Follow all O&M SOPs, SMP implementation, PM check list compliance, Maintain the log books and Check sheets (equipment change over schedule, trail run schedule etc.) for running equipment of power plant, keeping VSLP authorities informed if they find any abnormality. 2. Operating the equipment as per SOP’s to ensure safe and efficient operation of the plant which includes starting, normal running and shutdown. 3. Isolation of systems (Only Process but not electrical) for maintenance to carryout regular maintenance activities with proper work permits and normalization of the system after maintenance activities. 4. Constant monitoring of the running plant / equipment and identification of defects if any and bringing to the notice of shift in charge for raising the defect / rectification of the defect. 5. Handing over of shift to the reliever with all the information of his shift orally as well as proper filling of log book with all the activities. 6. Carrying out shut down (Operation related) activities within stipulated time schedule given by Owner. 7. Minor modifications to be carried out to improve system performance for reliable operation of Units, material will be provided by the Owner. 8. Assisting to owner in Coordinating with service department teams to rectify all the problems and confirming its proper operation. 9. Normalization of one after the other system after obtaining maintenance clearance. 10. Maintains the tools required for shift operation and hold responsible for the same. 11. Properly handles the tools and ensures its availability at right place at all the times. 12. Performs the work in safe way ensuring personal safety as well as equipment safety. 13. Taking up the additional job assigned by shift In-charge as and when required. 14. To improve the operator knowledge and performance field training classes with in house team must be provided for supporting the safe and reliable operation. 15. Submission of daily and monthly reports to EIC and Plant Head. 16. Assisting in Developing and implementing SMPs and PM check list compliance. Assisting in Spares planning monthly and yearly and Inventory control and preparing of yearly budget in time frame. (The budget preparation should start in month of October every calendar year for next financial year and it should be completed by February next year for presentation). 17. Daily Manpower report to be sent by contractor site in-charge/ HR to VSLP EIC/ EIC representative, the submission of monthly invoice must be submitted on or before 3 rd day of every month to EIC. EIC will clear the bill by every 6 th day of month and send to plant head for final approval for payment process with assurance that the duplicacy of manpower is not there. 18. GENERAL SCOPE

1. Follow all O&M SOPs, SMP implementation, PM check list compliance, Maintain the log books and Check sheets (equipment

change over schedule, trail run schedule etc.) for running equipment of power plant, keeping VSLP authorities informed if

they find any abnormality.

2. Operating the equipment as per SOP’s to ensure safe and efficient operation of the plant which includes starting, normal

running and shutdown.

3. Isolation of systems (Only Process but not electrical) for maintenance to carryout regular maintenance activities with proper

work permits and normalization of the system after maintenance activities.

4. Constant monitoring of the running plant / equipment and identification of defects if any and bringing to the notice of shift

in charge for raising the defect / rectification of the defect.

5. Handing over of shift to the reliever with all the information of his shift orally as well as proper filling of log book with all the

activities.

6. Carrying out shut down (Operation related) activities within stipulated time schedule given by Owner.

7. Minor modifications to be carried out to improve system performance for reliable operation of Units, material will be

provided by the Owner.

8. Assisting to owner in Coordinating with service department teams to rectify all the problems and confirming its proper

operation.

9. Normalization of one after the other system after obtaining maintenance clearance.

10. Maintains the tools required for shift operation and hold responsible for the same.

11. Properly handles the tools and ensures its availability at right place at all the times.

12. Performs the work in safe way ensuring personal safety as well as equipment safety.

during cleaning so that it does not cause any accident to person working or adverse effect on the equipment. If necessary,

cleaning of running equipment is to be carried out in presence of Owner representatives.

20. CBM observations and necessary corrections need to be carried out as per requirement. Equipment should be operated at

normal vibration levels as per ISO norms. Any deviation in vibration levels should be addressed immediately and corrections

to be done on priority. Latest CBM monitoring instrument is required with experienced engineer for healthiness checking of

all equipment’s as per schedule or as and when required.

27. Immediately inform the OWNER of any major deviation in the performance from predicted performance of the Power Plant

during normal operation.

28. Immediately inform the OWNER of any abnormal operation failure / breakdown of any component of Power Plant during

operation, giving the sequence of event before and after component failure / breakdown.

29. Assisting to owner in Performing and record periodic operational checks and tests of the Power Plant as required by the

Operational and Maintenance Manual of the Manufacturer.

30. Maintain appropriate operation log sheets, records, and reports relevant to operation of the power plant.

31. To adopt all HSE & Environmental norms of the owner.

32. To adopt work procedure, permit system of Owner.

33. De-watering pumps has to be installed by contractor wherever required. Pumps will be provided by Owner.

34. Maintain Good House keepings in work place, equipment’s.

35. Maintain cleanness of BTG & BOP Area.

36. Maintain cleanness in all Control Rooms and Panel Rooms.

37. Ensure effective rodents in all required places.

38. Maintain minimum stock of consumables at site as per contract.

39. Maintain all required standard T&P’s at site as per contract ( Except special Tools )

A. SCOPE OF WORK - TG & AUXILIARIES:

1. SCOPE – ROUND THE CLOCK MAINTENANCE:

1.1 The Maintenance work will cover periodic, preventive, and routine and breakdown corrective mechanical

maintenance of the system, sub-systems and equipment as per list mentioned hereafter.

1.2 The maintenance work will include trouble shooting, servicing/ replacement, internal checking and rectification of

defects of the mechanical, Electrical and C&I equipment as per instructions of Owner’s EIC and as per scope.

1.3 During any short or long shutdown the defect rectification and preventive maintenance responsibility is covered in

the scope this Contract.

1.4 Any activities associated with the scope not mentioned but requires for successful completion of the job is within the

preview of this Contract.

1.5 Maintain cleanness in TG Building and its auxiliary areas.

1.6 Indicative but not exhaustive job list applicable to all equipment shall be as under:

1. Careful removal & refitting of insulation & cladding of the equipment, piping, fittings. This is included for

regular maintenance activity.

2. Adjusting of Oil guard main turbine / generator/ BFP to arrest oil leakage.

3. Replacement of LP turbine exhaust rupture diaphragm.

4. Dismantling, inspection and servicing of Turning gear assembly, replacement of gears & bearings etc.

5. Inspection, cleaning/replacement of all Oil line filters.

6. Attending leakages of EH oil system / HP/LP BY pass system and cleaning/replacement of oil filters, Breather,

EH oil /HP/LP bypass regeneration related jobs.

7. Calibration & Setting of Servomotors, Regulating valves of Lube oil/ Control Oil systems.

8. Cleaning/ replacement, gas filling work Bags of Accumulators.

9. Transferring oil from MOT to Emergency (DOT and COT) tank and after Filtration with required NAS/moisture

back to MOT. Internal cleaning of Emergency (COT and DOT) transfer tank &MOT and also cleaning of DEH oil

tank.

10. Servicing and maintenance work of DEH main pumps and DEH recirculation pumps.

11. Dismantling, tubes cleaning, tube leakage attending, refitting of Generator coolers. Hydro test also carried out

as per OEM.

12. Servicing/ routine maintenance of all Oil pumps (JOP, AOP, EOP, MOP, DEH main pump, DEH recirculation

pump, BFP AOP, etc.), Vapor Exhaust Fans, Air Blowers/root blower (excluding building ventilators).

13. Servicing, Replacement of disc, spindle, and lapping/ seat replacement of all type of Valves, Pneumatic/ Oil

operated Servomotors, Scoops, Safety valves, NR valves, Butterfly valves, Pilot valves, Air valves and Test

valves. Valve seats lapping and blue matching to achieve leak free tightness. Greasing of all type of valves.

14. Assistance in servicing/lapping and setting of safety valves and relief valves.

15. Servicing, Setting and tuning of various valve operating livers/linkages.

16. Removal & Refitting/ Replacement of Electrical/ Pneumatic Actuators. Repairing of mechanical & C&I parts of

Electric/ Pneumatic Actuators.

17. Replacements of HP/LP valves, flanges, fasteners, orifices, pipe fittings, traps, filter elements etc. Cutting,

grinding, welding and NDT work required for the same.

18. Cleaning/replacement of all Filters, breathers and Strainers of Steam/ Air/ Water/ Oil circuits.

19. Dismantling and cleaning of shell/ tubes jet cleaning/ elements of various coolers/heat exchangers/ filters/ DLS

filters/ strainers (including MOT lube oil Plate Heat Exchanger, BFP coolers, Vacuum pump PHE, CEP Bearing

Cooling coil, DEH coolers, Compressor coolers), Blocking of leaky tubes, Arresting of Shell side leakages,

Assembly and Conducting hydro test as per requirement.

20. Conducting tube offline/ online leak detection checking for Condenser and Blocking of leaky tubes.

21. Conducting Vacuum tightness Test and Flood test of the turbine and attending leakages.

22. Checking and attending Condenser/ HP Heater/ LP Heater/ GSC tube leakages and its flange leakages.

23. Inspection, internal cleaning of Deaerator (Including nozzles), Storage tanks.

24. Cleaning of all water/ oil storage tanks.

25. Manhole gasket replacement, Gauge glass leakages attending, float mechanism servicing for Condenser, Flash

tanks, LP Heaters, HP Heaters and Storage tanks.

26. Condenser automatic tube cleaning system equipment maintenance. Filling of sponge balls, Servicing of ball

circulation pump, Renewal of the pump coupling, Servicing of ball separator screen, Servicing of the

suction/discharge valve of the ball vessel.

27. Arresting steam/ Water/ Oil/ Air/ Chemical leakages from piping/ valve/ flanges/ inspection door/ bonnet/

stuffing box/ union/ coupling/ tees/ by gasket replacement/ by O ring replacement/ by caulking the asbestos

thread/ applying putty/ gland packing replacement/ tightening of fasteners/ tightening of gland follower/

welding etc. Attending leakages of Drain and Impulse lines. Replacement and modification of Drain and

Impulse line valves and piping.

28. Complete overhauling of all water/oil pumps (Inspection of Pump bearing, replacement of bearing, servicing/

replacement of mechanical seal, inspection & servicing of hydraulic coupling. Pump Motor coupling inspection,

coupling replacement, Element/ Bushing/sleeve replacement, Lubrication etc. Shifting/ placement & alignment

of drive motor).

29. Cross checking of pump motor alignment, assisting in pump motor alignment, motor side coupling half

replacement, Bearing replacement even for electrical maintenance work as decided by the Owner’s EIC.

30. Servicing of all Oil filtration machines (OPU system, LVDH, Klarol filtration machine, Paper filtration machines,

Pall filtration machines etc.) servicing of oil pump, cleaning/ replacement of sight glass, replacement of gears/

bearings/ gearbox oil, Vacuum pump oil, belts replacement, oil seal replacement, Shafts

repairing/replacement, float issues rectification, filters cleaning/replacement and coolant replacement for

LVDH).

