PC 001/18 Chairman of Committee

Cllr V Pond proposed and Cllr R Kidd seconded the nomination of Cllr B Long as Chairman of the Planning Committee Before a vote was taken Cllr B Long was asked if she wished to take on the role of Chairman of the Planning Committee and that of Andover Town Council Mayor. Cllr B Long confirmed that she was prepared to take on both roles. A vote was taken which was unanimous RESOLVED: Cllr B Long be elected to the Chairman of the Planning Committee for the Municipal Year of 2018/2019

PC 002/18 Vice Chairman of Committee Cllr L Gregori proposed and Cllr B Carpenter seconded the nomination of Cllr A Cotter as the Vice Chairman of the Planning Committee. A vote was taken which was unanimous. RESOLVED: Cllr A Cotter be elected to the Vice Chairman of the Planning Committee for the Municipal Year of 2018/2019

PC 005/18 Minutes It was proposed by Cllr B Carpenter and seconded by Cllr R Kidd that the Minutes of the Planning Committee meetings held on Monday 26 March and 16 April 2018 be signed by the Chairman as correct record. A vote was taken: 5 For and 1 abstention. RESOLVED: that the Minutes of the Planning Committee meetings held on Monday 26 March and 16 April 2018 be signed by the Chairman as correct record. Cllr C Ecclestone arrived at 6.08pm

PC 006/18 Public Participation

Andover Resident – Raised concerns regarding Planning Application 18/00941/FULLN. A letter of objection was read that was sent to Test Valley Borough Council. It was reiterated that if the proposal was approved it would overshadow the garden. A bungalow had already received planning permission on the west side which in combination with the application under consideration would severely impact on the property. Cllr L Gates spoke to Planning Application 18/00941/FULLN, he pointed out that 2 years ago planning permission was approved with extra parking places, and now a further application had been received for further planning permission for an extra-large garage which was contrary to policy E1. The proposed application would be out of keeping with the surrounding area and contravened LHW04 decreasing natural light reaching the rear of residence at 5 Roundway Court. Cllr L Gates urged the Committee to object to the proposed planning application. Cllr M Mumford added his support to Cllr L Gates comments.

Objection: Parking is extremely difficult in the area and the proposal removes 19 parking spaces. Concerned that emergency vehicle access would be difficult. It is difficult at present and removal of parking spaces, as proposed, will lessen access further as it will force more cars to park on the road.

The 100 Acre and Tesco roundabouts were discussed. It was agreed that attention was needed on the signage and markings on the road for these two roundabouts. It was agreed that the Committee Officer would draw up a letter for the Chairman to sign inviting Hampshire County Council Highways to attend a Planning Committee meeting to discuss the issue.

01. The proposed dwellings would, due to their height, scale, mass and appearance, introduce a dominant incongruous form of development into the streetscene which would fail to integrate satisfactorily with the prevailing two storey development in the locality. This harm would be exacerbated by the proposed parking area along the site frontage. This area would fail to be accompanied by an adequate level of landscaping. This would result in an area which would be dominated by hard surfacing and parked cars and which would in turn fail to take the opportunities to improve the character and landscaping of the surrounding area. Overall the development would not integrate or respect the character of the area nor protect, conserve or enhance the landscape of the Borough and would thereby conflict with policies policies E1 or E2 of the Test Valley Borough Revised Local Plan 2016.

02. The proposed works would impact on an area of roof that has potential to support bats. The bat survey has not informed this part of the proposal and as a result the application fails to demonstrate that the proposal would not result in the harm to or loss of habitat of a protected species. As such the proposal is contrary to policy E5 of the Test Valley Borough Revised Local Plan DPD.
