Introduction The aim of this document is to provide important basic information for personnel travelling to Angola on behalf of Saipem (Petromar, Kwanda, Sagio, Saipem SA Angola Branch, Saipem SPA Drilling, Saipem SPA Gimboa and other offshore sites). Your security is our primary concern so we would ask you to take a few moments of your time to read the next few pages. Petromar has been operating in Angola since 1984, and the security of our personnel is our first priority. You are reminded however that Security is also your personal responsibility. Saipem Security Policy The security of people and company’s assets is a top priority for Saipem as a Contractor, considering the evolution of business and industrial regulations, the specificity of its business areas, of the international contexts where it works and of the technologies it employs.

Saipem as Contractor: Promotes the adoption of a homogeneous and integrated security system

that can guarantee appropriate coordination of crisis management. Guarantees the management of information collected from the stakeholders

of reference, in full respect of laws and by adopting international best practices.

Promotes the monitoring and management of security risks by elaborating the best solutions that can minimize the impact and probability that negative events can occur.

Is conscious that its infrastructures and transport services are strategic for the supply of services of primary importance where Saipem works, and arranges the most effective protection plans and mechanisms for their safeguard.

Manages the security risk by adopting preventive and defensive measures, in full accordance with regulations, of human rights and of the highest international standards.

SAIPEM’s Security Policy is aligned with the values set out in its Code of Ethics and in the Company’s sustainability principles; they constitute a core strategic value for the company’s global operations, by helping to:

create a safe and secure workplace

guarantee business continuity and minimize financial losses

protect management’s and stakeholders’ integrity and reputation

To pursue the above mentioned goals, SAIPEM has equipped itself with a complex and detailed security model - called “SECUR” - that includes organization, instruments and procedures that are in line with industry best practice and current regulations in the countries in which it operates and that have the goal of guaranteeing a suitable level of security for people and assets, employees and third parties, operating in all SAIPEM offices and work sites worldwide.

Code of Behaviour

Be informed: It is important to make an effort to understand the local environment and culture of your destination. Always obtain up-to-date information from Saipem HR Department. Stay up-to-date with events.

Awareness: Make security awareness a habit. Even if you are very

familiar with your destination, do not allow this familiarity to allow you become complacent with regards to your personal security.

Low profile: Criminals will normally not choose people unless they

have personally come to their attention for some reason. Do not use mobile phones or carry your laptop in the street.

Unpredictable routine: Minimize the occasions on which you follow a

predictable routine, particularly when this involves frequent visits to the same destinations such as office, home.

Communications: Always keep your friends or colleagues informed

with regards to your whereabouts. If you suspect danger, call for assistance or inform others, move to the closest safe haven.

Reporting: Inform your HR Representative immediately if you witness

or are aware of any abnormal or surprising event.

Before you go

HEALTH

Please ensure your medical certificate and vaccinations are up-to-date prior to travel.

For health information about the various destinations, please visit the

Malaria: Angola is in an area with endemic Malaria. Get a Malaria awareness induction prior to travel, and take precautions and correct behaviour against the mosquitoes’ bits.

VISA & WORK PERMITS

A valid visa and/or work permit are required for all trips to Angola. Please ensure your passport is submitted to Headquarter Logistics Department in sufficient time to allow the issuance of your visa.

Check you have the required visa, and that other visas and endorsements in your passport will not prevent entry.

IMPORTANT

Your passport must have at least 5 full blank pages. Your passport must have a residual validity of 18 months at the moment

of the VISA application. When renewing your visa, be informed that the original medical

certificate and a police clearance certificate will be needed.

Before you go CHECKLIST

Please bring the following with you: ❒ Originals and copies of: passport, visa, airline registered e-tickets, transit

visa (if necessary), hotel voucher (if necessary), insurance cover. Keep the originals in a different place from the copies.

❒ National and international driver’s licence.

❒ Original Medical certificate (as well as fit for offshore duty when required)

and International Certificate of Vaccination or Revaccination, Blood Group card.

❒ Mobile phone (if possible) with full batteries and international roaming &

emergency contact numbers registered on speed dial mode.