31. Maintenance of mechanical components of Fire Detection, Prevention and Protection systems of TG House and

area under scope. Repairing of Fire Hose cabinets including glass fitting. Preservation and up keeping of hoses

when used.

32. Servicing/ Replacement of Firefighting line components (valves, thermal bulbs, sprinklers, water monitors etc.)

within TG house & Oil tank area. Attending Fire Water line leakages.

33. Chemical dose preparing/ metering tank cleaning. Agitator coupling/ element replacement. Dosing pump

internals replacement/ gland packing – seal - bush replacement/ lubrication/ complete overhauling. Attending

leakages from pumps/ piping/ valves/ tanks. Attending NRVs and Strainers. Complete routine maintenance/

overhauling problem solving of all chemical dosing system in TG area.

34. Lubrication of gears & wire rope of EOT crane in TG brake liners replacement and setting of brakes,

replacement of wire rope, replacement of wheel, servicing of hooks, checking & tightening of rails, servicing of

gearboxes, Load testing.

35. Periodic cleaning/ acid cleaning of cooling water jackets, coolers & piping associated to equipment.

36. Draining of oil/ removal of old grease required for maintenance and re-filling the same/ new on completion of

maintenance activity. Replacement of complete lubricant after thorough cleaning of reservoir of the

equipment whenever required.

37. Separate storing and Centrifuging /filtration of used oil for future use.

38. Replacement of belts, belt tension adjustment, alignment of pulleys.

39. Reconditioning and reclaiming of worn out components using in-house facilities. Common Workshop will be

made available to the Contractor free of cost.

40. Fabrication of patches for leakage arresting from metal sheets, fabrication of shims for alignment, preparation

of asbestos/ rubber/ metal gaskets from sheet, fabrication of small items for maintenance aid.

41. High/Low Pressure welding and NDT of steam/ water and oil piping.

42. Repair of high pressure and low pressure piping is included. Land Excavation and refilling for maintenance work

execution wherever possible manually as decided by Owner’s EIC.

43. Heating/ Cutting of fastener/ bearing/ coupling whenever required during the maintenance.

44. Process related jobs such as removal of jamming/chock up in equipment, pipes etc. Hand barring of TG rotor

during outage of turning gear.

45. Servicing and lubrication of chain blocks/ trolleys of TG house.

46. Obtaining statutory testing and certification of all EOT crane, Lifting tools & tackles, Pressure vessels of Owner.

Testing & certification of Contractor’s own tools & tackles shall be in Contractor’s scope. Owner shall pay the

required statutory fees/challan only.

47. Dewatering required in work area and maintenance of dewatering pumps.

48. Erecting Safe scaffolding to work whenever and wherever required and immediate removal of the same on

completion of maintenance work (including online sealing).

49. Oil top-up in MOT, DEH, Oil replacement in BFP H/C, CEP, LP Drip pumps, Vacuum pumps & other all pump

bearings and Grease refilling of ACW pump bearings and all Gearboxes.

50. Segregating and removing the scraps from each site after completion of work to ensure housekeeping. Shifting

of waste oil drums and scrap material to scrapyard.

51. Un-packing/packing, unloading/ loading of equipment/ component on return/ sending for outside repairing/

development purpose.

52. Assisting in implementing Condition Monitoring recommendations to resolve vibrations/ abnormal noise/ high

temperature related effects.

53. Assistance for Dynamic Balancing of rotary equipment.

54. Assisting in inspection of new material received at stores and dimension measurement of spares for drawing

development.

55. Any miscellaneous work not mentioned in scope but is essential for maintaining operability of any equipment

in the scope, shall be deemed to be in the scope of Contractor.

56. Servicing/maintenance of Condenser pit, DOT/COT tank dewatering pumps.

57. Main steam stop valve, ON/OFF Pneumatic, Motorized valve, control valve IP valve strainer inspection/

replacement in agency scope.

58. Main steam governing valves, Main steam stop valves, IP stop and control valves inspection and servicing like

actuator seals oil leakage issue arresting, damaged parts replacement (spindles, locknuts, LVDT plates, cam

follower bearings, locking washers etc).

59. Overhauling of ball cleaning system.

60. Lube oil and FRF oil filtration in Contractor’s scope as per OEM recommendation. Oil filtration machine shall be

provided by owner.

61. Steam, water, oil and air leakage online arresting jobs by contractor scope.

62. Assisting in Special technique/ special machinery involving activities like, Condenser tubes bullet cleaning/

HPWJ, Coupling bolt hole reaming.

63. Assisting in Helium Leak detection for equipment tightness test and for detection of turbine vacuum drop.

64.

65. Spill over oil / water / grease / cotton waste / etc. in surrounding area to be cleaned as per the instructions of

EIC.

66. Assisting for inspection / repair / servicing during expert visit as per instructions.

67. Contractor has to maintain the records of PM and overhauling activities with dates. Reports needs to be

circulated every month.

68. PM checklist to be recorded and handed over to EIC.

1.7 OTHER PUMPS/FANS

1. Inspection and overhauling of vacuum pumps, Seal proof pumps.

2. Inspection and overhauling of auxiliary cooling water pumps (ACW).

3. Inspection and overhauling of LP drip pumps.

4. Inspection /overhauling of GSC fans and Oil vapor extraction fans.

5. Inspection and overhaul of EH oil main /recirculation pumps.

6. Inspection and overhaul of jack oil pumps, AOP, EOP.CEP, Vacuum Pumps,

1.8 MAINTENANCE OF AIR COMPRESSORS

1. Carry out external cleaning of equipment.

2. Complete Overhauling of screw compressor.

3. Check the oil level in the tank if low top-up with oil.

4. Change the lube oil & lube oil filter element.

5. Check the tightness of foundation bolt & take corrective action if required.

6. Check the coupling spider installed between compressor and motor if found damaged then replace and

realignment to be done.

7. Clean the inlet air filter element and replacement on need basis.

8. Checking / cleaning of all heat coolers (including hydro testing).

9. Checks the leakage in oil line, water line and airline if found then rectify the same.

10. Cleaning/ Back flushing of air and oil cooler, air purging oil scavenging & connecting tube, Cleaning &

replacement of all pre suction and suction filter elements during every PM. PM checklist and SMP to be

followed strictly.

11. Assisting for inspection / repair / servicing during expert visit as per instructions.

12. Contractor has to maintain the records of PM and overhauling activities with dates. Reports needs to be

circulated every month.

13. CBM observations and necessary corrections need to be carried out as per requirement. Equipment should be

operated at normal vibration levels as per ISO norms. Any deviation in vibration levels should be addressed

immediately and corrections to be done on priority.

14. Take trial run for smooth operation.

15. Alignment corrections and mounting pads replacement to be carried out as per requirement.

16. Motor decoupling and coupling to be carried out as per requirement.

17. Assistance to be given to C&I and electrical department as per requirement and instruction of EIC.

18. Spill over oil / water / grease / cotton waste / etc. in surrounding area to be cleaned as per the instructions of

EIC.

19. Checking Proper Loading/Un-loading of compressor and healthiness of Controller.

20. Good Housekeeping inside Compressor building.

1.9 MAINTENANCE OF DRYERS

1. Carry out external cleaning of equipment.

2. Clean the suction and discharge filters.

3. Check the tightness of foundation bolts & take corrective action if required.

4. Assisting for inspection / repair / servicing during expert visit as per instructions.

5. Filling of alumina balls as per requirement.

6. Check and maintenance of change over valve & replace if required.

7. Check and resolve for any leakages in pipeline.

8. Take trial run for smooth operation.

9. Equipment painting to be done during every overhauling.

10. Spill over oil / water / grease / cotton waste / etc. in surrounding area to be cleaned as per the instructions of

EIC.

11. Check the operation of auto drain valves and controller and resolve the problem by C&I

12. Check and maintain operation of heaters and replace if required by EMD.

1.10 MAINTENANCE OF COMPRESSED AIR STORAGE TANKS

1. Cleaning of air receiver tank.

2. Servicing of safety valve.

3. Pressure testing of air receiver tank. Statutory fee will be reimbursed by owner.

4. Check healthiness of air receiver pressure gauges and Auto drain valves, pressure transmitters by C&I

1.11 MAINTENANCE OF DG SET

1. Preventive & predictive maintenance on periodic basis.

2. Tank cleaning and Replacement of all filters.

3. Equipment & Housekeeping after maintenance.

1.12 MAINTENANCE OF SHUTTER

1. All area shutters maintenance work.

B. SCOPE OF WORK - BOILER & AUXILIARIES:

1. SCOPE - ROUND THE CLOCK MAINTENANCE:

1.1 The maintenance work shall cover periodic, preventive, routine and breakdown mechanical maintenance of the

system and sub-systems as per equipment list.

1.2 The maintenance work will include trouble shooting, servicing/ replacement, internal checking and rectification of

defects of the mechanical equipment as per instructions of Owner’s EIC and as per scope.

1.3 During any short or long shutdown the defect rectification and preventive maintenance responsibility is covered in

the scope this Contract.

1.4 Any activities associated with the scope not mentioned but requires for successful completion of the job is within the

preview of this Contract.

1.5 Indicative but not exhaustive common job list applicable to all equipment shall be as under:

1. Careful removal & refitting of insulation & cladding of the equipment, piping, fittings. This is included for

regular maintenance activity. Repair/ replacement of damaged insulations, wherever required. Removal &

application of insulation for large area is excluded.

2. Opening and closing of Boiler/ APH/ Coal mill/ Duct manholes/ inspection windows whenever required.

Opening of manholes should be strictly attempted only after obtaining work permit. Closing of manholes to be

made only after double ensuring total evacuation of manpower from respective area.

3. Routine checking, repairing and setting of all hangers, support, anchors and restraint of boiler, coal piping,

ducts, valves, steam and feed water piping and its headers. Simultaneous repairing of more than five hangers

at height (i.e. requiring scaffolding) is excluded from the scope of work.

4. Replacements of HP/LP valves, flanges, fasteners, orifices, pipe fittings, traps, filter elements etc. Cutting &

welding work required for the same.

5. Cleaning of all Filters and Strainers of Steam/ Air/ Water/ Oil circuits.

6. Dismantling and cleaning of shell/ tubes/ elements of various coolers/ heat exchangers/ filters/ auto cleaner/

strainers, conducting hydro test as per requirement, blocking of leaky tubes.

7. Cleaning of all water/ oil storage tanks.

8. Identification of leakages during running condition plant & put tags on it. Making scaffolding and approaches

for attending various leakages. Removal of insulation/ cladding, shifting of welding machine to the site.

9. Arresting steam/ Water/ Oil/ Gas/ Air/ Chemical leakages from piping/ valve/ flanges/ inspection door/

bonnet/ stuffing box/ union/ coupling/ tees/ by gasket replacement/ by O ring replacement/ by caulking the

asbestos thread/ applying putty/ gland packing replacement/ tightening of fasteners/ tightening of gland

follower/ welding etc. Attending leakages of Drain and Impulse lines. Replacement of Drain and Impulse line

valves and piping.

