    Working methodology to be applied for fulllment of ex-ante conditionality

    ADescription of the main acti!ities and their rele!ance forthe ex-ante conditionality criteria

     7he e-ante conditionalit regarding the eistence of national or regional ris2assessments for disaster management ta2ing into account climate changeadaptation is applicable to 3riorit &is 5 from 4arge Infrastructure Operational3rogramme@

    In order to ensure the fulllment of the e-ante conditionalit according to criteriaforeseen in Regulation 8)D9 *o "#!#'!"#, the assessment of the main ris2s inRomania will be performed through two )D funded projects, under thecoordination of the %inistr for Internal &Bairs, and within the framewor2 of the.or2ing (roup on Ris2 &ssessment at *ational 4evel 8(4)R*9@

     7he RO-RISK project started at the end of !"#, is to be ended b +ecember !"5

    and will be continued with RO-RISK until *ovember !"$@

     7he projects consist of four activities, which consider the criteria to be used toassess the e-ante conditionalit fullment, as follows:

     7he projects for national ris2 assessment will develop a set of instruments for aunitar ris2 assessment and the integration of the sectorial evaluation results8methodolog, databases and (IS portal9, and also the rst assessment of ris2s@

     7hese instruments will facilitate the access of all sta2eholders to relevantinformation regarding eposure, vulnerabilities, and ris2s, and facilitateinformation echange between responsible authorities, in order to prioritiseprevention measures based on the economic damages avoided, and responsemeasures based on residual ris2 mapping@

     7hereb it will be possible to identif interconnections between diBerent tpes of ris2s, to avoid overlapping eBorts and to prioriti>e common strategies for disasterris2 reduction@

    %oreover, it is necessar to dene acceptable ris2 and establish the threshold forthe ris2 as a basis for assessment process b appling the methodolog in orderto prioriti>e the measures to be ta2en@

    It must be considered that the ris2 assessment provides valuable information togovernment b showing the populationEs eposure to natural and man-made ris2soBers the premises for the sustainable land use planning in order to protect lives

    and livelihoods of people and represents the rst step in the disaster ris2reduction process@ It will also provide instruments to prioritise the interventionmeasures for ris2 reduction, based on average annual economic damagesavoided@

     7he funds for RO-RISK projects are assured from 3O&7 !!F-!"# and from 3O&!"0-!!@

     7he RO-RISK projects consist of the following activities, considering the criteriaused to assess the e-ante conditionalit fullment:

    sensiti!e data used for risk assessment as &ell as the risk-basedcriteria for the prioritisation of in!estment

     Activity !- #tudy of legal, regulatory and institutional framework of risk management in Romania  and the risk assessment , implemented though a 7&contract

     7he stud will identif the gaps and overlappings in terms of legal andinstitutional framewor2 for ris2 management, proposing measures for improvingthe legal and procedural framewor2@ 7he results will establish the basis for settingup a national multi-sectorial mechanism for coordination and integration of ris2

    assessment activities@ 7he proposed measures are to be submitted to the *ational 3latform for +isasterRis2 Reduction, and their implementation will be monitored at 3latform level@

      Activity $- %evelop and implement national risk assessment methodology,implemented through a 7& contract

     7he national ris2 assessment methodolog establishes the framewor2 forensuring the comparabilit and compatibilit of ris2 assessment in part 8to beperformed under &ctivit 09 and will ta2e into account for sectorial methodologeisting at national level and the result of other activities@

     7he methodolog will be developed based on the ommission StaB .or2ing 3aper- Ris2 &ssessment and %apping (uidelines for +isaster %anagement ' S) 8!"!9"$$ and the re;uirements of a ris2 assessment process 8ISO #"!"!9:

    - 7he ris2 assessment will involve a wide range of actors and sta2eholders,through the *ational 3latform for +isaster Ris2 Reduction and (4)R*@(4)R* will comprise representatives of the main public institution managingris2s, the representatives of the academic and research instituions, *(Os

    etc@ 7he main institutions with responsabilities in ris2 prevention andmanagement were identied though (+ *o G'!!0@ 7he sta2eholderswill be involved in all staged of ris2 assessment, starting with drafting theterms of references and during the drafting and accepting the results of thetechnical assisstance project@