❒ Some cash (preferably in $USD) spread between pockets. Euros are not

widely accepted in Angola. International Credit Cards cannot be used in Angolan Banks.

Do not forget to:

❒ Confirm your final trip at least 72h prior departure, to local HR Manager,

local Security Coordinator (Departure date, return date, connections, Airlines).

❒ Inform the HR/Logistics Department of your imported electrical goods

(laptop, mp3, etc.) which might be confiscated at the customs. They will be able to make proper arrangements before your arrival. Unpack your personal goods; they do not have to look like brand new to avoid additional customs enquiries.

❒ Get an induction from an HR Representative or call the Project

Representative, as you will probably face different cultures and habits.

Travel Security Guidelines

DOS Travel low profile if possible. Dress in casual clothing, without showing

personal status and other identifying signs.

Carry a copy of the key pages of your passport and visa. Keep these pages in separate places on you.

Carry additional passport photographs, ready currency (spread between pockets), and the emergency contact numbers.

Be discreet in conversations relating to company matters.

Safeguard classified papers.

Suitcase should be labelled with name, flight number and destination and be locked and strapped. Sticky tape can be put across locks and fasteners to discourage tampering. Inside the case lid write your full particulars on a stick-on label.

Wear clothing with zips to safeguard essential documents: Passport, Airline ticket, Credit cards (insurance covered), ISOS card and blood group.

DON’TS Do not leave the jacket with valuables or passport around where other

people can have access to them.

Do not wear personal jewellery, expensive watches or earrings that may attract attention to you.

Do not carry or pack knives.

Do not leave personal or company items unattended on board at intermediate stops when people are able to disembark from the aircraft.

Never be impolite or rude towards airport personnel, Police, Immigration Officers, and other Public Officer. Always be collaborative with Public Officers.

Arrival at Luanda Airport

IMMIGRATION

After landing, at the airport you have to hand in your passport and Visa for identification at the immigration desk. Right after you will be addressed to another desk where you’ll be asked to show you international vaccination certificate.

MEET & GREET

The drivers responsible for “Meet & Greet” are wearing an orange Petromar waistcoat and they will be waiting for you in the area just after Customs:

• At the International airport: Zacarias, Narciso, Martins or Fernando.

• At the Domestic airport: Joaquim, Beto, Silva, Benedito.

If you do not meet immediately a Petromar logistics representative,

try to look for him among other logistics officers who are always present in the area with a recognizable waistcoat (eg. BP, ESSO, TOTAL, ENI, etc).

In the unlikely event that this does not happen, call one of the

Contact numbers in this document as soon as possible. NB: Telecommunication connections in Angola do not always function as in Western Countries. If you can not reach a number, keep calm and try another one.

DO NOT LEAVE THE AIRPORT ALONE UNDER ANY CIRCUMSTANCE!

Arrival at Luanda Airport continued

INTERNATIONAL AIRPORT All International Arrivals into Luanda are now moved to the New Angola Air Charter Terminal. International Departures from Luanda will remain at the same airport location for the time being. Our Welcome Officers are not yet authorised to enter into the New Angola Air Charter Terminal. They will be waiting for you outside the Terminal, after the luggage collection area.

Arrival at Luanda Airport continued

DOMESTIC AIRPORT A Petromar driver will be in charge to transfer the personnel by bus and of your check-in at the domestic airport.

Keep the luggage coupon that he will give you until your arrival at your destination.

The call for the boarding is in Portuguese by airline agents so please pay attention. Make sure you verify the destination of the flight before boarding the transfer bus.

When you get to the plane, identify your bag so that it is loaded onto the plane.

On some occasions, you may be required to spend an overnight in Luanda; your accommodation and transfers will be arranged accordingly by the Petromar Logistics.

TRANSFER TO OFFSHORE SITES

Transfer to the EMBARKATION POINT (helicopter or surfer)

A Petromar Driver will be in charge of transferring the personnel to their particular embarkation, either for offshore or for onshore domestic destinations by bus (Toyota Hiace) or by car.

In case that the offshore transfer is by Surfer, the Driver will bring you to the Sonils Base port at the embarkation point. Due to heavy traffic in Luanda the transfer to Sonils Base could last long (1 to 3 hours).