10. Decoupling & coupling of feeder/ fan/ pump/ compressor etc. & re-alignment with respect to the motor. Cross

checking of pump motor alignment, assisting in pump motor alignment and motor side coupling half

replacement even for electrical maintenance work as decided by the Owner’s EIC.

11. Servicing/ Replacement of Firefighting line components (valves, thermal bulbs, sprinklers, water monitors etc.)

within BTG & ESP area. Attending Fire Water line leakages. Maintenance of Foam system. Repairing of Fire

Hose cabinets including glass fitting. Preservation and up keeping of hoses when used. However, if excavator is

required, same shall be provided by owner.

12. Lubrication of gears & wire rope of EOT crane/ Hoists, brake liners replacement and setting of brakes,

replacement of wire rope, replacement of wheel, servicing of hooks, checking & tightening of rails, servicing of

gearboxes, Load testing.

13. Assisting in Statutory testing and certification of all cranes, Hoists, Lifting tools & tackles, Pressure vessels of

Owner in accordance with Factories Act and rules of Rajasthan state. This includes Air receiver tanks, IBD, LDO

main storage tanks. This also includes explosives license renewal of fuel tanks in accordance with Petroleum

Act and Explosives Act.

14. Periodic cleaning/ acid cleaning of cooling water jackets & piping associated to equipment.

15. Monitoring the level of lubricant in the equipment. Replacement of lubricants of proper grade & quantity, as

per instruction of owner’s EIC.

16. Oil replacement/ Grease filling in pump bearings/ gearboxes. Draining of oil/ removal of old grease required for

maintenance and re-filling the same/ new on completion of maintenance activity. Replacement of complete

lubricant after thorough cleaning of reservoir of the equipment whenever required.

17. Separate storing and Centrifuging of used oil for future use. Oil Filtration machine shall be provided by owner.

18. Replacement of belts, belt tension adjustment, alignment of pulleys. Replacement & repairing of

belt/Pulley/Bearing/Geared motor/Coupling/Roller etc.

19. Inspection of chemical dozing line till boiler drum, removing choke up, attending leakages.

20. Reconditioning and reclaiming of worn out components using in-house facilities. Common Workshop will be

made available to the Contractor free of cost.

21. Fabrication of patches for leakage arresting from metal sheets, fabrication of shims for alignment, preparation

of asbestos/ rubber/ metal gaskets from sheet, fabrication of small items for maintenance aid.

22. Replacement of HP piping ( of less than or equal to 4” diameter) and LP piping (of less than or equal to 12”

diameter) is included up to 6 meter length for any single instance; more than 6 meter length replacement work

for any single instance is excluded. Land Excavation and refilling for maintenance work execution wherever

possible manually as decided by Owner’s EIC.

23. Repairing of Building Doors/ Shutters, Window grills, locking arrangement, window glass panes, safety railing &

toe guards etc. Modifications for proper locking of Equipment enclosures, Electrical/ Instrument panel doors,

Breakers, Modules. Repairing of Fire Hose cabinets including glass fitting. Preservation and up keeping of hoses

when used. The work shall be done by existing manpower and material shall be provided by owner.

24. Heating/ Cutting of fastener/ bearing/ coupling whenever required during the maintenance.

25. Process related jobs such as removal of jamming/ chock up in equipment, pipes etc.

26. Opening & closing of vessel/ tank manholes, inspection of internal lining & internals, repairing & replacement

of internal header/ distributor/ nozzles, removal of obstructions.

27. Servicing and lubrication of monorails/ chain blocks/ trolleys. Replacement of damaged parts, as & when

required.

28. Dewatering required in work area and maintenance of dewatering pumps.

29. Erecting Safe scaffolding to work whenever and wherever required and immediate removal of the same on

completion of maintenance work.

30. Segregating and removing the scraps from each site after completion of work to ensure housekeeping. Shifting

of waste oil drums and scraps material to scrap yard.

31. Repairing of hand railing, floor grills, stairs, and ladders of Boiler & ESP & Coal Mills & Fuel oil handling area

buildings. Strengthening of existing working platform, star case, as & when required.

32. Un packing, unloading/ Loading of equipment/ component on return/ sending for outside repairing/

development purpose.

33. Assistance in implementing Condition Monitoring recommendations to resolve vibrations/ abnormal noise/

high temperature related defects.

34. Assistance for in situ dynamic balancing of rotary equipment.

35. Touch up painting, Nomenclature, and Instructions painting (along with paint), Corrosion resistant painting

inside equipment. (Corrosion resistant paint is in VSLP scope)

36. Repairing & replacement (if required) of metallic & nonmetallic expansion joints of all sizes.

37. Dispose of scrap/ waste from all working areas on regular basis after segregation and each area to be kept neat

& clean.

38. Inspection of all sample coolers, sampling lines, root valves etc. of steam & feed water system on regular basis.

Attending troubles in steam & feed water sampling station. Maintenance of complete SWAS room (Hot room)

equipment.

39. Arresting water/ steam leakages from ports of Bi-Color gauge glass of steam drum. Repairing/ replacement of

Bi-Color water gauge glass port assembly.

40. Inspection of water flow system in furnace seal trough. Cleaning/ flushing of overflow lines, valves & nozzles of

seal trough system. Repairing of seal plate and seal trough. Periodic cleaning of seal trough.

41. Inspection and maintenance of Air receiver tanks, IBD tank, IBD pump and its auxiliaries,

42. Attending all root valves of control system for C&I requirement, if required to be isolated & replaced/ repaired.

43. Making provision of manual locking arrangement in damper, gate etc. wherever required, as per instruction of

Owner’s EIC.

44. Assisting in inspection of new material received at stores and dimension measurement of spares for drawing

development.

45. NDT works during boiler tube leakage is in scope of contractor. Stress relieving to be carried wherever

46. Boiler tubes cleaning by fire water whenever required.

47. Breaking and removal of clinkers from boiler furnace area (limiting to clinkers which can be removed by fire

water jetting). Assisting AHP maintenance for the same.

48. Scaffolding preparation on S-panel and erection of sky climber except during the Annual Overhauling.

49. Complete mechanical maintenance and preservation of sky climber units.

50. Maintenance of Boiler tube leakage detection system and APH.

51. Gagging of main boiler safety valves and Blinding of hydrotest device, if required for boiler hydro test

(Reheater circuit) and removal of same after hydro test.

52. Maintenance of all equipment of Boiler Oil Stations.

53. Ash removal from boiler penthouse, buck stays, ducts, APH guide bearing area during normal operations. Bulk/

major quantity Ash cleaning from Ducts, Hoppers and Penthouse shall be in the scope of Boiler Annual

overhaul.

54. Any miscellaneous work not mentioned in scope but is essential for maintaining operability of any equipment

in the scope, shall be deemed to be in the scope of Contractor.

55. Oil filtration of all oil tanks of equipment. Oil filtration machines shall be provided by owner.

56. Inspection and rectification of hangers and supports as per guidance of Owner EIC.

57. Servicing of all electric hoist with safe work load testing as per guidance of Owner EIC. Statutory fees paid to

government shall be reimbursed by owner upon submission of documents.

58. During Boiler Tube Leakage or any other opportunity shut downs, Contractor shall perform the jobs, which are

usually part of overhaul activities, as per Owner’s EIC instructions. No extra cost shall be paid by the Owner for

these jobs however the jobs shall be performed by the Contractor with existing resources and without

affecting the work for other operational units.

59. The indicative but not exhaustive work for some of the equipment covered under this scope is as follows. The

responsibility of the bidder is not restricted to routine, preventive & breakdown maintenance of major

equipment. Indicative work has been mentioned to facilitate the bidder to understand and analyze the nature

of work and Contractor will cover the entire work requirement whether the same has been explicitly defined or

not.

60. In case owner requires additional working hours for specific jobs, the same shall be certified by Owner’s EIC

and shall be adjusted against absenteeism in a period of 3 months. After considering absenteeism in 3 months

leftover man days if any, shall be paid on the basis of agreed man month rate.

61. If additional manpower is required by EIC/Plant Head, same shall be arranged by contractor within notice of 2

days. The payment for the additional manpower shall be as per man-month rates provided in Annexure 3.

62. Erection of Platform / approach installation as per plant requirement shall be done by the contractor with the

existing manpower.

1.6 FUEL OIL SYSTEM:

1. Regular checking of LDO pipe line valves for oil leakage & malfunctioning.

2. Attending oil leakages from flanges, valves, piping, hose, pump’s mechanical seal/ gland etc.

3. Attending steam leakages in atomizing system from flanges, glands, valves, piping, hose, steam traps etc.

4. Replacement of flange gasket, gland packing, fasteners with new as & when required.

5. Maintenance of all oil loading, unloading, circulation pumps and oil water separator.

6. Attending problem of high vibration, abnormal sound & high temperature of pump.

7. Aligning pump with respect to the motor and replacing coupling spider, fasteners.

8. Adjusting the operating pressure of fuel oil pumps, if required.

9. Inspection for oil leakage from tank & level indicator, if found rectify the defects.

10. Cleaning/ Replacement of fuel oil filters/ strainers.

11. Removing non-performing pump from foundation/ base plate & shift to working area. Removing motor from

foundation and shift it, if required to carry out maintenance of pump. Dismantling the pump completely.

Inspecting all parts of the pump and replacing bearings, shaft, mechanical seals, oil seals, couplings and other

parts as per requirement. Assembling the pump, shift & fix to the foundation & connect inlet/outlet piping.

Installing the motor if it was removed from the foundation. Align pump with respect to the motor. Trial run of

pump, rectify defects if any.

12. Maintenance of complete steam tracing line.

13. Assist in Unloading of fuel oil from truck tanker.

14. Repairing of Control valves, Motorized valves, Pressure Gauges & Flow Meters.

1.7 OIL GUNS:

1. Fabrication of oil gun cleaning stand/ fixture at firing floor of boilers separately.

2. Metallic containers/ oil trays to be fabricated for collecting waste oil.

3. Connecting supply of aux. steam to oil gun cleaning fixture.

4. Arresting atomizing station oil, air and steam leakages from lines & valves etc.

5. Arresting oil and steam leakages at oil guns, if any.

6. Replacement of damage LDO oil gun’s flexible hoses.

7. Removal of oil guns from position. Cleaning of oil guns with steam. Purging of oil guns nozzle tip by steam. Re-

fixing of oil gun in position. Cleaning of guide pipes to ensure free movement of gun inside it. Teflon tape shall

be used on threads for fitting flexible hoses, every time.

8. Fabrication of spare guns as per site requirement. Spare oil guns to be kept at site in clean & healthy condition.

9. Cleaning of LDO Guns, Checking of ignition.

10. Ensuring that there is no oil spillage at site while working on oil gun & associated system. Waste oil to be

collected in oil trays/ containers. Waste oil must not be kept at site. It is to be removed after completion of

work.

