative salary over a lifetime comparison of surrounding school districts. Even with a four percent raise, Anderson County still lags behind other school systems in our area. The board met on May 12, 2015 in a joint workshop with the Anderson County Commission’s budget committee to discuss possible alternatives to the proposed school budget. Both parties agreed to meet again before the budget is approved.

VI. COMMENTS FROM THE CHAIR

A. A copy of the written board attorney report was provided to board members. Motion by Jo Wiliams and seconded by Don Bell to go into Executive Session at 6:33 PM. Motion carried. Meeting reconvened at 6:46 PM.

Motion by Dail Cantrell and seconded by Rickey Rose to give board attorney Sal Varsalona authority to enter an Agreed Order of Compromise and Dismissal in Wagner, et al., v Haslam, et al., as long as there are no monetary damages or assessments. Motion carried.

VII. DIRECTOR’S REPORT

A. Something Good – Dutch Valley Elementary School teachers Dorothy McAfee and Kelly McDonough described “Pioneer Time,” an intervention and enrichment program held every day at Dutch Valley for 30 – 45 minutes. They follow core, science, and social studies enrichment programs and have noticed their students using higher vocabulary content, complex sentences and improving their skills.

B. Dutch Valley Elementary School was awarded the Golden Broom Award

C. Graduation ceremonies will be held May 17, 2015; CHS at 1:30, Innovation Academy at 3:30 and ACHS at 4:30 PM at Thompson Boling Arena.

D. Angela Merryman presented a Gear UP update and stated the system has drastically increased the number of students going to college. Jake Wade, student board member, said what Ms. Merryman has done with the freshmen class at ACHS is “insane.” Clinton Middle School Principal Chris Goodwyne said he helped students with the FAFSA forms and he and his wife will help again next year because they believe in the program. Parents of current seniors in the system and those students who are continuing their post-secondary education shared their stories with the board. All three parents, Christy Disney, Elizabeth Duncan and Karen McGriffin said their children would never have had the opportunity to apply for college if it weren’t for Gear UP and teacher Angela Merryman. Ms. Merryman said without the knowledge of what is out there and available, doors are closed to these students. Without the support of Anderson County, this would not be happening. Anderson County’s Gear UP Program is considered one of the best in the state and Angela thanked Julie Minton, Mary Lou Young, Mary Winchester, Effie Tipton, Linda

Rauch, Dr. Parrott, Mr. Foster, a supportive community, teachers and principals, Pam Foust and Nancy Harper at each high school for being her “heroes” with the help they provide her.

E. Mr. Gillenwaters discussed his recent trip to the National School Board Association (NSBA) convention held in Nashville March 20 – 23. He attended several workshops including 3D printing, parliamentary procedure, IT in schools, paperless meetings and had the opportunity to join a drum circle. Mr. Gillenwaters encouraged all board members to attend an NSBA convention in the future.

VIII. STUDENT SERVICES

A. The Discipline Report was approved as presented.

IX. COMMITTEE REPORTS

A. Scott Gillenwaters presented the Budget Committee report. Motion by Scott Gillenwaters and seconded by Jo Williams to approve appropriations 1a – g. Motion carried. Motion by Scott Gillenwaters and seconded by Jo Williams to approve transfers 2a – h. Motion carried. Motion by Scott Gillenwaters and seconded by Glenda Langenberg to approve the state regionalization proposal for Adult Education services as presented by Amanda Evans, Program Coordinator. Motion carried. Motion by Scott Gillenwaters and seconded by Glenda Langenberg to approve a request by Principal Kelly Myers to sell the house constructed by the carpentry program at ACCTC along with a lot at 45 Indian Hills Drive as a package at auction. Motion carried. The committee also heard a budget report from Jim Woodward. No action was taken.

B. Jo Williams presented the Policy Committee report. Motion by Jo Wiliams and seconded by Don Bell to approve policy 6.4001 Student Surveys, Analyses and Evaluations on first reading. Motion carried.

C. Teresa Portwood presented the Personnel Committee report. Don Bell brought a sample shirt for board members to see before placing an order for school custodians.

X. ACTION ITEMS

A. The board discussed the renaming of Lake City Elementary and Middle Schools due to the city name change to Rocky Top. No action will be taken until litigation is settled.

B. Motion by Dail Cantrell and seconded by Rickey Rose to approve an in-school football game on May 7, 2015 at ACHS. Motion carried.

C. Motion by Jo Williams and seconded by Scott Gillenwaters to approve school support organization at LCMS. Motion carried.