In case the offshore transfer is by Helicopter, the Driver will bring you to

the domestic airport in the specific Client Helicopter Check-In Areas.

Keep your passport and your VISA ready for Immigration Officer Control.

Immediately after the Immigration’s Passport control DELIVER your passport to the Driver / Logistic Officer. This is very important to allow the Logistics handling Visa’s STV extensions, WP issue and checking without any delay. Your passport will be kept by Petromar Logistics and returned at the disembarking point by the Driver / Logistic Officer while returning home.

Ensure you have a copy of your HUET / BOSIET certificate.

In some occasions, you may be required to spend one night (or more) in Luanda prior to get an opportunity to travel offshore.

Your accommodation, feeding and transport will be managed by Petromar Logistics. The same could happen while returning home.

In case of offshore departure delay, the driver will bring you to a suitable

and SAFE Petromar facility (Offices, Guest-House, etc).

Going to Soyo

► VERY IMPORTANT:

1. The access to the Petromar yard has to be done through

Kwanda Base main gate.

2. Security and access to Kwanda Base is under the responsibility of SONANGOL SECURITY (DSE).

3. All entry permits to Kwanda Base (personnel and vehicles) must be authorized by DSE. 4. The authorizations must be requested 24 Hours in advance (minimum) and it is mandatory to be accompanied by the following documents:

● Copy of the 1st page of the passport; ● Copy of the VISA.

5. DSE will not authorize the access to Kwanda Base without those requirements.

Flight tickets will be given to you at your arrival at the airport by our Petromar Agent. Ensure you have all your documents with you. Journey takes about 45 min.

Arrival at Soyo Airport

An immigration agent will take your passport to check the validity of your visa.

Collect your luggage before going to the customs area. There you will be collected by a driver from Kwanda Base. Your luggage will be checked by an agent: you will have to show the luggage ticket you received at Luanda.

At the exit of the airport, you will be transferred to Kwanda base by minibus.

Your passport will not be given you back immediately. It will be kept by the driver who will take it to the logistics department of Kwanda Base. The logistics department will keep the passport for the duration of your stay in Soyo. You will receive a certified copy. You will retrieve your passport only when you leave the base.

Arrival at Kwanda base The journey time is only a few minutes. Once you arrive at the main

gate, you will have to get off the bus where your name will be written on a list. An identify check will be done on arrival at the main gate of the base.

You will be taken care of by the HR Department. You will receive a Safety Induction at your arrival and collect your personal safety equipment. You will receive a presentation of the camp and your mission by the line manager.

Return to Luanda

The process is the same as the departure for Soyo. Always keep an eye on your bag to make sure it is loaded onto the plane.

On arrival, collect your luggage and go to the luggage ticket check before exiting. The drivers will collect you at Luanda airport but you may wait a short time. o If required, accommodation for transit passengers whether in

Luanda or Soyo, will be arranged accordingly (Petromar guesthouse or other accredited hotels).

Going to Ambriz

Transfer to Ambriz is made by four-wheeler car and it takes 4/5 hours. Cars leave Luanda at 5:00 am and 2:00 pm.

The day before departure, confirm your trip details with the HR/logistics department. Give them your details (mobile number) and confirm the name and phone number of your driver.

You will be first driven to the Guest House to have some rest and

where an Ambriz Petromar Driver is waiting for you. If an overnight in Luanda is necessary, Petromar Logistics Dept. will organize your accommodation.

Keep your passport with you until you arrive in Ambriz. Once there,

give your passport to the HR representative who will keep it. A certified copy will be given to you.

In Ambriz

You will be first driven to the camp, at the Camp Boss office. The Camp Boss will give you the key of your accommodation where you will drop your luggage.

Then you will go to the Yard to be taken care of by the Project

Management/ HR Coordinator.

You will be introduced to your manager.

You will receive a HSE Induction and a Security Induction.

Going to Cabinda Transfer to Cabinda is organized differently whether you will be working at Cabgoc Malongo Terminal base (Petromar Routine Job).

PETROMAR ROUTINE JOB

Transfer is organized by Chevron, with an HeliMalongo airplane. Upon arrival at Cabinda airport, all personnel must go to the departure and arrival lounge.