11. Cleaning of LDO filters located at firing floor as per schedule or requirement.

12. Reclamation of oil guns flexible hoses and nozzle tips.

13. Replacement of other damage/ worn out parts.

1.8 SOOT BLOWING SYSTEM:

1. Inspection of all Soot Blowers and their cut-off/ Limit switches on regular basis and rectifying the defects.

2. Manual Operation of wall blower for checking freeness of blower, Removal of wall soot blowers mechanical

jamming.

3. Checking and top-up of oil level of gear box of all soot blowers. Attending oil leakages from gear boxes.

4. Replacements of malfunctioning puppet valves.

5. Attending steam leakages from flanges.

6. Setting of operating pressure of all Soot blowers.

7. Retracting of soot blower, if stuck up in advance position.

8. Preventive Maintenance and Breakdown maintenance of all soot blowers.

9. Overhauling of puppet valve.

10. Maintenance of gear box and carriage of LRSB and APH soot blowers.

11. Replacement of bent/ damaged lance tube/ feed tube assembly of soot blowers.

12. Alignment of LRSB and APH soot blowers.

13. Travel checking of soot blowers and adjustment of the same if required.

14. Preventive maintenance of Motorized actuators and control valve.

1.9 FANS:

1. Inspection of fans, IGV, associated dampers/ gates, lube oil system, expansion joints on regular basis and

rectifying the troubles.

2. Routine checking of cooling system of fan bearings, arresting leakages of cooling water.

3. Cleaning of lube oil filters as and when required.

4. Arresting air and flue gas leakages from fan casing, shaft seal, inspection door, isolating gate/ dampers,

expansion bellows, inlet & outlet ducts.

5. Mechanical jamming removal of associated dampers.

6. Attending all points of air ingress for fan handling flue gas.

7. Regular monitoring and top up of oil level in bearing housing of Fan.

8. Adjust the operating pressure of fans if required.

9. Inspection, servicing and lubrication of all dampers/ gates and actuator gear boxes.

10. Ensuring tightness of all fasteners of fans, ducting arrangement & associated system.

11. Opening/ closing of fan the inspection door/ manhole, decoupling/coupling the fan from motor for

maintenance work.

12. Removal of top half casing of fan & other enclosures if required.

13. Dismantling of fan as per requirement. Complete internal cleaning of fan system.

24. Reclamation of IGV & Motorized Blades as and when required.

25. Complete box-up of fan casing & inspection doors with fresh gaskets.

26. Alignment, balancing & levelling of fans as & when required.

27. Maintenance of inlet & outlet dampers

28. Inspection and rectification for high vibration & abnormal sound.

29. Checking of damper freeness and full open and close position.

30. Cleaning/ servicing of IGVs & link rods. Repairing of inlet guide vanes assembly. Repair of eroded damper shaft,

stuffing box etc.

31. Repair/ replacement/ cleaning of suction filters.

32. Replacement of bearing cooling water pipe, if required.

33. Replacement of shaft seal covers, if required.

34. Inspection & Repairing/ replacement of expansion bellow.

35. Removed impeller to be repaired & kept ready as spare impeller.

36. To carry out CBM of all fans as per schedule.

1.10 AIR PRE HEATER:

1. Arresting air/ flue gas leakage from inspection & manhole doors, expansion joints, dampers etc. Replacing all

damaged fasteners/ gaskets of all inspection doors, dampers and gates.

2. Opening of all access doors of APH for inspection & execution of work and closing them after completion of

work by applying holetite, fresh asbestos rope to be used.

3. Providing temporary scaffolding at hot end/cold end for inspection & execution of maintenance work and

removal of the same after completion during opportunity shutdown.

4. Maintenance purpose replacement and resetting of hot end & cold end axial, radial, by-pass/ circumferential,

rotor post, static seals.

5. Repairing of sector plates & spool at in board and out board. Repairing of in board static seal and axial seal

plate to radial sector plate seal.

6. Repairing of SS seal during opportunity shutdown at guide bearing area in case of leakage. Replacement of

sealing rope at guide bearing stuffing box for restricting the leakages.

7. Replacement of support bearing, guide bearing.

8. Repairing/ replacement of eroded/ damaged supports, bracings, hangers etc.

9. Repairing of expansion joints, strengthening of welding joints of flue gas/ air ducts.

10. Repairing of all manholes, damage fasteners to be replaced.

11. Repairing/ reclamation of eroded portions of casing & duct etc.

12. Repairing of Refractory as and when required.

13. APH Cleaning by water washing.

14. Internal cleaning of APH and ash removing above the sector plates and duct.

15. Rectification of bulged/ damaged parts of APH body.

1.11 ELECTRO STATIC PRECIPITATOR (ESP) AND BAG FILTER:

1. Opening and closing of ESP manholes/ inspection windows whenever required. Opening of manholes should be

strictly attempted only after obtaining work permit and man entry should be made strictly after local earthing

of fields. Closing of manholes to be made only after double ensuring total evacuation of manpower from the

ESP.

2. Inspection & checking of complete fields from inside and rectification of defects.

3. Tightening of loose nut bolts and welding if, required.

5. Repairing of manholes by replacing the damaged plate with new one.

6. Cleaning of ash to collecting & emitting electrodes by water washing.

7. Servicing/ repairing of rapping hammers and clamps.

8. Repairing of shaft by welding, grinding process if, required.

9. Maintenance & periodic calibration of CEMS as per CPCB norms.

10. Topping up of oil in rapping motor gear box. Greasing of rapping system as per schedule.

11. Decoupling and dismantling of damaged rapping gear box of rapping system. Repairing damaged gear box by

replacing damaged parts & oil seals. Installing new/ repaired Gear box, its alignment & coupling with rapping

shaft.

12. Removal of damaged emitting/ collecting electrodes.

13. Alignment correction of distorted emitting and collecting electrodes.

14. Arresting air ingress; attend all air & flue gas leakages.

15. Weld repair and patch work of ESP casing.

16. Repairing of ESP inlet GD Screen. Fixing of diverters.

17. Replacement of damaged Filter bags and cages as per instruction of Owner’s EIC during opportunity

maintenance.

18. Rectification of air leakages of bag filters purging pipes.

19. Inspection, trouble shooting and adjustment of Lifting valve and Bypass valves.

20. Repairing & replacement of bag filter purging system equipment (Filter/PRV/Valves/receiver tank).

21. Maintenance of fluidizing conveying system of ESP.

22. Inspection of emitting electrodes anvil beam for crack if any during opportunity shutdown and repairing of the

same.

23. Rectification of fly ash conveying system mechanical, Electrical & C&I problems and ensure 100% healthiness

for operation.

1.12 BOILER PRESSURE PARTS:

1. During boiler tube leakage, contractor shall attend the maintenance job along with inspection of all other

Pressure part, D-metering and repairing without affecting running unit manpower and T&P. 50 joints per

year/unit are covered in contractors scope and extra joints fees will be paid which will be agreed mutually.

2. Deploying multiple gangs (supervisor, IBR welder, general welder, grinder man, fitter, rigger & helpers) to

attend tube leakages at different locations/ to complete the work within shortest possible time. The approval

for qualification of deployed manpower will be in the scope of owner.

3. All possible preparatory work like; shifting of scaffolding/ sky climber material near tube leakage location,

shifting of welding machine and welding cable, shifting of oxygen/ acetylene/ Argon cylinders, shifting of new

tube, bends, membrane plates, connection of water hoses, shifting of new insulation and refractory material,

electric supply & lighting arrangements, shifting of tube cutter/ grinder/ electrode oven/ HP electrodes to be

completed during boiler cooling time to reduce the total shutdown time.

4. Uninterrupted working arrangements to be made during boiler tube leakage.

5. Opening & closing of Inspection/ Manhole doors for boiler inspection and maintenance.

6. Inspection of complete Boiler including penthouse, first pass, second pass, valves and drum manhole doors for

all tube leakage identification in first attempt.

7. Making approach and required working platform scaffolding for inspecting and attending the tube repairing in

boiler first pass, second pass. Removal of refractory for attending tube leakage at pent house.

8. Preparation of working platform on furnace S panel to approach & work inside furnace. Erection & removal of

4. Check the coupling in between engine and pump if found damaged then replace and realignment to be done.

5. Check the radiator water level if top up with water.

6. Check the tightness of radiator fan belt.

7. Clean the inlet air filter element if damaged replaced the same.

8. Check for any leakage in oil, diesel & water system if found then tighten the same.

9. Clean / check the lube oil filter element.

10. Change the lube oil & lube oil filter element. Thoroughly soak the density type strainer element in clean fuel oil

before installing.

11. Change the diesel filter element.

12. Take trial run for smooth operation.

13. Spill over oil/ wate / grease / cotton waste / etc. in surrounding area to be cleaned up to the satisfaction of EIC.

19.3 SPRAY PUMP

1. Carry out external cleaning of equipment.

10. Greasing of stop log gates & associated valves in CW System.

11. Preventive maintenance of hydraulic system of CW discharge valve.

12. Assisting during underwater services of CW Pump, arrangement of divers etc is in owner’s scope.

13. Removal of grating & fixing the same.

14. Take trial run for smooth operation.

20.2 HYDRAULIC BUTTERFLY VALVE STATION

20.3 AUTO CLEAN SCREEN

1. In order for a bar screen to operate effectively, the capacity of the filter and cycle rate must to output the

desired water flow rate. Conditions that influence this are the size and concentration of debris, the input flow

rate of the current, and the cross-sectional area of the channel.

2. Bar screen that affect the outcome include mesh size or wire diameter and the speed of the recycle system to

be cleaned

3. Mesh (sieve) size or wire diameter determines the size of the holes or open space in the filter, thus

determining what particles can be captured. Mesh sizes but larger diameter wires and fewer squares per inch

result in a finer filter. Finer filters which will capture smaller-size material but will consequently become

saturated and clogged faster than screens with larger openings same to be cleaned.

4. Cycle rate is how quickly a bar screen moves. A screen that cycle faster can handle larger volumes of incoming

solids without becoming clogged. Screen cycle rate is limited by how well it can pick up and clean off solids

during the removal stage.

5. Important factor to consider is whether an inline strainer would perform better than a bar screen. Inline

strainers allow material screens to be moved to a scraper for cleaning via a simple hand wheel or actuation

motor. They are ideal for processes where process flow must remain uninterrupted during filtration. Same

needs to be cleaned

6. Bar screens suited for higher solids concentrations, and many times will slow down the flow rate of the stream.

In streams with a complex concentration of solids, multiple bar screens (of gradually finer size) are placed in

sequence followed by pumps to re-establish flow rate. Inline strainer(s) come later to maintain flow and catch

the remaining solids. Same needs to be inspected frequently.