    - 7he methodolog to be used, b considering all three categories of impacts

    8human, economic and environmental, social and political9 and will address,where possible, cross-border issues@

    In order to set up the reference acceptance threshold of ris2s, based on certaincriteria, a stud regarding the level of the acceptable ris2 in Romania will denethe level of potential losses considered acceptable in the present social,economic, politic, cultural, technical and environment conditions, in order toestablish a general indicator regarding the necessit of disaster ris2 reductionmeasures@ 7he results of the stud are to be used when developing themethodolog@

     7he rst draft of national ris2 assessment methodolog was drafted b the

    consultant and agreed upon b the central authorities with responsibilities in ris2management 8%inistr of )nvironment, .ater and 1orests, %inistr of Regional+evelopment and 3ublic &dministration, %inistr of &griculture and Rural+evelopment, %inistr of ?ealth, %inistr of )nerg, %inistr of 7ransport,*ational &uthorit for Heterinar and 1ood Safet, *ational ommission for*uclear &ctivities ontrol, *ational &genc for )nvironmental 3rotection and*ational &dministration Romanian .aterJ9 during three one da wor2shopsorgani>ed at the end of !"0, respectivel at the beginning of !"5 8*ovember,+ecember and /anuar9@ 7he methodolog is in line with the )D guidelines andwere developed integrating the eperience and lessons learnt from *etherland,*orwa, DK, (erman, Ireland, Swit>erland@

     7he eperts drafting the methodolog will provide support and guidance duringthe whole scenario assessment process for each of the A ris2s considered@

     7he nal methodolog will be drafted after nali>ation of the ris2s assessment, bincluding the feed-bac2 from the practical application of the rst draft of themethodolog@

     Activity & - #etting up the database with risk exposure and response capabilitiesand the development of 'eb()# application and ()# portal, implemented througha service contract@

    &ctivit # will have as result development of the database and ()# portal and provision of appropriate )" euipment and software.

     7he (IS application and 7he .eb(IS portal involve development of a (IS for allha>ards specic to Romanian territor, a map visuali>ation, geo-processing for(IS instruments in order to determine the multi-ris2 areas and informationsharing, sstem that will be phsicall installed at (I)S head;uarters@

    In order to be an operational sstem, it is necessar to build a database of allha>ards, vulnerabilities and capabilities at administrative-territorial unit level@

    (IS will allow access on two levels: rstl, for authorities with responsibilities inris2 management, which can input, modif and update data about ris2 8ha>ard,ha>ard maps, ris2 maps, eposure9, and secondl, to the public, which can onlinterrogate the database@

     7he database and (IS portal will be developed in parallel with ris2 assessmentprocess, and at the end of the project, will provide a full image and integratedinstruments for ris2 management@

    Once the ris2 assessment process will be done, a report with conclusions on theimplementation process of ris2 assessment methodolog and also proposals forimprovement will be developed, as part of &ctivit @

    ased on proposals for improvement of methodolog, ris2 matri and also eBortsto lower ris2 level at established thresholds, there will be set up a series of criteria to be used in the prioriti>ation of investments for covering the ris2s@ "he prioritiation will be agreed among and assumed by the responsible authoritiesand will take into consideration the economic damages avoided.

    &fter the assessment of ris2 scenarios for each ris2, it will be elaborated a nalreport including the results of ris2 assessment, ris2 matri, analsis of uncertaintand concrete proposals for disaster ris2 reduction, integrated into a unitardocument fullling all criteria for the e-ante conditionalit, including theprioriti>ation of investments@

    In order to involve central authorities with responasbilities in ris2 management inspecic activities related to sectoral ris2 assessment whithin &ctivit 0, commonorders for establishing dedicated wor2ing groups were developed and are on theaproval circuit@1or the tender opening session, and assessment of tender documentation,repre>entatives from central authorities 8%inistr of )nvironment, .ater and1orests, %inistr of Regional +evelopment and 3ublic &dministration, %inistr of &griculture and Rural +evelopment, %inistr of ?ealth, %inistr of 7ransport,*ational &uthorit for Heterinar and 1ood Safet and *ational ommission for*uclear &ctivities ontrol9 were involved@