After that, personnel gets the bus from Cabinda airport to Malongo Base.

All new arrivals in Malongo must obtain the visitors badge from Malongo Security Services.

Then personnel takes the bus to the Hotel Malongo. The front desk is located along side of Immigration and Customs.

EVERYONE IS REQUIRED TO CHECK IN & OUT AT

THE HOTEL MALONGO FRONT DESK

The front desk will have a list of personnel who are due to arrive & depart each day.

o Upon arrival our Travel agent will assist you with immigrations and customs. At this time you will receive the key of your accommodation (Note: if one is to be lodged in a Petromar Accommodation the key will be given upon arrival at Petromar camp).

o When leaving Cabgoc Base please ensure that your administrative or project manager books your flight home 24hrs in advance. Your passport will be returned and your ticket will be remitted to you, at the Petromar office by our travel team. Personnel is departing Malongo by way of the HeliMalongo plane that will depart from the old cinema.

During your stay in the country

DOS Keep a low profile. Put your money, passport and ticket in a safe place at home or in

the safe box of your hotel room. Keep with you just cash enough for the day, but always carry some

money with you spread in different pockets. Go shopping on different days/times and avoid markets. Always carry a certified copy of your passport, when possible.

However, in Luanda, always carry your original passport with you as you are not allowed to travel around Luanda without it (at restaurants, etc.).

Make sure that you have your mobile phone always with you with a full battery and your list of emergency numbers.

Avoid poorly lit areas. Avoid trouble spots after dark. When planning trip out of the city or a visit in a different part of town,

always inform first the Security Representative. Report any emergency to the Security Coordinator. Always use company transportation. Always lock the doors and windows immediately as soon as you get

in or leave the car. Do not open the windows for any reason. Avoid crowded places such as open air markets, bus stations. Always be vigilant and alert. At night pay more attention to any

suspicious or unusual event. Always have your laptop locked and lock your office every time you

leave. If you’re going on holidays and you want to take U.S. dollars with

you, the best and safest procedure is to transfer the money to your bank account in your country (ask Mr. Silva Sebastião how to do that).

Strictly apply the security guidelines given to you during your induction at your arrival.

DON’TS Do not wear valuable items such as jewellery, watches, necklaces,

earrings, cameras or any items that will attract criminal attention. Do not resist any robbery attempt or chase after a thief. Do not leave any bag or Lap-Top unattended. Do not use mobile phones while walking on the street. Do not discuss about politics or religion in public places.

Do not withdraw cash in ATM points in the street, use the cash dispenser in the reception of Petromar building or inside banks with security guards and never after night fall.

Do not take more money than you need. Do not take large amount of money in the bank. Do not keep large sums of money in your office or in your residence. Avoid using cameras in any place of Angola, especially close to

Police Stations, Army and Government Facilities. Angola is a sensitive country regarding this issue.

Do not go out alone after dark, even near the office or near your residence.

Do not put your colleagues into troubles. Do not go out of the country with local currency, as it is

forbidden by law. Customs at the airport will be strict on this issue.

DRIVING POLICY If you are driving, don’t drink alcohol. Make sure that you have your original driving licence and the

RECIBO if you don’t have your Angolan driving license yet. Make sure and check that you have in the vehicle all the documents

updated (verbete, insurance, Petromar authorization to drive) in order to avoid problems with the police.

Be aware that the National Police and the Emigration Police usually perform operations to check the vehicles, the driver and the passengers.

Always drive safely. If you are involved in a car accident, don’t stay at the scene,

especially if pedestrian are involved, drive to the Police Station and at meantime contact the security team immediately.

If you’re going out of Luanda don’t forget to inform the Security Coordinator and the HR Manager about: - the vehicle used; - your final destination and travel plan; - estimated time of departure, arrival and return.

Do not leave important belongings in your vehicle. Park the car only in well lit areas and as close as possible to your

destination. Increase your awareness at traffic lights, parking areas and

whenever you are made to stop or slow down. Don’t be distracted; be aware of criminal schemes to have drivers

distracted and exposed to theft. Pay attention to any sounds or problems going on around you.