7. Assisting during underwater services of CW Pump will be carried out by contractor, but arrangement of divers

is excluded from Contractor scope.

20.4 SUMP PUMP (200 M3/Hr.)

1. Carry out external cleaning of equipment.

2. Check all joints for leakages if any arrest it.

3. Check all foundation bolts for tightness and take corrective action if required

4. Repairing/Replacement of damage components.

5. Spill over water / grease / cotton waste / etc in surrounding area to be cleaned as per the instructions of EIC.

6. Cleaning of equipment and associated systems to be carried out in every PM.

7. Cleaning and painting of equipment and associated systems to be carried out in every overhauling Painting

material will be provided by owner.

20.5 STEEL GATE

1. Periodically checking if any jamming is found in gate.

2. Gate is to be made smooth for operation.

3. If replacement is needed, loosen the bolts of the gates for removal.

4. Erect new gates in position.

5. Tighten all the gate bolts.

20.6 MAINTENANCE OF COOLING FAN, GEAR BOX AND ACCESSORIES

4. Regular preventive measures to be taken to avoid accumulation of sediments, deposits to ensure there is no

break-down of lamella clarifier.

21.2 SEWAGE TREATMENT PLANT (STP): The scope complete maintenance of Sewage Treatment plant equipment’s

including inlet piping work, outlet piping work.

E. SCOPE - MAINTENANCE: AHP AREA

1. The maintenance work will cover total Mechanical related Routine, Preventive, and Predictive, Breakdown maintenance of

the system, sub-systems and equipment’s as per list mentioned hereafter.

2. Execution of equipment overhauls.

3. The maintenance work will include servicing / replacement, internal checking, trouble shooting and rectification of defects

of these equipment’s as per instructions of Engineer in charge (EIC).

4. During any short or long shutdown the defect rectification and preventive maintenance responsibility is covered in the

scope of this contract.

5. At the time of annual overhauling of the units, the contractor will carry out overhauling of all the equipment’s of AHP, as

required at no extra cost. Requirement of spares and consumables will have to be assessed well in advance and submitted

to the EIC or his representative.

6. Regular walk-through audit of all areas and identification of defects & leakages. Attending all leakages & defects in time. A

leakage of ash slurry from pipe / couplings up to ash dyke has to be arrested on most priority basis and in minimum possible

time.

7. Arresting Ash / water / Oil / Air leakages from piping / valve / flanges / inspection door / bonnet / stuffing box / union /

coupling / tees / by gasket replacement / by O ring replacement / by caulking the asbestos thread / applying putty / gland

packing replacement / tightening of fasteners / tightening of gland follower / welding etc.

8. Replacement and Servicing of all type of Valves, Dome valves, Air intake valves, Knife gate valves, pneumatic operated

valves, NR valves, Butterfly valves, Pilot valves, Air valves and Test valves. Valve seats and disc hard facing and lapping &

blue matching, slide / seat replacement, seal replacement to achieve leak free tightness. Dom valve seals, slide valve seals

shall be provided by VSLP.

9. Replacements of valves, flanges, fasteners, orifices, pipe fittings, traps, filter elements etc. Cutting & welding work required

for the same.

10. Cleaning of all Filters and Strainers of Air / Water / Oil circuits.

11. Draining of oil / removal of old grease required for maintenance and re-filling the same / new on completion of

maintenance activity. Replacement of complete lubricant after thorough cleaning of reservoir of the equipment whenever

required.

12. Separate storing and centrifuging of used oil for future use.

13. Servicing / overhauling of slurry pumps, mud pumps, air blowers

14. Repair of all fly ash hoppers, its inspection doors, vibrators, fluidizing pads etc.

15. Periodic performance monitoring of all types of pumps (water pumps, mud pumps, and slurry pumps), compressors &

blowers and replacement of damaged parts. If required, complete overhauling of the equipment’s has to be carried out.

16. Complete overhauling of pump, Inspection of Pump bearing, replacement of bearing, servicing / replacement of mechanical

seal. Pump Motor coupling inspection, coupling replacement, Element / Bushing replacement, Lubrication. Shifting /

placement & alignment of drive motor.

17. Proper alignment & leveling of pipe lines viz. fly ash disposal lines, ash water lines and compressed air lines etc., as & when

required.

18. Damaged & eroded pipes are to be replaced with new ones. Ash piping, coupling and rubber gaskets shall be provided by

VSLP

19. Balancing, Condition Monitoring and corrective actions.

20. Online leak arresting.

21. Lubrication of gears & wire rope of EOT crane, brake liners replacement and setting of brakes, replacement of wire rope,

servicing of gearboxes.

22. Servicing and lubrication of monorails / chain blocks / trolleys of AHP area.

23. Replacement of belts, belt tension adjustment, alignment of pulleys in blowers.

24. Fabrication of patches for leakage arresting from metal sheets, fabrication of shims for alignment, preparation of asbestos /

G. SCOPE - MAINTENANCE CHP AREA

1. The maintenance work will cover total Mechanical related Routine, Preventive, and Predictive, Breakdown maintenance of

the system, sub-systems and equipment as per list mentioned hereafter. The system shall work on the principle of

minimum breakdown maintenance.

2. Execution of equipment Maintenance.

3. The maintenance work will include servicing / replacement, internal checking, trouble shooting and rectification of defects

of these equipment’s as per instructions of Engineer in charge (EIC).

4. During any short or long shutdown the defect rectification and preventive maintenance responsibility is covered in the

scope this LS contract.

5. At the time of annual overhauling of the units, the contractor will carry out overhauling of all the equipment of CHP as

required at no extra cost. Requirement of spares and consumables will have to be assessed well in advance and submitted

to the EIC or his representative.

6. Regular walk-through audit of all areas and identification of defects & leakages. Attending all leakages & defects in time.

7. Arresting Coal / water / oil / air leakages from piping / valve / flanges / inspection door / bonnet / stuffing box / union /

coupling / tees / by gasket replacement / by caulking the asbestos thread / applying putty / gland packing replacement /

tightening of fasteners / tightening of gland follower / welding etc.

coupling, inspection of fluid coupling. Pump Motor coupling inspection, coupling replacement, Element / Bushing

replacement, Lubrication. Shifting / placement & alignment of drive motor.

17. Cold & Hot Belt vulcanizing, Pulley lagging to be carried out after preparing / readiness of work for belt joint and pulley

lagging in contractor’s scope. Repairing consumable kits will be arranged by contractor.

18. Maintenance of Fire Detection / Alarm / Prevention / fighting systems installed in CHP area. Servicing / replacement of fire

fighting line components and attending fire water line leakages. Repairing of Fire Hose cabinets including glass fitting.

Preservation and up keeping of hoses when used.

H. SCOPE OF WORK ELECTRICAL

1. The maintenance work will cover routine, preventive, predictive and breakdown type online/ offline electrical maintenance

as per the guidance from Owner’s EIC for the BTG, BOP, CHP & AHP, Switchyard system,220KV lines & 11KV line, sub-

systems and equipment as per equipment list mentioned hereafter. Associated electrical equipment available at water

intake system and feeder breaker system.

2. Lighting and supply maintenance of Admin building, stores, OHC, other office building.

3. The maintenance work will include trouble shooting, internal checking and rectification of defects, servicing/ repairing/

replacement of failed components of these electrical equipment, testing of equipment and overhauling of electrical

equipment under the guidance of Owner’s EIC excluding LT motors rewinding /Machining/Rotor balancing/ bearing

replacement.

4. During any short or long shutdown, the defect rectification and preventive maintenance shall be under the scope of

Contractor with existing manpower.

5. Regular as well as need base cleaning of all the electrical panels, electrical attachments and equipment. Proper attention is

to be given towards running equipment during cleaning so that it does not cause any accident to person working or adverse

effect on the equipment. If necessary, cleaning of running equipment is to be carried out in presence of Owner

representatives.

6. Suggestions/ Recommendations: Contractor out of their experience of working in this field may suggest improvements/

modifications in the equipment/ scheme. These shall be discussed in monthly meetings and decision of Owner shall be

intimated. Owner is however not bound to accept such suggestions.

7. Segregating and removing the scraps from each site after completion of work to ensure housekeeping. Shifting of waste oil

drums and scraps material to scrap yard.

8. Implementing safety standards of Owner Safety Section to ensure safety compliance in all activities of O&M under the

battery limits. Safety officers shall be deployed as per requirement and OHS guidelines.

9. The Contractor shall maintain daily logging of the progress made during each shift which includes preventive/ breakdown/

shutdown/ faults attended during the shift.

10. This also includes removal of scrap/ used consumable items/ oil/ ash/ liquid spillages and shifting it to the designated place.

11. Training and Skill development of Contractor’s own team.

12. Any miscellaneous work not mentioned in scope but is essential for smooth, safe and efficient operation of any equipment

in the scope shall be deemed to be in the scope of Contractor.

13. The maintenance work will include trouble shooting, servicing/ replacement, internal checking and rectification of defects

of systems/ sub-systems/ equipment etc.

14. Assisting for testing of all protection relays/ systems, Schemes including Generator protection as and when required and

invariably during annual outage.

15. Replacement of failed/ faulty incoming switch, change over switch, AC/ DC contactor, indicating lamps, push button, power

& rectifier fuses, freewheeling diodes, thermal overload relay, ammeter, voltmeter etc.

16. Replacement of damaged electronic card.

17. Maintenance of Electrical Hoists and Actuators.

18. Calibration of all volt meters and ammeters, energy meter & transducers and report submission.

19. Cleaning, tightening, greasing, oil topping up, control circuit checking of LT& HT motors/ Lighting points/ Receptacles/ Oil

and Dry type transformers with attachments.

20. Grease filling in motor bearings, actuators, removal of old grease and filling of new grease periodically as well as during any

maintenance activity.

21. HT/ LT Cables dressing, termination, connection, disconnection, termination, glanding and jointing. Strengthening of

existing cable trays or replacement of damaged cable trays if required for O&M mentioned above.

22. Sealing of bus ducts, cable entries, penal holes, panel/ cabinet doors, JB covers for preventing water and rodent ingress as

per requirement.

23. Servicing and testing of battery and cleaning of battery charger. Submission of test reports.

24. Repair/ replacement of insulators, links, nuts & bolts, electrical components & cable connections etc. of HT & LT side of dry

and oil type transformer cubicle.

25. Measuring, improvement monitoring and recording of IR & PI value of transformer.

26. Assistance in checking of interlock & protection circuit of transformer and electrical equipment.

27. Calibration of WTI of transformers/electrical equipment and report submission.

28. Collection of transformer oil samples for DGA.

29. Replacement of transformer oils, separate storing and filtering of used oil for future use and filtration of oil in transformers.

30. Meggering and other complete test of motors/ transformers under the guidance of Owner’s EIC and record maintenance.

31. Maintenance of Lifts, Sky climber, EOT cranes, Electric Hoists, Electric Chain pulley blocks of complete power plant.

