2.0 Site Description 2.1 Site Description. Glennon Bros. Cork Ltd. was purchased from Woodfab Ltd. in 1998. The company currently employs over 90 people and has a wide range of facilities such as kiln drying, planing and moulding and stress grading. As a sawmill, its main purpose is to convert round logs in to sawn timber. This is a process in which 100% of the incoming raw material, logs usually supplied by Coillte, is rendered into a useable product. The mill takes in approximately 400,000 m3 of round logs per annum and from this produces 200,000 m3 of sawn timber, 48,000 m3 chips, 40,000 m3 bark and 54,000 m3 of sawdust. The mill is open from 7:00 am to 12:00am on Monday to Friday, during which primary sawing occurs as well as finishing processes. Some second handling processes (stacking and sorting timber) may occur on Saturdays. In brief the overall process is as follows: Incoming logs are weighed, documented and off loaded in the Logyard. They are then debarked, measured and graded into top diameter size classes at the Log Grader. The logs are then processed into sawn timber in the Main Saw Line. Sawn timber is sorted and stacked ready for kiln drying at the Drop Sorter. After drying in the Kilns, the sawn timber is either graded for constructional use, or further processed by machining at the planer shed.

3.0 Data
3.1 Summary.
This section contains summary reports for the following: Surface water emissions, Waste management, Resource consumption and Complaints. Where detailed reports are required, these will be contained in the appendix.
3.2 Surface Water Emissions Summary As part of the IPPC license emissions to water have to be monitored. There are two emission points: SW1 and SW2. Both points have to be visually inspected daily. Analysis of Suspended solids, Total Ammonia, Total Phosphates and C.O.D. has to be carried out bi-annually for each emission point. Environmental Efficiency, an independent environmental firm based in Bray, Co.Wicklow performed the bulk of this analysis. In the period being reported on there have been no exceedences. A summary of this data is included in the appendix in the form of the new AER electronic reporting system.
3.3 Waste Management Report In the reporting period (January ’10 to December ‘10) approx 210.26 tonne of waste was produced. This constituted primarily of mixed municipal waste, broken wood & scrap metal. In addition, in 2010, all broken logs are now sent to Waste Recovery Services. This has increased the total tonnes of waste as previously this material was sold as firewood. The majority of the waste was recycled where possible. Enva took 1.3 tonne of waste oil off site for recovery. A detailed breakdown is contained in the new web reporting format contained in the appendix. The relevant hazardous documentation is also attached in the appendix.
3.4 Resource Consumption Summary In the period from January ’10 to December ‘10, 90% of round logs were FSC certified and was sourced from managed, renewable forests. Over 99.5% of the logs were converted into saleable product. The site had an electricity expenditure of just less than 8,181 MWh over the 12-month period recorded. This constituted an increase on the previous year’s consumption. Approximately 353,720 litres of diesel were consumed in the period. This constituted an increase on the previous year’s consumption. Log handlers, Log grabbers, fork trucks, etc; accounted for the major portion of diesel consumed. The kilns are supplied with heat from a wood residue-burning boiler. No diesel or oil is consumed in this process. Water was supplied onsite by the local water scheme for domestic use. None of the processes in the site require water. Full details of the energy consumption are contained in the appendix.
3.5 Environmental Incidents and Complaints Summary There have been no Environmental incidents in the reporting period.

4.0 Environmental Management 4.1 Environmental Policy, Structure and Responsibility.
It is the policy of Glennon Bros.Cork Ltd. to conduct its operations in harmony with the environment. Environmental management is a top corporate priority. Glennon Bros.Cork Ltd. undertakes to comply with all applicable environmental standards and legislation, in all current and future processes and operations. Compliance is seen as a minimum requirement. The company will train and motivate its employees to carry out their tasks in an environmentally responsible manner. The company encourages openness and dialogue with both employees and the public on environmental performance. The company is committed to the prevention of pollution, the reduction of wastes and encourages recovery and recycling of wastes as opposed to disposal where feasible. The environmental performance of the company will be managed through the setting and meeting of specific objectives. The management of Glennon Bros. Cork Ltd. accepts full responsibility for the implementation of its corporate objectives and the maintenance of its EMP. Specifically, Mr. Damien Cross will be the management representative who will be responsible for all aspects of the EMS and of the EMP as an aspect of the EMS. The management structure is as follows:

4.4 Environmental Management Programme: Report 2010 In the period from January 2010 – December 2010, only a small proportion of the objectives and targets were met within their stated time scales. This is due to the Environmental Manager not being onsite for a significant portion of the year. The Plant Manager was appointed as Interim Environmental Manager for the duration. A detailed account of this is included in the appendix.
4.5 Environmental Management Programme: 2011 A proposal for the environmental management programme for the year 2011 is included with this report. The emphasis of the programme is try achieve a better success rate from last years unfinished objectives

5.0 Other Reports 5.1 Summary

5.2 Boiler Combustion Efficiency
Environmental Efficiency was commissioned to perform a report on boiler efficiency. This is included in the appendix.
5.3 Bund Integrity Assessment.
A report on bund integrity is to be carried out every three years. A bund assessment was carried out in 2008 and is included in the appendix.
5.4 Reported Incidents & Complaints Summary.
In the period of this report (Jan ’10 to Dec ’10) there were no complaints. 5.5 Annual Groundwater test results.

6.0 Conclusions and Future Performance.
Glennon Bros Cork Ltd is committed to protecting the environment. This document, along with the following appendices, portrays the state of environmental performance for the company at the end of December 2010. This will be used as the yardstick by which future environmental performance will be measured against. The objectives and targets as set out in the EMP for 2011 aim to improve and enhance the environmental performance of the company.

1.0 Brief for EMP.
As a requirement of their IPPC License (No. P0344-01) Glennon Bros. Cork Ltd. is required to set up and maintain an Environmental Management System at their site in Farran South, Fermoy Co. Cork. One of the requisites of the EMS is the establishment of an Environmental Management Programme. The function of this document is to report on the results of the EMP for the above period of their IPPC license.
2.0 Summary
2.1 Components of the EMP.
The EMP for the given period included a time schedule for achieving objectives and targets. This report forms part of the AER and includes the following:
• Designation of responsibility for achieving objectives; • The means of achieving said objectives; • The time frame for achieving said objectives.
2.2 Objectives:
The EMP will include the following objectives:
• Onsite Housekeeping programme • Optimization Efficiency programme
2.3 Reporting.
This report on the EMP includes the success in meeting agreed targets, and is to be submitted to the EPA. An electronic version of this report shall be retained on-site for a period of not less than seven years and shall be available for inspection by authorised persons of the EPA.

5.2.3 Conclusion Little improvement has been made in 2010 due to the absence of the Environmental Manager onsite. The Plant Manager stepped in as the Interim Environmental Manager for a significant proportion of the year. It is expected that 2011 will see a higher success rate in the stated objectives
5.3 Optimisation Efficiency Program
5.3.1 Objectives To optimise the current systems in place for better efficiency
5.3.2 Targets Contination of re-design of grading system to maximise log usage incorporating new sawing practises. Continual testing of new sawn practises to decrease required intake of raw material based on more efficient sawn program. Lower electricity output per unit expected
5.3.3 Conclusion Much of the work needed to be carried out in 2010 had to be postponed due to the absence of the Environmental Manager onsite. Work began toward the end of 2010 and into 2011. It is hoped to achieve a better success rate in 2011

6.0 New Developments In the event of new developments, the substantial modification of existing processes or the introduction of new processes at Glennon Bros. Cork Ltd. separate Environmental Management Programmes will be established for each case. Such programmes will:
• Identify and evaluate the potential impacts of such new developments and develop appropriate project environmental objectives;
• Establish mechanisms to achieve these objectives; • Address the environmental aspects of changes as these projects proceed; • Take corrective action and assess its effectiveness if these changes prove to
be detrimental to the environment.