32. Assistance for in situ dynamic balancing of electrical rotary equipment.

33. Fabrication of shims for alignment, preparation of Felt/ Cork/ Mica/ Bakelite and other gaskets from sheet, fabrication of

small items for maintenance aid.

34. Heating/ cutting of fastener/ bearing/ coupling whenever required during the maintenance.

35. Touch up and decorative painting of equipment. Phase/ direction of rotation marking, Nomenclature of Breaker,

Transformer, Control Panel, isolator etc.

36. Repairing of Electrical Panel doors with necessary material etc.

37. Cleaning of cable trench and providing patch work for fire stop coatings.

38. Arranging Temporary connection and disconnection of power supplies, illumination as required for maintenance and testing

45. All Temporay halogen fittings required for regular/shutdown jobs needs to be arranged including cables, industrial tops etc.

in scope of contractor.

46. All types of LT cable aluminum and copper Lugs and termination kits in scope of contractor.

47. Segregating and removing the scraps from each site after completion of work to ensure good housekeeping. Shifting of

48. Working under guidance of OEM/ Expert/ testing agency called by Owner for any condition monitoring, defect rectification,

overhauling of transformer etc. Contractor shall provide assistance by providing skilled/ unskilled manpower.

49. Contractor shall provide assistance in site testing/ electrical laboratory work.

50. Pre-monsoon maintenance: Contractor has to carry out pre monsoon maintenance such as checking the sealing of all

outdoor equipment, junction boxes, switch boards, cutting of tree branches near overhead lines, ensuring readiness of all

dewatering pumps etc. Consumables required like tarpaulin, plastic, silicon sealant, aluminum tapes, glass putty etc., for

Monsoon protection are in scope of contractor.

51. Any activities associated with the scope not mentioned but requires for successful completion of the job is within the

preview of this Contract.

52. INDICATIVE WORK FOR 220 KV SWITCHYARD ( VSLP & GSS END) AND CONTROL ROOM

52.1 The scope of work starts from Generator HV bushing to 220 kV transmission line gantries including gantries and line

equipment erected within switch yard. 220 kV Transmission lines outside plant boundaries are under the scope of

work.

52.2 Keeping control & relay panels in the control room, switch yard equipment/ installations, control cubicles for circuit

breakers & isolators neat and clean on regular basis. Cleaning of equipment/ installations requiring shutdown/ power

blocking shall have to be planned in consultation with Owner’s EIC.

52.3 Maintaining lighting in switchyard, control/ relay panels, control room, battery room, engineers’ room etc. to

maintain proper illumination level in entire area. All lighting materials required shall be supplied by Owner.

52.4 Checking the tightness of all fixing bolts & nuts, Jumpers, CVTs, CTs, Bus bars, Lightning arresters, Wave traps,

Coupling Capacitors, Connectors, Corona rings, coupling clamp bolts, spacers, earth connection(s), lock nuts etc. on

regular basis and maintaining records.

52.5 Tightness checking of all PT, CT, breaker, isolator control terminals/ clamps on regular basis and maintaining records.

52.6 Checking of all indication lamps, switchgear items, and various instrument meters etc. of system under scope and

replacement/ repair/ rectification of faulty ones immediately.

52.7 Checking of any glow, heating on the power lines, surge connector in Lightning Arrestors and switchyard and all

outdoor electrical equipment with bare connections with infra-red camera/ thermography and taking remedial

actions under the guidance of Owner’s EIC.

52.8 Cleaning of all porcelain insulators, Inspection for any cracks and chip-off and carrying out repairs wherever required.

52.9 Cleaning of contacts and applying grease or jelly, adjustments of moving mechanism/ arms for proper closing and

opening operations for the Isolators and application of grease/ jelly as per requirement.

52.10 Assisting Transformer oil filtration as per OEM recommendation and submitting records.

52.11 Replacement/ shifting of switch yard equipment in case of any failures and emergencies.

52.12 Identification of probable water ingress points of all field mounted instruments/ panels and necessary rectification

measures in consultation with Owner’s EIC.

52.13 Conducting all routine maintenance and tests (kit to be provided by Owner) on electrical equipment under the

guidance of Owner’s EIC.

52.14 Assistance in testing of the breakers, isolators, LAs, CTs, CVTs, etc. whenever required and report submission thereof.

52.15 Maintenance of earth pit and measurement of earthing resistance at all switchyard points at least twice a year and

submitting report thereof. Water pouring if, required.

53.6 Monitoring of Generator Parameters like Excitation Voltage, Current, Generator terminal voltage and Current,

Winding, Air and core temperatures

54. TRANSFORMERS - GTS, STS, UATS:

54.1 Radiator, Cooling fan: Attending all sorts of faults/ breakdown developed in cooling system. Complete overhauling,

Bearing replacement, contactor replacement, re-fitting to transformer, necessary circuit checking, cable changing

work if, required and local-remote operation checking of cooling fan & oil pump and changing of motors or/and fans

if required.

54.2 Cleaning of bushings. Assistance for Tan Delta and Capacitance test on HV bushings and record keeping.

54.3 Assistance for Tan Delta and Capacitance test on windings. Excitation current test on windings and record

maintenance.

54.4 Assistance for carrying out Ratio test, Magnetic balance test, Short circuit test, DC winding resistance test, IR of core,

IR of HV bushing, IR of HV bushing test taps, as per requirement and reports submission.

54.5 IR value improvement through heating process whenever required.

54.6 Tap Changer - circuit checking and all other job to activate OLTC through local- remote operation under the guidance

of Owner’s EIC.

54.7 Silica Gel re-activation & replacement and transformer breather checking and repair if required.

54.8 IR value & PI checking of transformer both HV & LV sides to be done including opening of dropper & jumper and

connecting the same on availability on shut down minimum once in six months. Report submission thereof.

54.9 Monitoring and recording oil level in conservator, tap changer.

54.10 Checking of Conservator, Buchholz relay of transformer & OLTC, PRD, MOG, SPR, WTI, OTI, oil surge relay & oil level

indicator and their replacement, if required under the guidance of Owner’s EIC. Checking healthiness of NGR.

including AC & DC distribution board.

61.4 Attending illumination troubles & bulb replacement inside the panel cubicle.

62. LIGHTING:

Maintenance of MLDB. Changing of HPMV/ HPSV/ Vapor lamp, tube, choke, starters igniters, retrofitting of JB, restoring of

power supply, checking of circuitry problem, cable changing if required, replacement of complete set, proper fitting of

illumination set using clamp & bolt in the Switch yard & transformer yard including high mast light and inside the panel of

switch yard control panel and in the control room, battery room, AC room, engineers’ hall, toilets and other areas related to

switchyard. Maintenance of auto switching of lighting system in Plant.

63. CLEANING:

Cleaning of bus support insulators, CT, PT & breaker insulators, transformer bushings, lightening arrestor to prevent

flashover by surface tracking, cleaning of equipment box. General Up keeping of switchyard and transformer yard. Cleaning

of Charger Room, Battery Room, Engineers Hall and Control Room of Switchyard.

64. BREAKDOWN MAINTENANCE:

64.1 Replacement/ Repair/ Rectification of damaged connectors, jumpers, joints, dropdown conductors, suspension

hardware, insulators (suspension, post), panel (field & control room) spares, transformer cooling fans etc. based on

results of thermography survey and routine visual inspection of switchyard equipment/ installations.

64.2 Attending minor oil leakages from transformers, CTs, PTs, bushings of transformers etc. excluding supply of

appropriate grade sealing materials. Sealing Material shall be in Owner’s scope of supply.

64.3 Replacement of failed/ damaged equipment e.g. CTs, PTs, LAs, bushings, circuit breakers, CVT, coupling, capacitor,

wave trap etc. of the entire system under scope of this Contract. All relevant tests will be performed before

commissioning of the replaced equipment.

65. SCRAP REMOVAL FROM SWITCHYARD:

65.1 Removal of existing scraps lying here & there in the switchyard area and shifting to the designated scrap yard within

plant premises.

65.2 Maintaining entire area under scope aesthetically, as per instruction of the EIC.

66. OIL FILTRATION:

Assistance for filtration of insulating oil of all the transformers in service on availability of shutdown, as per

recommendations of the oil test results or if desired by Owner’s EIC. Owner shall provide oil filtration machine of adequate

rating as and when required. It’s shifting/ placement near the transformer, arrangement of oil storage tanks will be under

the scope of the Contractor. Power supply arrangement, operation, sample collection before and after filtration for testing

shall be in Contractor’s scope. Filtration shall be continued till satisfactory results/ parameters of oil are achieved.

67. CABLE LAYING AND TERMINATION:

Disconnection of old/ damaged cables from terminal & removal of old/ damaged cables & dragging to disposal area.

Replacement of all damaged power cables is in the scope of Contractor. Replacement of damaged/ laying of all new control

cable, signal cables & lighting cables are included in the scope.

current is more than specified value), Insulator tightness, Primary injection for relays & control circuit, Space heaters,

thermostat, control scheme etc. Maintaining healthiness of spring charging mechanism. All routine checks for trouble free

operation of breakers.

J. INDICATIVE WORK FOR UPS, BATTERY BANK, CHARGER AND DC SYSTEM:

Cleaning of battery room, cleaning of battery terminals, replacement of battery terminal, daily measurement of specific

gravity/ voltage of rotating pilot cells, monthly measurement of specific gravity/ voltage of complete battery and topping up

DM water/ acid to cell, if required. Cleaning of inter cell, connectors and terminals. Repair/ Replacement of failed/ faulty

batteries, inter cell connector, inter row connector, vent plug. Application of battery terminal coating and petroleum

jelly. Tightness checking of inter cell connectors/ terminals/ cables with insulating spanner and gloves, shifting of batteries if

required. Cleaning of charger panels, attending tightness checking of power and control components, inspection/ checking

of control circuit & rectification of troubles, Calibration and checking of PCBs and limiters, Routine checking of float

charging of batteries, boost charging of batteries whenever required. Trickle charge current monitoring on weekly basis.

Assistance for capacity test as and when required, as per OEM recommendation or during annual shutdown.

Batteries and Battery Chargers - Measurement of Battery Cell Voltage, specific Gravity, DM water level, Cell Temperature,

appearance of gassing – weekly. Conducting of the Capacity Test on Batteries once in a year to identify and replace the

defective ones so that the reliability of the batteries and chargers are established for reliable operation.

K. INDICATIVE WORK FOR MOTORS:

1.2 Dismantling and reassembling of cooling fan with motor including disconnection and reconnection.

1.3 Inspection, checking and tightness of all gasket joints and bushings of HT/ LT sides and to attend oil leakage from any

part of transformer either by replacing the gasket or by sealing the leakage point. Topping up of oil and replacement

of silica gel. To and fro transportation of oil drums, oil filter machine from storage area to place of working and

assistance, in oil filtration where ever required. The transformer oil will be provided by Owner. BDV testing of all

transformer oils will be in the scope of Contractor.

2. SERVICING OF LT TRANSFORMER/ ESP HVR.

2.1 Complete external cleaning of transformers consisting of main tank body, HV/ LV turrets, headers, radiators,

conservators, complete piping, Marshalling kiosks, C&R panels, Remote indication panels, local panels etc.

2.2 Disconnection and termination of HT/ LT cables wherever required including tightness checking of terminals.

2.3 Opening and re-fitment of HT/ LT cable boxes, internal cleaning of cable boxes and its single coat painting.

2.4 Draining of oil from the existing transformer.

2.5 Removal of sludge, if any from the transformer.

2.6 Inspection, checking and tightness of all gasket joints and bushings of HT/ LT sides and to attend oil leakage from any

part of transformer either by replacing the gasket or by sealing the leakage point.

2.7 Topping up of oil and replacement of silica gel. To and fro transportation of oil drums, oil filter machine from storage

area to place of working and assistance, in oil filtration where ever required. The transformer oil will be provided by

Owner.

2.8 Filtration of oil till the oil reaches a desired BDV value. Filtration Machine & Hose Pipe will be provided by Owner,

shifting will be done by the Contractor.

2.9 Changing/ drying of silica gel if necessary.

2.10 Cleaning and checking of transformer, bushings and marshalling box.

2.11 Complete external cleaning of fan and motors. Dismantling and reassembly of cooling fan motors, cleaning of shaft

and bearings, replacement of the bearings etc. Single coat painting of fan, motor body and its frame by colors

supplied.

2.12 Measurement of Earth resistance of the earth pits. Testing & commissioning of transformer.

2.13 Painting of identification boards of transformers with frame and letter writing for identification shall be done by

approved make and color of enamel paint. Identification includes name of transformer, capacity, and voltage ratio ad

symbolic connection diagram as per existing ones.

6. Round the clock C&I shift Engineers & Technicians for handling all C&I activities for Operation support as per plant

requirements as mentioned in Annexure-3.

7. Checking/ inspecting the field instruments, panels, actuators, transmitters, impulse lines etc. daily/ periodically and

reporting any damage/ misalignment/ mal-operation/ abnormal conditions to Owner’s EIC/ Engineers.

8. Interlock & Protections checking under the guidance of Owner’s EIC, Loop testing (starting from field end till the field

termination assembly/ panel), continuity checking, cable, impulse line-tracing, sequence of operation checking, are to be

carried out at the discretion/ guidance/ assistance of Owner’s EIC/ Engineers.

9. Running and Shutdown maintenance work.

10. Routine checking of control power supply, main power supply, connection tightness etc. for all the electrical actuators,

impulse line tightness checking/ leakage detection & arresting for all the pneumatic & hydraulic actuators.

11. Routine & breakdown maintenance of Air filter lubricator, Impulse lines, applying lubricants, cleaning filters, removing

chokes in the impulse line/ filters, plugging leaks.

12. Removal of indicators, transmitters, valves and other instruments, equipment, monitors, transporting them to stores,

laboratory and vice versa for servicing, repair and re-fixing them in their appropriate places, checking of cables and

terminations as and when required.

13. Re-commissioning activities are to be carried out at the discretion/ guidance/ assistance of Owner Engineers.

14. Transferring materials from central store to C&I dept. store.

15. Cable testing as per the requirement.

36. Any other C&I maintenance related work assigned by Owner’s EIC/ Engineer. Whether mentioned here or not but, all the

work & activities necessary to sustain & perform C&I maintenance is included in the scope of work.

37. Calibration of all the measuring instruments, regulatory control valves, ON/OFF valves and Motorized actuators.

38. Monsoon Protections: Contractor has to carry out pre monsoon maintenance such as checking the sealing of all outdoor

equipment, junction boxes, switch boards, ensuring readiness of all dewatering pumps etc. Consumables required like

tarpaulin, plastic, silicon sealant, aluminium tapes, glass putty etc., for Monsoon protection are in scope of contractor.

39. Repairing for proper locking & hinge of Instrument panel doors. Junction Boxes etc.

40. Calibration & testing of all Control valves.

41. The contractor shall ensure that the manpower supplied for the O & M jobs shall have the required skill to perform the

Plant Jobs. If any manpower found not performing & not having adequate skill to perform the job then the same shall be

replaced immediately with new skilled manpower on the request of the VSLP EIC.

42. The Contractor shall prepare shift schedules & supervise all the workers attached to the O & M works. Any issues relating to

the workers, contractor can discuss with EIC & close the matter.

43. VSLP to be kept in loop on the changes or absentees related to the manpower.

44. The contractor to ensure round the clock availability of their stores for shift availability of required items under their scope.

45. Manpower Daily report to be send by contractor site in-charge/ HR to VSLP EIC/ EIC representative.

46. C&I Laboratory instruments repairing components are under contractor scope.

47. Maintenance and healthiness checking of all installed air dryers and auto drain valves.

48. C&I Manpower leave prior permission from EIC

49. Healthiness checking of all DCS & PLC control system earth pits, maintenance & recharge with salt solutions.

2. Dismantling of defecting actuators, valves from base/ installing new or repaired one.

1.10 Closely monitoring & maintaining oil levels of the equipment check for any water traces;

4.7 Ensuring & Co-coordinating Ash disposal from Fly ash and bottom ash silo so that level not exceeds beyond 70% any

time due to non-communication.

4.8 Checking the Ash water tank level and its makeup continuously.

4.9 Checking ESP of all units - (Lifting, Bypass valve operation & its Instrument air pressures, CERM, EERM, purging SOV's

and their operation, ESP trafo, Bag filter Dp, Purging pressure & interval time, Field current setting &spark rate )

4.10 Checking Complete Fly ash conveying system of all units - (Hopper heater, Insulator heater, Hopper levels, Dome

valves & seal air pressure, Conveying line & its air pressure, Fly ash silo level, Fly ash and wet ash unloading, Silo

blower & ESP blower, Conveying cycle time)

4.11 Ensuring Daily recording & reporting of Performance data of Compressors, Refrigerant Air Dryers, Pumps, removing

moisture from air receiver tanks.

4.12 Fly ash & wet ash unloading and maintaining silo levels.

4.13 Ensuring accuracy of data recorded and reported regarding disposed ash quantity into silos, ash pond. in the shift

4.14 Checking status and availability of ESP air washers; its effectiveness.

5.5 Ensuring Healthy condition of Coal Unloading system before arrival dumper; ensuring proper level of bunker.

Unloading dumper near ground hopper, ensuring availability of supporting Manpower & machineries at Ground

5.6 Feed the coal from ground hopper according to scheduled feeding plan and maintain the bunker levels as per

instructions.

5.7 Proper coal blending by observation of source of coal fed and ensuring ratio of coals.

5.8 Checking status of both CHP streams and will attend the operational difficulties along with maintenance dept. & will

give clearance.

5.9 Co-ordinate with CCR or S/I for healthy condition of bunkers & running all the units smoothly without any

interruption of coal round the clock (especially in rainy season).

5.10 Coal stacking.

5.11 Segregating storage of coal with respect to source and grade of coal in coal yard, No of Incident of mixing of different

grade of coal

5.12 Physical inspection of CHP equipment for defects and reporting the defects in IFS system and mail, analyzing the

nature of pending defects and communicating the defects needs to attend in high priority to seniors.

5.13 In case of defects are pending from longer days, communicating warning mail to Team members by providing

consequence of not attending, attaching describing photographs .

5.14 Supporting maintenance team to attend the defect by providing safe isolation, within time period of maximum 30

minutes from the time of submission of isolation and describing nature of defects,

5.15 After completion of maintenance, check the quality of work, whether objective maintenance is fulfilled or not and

taken trial of equipment; will co- ordinate with maintenance team for PTW (isolation, normalization, PTW release,

close, Hot PTW, Cross PTW)

hopper, Roller screens, Crusher, blowdown pumps, DE system, work on released PTW's.

6.10 PLC Operator will check the status of CHP PLC and both CHP streams.

6.11 Feed the coal from ground hopper according to scheduled feeding plan and maintain the bunker levels as per orders.

6.12 Proper coal blending by observation of source of coal fed and ensuring ratio of coals.

6.13 Co-ordinate with CCR S/I for healthy condition of bunkers & running all the units smoothly without any interruption

of coal round the clock (especially in rainy season).

6.14 PLC operator will instruct to Belt Operators to monitor oil, water, coal powder leakages & other sensitive operating

parameters continuously.

6.15 Supporting maintenance team to attend the defect by providing safe isolation, within time period from the time of

submission of isolation and describing nature of defects, After completion of maintenance, check the quality of work,

whether objective maintenance is fulfilled or not and taken trial of equipment; will co- ordinate with maintenance

team for PTW (isolation, normalization, PTW release, close, Hot PTW, Cross PTW)

6.16 Preservation of coal by covering during rain & re-handling and quenching of coal in case of any fire etc. and ensuring

healthiness of coal yard sprinklers and water monitors, hydrant posts

6.17 Housekeeping planning & will instruct belt operators for housekeeping targets.

6.18 Reporting incident report wrt. Equipment break down, fire, accident during the shift.

6.19 Instructions to Belt Operators to be alert & report to Control room regarding defect and reporting the defects in IFS

system and mail; analyzing the nature of pending defects and communicating the defects needs to attend in high

priority to seniors.

6.20 Ensuring smooth & efficient running of CHP, improve CHP utilization factor, reduce Auxiliary power consumption,

maintain high feed-rate.

6.21 Co-ordinate with CCR S/I for healthy condition of bunkers & running all the units smoothly without any interruption

of coal round the clock (especially in rainy season).

6.22 Identifying safety near miss defects & follow safety rules in his responsible area.

6.23 PLC Operator, Belt operator will be responsible for lighting on & off in his area.

6.24 PLC operator will raise defects in IFS & inform to concert dept.

6.25 PLC operator will fill log book, log sheets & maintain the record; will prepare the scheduled reports.

6.26 Preparing scheduled shift reports (utilization report, heap wise stock, consumption report,).

6.27 Ensuring accuracy of data recorded and reported regarding Coal Hard Heap stocks & Coal fed.

6.28 Ensuring accuracy of data recorded and reported regarding Auxiliary Energy Consumption & Handling Vehicle

Utilization.

7. SBO RESPONSIBILITY

7.1 Taking relieving at the workplace and handing over company asset to reliever.

7.2 Going through logbook previous shift report.

7.3 Reporting to S/I, related Unit control desk engineer in CCR & will follow the instructions.

7.4 Taking round for assigned area thoroughly, will check ISOALTION & NORMALISATION of equipment as per instruction

from CCR

7.5 Ensuring safety practices, etc. as per the Company norms

7.6 Tagging of equipment as per PERMIT NO.& SIGNING PERMIT

7.7 100% follow up of SOP and use of check list for handling the Shift Operations so that there should not be any incident

or failure due to non-compliance of SOP.

7.8 Inspection of switchgear /mcc/pcc/switchyard system, timely observation & reporting of defects to ensure maximum

plant availability; Perform Registry of defects of equipment as on when happened.

7.9 Analyzing all shift activities and parameters and reporting the deviations, field audit observations.

7.10 Note down energy meter reading on timely basis & preparation of report.

7.11 Taking prompt and correct actions in case of emergencies, in consultation with Control room Engineers / Group Head.

7.12 Ensuring good house-keeping & safe working condition in the plant area; collect proof on housekeeping defects;

report on housekeeping defects.

7.13 Ensure Zero accident / safety of Man, Machine, and Equipment during operation through Job safety analysis of

critical work..

7.14 Coordination with maintenance depts for isolating the plant equipment’s and handing over the same for

8.10 Round the clock Chemistry Operations like; Express laboratory operation (SWAS) & monitoring, DM Plant including

multi-media filter, activated carbon filter(MMF & ACF),operation & regeneration, Raw water and PT plant operation,

potable , Effluent treatment plant operation(including UF & RO), & regeneration, CW (Circulating Water) treatment,

lamella clarifier, efficient fiber filter(side stream filter for CW system) , Water / Fuel Oil / Lube oil / Flue Gas / testing

of bulk chemicals and any other chemicals as requirement arises, Chemistry store management and inventory

control.

8.11 Water quality: The contractor shall be responsible for maintaining quality of DM water and cooling water as per the

deliverable parameters. All requisite chemicals to maintain these parameters shall be in the scope of owner.

8.12 VSLP shall issue the bulk chemicals, however the quantity of the same shall be restricted as per the budget cap

amount. For any additional requirement over and above budgeted, this shall be charged at rates 50% higher than the

purchased cost.

8.13 Cooling water chemicals: Contractor shall maintain quality of cooling water round the year. All the chemicals required

for this purpose are in the scope of owner. (Existing OEM for cooling water chemical is NALCO).

8.14 Developing, obtaining approval and implementing SOP, SMPs, SCP and PM check list compliance. Maintaining timely

record in ERP system, access provided by VSLP.

8.15 Safe operation and shutdown of system / equipment as per instructions of Area In charge.

8.16 Opening / closing of Valves, Dampers, and Gates as & when required and as per instructions received related to

above system.

8.17 The routine & emergency operation as well as necessary isolations of system / circuit / equipment should be done

with utmost care and presence of mind.

8.18 The scope will also include vigilant monitoring of all equipment functioning in surrounding area by taking rounds,

taking note of any abnormal sound, identifying leakages / abnormality of equipment, watching control room & field

instrumentation readings and reporting deviations from desired / running parameters, finding of change in vibration

/ temperature of equipment bearings, prompt updating control room engineers / chemists about any abnormalities,

taking corrective actions and documenting and giving feedback to Area In charge.

8.19 Filling the field log book for all local equipment / system reading. Maintaining timely records in ERP system access

provided by VSLP.

8.20 Mechanical isolation & normalization of equipment /system. Local line up of equipment / system as per standard

operating procedure and giving clearance to control room for start / stop of the equipment.

Z. REPORTS AND MIS :

1. Daily report – The contractor is expected to sign off the joint daily report on steam water, fuel oil, flue gas, lubricating oils,

etc. with VSLP.

2. Daily report should also indicate the status of any major equipment/ auxiliary/ major incidents.

3. Weekly report- Weekly report shall indicate the status of all maintenance activities carried out and pending, unresolved

technical issues along with the reasons thereof. Unresolved technical issues in particular shall be reviewed and closed by

designated officer of the Contractor.

4. Monthly report- Monthly report shall cover the following issues-steam water quality, water consumption, Comparison of

actual water consumption vis-à-vis Design WBD, chemical consumption, raw water, DM water and waste water quantity

and quality reports, flue gas analysis, oil reports, specific consumption, OBR(output between consecutive regenerations) of

exchangers, CW water analysis and COC, RO membrane performance report etc. Planned maintenance and break down

maintenance activities, major technical issues (resolved and unresolved) etc.

5. Monthly report on all parts/ equipments sent out for repairs. The report to include all the details such as part description,

category, quantity, returnable/non-returnable gate passes details etc.

6. Monitoring of performance Vis-a Vis benchmark performance and submissions of monthly reports thereof.

AA. SPARES UTILIZATION:

1. As per the key deliverable, contractor has to submit the annual spares plan to VSLP for validation. VSLP shall furnish the

validated list to the contractor along with budgeted quantities and amounts.

2. Contractor shall ensure that the equipment under his scope is operated and maintained in such a way that utilization of

spares is restricted to the budgeted quantity/amount as intimated by VSLP from year to year unit wise. Any excess usage of

spares/Chemicals above the budgeted quantity/amount shall be debited to contractor at 50% higher value than that of the

budgeted value.

BB. INDICATIVE (NOT EXHAUSTIVE / LIMITED TO ) ROLE OF CHEMISTRY OPERATIONS :

1. Cleaning of Control Rooms, Control desks, Test laboratory equipment & working benches / glass wares.

2. Cleaning of pumps / motors / vessels / pipe lines periodically, cleaning and flushing of vessels and tanks whenever required,

cleaning of plant equipment by wiping as well as water jetting.

3. Round the clock Water / Oil/ and feeder coal/ fly ash /bottom ash Sample collection from all units and analysis. Transferring

sample to lab and sample conditioning / preparation. Collection of flue gas samples etc. and analysis of all these collected

samples.

4. Quality monitoring and reporting of all the chemistry parameters related to water, steam, flue gas, chemicals, oil, feeder

coal, ash etc. MIS reports to be released by contractor on daily, weekly, fortnightly, monthly basis and as and when required

by Chemistry Head of VSLP.

5. Charging of resin to vessels, emptying of resin from vessels whenever required.

6. Preparation of dosing solutions for Boiler, CW, ACW, PT, potable water Plant, DM Plant, ETP, UF and RO Plant.

7. Unloading and handling of Acid, Alkalis and other Bulk Chemicals with all safety measures.

8. Operation in Clarifier sludge removal and complete cleaning annually.

9. Back wash of filters and membranes.

10. Drawing bulk chemical from storage tank to dosing tank.

11. All operations like; valve opening / closing

12. Transferring materials from central store to chemistry dept. store/designated Storage area as applicable.

13. Returning of empty drums and carboys/ cans to central store.

14. Any other work related to chemistry operations

15. Once in a year checking the resin quality, activated carbon quality, & multi grade media quality, unloading the vessels &

checking the rubber lining/internal coating & check the vessel internals, topping up the media, conducting performance

test.

16. Lamella & thickeners sludge cleaning, UF, RO cleaning, cartridge filter cleaning, conducting annual performance test.

17. Assisting in inventory management and control.

18. Segregating and removing the scraps from each site after completion of work to ensure housekeeping. Shifting of waste oil

drums and scraps material to scrap yard.

19. Implementing safety standards of Owner Safety Section to ensure safety compliance in all activities of BOP & chemistry

O&M.

20. Data Management, Work Scheduling and Report Generation.

21. The Contractor shall maintain daily logging of the progress made during each shift which includes preventive/ breakdown/

shutdown/ faults attended during the shift.

22. O&M of any additional equipment added in future (as a part of BOP & chemistry) shall be in the scope of the Contractor on

mutually agreed terms.

23. Any activities not mentioned in the scope, yet are required for successful completion of the job are within the purview of

this comprehensive Contract.

24. Training and Skill development of Contractor’s own team.

25. Opening & closing of vessel / tank manholes, Emptying resin from vessels, inspection of internal lining & internals, repairing

& replacement of internal header / distributor / nozzles, removal of obstructions, re-filling of resin after completion of

maintenance work.

CC. CHEMICAL HANDLING WORK :

1. The persons to be engaged in handling acid, alkali material should be properly skilled and experienced and adequately

trained in using PPE, first aid to be done, actions to be taken in emergency, knowledge of MSDS, relevant contractor

approved/revised/ reviewed SOPs/SMPs which are subjected Job Safety Analysis.

2. Wearing relevant personal protective equipment such as acid, alkali proof aprons, full body chemical protection suit with

visor or face shield / gas cartridge piece, fume mask, hand gloves etc. is mandatory while handling the chemicals.

3. The contractor has to ensure availability in sufficient quantity of personal protective equipment as per standards as

mentioned above and it has to be maintained properly by the concerned contractor.

4. Where ever relevant, crew and supervisors are to be trained in the use of respiratory protection like breathing apparatus,

canister mask, cartridge mask etc.

EE. ROUND THE CLOCK COAL SAMPLING OF THE RECEIVED COAL AT THE VSLP SITE

SPECIAL INSTRUCTIONS:

The scope of work under this contract shall include but not limited to provide quality inspection service of coal at VSLP

Gurha site.

Scope of Work:

1. Truck wise (Daily basis) Sampling

2. Composite sample preparation for a whole day receipt coal for testing (quality / rake wise).

3. Sample preparation on 01day after sampling as per SOP.

4. Coal Samples will be tested in plant laboratory and to be submitted one reference sample of 200 kg.

5. Grams pass to 212 micron to lab.

6. Sample collection will be done from 00.00 am to 00.00 am for 24 hours a day.

7. Plastic bags / HDPE bags to be utilized for sample collection. The condition of bags should be good enough to restrict

external moisture and external items. The sample plastic bag should be properly sealed with tags after sample collection.

8. As and when required stock sampling, sample preparation.

9. Equipment for collection of sample collection, sample collecting bags, shift log books, tags, and other consumable etc. are in

the contractor’s scope.

10. Housekeeping of the area working equipment.

FF. QUANTUM OF WORK:

VSLP reserves the right to allocate part or full of the quantum of work accepted by Contractor or allocate the work to

multiple agencies. The decision of VSLP in selection of Agency/ Agencies shall be final and binding on Contractor.

GG. SAMPLING AND TESTING PROCEDURE:

Sampling, testing and inspection procedure shall be as per relevant National/International Norms / codes and confirmed by

VSLP from time to time. You shall have to submit relevant SOP for sample collection, Preparation and analysis of the same

and it should be confirmed by VSLP. Sampling of Received coal in shift wise from TRUCK sampling to be carried out as per IS

436.Analysis to be carried out as per IS 1350 will be done at VSLP site.

HH. REPORTS:

Contractor shall furnish all sampling, preparation, inspection, supervision reports as per the formats provided by VSLP

with in stipulated time agreed.

II. MALPRACTICE

If any of the employee/ surveyor/ inspector deputed by Contractor to provide services to VSLP is found involved in any

malpractice, VSLP will be entitled to suspend the involved person. However if the same has been repeated VSLP will

conduct an investigation into the malpractice's if upon such investigation VSLP in its sole discretion concludes that

Contractor has complicity in the malpractice, the contract shall stand terminated.
